Dubai and Abu Dhabi have secured leading global positions in the 2026 Smart City Index published by the International Institute for Management Development, highlighting the UAE’s rapid digital transformation and high urban quality of life.
Dubai ranked sixth globally, while Abu Dhabi placed tenth among 148 cities assessed, underscoring the country’s growing prominence in smart urban development. Zurich topped the global ranking, followed by Oslo, Geneva, London and Copenhagen.

Governance, Transparency and Public Trust Matter More Than Technology, IMD Smart City Index 2026 Finds

Governance quality, infrastructure, and public trust are more important than technology alone in determining whether a city is truly “smart”, according to the IMD Smart City Index 2026 released by the IMD World Competitiveness Center.
The report, titled “The Quest for Trust and Transparency”, evaluates 148 cities worldwide and added five new cities this year: Tianjin and Zhuhai in China, Hafar Al Batin and Hail in Saudi Arabia, and San Salvador in El Salvador.

The cities of tomorrow will have autonomous flying cars that whisk passengers to work, the grocery store, and movie theaters; drones that deliver medicine to the sick; quantum computing technology that prevents traffic jams and reduces power outages; and AI platforms will forecast local weather, letting residents know if they should pack a raincoat or don a sweater before leaving home.
While this may sound like Orbit City of Jetsons’ fame, many such innovations are now either reality or in the development phase in metropolitan areas nationwide. And during Smart Cities MIAMI 2026, held on the University of Miami’s Coral Gables Campus on March 26, hundreds of attendees learned from industry experts, scientists, and researchers about how such burgeoning technology can be used to improve our cities.

IN: Gujarat Completes Over 357 Smart City Projects

The Gujarat government has completed 357 urban projects under the central Smart City Mission across six cities, delivering infrastructure and services. The six cities undertook 359 projects worth Rs 115.07 billion (bn) in total, of which projects valued at Rs 112.77 billion (bn) have been completed and two projects worth Rs 2,290 million (mn) are nearing completion. The terms billion (bn) and million (mn) are defined on first mention.
Prime Minister Narendra Modi is scheduled to visit Gujarat on 31 March to inaugurate and lay foundation stones for urban projects, according to the Chief Minister's Office. The state declared 2025 the Urban Development Year and extended a two-decade programme that started in 2005 to expand urban infrastructure and connectivity. Major works include new expressways, highways and a signature bridge connecting Dwarka with Beyt Dwarka, with approach roads and parking completed.

A.1 Potsdam, Brandenburg, Deutschland, 8.04. und 17.04.: Forschungsprojekt „Zukunft der Verwaltung / Stein-Hardenberg 2.0“ - Fokusgruppenworkshops
Im Rahmen des fünften Arbeitspapiers „Vernetztes E-Government – Gestaltungspotenziale bei ausgewählten Leistungen für Familien“ des Projektes „Zukunft der Verwaltung – Stein-Hardenberg 2.0“ wurde der Aufwand, den Familien haben, um bestimmte öffentliche Leistungen zu beantragen, untersucht. Im Fokus der Untersuchung standen zwei Anwendungsfelder, in denen die Adressaten in besonderem Maße mit Bürokratie belastet sind: öffentliche Leistungen in der Lebenslage Geburt sowie Leistungen für Eltern eines Kindes mit Behinderung. Auf der Basis einer Problemanalyse aus Adressatensicht wurden für beide Anwendungsfelder IT-gestützte Gestaltungsansätze entwickelt, die den Aufwand für die Betroffenen maßgeblich reduzieren. Kernaspekte der Gestaltungsvorschläge sind Proaktivität bei der Leistungserbringung sowie Bündelung von Informationen und Leistungen. Ein Gestaltungsansatz, um den Bürokratieaufwand für Eltern eines Kindes mit Behinderung zu reduzieren, ist beispielsweise ein proaktives, IT-gestütztes Fallmanagement.
Um diesen und andere Lösungsansätze im Hinblick auf dessen Nutzen und Umsetzbarkeit hin zu überprüfen, wurden am 08. und 17.04. Fokusgruppenworkshops mit ausgewählten Akteuren durchgeführt. Am ersten Workshop nahmen betroffene Eltern, an dem zweiten Vertreter der öffentlichen Verwaltung, Sozialversicherungsträger sowie freier Träger teil. Dabei wurde deutlich, dass schon in der Problemwahrnehmung erhebliche Unterschiede zwischen den Adressaten der Leistungen und den Verwaltungsmitarbeitern bestehen. Die betroffenen Eltern bemängelten beispielsweise darüber, dass es für sie oft unklar sei, welche Behörde für welche Leistung zuständig ist. Die Verwaltungsvertreter vertraten hingegen die Auffassung, dass die Zuständigkeit klar geregelt sei und die unterschiedlichen Stellen damit in der Praxis keine Probleme hätten. Im Gegensatz zu den Betroffenen schätzten die Verwaltungsvertreter den Interaktionsaufwand der betroffenen Eltern als durchaus zumutbar ein, nicht zuletzt aufgrund des bereits vorhandenen, umfangreichen Angebots an Beratungsstellen.
Ebenso zeigten sich Unterschiede in der Diskussion der Gestaltungsansätze: Während die Eltern den Nutzen der Lösungen als hoch einschätzten und Weiterentwicklungsmöglichkeiten der Ansätze aufzeigten, konzentrierten sich die Vertreter der unterschiedlichen Träger vorrangig darauf, Implementierungsprobleme und -grenzen zu benennen. In einem Punkt stimmten die Einschätzungen der Workshop-Teilnehmer hingegen überein: Sowohl den beteiligten Stellen als auch den Adressaten fehlt bisher eine verständliche, praxisorientierte und einheitliche Informationsgrundlage über vorhandene Leistungen, zuständige Stellen und Verfahren in diesem Anwendungsfeld. Die erhobenen Daten und Erkenntnisse aus den Workshops werden nun genutzt, um die bisherigen Ideen und Gestaltungsansätze weiter zu entwickeln und zu konkretisieren.
Zum Projekthintergrund:
Ziel des Forschungsprojektes ist es, vor dem Hintergrund der informationstechnischen Möglichkeiten, zukunftsorientierte Verwaltungsmodelle zu entwickeln. Das IfG.CC wurde mit dem Projekt vom Innenministerium des Landes Brandenburg beauftragt, das wiederum als Konsortialführer für folgende weitere Auftraggeber handelt: das Bundesministerium des Innern, die Senatsverwaltung für Inneres und Sport des Landes Berlin, die Freie und Hansestadt Hamburg - vertreten durch die Finanzbehörde, die AöR Dataport der Länder Schleswig-Holstein, Mecklenburg-Vorpommern und der Freien und Hansestadt Hamburg. Das Forschungsprojekt dauert noch bis zum 31.12.2013.

A.2 Potsdam/Speyer, Deutschland, 22.04.: ISPRAT-Forschungsprojekt „Informierter Bürger trifft zuständigkeitsorientierte Verwaltung“: Auswertung der Interviews
Am 22.04. fand im Rahmen des Forschungsprojektes „Informierter Bürger trifft zuständigkeitsorientierte Verwaltung“ ein Projekttreffen mit Professor Hill, Professor Schuppan, wissenschaftlicher Direktor am IfG.CC und den wissenschaftlichen Mitarbeitern Frau Schmitt und Herrn Hunnius an der Universität für Verwaltungswissenschaftlichen in Speyer statt. Dabei wurden die bislang in drei unterschiedlichen Verwaltungsbereichen (Bürgerservice, Arbeitsvermittlung und Berufsinformation) geführten Interviews ausgewertet. Die Ergebnisse zeigen, dass sich Informationsmöglichkeiten für Bürger in einzelnen Verwaltungsbereichen ganz unterschiedlich auswirken. Inwieweit Bürger heutzutage besser informiert sind und wie die Verwaltung auf solche gut informierten Bürger reagiert, wird u.a. von Merkmalen der Verwaltungsleistung und der Verwaltungsorganisation beeinflusst. Beispielsweise sind im Bereich „Bürgerservice“ angesichts hochgradig standardisierter und routinisierter Dienstleistungen Bürger heutzutage kaum besser informiert. In der Berufsberatung der Arbeitsagenturen, mit mehrfachen, längerfristigen Kontakten, in deren Verlauf eine hochgradig individualisierte Leistung entsteht, zeigen sich hingegen deutliche Veränderungen im Kontaktablauf. Im weiteren Forschungsverlauf werden die genannten Verwaltungsgebiet um das Themengebiet „Waffenrecht“, ein Untersuchungsbereich aus der Ordnungs- und Eingriffsverwaltung, ergänzt. Vermutung ist, dass sich Bürger hierzu viel in Foren informieren und austauschen.
Im Rahmen des Projektes wird untersucht, wie Verwaltungen auf Bürger reagieren, die moderne Informationsmöglichkeiten und -techniken nutzen und deshalb umfassend und schnell informiert sind. Darüber hinaus wird untersucht, wie sich aufgrund dessen der Verwaltungskontakt verändert hat und ob diese Veränderungen sich z.B. auf die Legitimation von Verwaltung auswirken. Um diese Fragen zu beantworten, werden anhand von qualitativen Fallstudien unterschiedliche Verwaltungsbereiche untersucht. Dies soll auch Aufschluss darüber geben, wie die Verwaltung einen Informationszuwachs der Bürger gewinnbringend nutzen kann.
Das einjährige Forschungsprojekt wird vom ISPRAT-Institut finanziert. Ausgeführt wird das Projekt von der Deutschen Universität für Verwaltungswissenschaften (DUV) in Speyer und dem IfG.CC. Gemeinsam leiten Professor Hill und Professor Schuppan dieses Forschungsvorhaben.

A.3 Potsdam, Deutschland: Beginn des Projektes „Evaluierung der Einführung von Mobilen Bürgerservices und Bürgerterminals in sächsischen Kommunen“
Das IfG.CC wurde beauftragt, das Modellprojekt zur Umsetzung der mobilen Bürgerdienste und Bürgerterminals in verschiedenen sächsischen Kommunen zu evaluieren. Das Modellprojekt hat das Ziel, neue Zugangsformen für Bürgerdienste im ländlichen Raum zu erproben, weiterzuentwickeln und anschließend auf andere Kommunen zu übertragen. Damit soll erreicht werden, dass auch in ländlichen Regionen Sachsens öffentliche Leistungen effizient und ortsnah erbracht werden können.
Die Umsetzung in den ersten sächsischen Kommunen erfolgte bereits im Jahr 2012, die Einführung in den restlichen Kommunen wird im Laufe des Jahres 2013 stattfinden. Das Konzept für die Umsetzung wurde im Rahmen des Programms „Daseinsvorsorge 2030 – innovativ und modern – eine Antwort auf den demografischen Wandel“ entwickelt, das vom Bundesinnenministerium finanziert wurde.
Aufgabe des IfG.CC ist es, die Umsetzung begleitend zu evaluieren und Handlungsempfehlungen für die weiteren Einführungen sowie für das Gesamtprojekt abzuleiten. Im Ergebnis soll ein Referenzmodell entwickelt werden, das nur Elemente enthält, die sich in der Praxis bewährt haben, und das dann als „Blaupause“ für Sachsen dient. Zudem wird es Hinweise für den Transfer in andere Kommunen enthalten.

A.4 Potsdam, Brandenburg, 25.04.: Zukunftstag 2013 für Mädchen und Jungen in Brandenburg
Am 25.04. fand im Land Brandenburg der 11. Zukunftstag für Mädchen und Jungen unter dem Motto „Ein Blick in Deine Zukunft“ statt. Im Rahmen dieser Veranstaltung haben Schülerinnen und Schüler ab der 7. Klasse die Möglichkeit, einen Einblick in verschiedenste Berufe der über 350 teilnehmenden Unternehmen und Einrichtungen zu gewinnen. Auch das IfG.CC öffnete wieder seine Pforten und bot zehn Jugendlichen im Alter von 13 bis 16 Jahren die Möglichkeit, sich ein Bild von der Arbeit in einem Forschungsinstitut zu machen.
In einem einführenden Vortrag stellten Stefanie Köhl und Anna-Katharina Viehstädt, wissenschaftliche Mitarbeiterinnen am IfG.CC, das Institut und seine Forschungsfelder im Bereich E-Government vor. Dabei wurden u.a Fragen diskutiert wie: Was ist Verwaltung und was bedeutet eigentlich E-Government oder wie kommt ein Forschungsinstitut zu Projekten? Die Jugendlichen interessierten sich besonders für den täglichen Arbeitsablauf eines wissenschaftlichen Mitarbeiters und die Voraussetzungen, die mitzubringen sind, wenn man wissenschaftlich arbeiten möchte.
Anhand der Projekte „Mobile Bürgerdienste“ und „KFZ-Online“ wurde den Jugendlichen verdeutlicht, wie vielfältig das Tätigkeitsfeld eines wissenschaftlichen Mitarbeiters am Institut ist und welche bedeutende Rolle der Transfer wissenschaftlicher Erkenntnisse in die Praxis spielt. Eigene praktische Fertigkeiten konnten sie in einer Prozessmodellierungsübung unter Beweis stellen: Aufgabe war es, mittels der am Institut eigens entwickelten Geschäftsprozess-Modellierungssprache (GPMN©), die besonders für eine notationsoffene Prozesserhebung geeignet ist, den Geschäftsprozess zur Beantragung eines Personalausweises zu modellieren. Auf diese Weise konnten sie spielerisch die Komplexität eines solchen Verwaltungsprozesses erfahren.

P.1 eGovernment Review, Ausgabe Januar 2013: COMPATeGov – Kompetenzmodell für E-Government
In der Ausgabe Januar 2013 der österreichischen Zeitschrift „eGovernment Review“ erscheint ein Artikel zum am IfG.CC entwickelten Kompetenzmodell für E-Government. Darin wird das Kompetenzmodell kurz skizziert sowie dessen Anwendungsmöglichkeiten für die öffentliche Verwaltung dargestellt.
Das Modell wurde aufgrund der Erkenntnis entwickelt, dass für die Nutzung der Potenziale der Verwaltungsmodernisierung mit Informationstechnik neue und interdisziplinäre Kompetenzen erforderlich sind. Diese Kompetenzen wurden im Rahmen des COMPATeGov-Projektes systematisch identifiziert und zu einem Kompetenzmodell verdichtet. Darin sind 28 unterschiedliche Kompetenzen aus verschiedenen fachlichen Disziplinen zusammengefasst, welche u.a. in Anlehnung an den Europäischen Qualifikationsrahmen (EQF) bewertet sind.
Das Kompetenzmodell kann beispielsweise dafür genutzt werden, um Fort- und Weiterbildungsangebote zu entwickeln, welche gezielt diese erforderlichen Kompetenzen stärken. Im Rahmen des COMPATeGov-Projektes wurden solche Schulungsangebote bereits erarbeitet. Ebenso wurden Methoden entwickelt, wie das bestehende Angebot von Fort- und Weiterbildungen im Bereich E-Government verbessert werden kann.

Der Begriff der Information spielt in Politik und Wirtschaft eine zunehmend zentrale Rolle. Mit ihm werden so unterschiedliche Dinge in Verbindung gebracht. So beispielsweise die Digitalisierung, Kommodifizierung und Verrechtlichung von Wissen und seiner Nutzung, die enorme Dynamik des informationstechnischen Wandels mit seinen globalen wirtschaftlichen Implikationen, aber auch Überwachung und die erleichterte Speicherung, Durchsuchung sowie der Handel mit personenbezogenen Daten. Obwohl das Wort von der „Informationsgesellschaft“ seit langem populär ist und die eben angesprochenen Themen offensichtliche Bezüge zu Politik und politischen Entscheidungen aufweisen, sind politikwissenschaftliche Analysen in diesem Themenbereich bisher rar.
Das Sonderheft soll einen Bezugsrahmen für die politikwissenschaftliche Forschung und Theoriebildung zur Politik und Regulation von Information bieten. Der Band versammelt vor allem politikwissenschaftliche, aber auch historische und juristische Beiträge, die sich zum Teil methodisch innovativ mit den Prinzipien, Regelungen, Praktiken und Diskursen beschäftigen, welche die nationale und internationale Entwicklung der Informationsgesellschaft prägen.

V.1 Potsdam, Deutschland, 03.04.: Besuch einer Delegation hochrangiger Verwaltungsmitarbeiter aus Bosnien-Herzegowina
Am 03.04. war eine Delegation hochrangiger Verwaltungsmitarbeiter aus Bosnien-Herzegowina am IfG.CC zu Gast, um sich über die Potenziale von E-Government für die öffentliche Leistungserstellung zu informieren sowie Einblicke in die dadurch ermöglichten neuen Organisationsformen zu erhalten.
Nach einer kurzen Einführung zu E-Government aus verwaltungswissenschaftlicher Sicht hielt Katrin Walter, wissenschaftliche Mitarbeiterin am IfG.CC, einen Implusvortrag zum Thema „Shared Service Center“ als IT-basierte Organisationsform für die öffentliche Leistungserbringung. Dabei stellte sie verschiedene Projekte aus Deutschland vor und ging ausführlich auf die Erfahrungen bei der Umsetzung ein. Anschließend stellte Friederike Thessel Möglichkeiten zum Abbau bürokratischer Lasten für Unternehmen und Verwaltung durch die Neugestaltung von Prozessketten vor. Auf großes Interesse stießen insbesondere die kurze Einführung zum Prozessmanagement in der öffentlichen Verwaltung sowie die Methoden und Tools, die derzeit am IfG.CC im Rahmen des Projektes „Proketta“ entwickelt werden.
Das IfG.CC bietet bereits seit einigen Jahren unterschiedliche Seminare und Masterkurse auf hohem Niveau an, in denen Forschungsergebnisse und Wissen für Führungskräfte in der gebotenen reflektiv-kritischen Form vermittelt werden.

V.2 Berlin, Deutschland, 11./12.04.: REFA/AWV-Forum Organisation 2013
Am 12.04. hielt Katrin Walter, wissenschaftliche Mitarbeiterin am IfG.CC, einen Vortrag zum Thema „Neue Arbeitsorganisationen mit E-Government: Neue Anforderungen an die Beschäftigten?“ auf dem REFA/AWV-Forum Organisation 2013 in Berlin.
Im Vortrag wurde dargestellt, inwieweit sich die Arbeitsorganisation in neuen IT-basierten Organisationsformen (z.B. Shared Service Center auf Bundesebene, 115-Service-Center) bereits geändert hat und welche neuen Kompetenzen (Fähigkeiten, Fertigkeiten und Wissen) dabei von Mitarbeitern und Führungskräften gefordert werden. Beispielsweise hat sich in 115-Serivce-Centern gezeigt, dass neue Tätigkeitsanforderungen aus der häufigeren und geänderten Interaktion zum Bürger entstehen. Service-Center-Mitarbeiter sind gefordert, in sehr unterschiedlichen und schnell wechselnden Gesprächssituationen zu reagieren, so dass diesbezüglich eine hohe Flexibilität erforderlich ist. Als zusätzliche Schwierigkeit hat sich herausgestellt, dass die Informationen im Wissensmanagement-System unzureichend aufbereitet sind. Gerade bei schwierigen Anfragen ist es daher kaum möglich, Informationen qualitätsgerecht während des Telefonats an den Anrufer abzugeben. Die sozio-technische Gestaltung ist demnach unzulänglich, so dass die Mitarbeiter im Arbeitsalltag Ausweichmechanismen entwickelt haben, wie z.B. den späteren Rückruf. Dies hat allerdings zur Folge, dass die Service-Qualität aufgrund der verzögerten Reaktionszeit verringert wird. Gleichzeitig erhöht die unzureichende Informationsaufbereitung die Anforderungen an die Mitarbeiter – beispielweise weil sie den im Wissensmanagement erfassten Fachtext in die Bürgersprache „übersetzen“ müssen.
Deutlich wurde, dass Mitarbeiter in den neuen Arbeitsstrukturen gleichzeitig über- und unterfordert sein können. Hieraus ergibt sich eine Reihe von Folgeanforderungen für die Personalentwicklung. So ist nicht klar, wie die Tätigkeits- und Stellenbewertung vorgenommen werden soll, wenn höher- und niedrig-wertigere Tätigkeiten auf einer Stelle gleichermaßen ausgeübt werden.
Eine der Kernfragen für die Praxis ist – nach jetzigem Stand –, wie der Kompetenzerwerb für die neuen Arbeitsorganisationen stattfinden soll. Die Schwierigkeit liegt darin, die erforderlichen dynamischen Kompetenzen festzustellen und zu vermitteln. Reine seminaristische Veranstaltungen sind für den Erwerb dieser Kompetenzen nicht ausreichend. Vielmehr bedarf es neuer Lernformen, die vor und während des Arbeitsprozesses einsetzen.
Weitere Themen auf dem zweitätigen Forum waren u.a. die Bedeutung von Geschäftsprozessen als Steuerungselement, der Personalausweis als Identitätsnachweis, Datenschutz und IT-Sicherheit sowie das E-Government-Gesetz. Das REFA-Forum Organisation wurde im April 2013 erstmalig in Zusammenarbeit mit unserem Kooperationspartner, der Arbeitsgemeinschaft für wirtschaftliche Verwaltung e. V. (AWV), durchgeführt.

V.3 Ankündigung/Announcement: IfG.CC, Potsdam, Brandenburg: Nächster Prozesspriorisierungs-Workshop am 30.05.
Das IfG.CC veranstaltet monatlich einen Prozesspriorisierungs-Workshop in kleiner Runde für Beschäftigte der öffentlichen Verwaltung, die sich mit Themen wie Kostensenkung, Standardisierung und Beschleunigung von Arbeitsabläufen, mehr Service und Transparenz sowie Sicherung von Produkt- und Leistungsqualität beschäftigten Der nächste Workshop findet am 30.05. statt.
Anhand einer Prozesspriorisierung werden im Hinblick auf die Zielsetzung bzw. den Problemdruck der Kommune Prozesse ausgewählt, die vorrangig reorganisiert und optimiert werden sollten. Die Teilnehmer des Prozesspriorisierungs-Workshops werden werden unter dem Motto „Prozess-Potenzial-Screening“ aktiv in die strategische Prozesspriorisierung und -auswahl anhand von Beispielen aus der öffentlichen Verwaltung eingebunden. Ziel ist es, im Vorfeld von Optimierungs- und Reorganisationsvorhaben Prozesse nach ihrer strategischen Bedeutung sowie dem Dringlichkeitsgrad ihrer Optimierung zu priorisieren. So entsteht eine Auswahl an Prozessen, deren Optimierung für die jeweilige Behörde möglich ist und deren Umsetzung Erfolg verspricht.
Den Teilnehmern wird ein Einblick in die Vorgehensweise des IfG.CC bei der Prozesspriorisierung gegeben. Diese wurde in vielen Projekten bereits erfolgreich angewendet und weiterentwickelt. Die Vorgehensweise ist besonders gut geeignet, um Schritt für Schritt zusammen Prozesse in der öffentlichen Verwaltung hinsichtlich ihres Optimierungspotenzials zu bewerten und auszuwählen. Der Erfahrungsaustausch und Diskussionen innerhalb des Workshops sowie ein Einblick in die Prozessmodellierung runden die Veranstaltung ab.

V.5 Ankündigung/Announcement: IfG.CC, Potsdam, Brandenburg: Nächster Mobile-Services-Workshop am 10.05.
Das IfG.CC veranstaltet alle zwei Monate einen Mobile-Services-Workshop. Für Beschäftigte der öffentlichen Verwaltung besteht die Möglichkeit, sich in kleiner Runde über Einsatzmöglichkeiten und Anwendungsperspektiven von mobilen Dienstleistungen zu informieren. Der nächste Workshop findet am 10.05. statt.
Die Erbringung von Verwaltungsleistungen unabhängig von Verwaltungsstandorten ist vor allem in ländlichen Regionen und in Kommunen mit vielen Ortsteilen von Interesse. Verwaltungsmitarbeiter werden dazu mit einem Koffer ausgestattet und erbringen Leistungen an wechselnden Standorten außerhalb der Verwaltung, z.B. in Außenstellen von Kommunalverwaltungen, an Hochschulen oder in Senioreneinrichtungen.
Die Teilnehmer des Workshops erfahren, welche Kofferkomponenten erforderlich und welche Leistungen für einen mobilen Service geeignet sind und bekommen Hinweise für die Umsetzung (z.B. technische und organisatorische Anforderungen) und Bereitstellung von Leistungen über das mobile „Bürgerbüro“. Erfahrungsberichte aus bereits umgesetzten Projekten runden die Veranstaltung ab.

Das IfG.CC veranstaltet alle zwei Monate einen Workshop zum Thema "Shared Services". Beschäftigte der öffentlichen Verwaltung erhalten Antworten auf Fragen wie z.B. Was sind die Unterschiede zwischen Shared Services und anderen Begriffen wie Querschnittsamt oder Outsourcing? Welche Bereiche können organisationsintern gebündelt werden? Welche praktischen Ansätze und Beispiele gibt es aktuell in der öffentlichen Verwaltung? Der nächste Workshop findet am 13.06. statt.
Inzwischen gehört es zur Verwaltungspraxis, in kommunalen Netzwerken zusammenzuarbeiten. Heterogene Strukturen können zusammengeführt, Leistungen standardisiert und kostengünstiger angeboten werden. Auch die unterschiedlichen Ressourcen der Kooperationspartner können gemeinsam genutzt werden. Bisher fand interkommunale Zusammenarbeit überwiegend im Bereich der Daseinsvorsorge oder Wirtschaftsförderung statt. Neuerdings wird jedoch bei Unterstützungsprozessen in den Bereichen Personal, Finanzen und Beschaffung verwaltungsübergreifend zusammengearbeitet; Shared Service Center/Dienstleistungszentren werden aufgebaut.

Das IfG.CC unterstützt den Zukunftskongress Staat & Verwaltung 2013, dem Jahrestreffen für Verwaltungen in Deutschland, im deutschsprachigen Raum und auch darüber hinaus. Bei dem Kongress suchen Experten aus Politik, Verwaltung, Wirtschaft, Wissenschaft und Gesellschaft gemeinsam Antworten auf die drängenden Fragen von Staat & Verwaltung. Zu den Fragen zählen u.a., welche Strukturen Staat & Verwaltung schaffen müssen, um in der Welt der Globalisierung und des Internets die Probleme richtig analysieren und lösen zu können, wie Staat & Verwaltung angesichts der sich verknappenden Haushaltsmittel (Schuldenbremse, demographischer Wandel etc.) ihre Leistungen für die Bürger aufrecht erhalten können und welche Organisations- und Personalmodelle Verwaltungen benötigen, um effizient die Probleme der Zukunft lösen zu können.
Ein interdisziplinärer Programmbeirat hat für den Zukunftskongress folgende vier zentrale Themenfelder erarbeitet:

The minitrack „Digital Government Mirrors and Anticipates Many Developments, which Later Become Major Trends“ is led by Theresa A. Pardo (University at Albany/SUNY), Samuel Fosso Wamba (University of Wollongong, Australia) and Tino Schuppan (IfG.CC, Potsdam, Germany).
The e-Government Emerging Topics minitrack provides a home for incubating new topics and trends in e-Government research. E-Government as an academic field is evolving; new directions of research and practice are emerging while others are becoming accepted as foundational. However, the foundations of the field still need to be spelled out more explicitly and rigorously. This HICSS E-Government Emerging Topics minitrack seeks submissions that contribute to the evolution of e-Government research and to the clarification of the field. Submissions should speak specifically to how the research presented contributes to our understanding of this emerging field.

Das Institute for eGovernment (IfG.CC) mit Sitz im Stadtzentrum der Brandenburger Landeshauptstadt Potsdam bietet interessante Arbeitsfelder für Studenten und Absolventen der Verwaltungs-, Politik- und Sozialwissenschaft, der Betriebswirtschaft und der (Wirtschafts-) Informatik in internationalen Projekten. E.1 Das IfG.CC öffnet sein Projekt zur Entwicklung eines Prozessketten-Registers für staatliche Informations- und Meldepflichten für weitere Kooperationspartner
Immer mehr Kommunen, Landkreise und Landesverwaltungen melden sich, um als Kooperationspartner an dem am 01.04.2012 gestarteten Projekt zur Entwicklung eines Registers mit standardisierten Prozessketten für staatliche Informationspflichten teilzunehmen, das vom Bundesministerium für Wirtschaft und Technologie gefördert wird.
Kooperationspartner in diesem dreijährigen Projekt sind u.a. Verwaltungen der kommunalen und Landesebene, kommunale Spitzenverbände, öffentliche IT-Dienstleister, Unternehmen und Kammern. Zusätzlich zu den schon im Projekt engagierten Fachleuten ermöglicht das IfG.CC nach wie vor weiteren Kooperationspartnern die Teilnahme an diesem Projekt.
Als Ausgleich für den im Projekt investierten Aufwand erhalten die Teilnehmer eine Desktop-Version des IFGCC-Prozessnavigators mit Modellen und Detailinformationen zu den bei den Teilnehmern erhobenen Prozessketten.

Export von E-Government-Lösungen/Export of eGoverment solutions

IDie Modernisierungspotenziale und der Nutzen von E-Government-Lösungen finden weltweit immer mehr Beachtung. Zur erfolgreichen Umsetzung sind allerdings Erfahrung und Expertise bei Politikern, Führungskräften und Mitarbeitern in der öffentlichen Verwaltung notwendig. Verwaltungen aus aller Welt, die E-Government-Lösungen einführen möchten, sind deshalb auf Partner angewiesen, welche sie bei den E-Government-Vorhaben unterstützen.
Neben einer Vielzahl von IT-Beratungsunternehmen haben auch mehrere Staaten den Export von
E-Government-Lösungen als lukratives Geschäftsfeld für sich entdeckt. Weltweit führender Exporteur von E-Government-Lösungen ist Südkorea. Das Land hat seine Wirtschaft bereits in den 1990er Jahren stark an den Bedarfen einer Informationsgesellschaft ausgerichtet. Der E-Government-Sektor bildet dabei ein wichtiges Geschäftsfeld im IT-Sektor des Landes. Südkorea unterhält inzwischen mit mehr als 40 Ländern Kooperationsvereinbarungen im Bereich E-Government und erschließt mit seinem Vorgehen neue Märkte für die heimischen IT-Hersteller wie Samsung, Hyundai oder LG.
Ebenfalls im asiatischen Raum angesiedelt, hat sich Singapur als zweitgrößte Exportnation bei E-Government-Lösungen zum „Global Player“ entwickelt. Das Land hat eine eigene „Export-Agentur“ aufgebaut, um seine Leistungen umfangreich auf dem globalen Markt vertreiben zu können. Singapur konzentriert sich dabei gegenwärtig insbesondere auf die Bereiche Bürgerdienste, E-Health sowie die Ausbildung und Kompetenzentwicklung im Bereich E-Government, wie auch das unten vorgestellte Beispiel der Kooperation zwischen dem Oman und Singapur illustriert.
E-Government hat besonders in Entwicklungs- und Transformationsländern einen hohen Stellenwert bei Vorhaben zur Verwaltungsmodernisierung. Ein Beispiel hierfür ist Aserbaidschan, welches das Jahr 2013 zum „ICT Year“ erklärt hat und große Summen in E-Government-Projekte investiert. Kooperationsvereinbarungen mit Institutionen in Südkorea, Schweiz, Österreich und Litauen wurden geschlossen. Das verdeutlicht auch, dass es meist nicht nur bei dieser Zusammenarbeit bleibt, sondern der Export von E-Government-Lösungen häufig auch als Türöffner für den Aufbau weiterer Handelsbeziehungen und Investitionsfelder dient.

2.1 Azerbaijan: South Korea, Azerbaijan sign $3.7 mln grant agreement under e-government project
Azerbaijan's Communication and Information Technologies Ministry and the Foreign Ministry of South Korea on Thursday signed a $3.7 million grant agreement on the creation of training centers under an electronic government project in Azerbaijan.
The ICT Ministry is developing a draft state program on the development of e-government for 2013-2015. The draft program will be presumably submitted to the Presidential Administration by the end of April. The new program is continuation of the state program on developing the ICT sector in Azerbaijan in 2010-2012.
The project envisages the creation of 15 training centers in the country's regions and cities including Ganja, Nakhchivan, Sumgayit, Mingachevir, Barda, Lankaran, Gazakh, Zagatala, Imishli, Gabala, Goychay, Shirvan, Shamakhi, Guba and Sheki.

2.2 Azerbaijan interested in ICT experience of Switzerland
A meeting has been held with the delegation led by head of the Federal Department of Economic Affairs, Education and Research and Federal Councilor of Switzerland Johann Schneider-Ammann at the Ministry of Communications and Information Technologies.
APA-Economics reports quoting the Ministry that the meeting was also attended by the representatives of various Swiss companies. Deputy Minister of Communications and Information Technologies Elmir Velizadeh underlined the role ICT sector as other spheres in successful development of friendly relations between Azerbaijan and Switzerland.

2.5 China gives USD135m for Malawi ICT Project
The Department of E-Government in the Office of the President and Cabinet has said Malawi government has lined up a number of ICT projects to be implemented through the support from the Chinese government to a tune of over USD135 million.
Assistant Director in the E-Government Department Grace Hiwa said several ICT components to be implemented in a period of about four to five years will include the expansion of connectivity to 29 districts across the country.

2.6 Albania, Austria sign E-Tax accord
An export credit agreement on the financing of an E-Tax project was signed between Albania and Austria on April, 09, 2013.
The signing ceremony was attended by Albanian Minister of Finance Ridvan Bode and the Austrian ambassador Florian Raunig in Tirana.
Bode said the project was part of Albania's e-government program that is funded by Austria under a bilateral agreement of financial cooperation signed on Dec. 7, 2010.

3.1 Neues Geoportal rund um Landwirtschaft und Ernährung
Das Bundesministerium für Ernährung, Landwirtschaft und Verbraucherschutz (BMELV) gibt den Startschuss für ein neues Geoportal. Unter der Internetadresse www.gdi.bmelv.de können interessierte Bürger, Vertreter von Wirtschaft und Verbänden oder Mitarbeiter von Behörden nach bestimmten Geoinformationen aus den Themenbereichen Landwirtschaft und Ernährung suchen.
Integriert in ein Webportal, soll die Geodateninfrastruktur des BMELV (GDI-BMELV) einen Überblick über die vorhandenen Geodaten im Geschäftsbereich gewährleisten. Hierzu wird die gezielte Suche nach bestimmten Geoinformationen über ein Metadatenverzeichnis ermöglicht. Das Metadatenverzeichnis dient der Beschreibung und Katalogisierung der vorhandenen Geodatenbestände. Zukünftig wird es - sofern die gewünschte Geoinformation über Geodaten verfügt - die Möglichkeit geben, sich diese in einer Kartenanwendung anzeigen zu lassen und bei Bedarf als PDF auszudrucken.

3.2 Bundestag beschließt E-Government-Gesetz
Welche Vorteile hat das Gesetz für Bürgerinnen und Bürger sowie für Unternehmen?
E-Government macht Behördenangelegenheiten für Bürger und Wirtschaft einfacher. Es macht sie unabhängig von Ort und Öffnungszeiten: Rund um die Uhr können sich Bürgerinnen und Bürger direkt vom heimischen Computer aus informieren, Daten übermitteln oder Anträge stellen. Eventuell erforderliche Belege können elektronisch eingereicht oder mit dem Einverständnis des Antragstellers von der Behörde selbst eingeholt werden. Behördengänge sind nicht mehr notwendig. Der elektronische Austausch von Dokumenten und Informationen führt zu transparenteren und kürzeren Verfahren, so wird vermeidbare Bürokratie abgebaut. Auf diese Weise kann die Verwaltung mit dem E-Government-Gesetz als Grundlage die Chancen der digitalen Welt voll ausschöpfen.
Ziel des E‐Government‐Gesetzes ist es, durch den Abbau bundesrechtlicher Hindernisse den elektronischen Austausch zwischen Bürger und Behörde sowie eine durchgängig elektronische Vorgangsbearbeitung in der Verwaltung zu ermöglichen. Das Gesetz schafft Standards für Bund, Ländern und Kommunen, die die Grundlage für eine nutzerfreundlichere, verlässliche und effiziente Basis-Infrastruktur sind.

The school has been awarded an accolade proving that it is at the forefront of using information and communications technology (ICT) to enhance pupils’ work. The award recognises the school’s success in developing the strategic use of ICT in both administration and across the curriculum. The announcement followed an extensive external assessment Polegate School has been awarded the prestigious ICT Mark. Parents now have proof their children are attending a school at the forefront of modern technology, said its headteacher Mrs Claire Martin-O’Donoghue.

4.3 United Kingdom makes impressive progress in WEF's 2013 networked readiness index
The World Economic Forum (WEF) published its Global Information Technology Report, placing the UK at number seven on its Networked Readiness Index (NRI). The country was ranked tenth in the 2012 edition of the report and its current place makes it the strongest climber among the top ten economies.
The NRI ranks 144 countries based on their ability to put information and communications technologies (ICT) to use for growth and well-being. The first three names on the list remain the same but the order has changed.

5.2 India: A peek into e-governance for engineering, management students of Maharashtra
Students, pursuing engineering, management and computer studies, will soon be able to do an internship programme with the 'Setu' centres across the state as part of government policy that aims at making e-governance an attractive subject at the level of institutes of higher learning.

More than 100 projects have been evaluated for Bahrain’s eGovernment Excellence Awards 2013, said a top official, adding that the development of governmental entities’ electronic projects have significantly improved compared to 2012.

5.4 Australia hurtling towards ICT skills cliff
Cyber security threat driving demand.
Australia is on the road towards the edge of an ICT skills cliff, said Professor Michael Blumenstein, of Griffith University’s School for ICT.
“We’re contacted nearly every week by companies wanting to snap up our graduates,” he said. “Some students have been employed before they have actually finished their degrees. Blumenstein points to one undergraduate who was taken on board by IBM, and continues to work for Big Blue alongside finishing his degree.
However, Blumenstein said there’s a more sinister reason behind Australia’s need for more ICT graduates – cyber security.

5.5 United Arab Emirates: Dubai Internet City And Dubai Outsource Zone Record 15% Growth In 2012
Dubai Internet City (DIC), the MENA region’s largest IT cluster, and Dubai Outsource Zone (DOZ), the world’s first freezone dedicated to the outsourcing industry, announced growth of 15% as 160 new companies registered in the business parks throughout 2012.
The continued development and growth of DIC and DOZ falls in line with the vision of H.H Sheikh Mohammed Bin Rashid Al Maktoum of developing the emirate as a global hub for the technology industry which is set to continue into 2013. According to a report by Gartner Inc, a leading information technology research and advisory company, ICT expenditure in the Middle East is forecast to reach $192 bn in 2013, a 5.5% increase from 2012.

Vanuatu will move closer to having in place a comprehensive national policy for its Information, Communication and Technology (ICT) sector, following an inaugural meeting of its National ICT Development Committee (NIDC) in January 2013.
In that meeting, the importance of the ICT sector to Vanuatu’s national development was emphasised and in his opening speech, then Vanuatu’s Prime Minister Sato Kilman had described the meeting as “dedicated to discussing how we should best utilise information and communication technologies in the development of our country”.

Die Fähigkeit zur Innovation wird immer wichtiger in einer digitalen Wissens- und Informationsgesellschaft. Sie ist entscheidend für die Wettbewerbsfähigkeit. Eine moderne Verwaltung, die Innovationen lebt, zulässt, befördert und anreizt, ist dabei ein bedeutender Standortfaktor.
Vor allem im Hinblick auf den demographischen Wandel, die Alterung des Personals im Öffentlichen Dienst, aber auch die weitere Belastung der öffentlichen Haushalte, ist es von strategischer Bedeutung, neue Wege im staatlichen Innovationsmanagement zu gehen.

Und durch die Vernetzung von Verwaltungsmitarbeitern untereinander können wiederum Qualitätssteigerungen und Innovationen erreicht werden.
Das Motto des Effizienten Staates 2013 „Vorsprung durch Innovation. Moderne Verwaltung: Offen, vernetzt und effizient“ greift diese Überlegungen auf.
