  • BG: It is important to achieve a significant breakthrough in the e-government: President

    “Standardizing of public procurements counteract corruption. When there is a transparent governing we will have nothing to conceal,” Bulgarian President Rosen Plevneliev said in his address to the National Assembly and Bulgarian citizens, a reporter of FOCUS News Agency announced.

  • BG: Ministry of Health to begin development of national health information system

    The Ministry of Health has received BGN 9.7 million (approx. € 5 million) for the project 'National Health Information System' under the Operational Programme 'Human Resources Development' (Оперативна програма 'Развитие на човешките ресурси', in Bulgarian). The objective is to develop an Integrated Health Information System (IHIS).

    The ministry aims to improve the efficiency and management of healthcare and by extension the quality of rendered health services through the creation of an IHIS. It will allow for better oversight of the healthcare process through the exchange of information in real time.

  • BG: Seven contracts signed to create central eGovernment systems

    On 29 August 2012, the Minister of Transport, Information Technology and Communications, Ivailo Moskovski, signed seven contracts relating to the provision of an electronic identification (eID) system and other eGovernment services.

    The contracts were signed under the activities of the umbrella project 'Improving administrative customer service by building central eGovernment systems’. This project is worth around BGN 12 million (approx. €6 million), and is financed under the European Union’s Operational Programme for the ‘Administrative Capacity’ (OPAC) 2007-2013.

  • BG: Sofia Municipality to Offer E-Services as of May 2013

    Starting May 2013, citizens of Sofia will be able to take advantage of 50 services of the Sofia Municipality through the e-government system, according to Transport Minister Ivaylo Moskovski.

    In a Monday interview for TV7, Moskovski explained that Sofianites would be able to access e-services through a special card featuring their digital signature and their digital uniform civil number (EGN).

    The city of Vratsa is located in Northwestern Bulgaria, the slowest growing region in the country and in Europe. Here, unemployment rates are traditionally high and job and development opportunities are predominantly in the service sectors.

  • BG:Minister Moskovski:We created the basis of e-government in less than a year under 2 OPAC projects

    “The basis of the e- government was created in less than a year with work under two projects of the Ministry of Transport and Communications, which are funded by the Administrative Capacity Operational Programme”. This is what Minister of Transport and Communications Ivaylo Moskovski said at a conference in Borovets resort, the press center of the Ministry announced. Within the frames of the event, he presented the activities of the project themed Improvement of Administrative Services to Users by Building-up Central e-government Systems. The project is worth about BGN 12 million and is funded under the Administrative Capacity Operational Programme, financed by the EU.

    The Information Society Coordination Council held its first session

    The Ministry of Public Administration and Administrative Reform allocates BGN 11.5 mln under its budget for 2006, funding projects related to the establishment of e-government. This was reported by Minister Nikolay Vassilev at the first session of the Information Society Coordination Council. The session was chaired by the president of the State Agency for Information Technology and Communications.

  • Buglarian government develops e-government plan

    The Bulgarian government has drafted a strategy document on the implementation of a ‘one-stop-shop’ for citizens to access information on public services and as a further step forward for the country’s participation in the Interchange of Data between Administrations (IDA) programme - an initiative of the EU.
  • Bulgaria approves agreement with China on cooperation in IT

    The Bulgarian government on Wednesday approved an agreement with China on cooperation in information technologies and communications.

    The agreement was signed in June by the Bulgarian Minister of Transport, Information Technology and Communications Ivaylo Moskovski, and the Chinese Minister of Industry and Information Technology Miao Wei.

  • Bulgaria begin electronic health cards pilot

    The Bulgarian Ministry of Health and the National Health Insurance Fund have begun piloting the issuing of electronic health cards, provided by ICW, in cooperation with Cisco and Kontrax.

    An ICW spokesperson told E-Health Europe: “As of this month, 1,000 citizens from the town of Slivnitza and the village Aldomirovzi will receive their personal electronic health cards. Most of the cards will be handed out to chronically ill patients by their general practitioners (GPs) at their regular monthly doctor's visits.”

  • Bulgaria Decides to Register Cyrillic Domain '.13' ('.bg')

    Bulgaria's official Cyrillic domain name suffix is to be ".бг" (BG). An application for registration has been submitted to the world body that regulates domain names.

    Parvan Rusinov, Deputy Minister of Transport, Communications and Information Technology (MTITC) has announced on Thursday that the application had been sent on February 19 to the Internet Corporation for Assigned Names and Numbers (ICANN). Rusinov said that he expected to receive a response some time in March.

  • Bulgaria e-gov project to shine light on government spending

    Bulgaria will start publishing daily data on government spending in August as part of the country’s Open Government Initiative. The Ministry of Finance will post .xls spreadsheets with information on fund transfers to ministries, municipalities, universities, and other public organizations.

    The Bulgarian government hopes that the initiative will lead to greater transparency by allowing Internet users to track the implementation of government policies and monitor day-to-day spending. Blogger Boyan Yurokov, while lauding the initiative, expressed concern that the data may not be released in an organized and readable way, which could diminish its potential value.

  • Bulgaria Extends Telecenter Network to Varna

    Bulgaria's sea capital will see Saturday the opening of a Telecenter to add to nearly 100 other latest-IT-wise centers across the country.

    The project of building a Telecenter network is financed and managed by the State Agency for IT and Communications, with the support of UNDP Bulgaria. The cost of the Varna center stands at more than BGN 75,000 (approximately EUR 37,000) and covers the purchase of 35 middle and high-class computers, the majority of which featuring free Internet access.

  • Bulgaria Gets Down to Electronic Services

    Bulgaria's State Administration Ministry had invited institutions, private companies and media to discuss together Friday a fresh electronic governing bill.

    The suggested law aims to regulate the work of the state administration using digital technologies, and providing electronic services to the community.

  • Bulgaria govt adopts e-governments development strategy 2014-2020

    Bulgarian Council of Ministers adopted a Strategy of electronic government development in the Republic of Bulgaria 2014-2010, the press office of the cabinet announced.

    The accent is put on the consumer as a major factor in the processes of communication and services in electronic environment.

  • Bulgaria is to use Austrian know-how in e-government

    E-documents number has increased 20 times in the last year, State Administration Minister Nikolay Vasilev said, news.bg announced on Friday after the first public discussion.

    The draft for e-management that plans to facilitate citizens and business in the “bureaucracy communications” was based on the Austria experience and know-how as the country is similar in size and population to Bulgaria. Austria ranked among the last in technologies’ usage but at the moment it’s among the leading European countries on that index.

    Bulgaria has begun an online electronic prescriptions project using a citizen-held e-health card.

    The first online transaction, carried out earlier this month, marked the official launch of the Bulgarian electronic health card (eCard) providing citizens with access to e-health services, beginning with e-prescriptions.

  • Bulgaria launches electronic records

    Bulgaria has launched a national health portal as the entry point to its first electronic health records.

    The portal, developed by InterComponentWare (ICW), will give state administration employees access to a modern, electronic version of the paper-based Personal Ambulatory Book that is used to keep track of medical appointments.

  • Bulgaria Launches National E-Health Portal

    Bulgaria is to seal Monday a contract with "Information Technologies in the Healthcare System" consortium over launching a national e-health portal.

    The agreement for its realization will be signed by the Health Minister Radoslav Gaydarski and his State Administration counterpart Nykolay Vassilev.

    The consortium has won the contest, organized by the two ministries over the project's development by offering BGN 1,2 M.
