    VN: Hanoi among the world’s 100 smartest cities

    Hanoi was ranked among the world’s 100 smartest cities, according to the 2024 Smart City Index. The index was produced by the Institute for Management Development (IMD) World Competitiveness Center’s Smart City Observatory in collaboration with the World Smart Sustainable Cities Organization (WeGO).

    OM: ‘5-minute walk’ Sohar Smart City master plan revealed

    A master plan for the establishment of Sohar Smart City has been released by global architecture and design studio Hassell.

    It was appointed by Ministry of Housing and Urban Planning to design a master plan that will position Sohar as a centre of trade, commerce and innovation by 2040.

    OM: Muscat improves position in Smart City rankings

    The capital, Muscat, has improved its performance in the world's Smart City Index by moving up eight points to 88 from 96 in the previous year, which was prepared by the International Institute for Management Development (IMD).

    The Index takes into account the economic and technological aspects of smart cities on the one hand and the “humane dimensions” of smart cities (quality of life, environment, and inclusiveness) on the other. The other GCC cities also improved rankings with Riyadh moving up to 25 from 31, Doha to 48 from 54, Dubai to 12 from 14, and Abu Dhabi to 10 from 13. The top ten smart cities are Zurich, Oslo, Canberra, Geneva, Singapore, Copenhagen, Lausanne, London, and Helsinki, apart from Abu Dhabi. A Smart City system is about the integration of all the utilities, infrastructure, and citizen services on a single platform and a unified dashboard for the efficient, reliable, and resilient operation of the city.

    IN: Chhattisgarh: Raipur civic body takes over maintenance of e-toilets

    Following a surprise inspection that revealed uncleanliness and malfunctioning units, Raipur Smart City has taken strong action to address the issue of poorly maintained e-toilets in the city by taking over their maintanence. The agency responsible, Hope for Humanity, has been removed from its role.

    With an aim to provide convenience to the people and assure proper sanitation practices, E-toilets in the city had been constructed, whose contract of maintenance was initially given to a Hyderabad private company which after a year went bankrupt.Then Hope for Humanity took over, but they couldn't keep up, and many toilets got damaged, said an official.

    CN: Hong Kong’s ‘smart city’ ambitions depend on trust as well as technology

    “The success of government technology is not dependent solely on bits and cables – infrastructure, internet speed, and ubiquitous connectivity. No vision of smartness or technological advancement is possible without public trust and political legitimacy,” writes Kris Hartley.

    In February 2024, Hong Kong police announced plans to instal 615 new surveillance cameras in areas of the city with “high crime figures and high pedestrian flows.” The announcement also mentioned the possibility of equipping the cameras with artificial intelligence (AI) capabilities. This news follows a January 2024 announcement that 2,000   surveillance cameras would be installed around the city this year. According to an RTHK article, Deputy Chief Secretary Warner Cheuk “added that he understood some people had privacy concerns, but said many other places had more CCTV cameras than Hong Kong.”

Public finance alone will likely not be able to fund a robust DPI for the nations that could benefit most from it.

A.1 Hamburg, Deutschland: Abschluss des Deutschland-Online-Vorhabens „Kfz-Wesen“

Nach sechs Jahren wurde Ende September das Deutschland Online-Vorhaben „Kfz-Wesen“ abgeschlossen und die Ergebnisse an das Bundesministerium für Verkehr, Bau und Stadtentwicklung (BMVBS) übergeben. Das Vorhaben wurde unter der Federführung der Freien und Hansestadt Hamburg durchgeführt. Das IfG.CC war als wissenschaftliche Begleitung an dem Projekt beteiligt. Kernziel des Vorhabens war es, Kfz-Zulassungsprozesse mit E-Government und unter Nutzung bestehender Infrastrukturen, wie dem zentralen Fahrzeugregister beim Kraftfahrt-Bundesamt, so neu zu gestalten, dass Bürger und Unternehmen diese zukünftig vollständig online abwickeln können.

Das Vorhaben wurde in zwei Stufen durchgeführt. In Stufe 1 wurden in Pilotprojekten neugestaltete Zulassungsprozesse bzw. -prozessteile erprobt, die es Bürgern und Unternehmen ermöglichen sollten, ein Fahrzeug online – ohne die Zulassungsstelle aufzusuchen – an- oder umzumelden bzw. außer Betrieb zu setzen. Die bisherige Form der Kfz-Zulassung blieb weiterhin erhalten. Die Pilotprojekte wurden in Zulassungsbehörden in den Ländern Hessen, Nordrhein-Westfalen, Berlin, Hamburg, Baden-Württemberg und Bayern durchgeführt. Auf der Grundlage der Ergebnisse und Erfahrungen der Pilotprojekte wurden dann in Stufe 2 des Vorhabens Konzepte für die Online-Außerbetriebsetzung und -Wiederzulassung entwickelt.

Im Rahmen der wissenschaftlichen Begleitung hatte das IfG.CC die Pilotprojekte der Stufe 1 evaluiert und Handlungsempfehlungen für die Weiterentwicklung des Vorhabens in Stufe 2 abgeleitet. In Stufe 2 übernahm das IfG.CC die Mitarbeit an der Konzeption der Online-Vorgänge, die Erstellung der Sicherheitsbetrachtung sowie die Dokumentation der Erprobung in der Stadt Ingolstadt. Hier wurden – in Kooperation mit der Audi AG – mit ergänzenden Sicherheitsmerkmalen ausgestattete Stempelplaketten und Fahrzeugdokumente „im Echtbetrieb“ erprobt. Diese neuen Sicherheitsmerkmale sind erforderlich, damit Bürger und Unternehmen zukünftig sicher und nachweisbar Zulassungsprozesse online abwickeln können.

A.2 Potsdam/Speyer, Deutschland: Beginn des ISPRAT-Forschungsprojektes: Informierter Bürger trifft zuständigkeitsorientierte Verwaltung

Anfang Oktober 2012 hat das Forschungsprojekt „Informierter Bürger trifft zuständigkeitsorientierte Verwaltung“ begonnen, welches vom ISPRAT-Institut finanziert wird. Ausgeführt wird das Projekt von der Deutschen Universität für Verwaltungswissenschaften (DUV) in Speyer und dem IfG.CC. Gemeinsam leiten Professor Hill und Professor Schuppan dieses Forschungsvorhaben.

Innerhalb des einjährigen Forschungsprojektes wird untersucht, wie sich zunehmende Informationsmöglichkeiten für Bürger auf deren Verhältnis zur Verwaltung auswirken. Während Bürger sich mithilfe von Webseiten, Foren, Apps etc. umfassend über Verwaltungsdienstleistungen informieren (können), arbeitet die öffentliche Verwaltung selbst vielfach noch zuständigkeitsorientiert. Im Rahmen von qualitativen Fallstudien wird untersucht, inwieweit Bürger dadurch besser informiert sind als Verwaltungsmitarbeiter und wie sich in der Folge der Bürger-Verwaltung-Kontakt verändert hat. Die Ergebnisse sollen Aufschluss darüber geben, ob und wie sich diese Veränderungen auf das Verhältnis von Bürger und Verwaltung auswirken.

A.3 Potsdam, Brandenburg, Deutschland, 10.10.: Projekt "Prozessketten für staatliche Informations- und Meldepflichten" (PROKETTA): Auftaktveranstaltung für die Projektpartner

Am 10.10. fand die Auftaktveranstaltung des Forschungs- und Entwicklungsprojektes "Prozessketten für staatliche Informations- und Meldepflichten" (PROKETTA) statt. Ziel der Veranstaltung war es, die Projektpartner zum Hintergrund des Projektes und über die ersten Projektergebnisse zu informieren.

Das Projekt PROKETTA wurde im Rahmen der BMWi-Mittelstandsinitiative eStandards als förderungswürdig ausgewählt und wird für drei Jahre vom Bundesministerium für Wirtschaft und Technologie (BMWi) finanziell unterstützt. Inhalt des Projektes ist es, eine Datenbank mit standardisierten Prozessketten u.a. aus den Bereichen Bauen, Steuern, Gewerbe, Beschaffung aufzubauen, die genutzt werden können, um Bürokratiekosten zu senken und Verwaltungsabläufe zu vereinfachen.

Teilnehmer der Veranstaltung waren Vertreter aus Bundes- und Landesministerien, des Projektträges, von kommunalen Spitzenverbänden, kommunalen IT-Dienstleistern, aus den Landeshauptstädten von Brandenburg, Sachsen, Berlin, Baden-Württemberg, von Industrie- und Handelskammern sowie von Unternehmen und Unternehmensverbänden.
Prof. Schuppan, wissenschaftlicher Direktor des IfG.CC, stellte in seiner Einführung die Bedeutung des Geschäftsprozessmanagements für die öffentliche Verwaltung heraus. Standardisierung von Prozessen, sektorübergreifendes Prozessverständnis und ein einheitliches Wissensmanagement sowie ein Netzwerkmanagement sind wichtige Voraussetzungen für eine prozessorientierte Verwaltung. Ebenso bilden sie die Grundlage, um neue Organisationsformen zu entwickeln, umsetzen und dann in diesen vernetzten Leistungsstrukturen arbeiten können. Erste empirische Erfahrungen zeigten jedoch, dass die Herausforderungen für eine Umsetzung im Mehrebenensystem teilweise sehr groß sind.

Dr. Suhr, Geschäftsführer und Vorstand des IfG.CC, präsentierte das PROKETTA-Projekt. Er ging einführend insbesondere auf die Unterschiede des Projekts zu anderen Prozessprojekten ein und wies auf Anknüpfungspunkte des Projekts zu verschiedenen Reformvorhaben im Bereich Öffentliche Verwaltung in Deutschland hin. Anschließend erläuterte er, welche Informations- und Meldepflichten (IMP) für die Betrachtung im Projekt ausgewählt wurden. Für diese IMP werden im Projekt standardisierte Prozessketten entwickelt und in der Datenbank erfasst. Diese Datenbank ist die Grundlage für die Prozessketten-Suite, die im Projekt entwickelt wird. Diese Anwendung besteht aus einem Prozessketten-Portal, einem Prozessketten-Katalog und einem Prozess-Manager.

Der aktuelle Entwicklungsstand des Prozess-Managers wurde von Friederike Thessel, wissenschaftliche Mitarbeiterin im PROKETTA-Projekt, vorgestellt. Mit dem Prozess-Manager soll die Einführung der neuen bzw. optimierten Prozesse in Unternehmen und öffentlicher Verwaltung vereinfacht werden. Die geplanten Projektergebnisse werden allen Projektpartnern kostenlos zur Verfügung gestellt.

In der anschließenden Diskussion wurden einzelne Projektschwerpunkte vertieft und Ideen speziell zum Transfer der Projektergebnisse entwickelt. Dabei wurde deutlich, wie wichtig es ist, dass die erstellten Prozessmodelle auch direkt bei der täglichen Arbeit genutzt werden können.

A.4 Potsdam, Brandenburg, Deutschland, 11.10.: Forschungsprojekt "Zukunft der Verwaltung - Stein-Hardenberg 2.0" – Arbeitspapier „Vernetzte Verwaltung mit E-Government“, Expertenworkshop

Ziel des Forschungsprojektes "Zukunft der Verwaltung/Stein-Hardenberg 2.0“ ist es, vor dem Hintergrund der informationstechnischen Möglichkeiten, zukunftsorientierte Verwaltungsmodelle zu entwickeln. Kernfrage ist u.a., wie sich verschiedene Aspekte von Staatlichkeit vor dem Hintergrund von E-Government verändert. Dazu wurde das Arbeitspapier „E-Transformation von Staatlichkeit – Szenarien zur Transformation von Staatlichkeit“ angefertigt (siehe Infobrief 03/2012). Weitere Kernfragen im Forschungsprojekt sind, welche Organisationsformen für die öffentliche Leistungserbringung noch angemessen und was die neuen Bauprinzipien der Verwaltung mit E-Government sind. Um diese Fragen zu beantworten, wurde ein Arbeitspapier mit dem Titel „Vernetzte Verwaltung mit E-Government“ erstellt.

Vernetzung ist ein Kernaspekt von E-Government, da diese aufgrund neuer Formen der Arbeitsteilung zahlreiche neue Gestaltungsmöglichkeiten für die öffentliche Leistungserbringung bietet. Dabei ist die gesamte „Machinery of Government“ mit ihrem Institutionenbestand zu betrachten, weil nur so das Modernisierungspotenzial mit seinen weiteren Implikationen, auch für die Kommunikation mit Bürgern und für das politische Handeln öffentlicher Institutionen in das Blickfeld gelangt.

Im Arbeitspapier „Vernetzte Verwaltung mit E-Government“ werden begrifflich-konzeptionelle Grundlagen zum Vernetzungs- und Netzwerkphänomen im Kontext von E-Government gelegt, weil der Begriff vielfach beliebig und in sehr verschiedenen fachlichen Kontexten verwendet wird. Weiterhin werden empirische Befunde aus Deutschland untersucht und im Hinblick auf ihre Wirkung untersucht sowie entsprechende Gestaltungsprinzipien abgeleitet. Es wurden Grundbausteine einer vernetzten Verwaltung identifiziert sowie notwendige Umsetzungsbedingungen aufgezeigt. Die Ergebnisse des Arbeitspapiers „Vernetzte Verwaltung mit E-Government“ wurden in einem Expertenworkshop am 11.10.2012 im Ministerium des Innern des Landes Brandenburg validiert. Teilgenommen haben Vertreter der Verwaltungspraxis aus Hamburg, Berlin und dem Land Brandenburg sowie Wissenschaftler aus den Bereichen Public Management und E-Government.

Das IfG.CC wurde mit dem Projekt vom Innenministerium des Landes Brandenburg beauftragt, das wiederum als Konsortialführer für folgende weitere Auftraggeber handelt: das Bundesministerium des Innern, die Senatsverwaltung für Inneres und Sport des Landes Berlin, die Freie und Hansestadt Hamburg - vertreten durch die Finanzbehörde, die AöR Dataport der Länder Schleswig-Holstein, Mecklenburg-Vorpommern und der Freien und Hansestadt Hamburg. Das Projekt endet am 31.12.2013.

A.5 Potsdam, Brandenburg, Deutschland, 26.10.: Forschungsprojekt "Zukunft der Verwaltung - Stein-Hardenberg 2.0" – Leitungskonferenz in Caputh

Die bisherigen Ergebnisse des Forschungsprojektes „Stein-Hardenberg 2,0“ wurden in einer jährlichen Leitungskonferenz am 26.10.2012 der höchsten Steuerungsebene (Auftraggeber) im Projekt vorgestellt. Ziele der Veranstaltung waren, die im Sommerhaus von Albert Einstein stattfand, bisher erarbeitete Kernergebnisse zu diskutieren und gemeinsam weiterzuentwickeln. Durch den Dialog zwischen Wissenschaft und Praxis soll sichergestellt werden, dass die Forschungsergebnisse auch in die Praxis transferiert werden. Es soll zu einer Weiterentwicklung der Verwaltungspraxis einen Beitrag leisten.

Im Einsteinhaus in Caputh wurde, jenseits des immer hastiger werdenden „Alltagsgeschäfts“, über das so wichtige Thema „Zukunft von Staat und Verwaltung im Kontext von IT-Nutzung“ nachgedacht. Kernfragen waren u.a., wie sich Staatlichkeit auf der Basis von E-Government verändert, welche Bedeutung zukünftig staatliche Prinzipien wie Föderalismus oder Selbstverwaltung noch haben werden und wie Verantwortlichkeit zukünftig organisiert werden kann. Durch die Diskussion führte Frau Dr. Marianne Wulff, Geschäftsführerin der VITAKO, Bundes-Arbeitsgemeinschaft der Kommunalen IT-Dienstleister e.V.

Professor Schuppan, wissenschaftlicher Direktor des IfG.CC, stellte anhand einer Posterpräsentation die bisherigen Kernergebnisse des Forschungsprojektes kurz vor. Konsens im Teilnehmerkreis war, dass grundlegende staatliche Organisationsprinzipien auch weiterhin eine wichtige Rolle spielen werden und nicht zwangsläufig mit E-Government abgeschafft werden. Vielmehr erfüllen diese Prinzipen Zwecke, bspw. im Hinblick auf Verantwortung, die auch weiterhin notwendig sind.

P.1 Hilgers, D./Schauer, R./Thom, N. (Hrsg.): Public Management im Paradigmenwechsel. Staat und Verwaltung im Spannungsfeld von New Public Management, Open Government und bürokratischer Restauration

Im Juli ist der Dokumentationsband zum Public Management Colloquium, das Ende Februar 2012 an der Universität Hamburg stattfand, im Trauner Verlag erschienen.

In diesem Band ist u.a. der Beitrag „Fusionen im öffentlichen Sektor“ von Prof. Tino Schuppan und Sirko Schulz, wissenschaftlicher Mitarbeiter am IfG.CC, erschienen. Darin beschreiben die Autoren Ergebnisse eines Forschungsprojektes zu Fusionen im öffentlichen Sektor am Beispiel des öffentlichen IT-Dienstleisters Dataport. Wie die Fusion zustande kam, wurde aus einer policy- und management-orientierten Perspektive analysiert, so dass Wechselwirkungen zwischen den beiden Ebenen erkennbar wurden. Dabei konnte gezeigt werden, wie Akteurskonstellationen im Policy-Netzwerk dazu führen, dass bestimmte Entscheidungsparameter des Managements von Fusionen im öffentlichen Sektor eher eingeschränkt sind; andererseits kann das Management durch ein geschicktes Fusionsdesign eigene Gestaltungsspielräume erweitern. Fazit der Untersuchung war, dass die Besonderheiten von Fusionen im öffentlichen Sektor deren Erfolgsaussichten nicht einseitig beschränken. Vielmehr ist ein besseres Verständnis der komplexen Wechselbeziehung zwischen der Policy-Ebene und dem Fusionsmanagement notwendig, um die Wirkungen in unterschiedlichen Politikfeldern und Verwaltungsorganisationen einzuschätzen.

Ein weiterer Beitrag befasst sich mit „Neuen Kompetenzen für E-Government bei vernetzter Leistungserstellung“. Die Autoren Prof. Hermann Hill (Deutsche Universität für Verwaltungswissenschaften Speyer), Prof. Tino Schuppan und Katrin Walter vom IfG.CC stellen dar, inwieweit sich die Arbeitsorganisation in neuen IT-ermöglichten Organisationsformen (z.B. Shared Service Center auf Bundesebene, 115-Service-Center) bereits geändert hat und welche neuen Kompetenzen (Fähigkeiten, Fertigkeiten und Wissen) dabei von Mitarbeitern und Führungskräften gefordert werden. Die empirischen Befunde haben gezeigt, dass an den neu entstandenen organisatorischen Grenzstellen – diese bilden Organisationen aus, um mit ihrer Umwelt zu agieren – in neuen IT-ermöglichten Organisationsformen neue kommunikative und v.a. Verhandlungskompetenzen erforderlich sind. Darüber hinaus lassen sich Tendenzen einer Subjektivierung von Arbeit feststellen: zum einen bei der Interaktionsarbeit mit dem Bürger (115) oder Auftraggeberbehörden (SSC), bei der emotionale Kompetenz und Kreativität von den Mitarbeitern erforderlich sind. Zum anderen sind hohe Kompetenzanforderungen notwendig, um die Dienstleistungen erbringen zu können. Dafür ist nach wie vor umfangreiches fachliches Wissen erforderlich. Neu ist, dass dynamische und so genannte Metakompetenzen erforderlich sind. Dazu zählt beispielsweise die Fähigkeit, die eigene Arbeit selbst zu organisieren und zu kontrollieren. Weiterhin müssen die Mitarbeiter der 115-Service-Center und Shared Service Center fähig und bereit sein, mit mehreren Personen in einem Netzwerk zu kooperieren, um die Leistungen zu erbringen. Hierbei handelt es sich um Kompetenzen, die nicht durch traditionelle Lernformen erworben werden können. Informelles Lernen im Arbeitsprozess und damit Selbstlernkompetenzen gewinnen für die Arbeit in vernetzten Organisationsformen an Bedeutung.

R.1 Klaus Kornwachs: Strukturen technologischen Wissens. Analytische Studien zu einer Wissenschaftstheorie der Technik, 2012, edition sigma, Berlin.

Die Wissenschaft hat von der Wissenschaftstheorie des 20. Jahrhunderts gründlich untersucht bestimmte Strukturen ihres Wissens, ihrer Methodik der Wissensgewinnung und Wissensabsicherung entwickelt, die sie von anderen Arten des Umgangs mit Wissen z.B. der Alltagserfahrung signifikant unterscheidet. Für die Technikwissenschaften haben solche wissenschaftstheoretischen Untersuchungen jedoch bisher kaum stattgefunden. Was etwa die analytische Wissenschaftstheorie für die Naturwissenschaften geleistet hat, steht daher für die Technikwissenschaften noch aus. Denn das technische Wissen unterscheidet sich vom wissenschaftlichen Wissen in seiner inneren Struktur. Diese Struktur aufzuklären ist eine lohnende Aufgabe, weil deren Kenntnis hilft, besser mit Technik umzugehen.

Die in diesem Band vorgelegten analytischen Studien zur Wissenschaftstheorie der Technikwissenschaften behandeln ausgehend vom Problem der Formalisierung und der Wahrheitsfrage in der Philosophie die Grundeinheit des technischen Wissens, die technologische Regel und den Aufbau und Zusammenhang technologischer Theorien. Daraus ergeben sich Hinweise auf die innere, d.h. auch logische Struktur des technischen Wissens.

V.1 Berlin, Deutschland, 11.10.: Vortrag „Vernetzte Verwaltung mit E-Government“ bei CSC „Gespräche unter den Linden: Neue Ideen im Public Management“

Im Rahmen der von der CSC Deutschland Solutions GmbH organisierten Veranstaltungsreihe „Gespräche unter den Linden: Neue Ideen im Public Management“ hat Professor Schuppan am 11.10.2012 einen Vortrag zum Thema „Vernetzte Verwaltung mit E-Government“ gehalten. Er machte deutlich, dass Vernetzung ein schillernder Begriff ist, der in seinen verwaltungsorganisatorischen Implikationen bisher kaum erforscht ist und gegenwärtig stark von der Social-Media-Diskussion bestimmt ist, wo es um Transparenz und neue Formen der Beteiligung geht. Dabei entfaltet Vernetzung auf mehreren Ebenen des Verwaltungshandelns Modernisierungspotenziale. Auf der Ebene der Leistungserstellung werden bspw. vernetzte Organisationsformen wie Shared Service Center und One-Stop-Government umgesetzt. Aber auch Infrastrukturen können im Sinne mehrfach verwendbarer Bausteine vernetzt sein. Die Zwecke einer Vernetzung können ganz unterschiedlich sein: Verbesserung bestehender Netzwerke, bessere Problemlösung (z.B. Crowd Sourcing), neue Formen der Ressourcenteilung (z.B. Shared Service Center), verbesserter Zugang zu Verwaltungsleistungen (Varianten von One Stop Government, z.B. D115) oder Abbau von Verwaltungslasten (z.B. P23R). Allen Zwecken gemein sind die Grundbausteine wie eine Sicht der Geschäftsprozesse, Prozessmodularisierung und eine differenzierte Betrachtung von Produktion, dazu benötigter Infrastruktur und Distribution von Leistungen.

Professor Schuppan zeigte anhand einiger empirischer Befunde den Umsetzungsstand von Vernetzung in Deutschland und nannte typische Umsetzungsschwierigkeiten: oftmals zu stark technikgetriebene Umsetzung, IT löst nicht die traditionellen Kooperationsschwierigkeiten, wenig Anreize zur behördenübergreifenden Kooperation und mangelnde Netzwerkkompetenz (Umsetzung & Arbeitsebene). Verwaltungspraktische Implikationen von Vernetzung machte Prof. Schuppan sowohl auf einer Mikroebene, d.h. veränderte Arbeitsorganisation in vernetzten Organisationsformen auf der Arbeitsebene.

Veranstalter dieser Diskussionsreihe ist die CSC Deutschland Solutions GmbH, ein weltweit agierendes Beratungs- und Dienstleistungsunternehmen im Bereich der Informationstechnologie. Inhaltlich wird die Veranstaltung von der Business School der Universität Salzburg organisiert. Zu den grundlegenden Themen Verwaltung, Staatlichkeit und Politik bzw. Organisation, Strategie und Führung plant CSC, in regelmäßig wiederkehrenden Veranstaltungen, mit Wissenschaftlern und Verwaltungspraktikern zu diskutieren.

Hintergrund dieser Diskussionsrunde zum Thema „Bausteine einer vernetzten Verwaltung“ ist die Neuerscheinung des gleichnamigen Buches. In dem von Professor Krallmann (TU Berlin) und Dr. Zapp (CSC) herausgegebenen Buch zeigen mehr als 20 Autoren aus Wissenschaft, Wirtschaft und Verwaltung, dass Föderalismus und Vernetzung sich nicht ausschließen, sondern die "Zutaten" einer kundenfreundlichen, leistungsfähigen und wirtschaftlichen öffentlichen Verwaltung sind. Prof. Schuppan hat zusammen mit Prof. Krallmann und Dr. Zimmer (CSC) den Beitrag „Public Value durch Vernetzung“ verfasst. Prof. Krallmann hielt einen Vortrag über Prozessmanagement in der öffentliche Verwaltung und verdeutlichte anhand von Beispielen aus der Privatwirtschaft und dem öffentlichen Sektor, dass Prozessorientierung der Schlüssel zu Vernetzung ist.

V.2 Potsdam, Brandenburg, Deutschland, 31.10.: Vortrag für südafrikanische Delegation

Mittlerweile ist es Tradition, dass sich südafrikanische Delegationen der Universität Stellenbosch (Südafrika), bestehend aus Professoren, Mitarbeiter und Studenten, an der Universität Potsdam aufhalten und das IfG.CC in diesem Rahmen E-Government-Veranstaltungen durchführt. Am 31.10. hielt Professor Schuppan, wissenschaftlicher Direktor des IfG.CC, einen Vortrag über den Umsetzungsstand von E-Government in Deutschland. Vor allem ging es um neue IT-ermöglichte Organisationsmodelle und neue Steuerungsmöglichkeiten.

Auch wurde der Transfer von eGovernment von westlichen Industrieländern nach Afrika diskutiert. Südafrika ist deshalb relevant, weil es für Gesamt-Afrika als Vorbild gilt und von dort aus entsprechende Lösungen in andere, weniger entwickelte Länder Afrikas südlich der Sahara transferiert werden können. Interessiert war die Gruppe um Prof. Johan Burger auch an den Forschungsergebnissen, die am IfG.CC generiert wurden, z.B. zu den Themen eGovernment-Skill-Management oder Shared Service Center.

V.3 Ankündigung/Announcement: Nächster Prozessmanagement-Workshop am IfG.CC am 29.11.

Das IfG.CC veranstaltet monatlich einen Prozessmanagement-Workshop in kleiner Runde für Beschäftigte der öffentlichen Verwaltung, die Prozesse modellieren, Veränderungsprozesse moderieren oder das in der Zukunft vorhaben. Der nächste Workshop findet am 29.11.2012 statt.

Die Teilnehmer des Prozessmanagement-Workshops werden unter dem Motto „Prozesse greifbar machen“ aktiv in die Identifizierung, Erhebung, Modellierung und Optimierung von Beispielprozessen aus der öffentlichen Verwaltung eingebunden. Ziel ist es, den Teilnehmern einen Einblick in die Vorgehensweise des IfG.CC bei der Prozessmodellierung zu geben., die besonders gut geeignet ist, um intuitiv und Schritt für Schritt zusammen mit den Mitarbeitern Prozesse in der öffentlichen Verwaltung zu erheben und zu modellieren. Erfahrungsberichte und Diskussionen von und mit erfahrenen Prozessmodellierern runden die Veranstaltung ab.

V.4 Ankündigung/Announcement: Nächster Mobile-Services-Workshop am IfG.CC am 13.12.

Das IfG.CC veranstaltet alle zwei Monate einen Mobile-Services-Workshop. Für Beschäftigte der öffentlichen Verwaltung besteht die Möglichkeit, sich in kleiner Runde über Einsatzmöglichkeiten und Anwendungsperspektiven von mobilen Dienstleistungen zu informieren. Der nächste Workshop findet am 13.12.2012 statt.

Die Erbringung von Verwaltungsleistungen unabhängig von Verwaltungsstandorten ist vor allem in ländlichen Regionen und in Kommunen mit vielen Ortsteilen von Interesse. Verwaltungsmitarbeiter werden dazu mit einem Koffer ausgestattet und erbringen Leistungen an wechselnden Standorten außerhalb der Verwaltung, z.B. in Außenstellen von Kommunalverwaltungen, an Hochschulen oder in Senioreneinrichtungen.

Die Teilnehmer des Workshops erfahren, welche Kofferkomponenten erforderlich und welche Leistungen für einen mobilen Service geeignet sind und bekommen Hinweise für die Umsetzung (z.B. technische und organisatorische Anforderungen) und Bereitstellung von Leistungen über das mobile „Bürgerbüro“. Erfahrungsberichte aus bereits umgesetzten Projekten runden die Veranstaltung ab.

Die Teilnahme ist nach einer vorherigen Anmeldung für Beschäftigte der öffentlichen Verwaltung bzw. öffentlichen Unternehmen kostenlos. Die Teilnehmerzahl ist begrenzt.

V.5 Ankündigung/Announcement: Nächster Shared-Services-Workshop am IfG.CC am 14.02.2013

Das IfG.CC veranstaltet alle zwei Monate einen Workshop zum Thema "Shared Services". Beschäftigte der öffentlichen Verwaltung erhalten Antworten auf Fragen wie z.B. Was sind die Unterschiede zwischen Shared Services und anderen Begriffen wie Querschnittsamt oder Outsourcing? Welche Bereiche können organisationsintern gebündelt werden? Was macht den Organisationsansatz Shared Services aus? Welche praktischen Ansätze und Beispiele gibt es aktuell in der öffentlichen Verwaltung? Der nächste Workshop findet am 14.02.2013 statt.

Inzwischen gehört es zur Verwaltungspraxis, in kommunalen Netzwerken zusammenzuarbeiten. Heterogene Strukturen können zusammengeführt, Leistungen standardisiert und kostengünstiger angeboten werden. Auch die unterschiedlichen Ressourcen der Kooperationspartner können gemeinsam genutzt werden. Bisher fand interkommunale Zusammenarbeit überwiegend im Bereich der Daseinsvorsorge oder Wirtschaftsförderung statt. Neuerdings wird jedoch bei Unterstützungsprozessen in den Bereichen Personal, Finanzen und Beschaffung verwaltungsübergreifend zusammengearbeitet; Shared Service Center/Dienstleistungszentren werden aufgebaut.

K.1 Grand Wailea, Maui, Hawaii, January 7 - 10, 2013: 46th HICSS (Hawaii International Conference on Systems Sciences)

Prof. Tino Schuppan, scientific director of the IfG.CC, and Sirko Schulz, research assistant, have submitted a paper titled „Competency Requirements for Transformational E-Government“ and will be presented at the Minitrack „E-Government Education, Training and Professionalization“ at the upcoming HICSS.

The term e-government stands for an ICT enabled transformation of the public sector. New forms of collaboration and inter-organizational public service networks become feasible, to fulfill public tasks more efficiently and effectively. However, between this transformational potential and the tangible results is a rather significant gap. One reason for this slow and cumbersome implementation seems to be that public managers lack the necessary competencies to capture the promises of e-government. The article analyzes the changing competency requirements and describes the first steps of the development of an e-government competency framework for public managers. It sums up the results of a literature review on e-government competencies, a survey, and focus group workshops. Based on these results, a first set of e-government competencies is being outlined which goes beyond pure ICT skills. The article concludes with a forecast at the implications for human resource management in the public sector.

Many conferences focus on a specific discipline or subject. Although specialization is important, HICSS has chosen to become one of the few general-purpose conferences addressing issues in the areas of computer science, computer engineering, and information systems. The fundamental purpose of this conference is to provide a forum for the exchange of ideas, research results, development activities, and applications. HICSS brings together highly qualified interdisciplinary professionals in an interactive environment.

J.3 Das IfG.CC sucht weitere wissenschaftliche Mitarbeiter/-innen für das Forschungsprojekt: „Zukunft der Verwaltung“ („Stein-Hardenberg 2.0“)

Das Potsdamer Institut für E-Government (IfG.CC) sucht für die Bearbeitung eines For-schungsprojektes zur Entwicklung zukunftsorientierter Modelle des Regierens und Verwaltens weitere Politik- oder Verwaltungswissenschaftler.

In dem Projekt sollen aus verwaltungswissenschaftlicher Sicht zukünftige und zugleich umsetzbare Lösungsansätze vor dem Hintergrund der Möglichkeiten von E-Government entwickelt werden. Dabei wird hier unter E-Government der Wandel bzw. die durch IT ermöglichten Veränderungen von Institutionen verstanden.

Auf der Basis von Szenarien sollen gegenwärtig schon beobachtbare Veränderungen untersucht und zukünftige Veränderungen („Zukünfte“) entwickelt werden, die kritisch zu bewerten sind.

Voraussetzung für die Mitarbeit im Projekt ist ein ausgesprochenes Interesse für das Thema (eGovernment und institutioneller Wandel) und interdisziplinäres Denken. Es müssen außerdem gängige sozialwissenschaftliche Methoden beherrscht werden.

E.1 Das IfG.CC öffnet sein Projekt zur Entwicklung eines Prozessketten-Registers für staatliche Informations- und Meldepflichten für weitere Kooperationspartner

Am 01.04. startete am IfG.CC das vom Bundesministerium für Wirtschaft und Technologie geförderte Projekte zur Entwicklung eines Registers mit standardisierten Prozessketten für staatliche Informationspflichten.

Kooperationspartner in diesem dreijährigen Projekt sind u.a. Verwaltungen der kommunalen und Landesebene, kommunale Spitzenverbände, öffentliche IT-Dienstleister, Unternehmen und Kammern. Zusätzlich zu den schon im Projekt engagierten Fachleuten ermöglicht das IfG.CC nun noch weiteren Kooperationspartnern die Teilnahme an diesem Projekt.

Als Ausgleich für den im Projekt investierten Aufwand erhalten die Teilnehmer eine Desktop-Version des IFGCC-Prozessnavigators mit Modellen und Detailinformationen zu den bei den Teilnehmern erhobenen Prozessketten.

E-Government in Australien/eGovernment in Australia

Australien ist neben den skandinavischen Ländern, Kanada und den USA eines der Länder, die verstärkt auf E-Health- und Telemedizin-Lösungen setzen, um die Gesundheitsversorgung v.a. in ländlichen Regionen abzusichern. Für die strategische Ausrichtung und die Koordination der Projekte ist die National E-Health Transition Authority (NETHA) verantwortlich, die von den Bundesstaaten/Territorien und der australischen Regierung eingerichtet wurde.

Aus Sicht der australischen Gesundheitsministerin sollen Hausärzte einer der Hauptnutzer von E-Health-Lösungen, speziell von elektronischen Gesundheitsakten, sein. Deshalb wird verstärkt in Weiterbildungsprogramme für Hausärzte investiert, z.B. zur Nutzung von Telekonferenzsystemen, um Expertise von Spezialisten einzuholen. In Kürze soll es auch möglich sein, Verschreibungen und Rezepte elektronisch zwischen Hausarzt und Apotheke auszutauschen. Möglich wird das, weil sich zwei große Softwareanbieter in diesem Bereich auf gemeinsame Schnittstellen geeinigt haben.
Es zeigt sich aber auch, dass die Weiterentwicklung von E-Health in Australien vor großen Herausforderungen steht. Wichtig ist die Umsetzung von nationalen Strategien, weniger von isolierten Einzelprojekten. Verstärkt berücksichtigt werden sollen auch mobile Lösungen, besonders im ländlichen Raum.

Zur Identifizierung von Personen, die nach Australien einreisen, sollen verstärkt biometrische Verfahren wie Gesichtserkennung und Fingerabdrücke genutzt werden. Ziel ist es, dass die Merkmale nicht nur mit Daten, die bei der Einwanderungsbehörde (Department of Immigration and Citizenship, DIAC) in Australien selbst gespeichert sind, verglichen werden, sondern sofort, d.h. noch während der Einreisende an der Grenzstelle kontrolliert wird, mit anderen australischen Behörden und mit anderen Ländern ausgetauscht werden. Geplant ist, ähnliche Anforderungen in anderen Bereichen der Identitätsüberprüfung innerhalb des Landes umzusetzen.

Das australische Bundesministerium für Finanzen und Deregulierung veröffentlichte dazu eine 5-Jahres-IT-Strategie, die im Kern beinhaltet, IT noch stärker als bisher zu nutzen, um Leistungen der öffentlichen Verwaltung bereitzustellen. Ziel ist es, Behörden stärker miteinander zu vernetzen und Anforderungen der Bürger und Unternehmen, stärker zu berücksichtigen. Services sollen besser auf Zielgruppen zugeschnitten werden, die Nutzung stärker in den Alltag integriert werden.

The Royal Australian College of General Practitioners (RACGP) released a new guide for GPs and their staff looking to establish video consulting within their practice, continuing its work encouraging the pro-fession to take up telehealth.

The newly revised guide provides simplified guidance on a range of related implementation, technical and usage issues.

The resource includes an updated summary of telehealth-related MBS item numbers and incentives currently available, a tool to assist GPs and their staff determine which video conferencing option is best for their practice, as well as advice on connecting with specialists, change management and even using Skype.

2.2 GPs to play key role in e-health: minister

General practitioners will play a vital role in the establishment of Australia's e-health system, according to federal Health Minister Tanya Plibersek.

Speaking at the opening of the Royal Australian College of General Practitioners (RACGP) annual conference on the Gold Coast, Ms Plibersek said the government was investing $2.55 million to develop training programs aimed at GPs.

The minister said the RACGP, in consultation with the Australian College of Rural and Remote Medicine, will use the funds to develop an e-health syllabus and education modules.

2.3 Big biometric upgrade for Immigration

The Department of Immigration and Citizenship has gone to market for a substantial upgrade of its biometric identification systems that use facial recognition and fingerprinting systems to electronically check-up on prospective entrants to Australia.

Tender documents released to the market reveal that Immigration authorities are seeking to buy commercial-off-the-shelf technology that will allow them to scan through and cross match potentially millions of people to make sure they are claim they say.

2.4 Government sets out five year public service IT strategy

The Federal Department of Finance and Deregulation has released a five year ICT strategy for the Australian Public Service promising that it will position the Australian Government to use ICT in creative and innovative ways to deliver better, easier to use services to the public.

2.5 Queensland govt delivers “open data” reforms
A raft of reforms unveiled by Queensland Premier, Campbell Newman, is set to create an “open data” revolution in Queensland – with plans to make government data more accessible for citizens and the industry.

Under the government’s just-released ICT reforms agenda, an “e-government” initiative is being rolled, out, including a new web site offering a portal into announcements and policy updates.

Berlin plant weiterhin ein kostenloses, frei zugängliches, an stark frequentierten Orten der Stadt zur Verfügung stehendes WLAN, doch das ist ein rechtlich riskantes Unterfangen für mögliche Partner. 3.2 Ausbau der Behördennummer im Praxistest: Lenkungsausschuss beschließt "115-Labs"

3.3 Bundesrat sorgt sich um sichere E-Signaturen auf EU-Ebene

Der Bundesrat hat den Entwurf einer Verordnung über die elektronische Identifizierung der EU-Kommission kritisiert. Die hohe Anforderungen an den Qualitätsstandard digitaler Signaturen und ID-Systeme hierzulande dürften nicht grundsätzlich abgesenkt werden, sorgt sich die Länderkammer in einer angenommenen Stellungnahme für Brüssel. An diesem Punkt müsse das nationale Recht Vorrang haben.

Die Kommission möchte mit der Vorlage die Signatur-Richtlinie von 1999 neu fassen und die Nutzung auch von elektronischen Zeitstempel und Siegeln zulassen sowie eine bescheinigte elektronische Dokumentenzustellung und eine Authentifizierungsmöglichkeit für Webseiten ermöglichen. Der Bundesrat begrüßt in diesem Zusammenhang, dass damit auch die sogenannte Organisationssignatur eingeführt werden kann. Er unterstützt allgemein auch das Ziel der grenzüberschreitenden digitalen Kommunikation, um einen einfachen und sicheren elektronischen Geschäftsverkehr im Binnenmarkt anzukurbeln.

4.1 Great Britain: Cornwall: 'Shared services project is best way forward'

4.2 Österreichs Regierung bringt elektronische Gesundheitsakte auf den Weg

Der österreichische Ministerrat hat nach langwierigen Verhandlungen die Einführung einer elektronischen Gesundheitsakte (ELGA) beschlossen. Die ELGA soll als Portal für die Patienten Ende 2013 in Betrieb gehen. 2015 sollen Krankenhäuser, 2016 Ärzte und Apotheker, 2022 die Zahnärzte auf die Gesundheitsdaten zugreifen können. Bis zuletzt war es unter den Regierungsparteien SPÖ und ÖVP strittig, ob Ärzte und Zahnärzte die ELGA nutzen müssen. Für Patienten soll es ein Opt-Out-Verfahren geben. Der Beschluss muss nun den Gesundheitsausschuss passieren und vom Plenum des Nationalrates angenommen werden. Die Zustimmung beider Gremien gilt als sicher.

4.3 The Netherlands: Improved services and reduced administrative burdens by 2013

According to the proposed national Budget 2013, the government’s aim is to use information and communication technologies (ICT) in order to deliver better services at lower administrative costs.

The government is planning to simplify unnecessary regulations and cut down on bureaucratic red tape, saving nearly €110 million. This will give businesses the space to innovate and invest. The government's goal is to create the preconditions for an ‘excellent business climate’, which can be achieved by large-scale implementation of ICT applications, such as Standard Business Reporting, eRecognition and the entrepreneurs’ record. This allows entrepreneurs to leverage ICT and use public services more easily. Another measure is to improve the services provided to entrepreneurs via the so-called Entrepreneur Centres.

4.4 Denmark: Digital raw material to become available for free public re-use

In October 2012, the Local Government Denmark and the Danish government signed an agreement aiming to improve and link public registers of basic data and make them available for free public re-use.

This way, the public authorities say no to the costly parallel registers and yes to growth, innovation and employment. Once the public authorities have cleaned up and merged data, the parallel registers will end. This is expected to save from public sector spending the amount of DKK 260 million (approx. €34 million) annually by 2020.

4.5 EU-Kommissarin fordert mehr staatliche Breitband-Investitionen

Die für die Digitale Agenda zuständige EU-Kommissarin Neelie Kroes fordert von den Mitgliedsstaaten, sich beim Breitbandausbau mehr zu engagieren. Es sei zwar wichtig, den richtigen rechtlichen Rahmen für private Investitionen abzustecken, erklärte die Niederländerin auf dem Broadband World Forum in Amsterdam. Dies reiche aber nicht aus. Wenn die Regierungen nicht investierten, drohe eine neue, gefährliche digitale Spaltung zwischen Regionen mit und solchen ohne schnelle Internetanschlüsse. In September 2012, the Government approved a proposal, drafted by the Estonian Information Society Strategy 2014-2020, which will constitute the basis for the Ministry of Economic Affairs and Communications to prepare a new Information Society Strategy 2020.

The purpose of the Information Society Strategy 2020 is to jointly create the conditions and agree on using the opportunities provided by information and communication technology (ICT) to manage the Estonian economy and society more efficiently.

So far the following are considered to be the biggest benefits of the development of the information society: good Internet accessibility, the use of services to support the development of state information and security for citizens and businesses, as well as the development of electronic services.

Government, in collaboration with the Danish International Development Agency and Alcatel-Lucent, is facilitating the development of a Fibre Optic Backbone Infrastructure on the country’s Eastern Corridor to support the deployment of the national e-Government Network.

The Eastern Corridor Project, stretching nearly 600 kilometres from Ho in the Volta region to Bawku in the Upper East region, will be linked to the existing network in other parts of the country and facilitate network access to 27 District and Municipal Assemblies and surrounding communities.

5.2 United Arab Emirates: Abu Dhabi Spatial Data Infrastructure Community discusses development of Government services

The Abu Dhabi Systems and Information Center has organized a regular meeting of the Abu Dhabi Spatial Data Infrastructure (AD-SDI) community. As one of the key initiatives of the Abu Dhabi e-government program, AD-SDI facilitates the exchange of spatial data between government agencies and other stakeholders. Since the inception of AD-SDI in 2007, its community members have been committed to periodically discussing the program's current status and latest developments and achievements, in addition to identifying activities and initiatives that should be implemented for its further development.

The latest meeting was held recently and was attended by nearly 100 representatives from 52 entities representing AD-SDI's membership. Achieving further progress and growth in Government services and enabling them spatially topped the agenda of the sessions held in Abu Dhabi.

Telemedicine is particularly appropriate for rural areas. So it’s no surprise that in remote parts of Africa, it is helping physicians share their skills with peers and letting them treat patients.

There’s a more specific area called M-health, which employs mobile technology to provide medical services. For example, patient data can now be accessed remotely by doctors. But m-health also encompasses mobile apps and interactive mobile sites for patients to follow a diet or fitness regimen.

Patients can also be monitored daily. In addition, doctors use mobile apps so patients can make appointments, and doctors can post patient reminders on drug doses. Platforms such as Medic Mobile are leading to more use of mobile apps to treat patients as well.

5.4 India: West Bengal: Got Aadhaar number? Now wait for the real card

Elated to be one of the "fortunate" few to have received the 12-digit Aadhaar number? Call us a spoilsport but it isn't of much use. The glossy strip of paper is certainly not "the card" that everyone has been talking about for nearly five years.

Bengal is not among the 19 states where the Unique Identification Authority of India (UIDAI) directly issues the Aadhaar numbers. If you live in this state, your UID number has to be ratified by the Census Directorate before it is embossed on a Resident Identity Card (RIC). That's at least two years away.

As of now, the UID lies as the victim of flawed policy. Those who had their fingerprints taken and retinas scanned a year ago are clueless about what happens next. Those who missed the first round don't know when they will get a second chance.

5.5 Malaysia: Agriculture to go hi-tech

There are plans to make farming go hi-tech with information and communications technology (ICT) to attract the young to agriculture, said Agriculture and Agro-based Industries Minister Datuk Seri Noh Omar. He said the use of ICT would enable the young to earn high income.

“This will attract the young into the field,” he said.

Noh Omar said the potential of ICT should be used to benefit the whole food production chain.

“The use of precision farming at the estate level, for instance, had been quickly developed to reduce the use of fertiliser, chemical and water and bring about good agricultural produce,” he said during the Agriculture Expo during Universiti Putra Malaysia's 36th Convocation.

5.6 USA: Customer satisfaction with e-government down slightly but near record highs

Satisfaction with federal e-government sites — such as the Social Security Administration's online application portal and the Health and Human Services Department's Web-based medical library — have remained high through most of 2012, according to a quarterly report from ForeSee and the American Customer Satisfaction Index.

On a 100-point scale, customer satisfaction with federal websites now sits at 75.3. That's actually down slightly from last quarter, which set an all-time high, according to the latest report.

But the continued strong performance allowed e-government sites to score more highly than comparable private-sector e-business sites — a reversal of longstanding trends, the report stated.
