The Information Society Coordination Council held its first session

The Ministry of Public Administration and Administrative Reform allocates BGN 11.5 mln under its budget for 2006, funding projects related to the establishment of e-government. This was reported by Minister Nikolay Vassilev at the first session of the Information Society Coordination Council. The session was chaired by the president of the State Agency for Information Technology and Communications.

The participants were acquainted with the progress made by the Bulgarian cabinet in providing 20 indicative administrative e-services, defined by the European Commission. The implementation of the services for businesses has reached 80.56%, while those for citizens – 47.06%.

According to the report, the number of VAT declarations filed in 2005 is 642 343. One of the leading institutions in e-services is the National Social Insurance Institute. Last year, the social insurance declarations filed in an electronic way amounted to 1 659 904, while the number of the contracts of employment - 188 715. More and more citizens obtain information on their medical insurance status online.

The report delivered by Minister Vassilev presents the implementation of pilot projects in district and municipal centres. The quality of the one-stop shop services depends on the degree of organisation of the work in the administration itself rather than the introduction of IT. That is why the challenge before e-government is the implementation of the administrative reform.

The Ministry of Public Administration and Administrative Reform intends to work out and develop a mechanism for the improvement of administrative work on all levels in the conditions of introduction of ICT in all public spheres.
