Smart cities look to tube-based transport to reduce emissions and delivery delays

A new study claims that a largely overlooked solution, tube-based freight transport systems, could redefine how goods move within cities. These systems are a potential next-generation logistics layer that operates beneath or alongside traditional road networks, offering faster, cleaner, and more efficient delivery pathways in increasingly dense urban environments.

The study, titled "Smart Urban Logistics and Tube-Based Freight Systems: A Review of Technological Integration and Implementation Barriers", published in Smart Cities, reviews tube-based freight technologies and their role in transforming urban logistics. It evaluates existing models, emerging innovations, and real-world pilot projects while identifying the structural, economic, and governance barriers that continue to limit widespread adoption.

    Empowering Smart Cities with AI

Urban technology has advanced rapidly over the past decade, with cities investing heavily in sensors, connectivity, and digital platforms to improve services. These initiatives have delivered meaningful progress, but they have also revealed structural limits: as cities become more complex, they are increasingly focused on transforming existing data into coordinated, real-time action.

Smart cities taught us how to connect urban systems and make city operations more visible through sensors and integrated data. Cities are now looking for ways to strengthen these foundations with more intelligent tools that enhance decision-making and service delivery. Rather than adding more devices, the focus is shifting toward building the capability to act at speed, and toward open, cross-domain platforms that support co-creation across industry, government, and academia. In this context, AI becomes a natural extension of the Smart City framework — enriching and empowering existing strategies rather than replacing them.

Inside the AI City: How Intelligent Mobility Is Transforming Urban Life

Every year, commuters lose hours — sometimes days — sitting in traffic. Congestion drains productivity, increases emissions, and shapes the rhythm of daily life in ways we rarely question. But cities are entering a new era. With artificial intelligence at the core of urban mobility systems, the AI City moves beyond traditional “smart city” automation toward a model that predicts, adapts, and continuously optimizes the flow of people and goods.

The result is a transportation network that feels almost invisible in its efficiency: predictable journeys, safer streets, cleaner air, and a mobility experience that responds to the city’s pulse in real time.

When Cities Start Thinking: The Rise Of Cognitive Infrastructure

Cities are growing at a remarkable pace. Today, more than half of the world’s population lives in urban areas, and the U.N. expects that to rise to around 69% by 2050. By 2030 alone, we expect to see more than 40 “megacities” with populations exceeding 10 million.

For city leaders, that means infrastructure, safety systems, transportation networks and public services will face pressure that most cities were never designed to handle. Budgets will remain tight even as populations surge.

AI City: The Next Stage in the Evolution of Smart Cities

Cities spent the last decade building digital foundations to transform themselves into Smart Cities—deploying sensors, expanding connectivity, and integrating data to modernize services. These investments created valuable visibility into how cities operate. But visibility alone is no longer enough. As urban systems become more interconnected and complex, the imperative shifts from data gathering to coordinating real-time actions across mobility, energy, safety, and public services.

AI City is that next step: integrating AI into the operating fabric of smart cities so systems can understand context, predict change, and orchestrate responses — reliably, at scale, and under clear governance.

AI City vs. Smart City: What’s the Difference?

As cities digitize, two terms get thrown around a lot — Smart City and AI City. They sound similar, but they aren’t the same. A Smart City uses connected technologies (sensors, IoT, digital platforms) to make urban services more efficient and transparent. An AI City is the next step in the evolution of a smart city – embedding artificial intelligence directly into the city’s operating system so that core functions can learn, predict, and act — often in real time. You can think of AI City as Smart City 4.0.

Put simply, transitioning to an AI City empowers cities to create an urban ecosystem where their citizens can genuinely feel greater convenience, safety, and trust in their daily lives.

    What is an AI City?

Cities are constantly engaged in data collection, from monitoring traffic and energy usage to demand for public services. Their goal is to detect anomalies like water leaks or traffic congestion before they escalate, and respond faster by dispatching crews, adjusting signal timing, or prioritizing resources. But how does a city do this at scale? That’s the idea behind an AI City: using artificial intelligence to help urban systems understand what’s happening and decide what to do next.

An AI City integrates AI into public services and infrastructure to analyze data, predict needs, and improve how the city operates across areas like mobility, utilities, safety, and citizen services.

IN: Jammu and Kashmir: Beyond the Smart City: Envisioning a Greener Future for Srinagar

The smartest cities are those that grow without erasing their ecology

When the waters rose in 2014, Srinagar did not merely witness a natural disaster; it experienced the consequences of ecological neglect. Entire neighbourhoods were submerged, roads turned into rivers, and a painful truth surfaced: a city built against its ecology cannot remain secure within it.

In recent years, Srinagar has been positioned within the policy discourse of the “Smart City,” a development paradigm that prioritises digital infrastructure, surveillance systems, technocratic governance, and aesthetic urban renewal. While such interventions promise administrative efficiency and infrastructural modernisation, they invite a critical question in the context of a fragile Himalayan urban ecosystem: can technological modernisation substitute for ecological resilience?

From Counterculture to Corporate Control: The Making of the Universal City - Case Study Amsterdam

Bulldozed! Dispossession and the Homogenised Mind

For much of humanity’s existence, our traditional worldview or cosmos was based on sacred, reciprocal relationships with the land and governed by natural seasons and localised community rhythms. What we are currently seeing, however, is an accelerated shift from a physical universe rooted in seasons and community to a virtual one mediated by screens and platforms.

In this new world order, human experience is mediated by mobile apps and predictive algorithms that convert human actions into data points. At the same time, spontaneous ‘messy’ human interaction is engineered away in favour of a sterile, predictable environment. This system encloses both urban and rural life, replacing the sacred and reciprocal relationships between humans and the land with a computational universe where creativity is harnessed to serve corporate extraction.

AE: The Impact of Uber Clone App Software on Dubai’s Smart City Goals

Dubai is a city where “impossible” is just a starting point. Whether it’s the goal of making 25% of all transportation autonomous by 2030 or the push for a completely paperless government, the emirate is the world’s leading laboratory for urban innovation. However, a smart city is more than its skyscrapers and high-speed rail; it is defined by how effortlessly its people move.

As we look at the logistics of the UAE’s “Smart City” pillars, one technology has emerged as a surprisingly critical bridge: the Uber clone. While the term “clone” often suggests a simple copy, in the context of Uber clone app development, it represents a highly sophisticated, localized digital infrastructure that is helping the Roads and Transport Authority (RTA) turn vision into reality.

Smart Cities Build Their Own 5G Infrastructure to Modernize Public Safety Response

The idea of a truly “smart” city has been around for years, but in recent times, the conversation has shifted. It’s no longer just about free public Wi-Fi or fancy lighting systems. Around the world, cities are facing a new challenge: how to keep their citizens safe in an era of rapid urbanization, increasing public events, and growing digital threats. And they’re finding that public safety systems built on outdated, congested, or vulnerable networks simply can’t keep up.

In this high-stakes environment, a new trend is emerging—cities are building and owning their own private 5G networks. These aren’t just faster internet connections; they are purpose-built infrastructures designed to give police, fire departments, and emergency services unprecedented control, reliability, and security. And one of the people helping cities make this leap is Rahul Bangera, a quiet but formidable force in the global private wireless industry.

US: Why Smart Cities Are Switching to Unity5’s Municipal Parking Software

How Modern Municipal Parking Software Can Solve Urban Complexities

Across the US, municipal leaders are facing a breaking point. The mandate is no longer just to “enforce parking”, it is to manage the curb, reduce congestion, and meet climate goals. Yet, many departments are hindered by rigid, siloed systems that treat residential permits, construction zones, and parking citations as three unrelated events.

While many domestic legacy providers offer “standard” platforms, they often trap cities in a cycle of expensive change orders and disconnected data. The solution to this gridlock lies with a modern municipal parking software, technology designed specifically to handle the density and regulatory complexity of modern cities. To see this software in action, we look at some of the forward-thinking cities Unity5 currently work with in the UK, where high-density councils have already successfully deployed these advanced strategies.

Building AI-ready cities: from pilots to public trust

From data foundations and ethical guardrails to workforce skills and citizen trust, the challenge is no longer whether to use AI in cities – but how to embed it in ways that are practical, human-centred, and built to last.

For cities around the world, artificial intelligence (AI) is no longer a distant experiment or a speculative future. It is rapidly becoming a defining capability of modern government. Yet while the technology itself moves fast, the work of integrating it into public services is slow, complex, and deeply human. The real challenge is not whether AI can do something, but how cities build the foundations, rules, skills, and trust needed to use it responsibly and at scale.

Technology and sustainability are now inseparable in public governance

Public administration is undergoing one of its most significant transformations in decades as digital technologies and sustainability agendas converge. What began as efforts to automate paperwork and speed up services has evolved into a broader rethinking of how governments create public value. Digital systems are now influencing policy design, accountability structures, and collaboration between public institutions, private actors, and citizens.

A new study Technological Innovation and Sustainability in Public Administration: A Systematic Review and Research Agenda, published in Administrative Sciences, documents this change. Based on a large-scale review of international research, the study shows that digital transformation is increasingly tied to sustainability outcomes. It highlights a move toward governance models where technology supports long-term environmental, social, and institutional goals rather than short-term administrative gains.

What A Leading Smart City Blueprint Can Teach Urban Communities Everywhere

I was visiting a highly advanced urban community last year when something small but remarkable happened.

Walking through a modern public housing neighborhood, I noticed the street lights adjusting their brightness as people walked past. Not simple motion-sensor lights like we see in many places. These were part of a connected network that tracked foot traffic patterns, adjusted lighting for energy efficiency, and fed data into a centralized system monitoring the entire neighborhood.

The resident I was walking with barely noticed. “Oh yeah, they’ve been doing that for a while,” she said casually.

From digital services to anticipatory governance: Integrating institutions through data-driven intelligence

Over the past decade, governments around the world have invested heavily in digital transformation, focusing primarily on automating services, moving transactions online, and improving efficiency through technology. While these efforts have undoubtedly enhanced accessibility and reduced bureaucratic friction, they have also revealed the limitations of a purely reactive digital model. Digital services, in their conventional form, still depend largely on citizens initiating requests, submitting applications, or reporting needs. As societies become more complex and data-rich, a more advanced paradigm is emerging: Anticipatory governance, where public institutions act proactively by leveraging integrated data and predictive intelligence to address needs before they fully materialise.

Transforming Urban Ecosystem: AI-Powered Smart Cities Redefining Mobility

Thanks to rapid advancements in IoT, edge computing, and artificial intelligence, the global smart city market is entering a transformative era. No longer confined to pilot programs, smart cities are emerging as a large scale reality, reshaping how people live, work, and move through urban environments. Analysts project the market for AI in smart cities to reach approximately USD 50.6 billion by 2025, expanding at a remarkable CAGR of nearly 28 percent to reach USD 460 billion. At the same time, the broader smart cities market, valued at USD 624 billion today, is expected to surge to USD 4.65 trillion by 2032 underscoring both the urgency and magnitude of this global shift.

This accelerated growth is not merely a product of technological enthusiasm but a direct response to mounting urbanization challenges. Traffic congestion, crumbling infrastructure, rising crime, public safety concerns, and escalating environmental pressures are straining existing city frameworks. Against this backdrop, AI powered solutions are stepping in to fill critical gaps, helping cities anticipate problems, respond to crises faster, and create more sustainable ecosystems.

Saudi Arabia’s the Line is collapsing into a hyphen

Originally envisioned as an extravagant 105-mile-long smart city, the Line is reportedly shrinking into a pragmatic data center hub.

Saudi Arabia is officially gutting Neom and turning the Line into a server farm. After a year-long review triggered by financial reality, the Financial Times reports that Crown Prince Mohammed bin Salman’s flagship project is being “significantly downscaled.” The futuristic linear city known as the Line, originally designed to stretch 150 miles across the desert, is scrapping its sci-fi ambitions to become a far smaller project focused on industrial sectors, says the Financial Times. It’s a rumor that the Saudis originally dismissed when The Guardian first reported on it in 2024. The redesign confirms what skeptics have long suspected: The laws of physics and economics have finally breached the walls of the kingdom’s futuristic Saudi Vision 2030, a country reconversion program aimed at lowering Saudi Arabia’s dependency on oil and transforming the country into a more modern society.

A.2 EU-Projekt "Egoprise": Modellierung von Prozessketten

Für alle Fragen zum Projekt steht Friederike Thessel (This email address is being protected from spambots. You need JavaScript enabled to view it.), wissenschaftliche Mitarbeiterin am IfG.CC, gern zur Verfügung.

März 2011 in Berlin.

Für alle Fragen zum Projekt steht Sirko Schulz (This email address is being protected from spambots. You need JavaScript enabled to view it.), wissenschaftlicher Mitarbeiter am IfG.CC, gern zur Verfügung.

V.1 Belgien, Leuven, 09.03.2011: Vortrag „Umsetzung Einheitlicher Behördenrufnummern in EU-Staaten“

K.3 Yasmine Hammamet, Tunesia, 09.-11.06.2011: Worldwide Symposium on E-Government

The IfG.CC supports the Worldwide Symposium on E-Government in Yasmine Hammamet, Tunesia.

The rationale behind this Symposium is the follow up on the 2005 Tunis WSIS agenda and road map. One of the Symposium's main objectives is to deal with the essential and indispensable role played by governments aiming at further developing electronic exchange between the administration, the private sector and civil society, with the framework of common professional goals. At this stage, the action of governments consists not only in setting up the legal framework and the adequate technical environment but also in being very attentive to the needs expressed by the various economic agents insofar as electronic administration is concerned.

Based on a practice of economic intelligence and e-government practices and observations, the aim is to achieve e-Government by developing peer collaborations and solidarities at the international level. For a number of years, an e-customs service with a universal vocation (Asycuda) has been designed and set up in many countries, however this initiative has remained an isolated one. Other initiatives could stem from the Symposium. They would provide an important help to countries whose size and budget cannot allow to cover all of the e-government development axes evolving with the pace of technological progress while maintain clear goals and objectives dictated by good government practices.

For this reason, the Symposium will envisage, following its works the conditions of its periodical holding on the different continents of the globe, as well as those propitious for the development of an authentic peer based e-collaboration , thus breaking away with the isolation of highly qualified cadres, whose services cannot easily because of budgetary reasons- reach a critical mass..

E.1 10 Jahre IFG.CC - 10 Jahre eGoverment-Forschung aus Deutschland / 10 years IfG.CC – 10 years eGovernment research from Germany

=========================================================================
2. Schwerpunktthema des Monats/Key Issue of the Month:
eGovernment in den Vereinigten Arabischen Emiraten / eGovernment in the United Arab Emirates

=========================================================================

2.1 Dubai’s Government Getting Its e-groove On

The Dubai government was definitely thinking, “Lets make this easier” when they created eGovernment ePay, an electronic payment system that enables payment of public utility fees and fines, using credit cards. As simple as this may seem, this effort will streamline the process. Already, it has generated Dhs 2.5 billion. In general, it’s usually an unpleasant experience taking time to go to a government facility to pay bills or fines and this clearly is a tool that people will regularly use.

2.2 Dubai eGovernment organizes workshop for government departments on asset management

As part of a series of workshops for key users of its Government Resource Planning (GRP) systems in government departments, Dubai eGovernment successfully concluded a workshop on automated tracking of government owed assets. The GRP system contains comprehensive functions to track the life cycle of an asset, starting from the day it is purchased to the day it expires or is sold.

Bin Humaidan added: "We are connecting government departments within a structure governed by a common GRP system that provides a comprehensive network for communication and exchange of information while maintaining the privacy of each department. Most entities are using this system in place of their earlier systems which were working in isolation resulting in lack of coordination among government entities."

French doctors will be entitled to bill the government for some medical services provided over the phone at the same rate that they invoice for services provided in their offices or hospitals, under new French legislation aimed at promoting the use of telemedicine and redressing regional inequities in the availability of medical services.

“This mode of exercise [telemedicine] is a response to the medical demography inequalities: where health care resources may be more rare, mainly in isolated areas (islands, rural areas, mountain areas, suburbs, prisons),” a spokesperson from France’s Direction générale de l’offre de soins (DGOS), writes in an email, while insisting on anonymity.

6.1 Tanzanians challenged to be ready for e-services soon

Tanzanians should be ready to utilise the National Broadband Backbone network to improve their lives and change the way they do business, the minister for Communications, Science and Technology Prof Makame Mbarawa Mnyaa, said here.

Inspecting the progress of the construction of phase II of the National Information Communications Technology Broadband Backbone infrastructure (NICTBB) in Lind and Mtwara, Prof Mbarawa said that fast, efficient and cheap data traffic through the broadband will facilitate the delivery of diverse services, such as e-education, telemedicine, e-agriculture, e-commerce, and e-governance to the remotest areas in the country.

“This will be quite a revolution because it was hitherto impossible to deliver such ultra-modern services to rural Tanzania. The shortage of, say, teachers will now be the thing of the past since a single teacher would be able to teach more than one school at the same time through the Internet,” he told reporters.

6.3 Australia: Governance paper sets course for the future

The Institute of Public Administration Australia has produced a new policy paper addressing some of the fundamental questions about issues and challenges facing governments around Australia and proposing a number of principles and recommendations to guide their responses.

Prepared by the IPAA's Submissions Standing Committee under the leadership of Martin Stewart-Weeks, the paper "The Future Course of Modern Government" recognises the need for some fundamental rethinking but not at the expense of replacing existing systems and proven practices.

According to the paper, some of these systems and practices would disappear over time, but there were certain underlying issues of public administration that were perennial challenges which any new public governance and management frameworks had to accommodate.

6.4 US: New Jersey: Lincoln Park looking to finalize shared services for the Health Department

The municipality is looking at its options to expand upon its shared-service agreements, and it is coming closer to an option to take care of its Health Department needs for the near future while saving the borough money.

The borough administration briefly mentioned at a work meeting in March that Lincoln Park has been considering several shared service options due to Health Officer Pat Pignatelli's announcement that he would be retiring.

Although nothing has been etched in stone, Borough Administrator Sean Canning mentioned to the Borough Council that there is a possibility of sharing health services with neighboring Montville, which has expressed interest in working with the borough.

If the agreement were finalized, the borough could potentially save up to $63,000 a year starting in 2012, Canning said.

6.6 India: Single portal to streamline procurement on cards

In the coming days, all government procurements would be streamlined and every vital information related to such procurements may be posted on a ‘single procurement portal’.

Also, aggrieved parties may get to file a complaint and ask for a review if procedures are breached.

A committee formed for looking into issues involving public procurement policy, standards and procedures, is likely to propose that a single procurement portal should be developed on the lines of e-governance programme MCA 21, and all the procurement-related details should be posted on the portal for all the suppliers to see.

On the policy front, the committee thinks that while there should be legislation based on the world’s best practices of procurement, the government should issue ‘a public statement of intention’ in respect of such procurements, sources said.

“We are discussing if there should be something called a “procurement portal, a single procurement platform, so that if the supplier wants to see who has won the bid, on what grounds etc, he should be able to. This will maximise the competition,” the sources said.

7.5 19.-21.04., Yaounde, Cameroon: 5th Annual e-Gov Africa Forum 2011

Effective Public Service Delivery through ICTs

At a time when ICTs are defining the way the world lives and conducts business, it is important for governments to evolve themselves to meet the demands of changing trends in order to deliver effective services and to improve their citizenry. This also requires the formation of Public Private Peoples Partnerships to be geared towards achieving developmental goals through the application of ICTs to governance (e-governance/e-government), electoral processes (e-democracy), food and nutrition (e-agriculture), health delivery (e-health/telemedicine), learning and capacity development (e-education) and trade (e-commerce), among others.

The CTO has been organising the e-Gov forum with the objective of disseminating knowledge and creating peer networks to promote e-Governance in Africa and Asia by bringing together stakeholders with global knowledge leaders, showcasing ICT applications and raising awareness of the potentials of e-Governance.
