OM: Muscat improves position in Smart City rankings
The capital, Muscat, has improved its performance in the world's Smart City Index by moving up eight points to 88 from 96 in the previous year, which was prepared by the International Institute for Management Development (IMD).
The Index takes into account the economic and technological aspects of smart cities on the one hand and the “humane dimensions” of smart cities (quality of life, environment, and inclusiveness) on the other. The other GCC cities also improved rankings with Riyadh moving up to 25 from 31, Doha to 48 from 54, Dubai to 12 from 14, and Abu Dhabi to 10 from 13. The top ten smart cities are Zurich, Oslo, Canberra, Geneva, Singapore, Copenhagen, Lausanne, London, and Helsinki, apart from Abu Dhabi. IN: Chhattisgarh: Raipur civic body takes over maintenance of e-toilets
Following a surprise inspection that revealed uncleanliness and malfunctioning units, Raipur Smart City has taken strong action to address the issue of poorly maintained e-toilets in the city by taking over their maintanence. The agency responsible, Hope for Humanity, has been removed from its role.
With an aim to provide convenience to the people and assure proper sanitation practices, E-toilets in the city had been constructed, whose contract of maintenance was initially given to a Hyderabad private company which after a year went bankrupt.Then Hope for Humanity took over, but they couldn't keep up, and many toilets got damaged, said an official.

CN: Hong Kong’s ‘smart city’ ambitions depend on trust as well as technology
“The success of government technology is not dependent solely on bits and cables – infrastructure, internet speed, and ubiquitous connectivity. No vision of smartness or technological advancement is possible without public trust and political legitimacy,” writes Kris Hartley.
In February 2024, Hong Kong police announced plans to instal 615 new surveillance cameras in areas of the city with “high crime figures and high pedestrian flows.” The announcement also mentioned the possibility of equipping the cameras with artificial intelligence (AI) capabilities. This news follows a January 2024 announcement that 2,000 surveillance cameras would be installed around the city this year. According to an RTHK article, Deputy Chief Secretary Warner Cheuk “added that he understood some people had privacy concerns, but said many other places had more CCTV cameras than Hong Kong.”

A.2 Interview mit Klaus Lenk: "Wir brauchen Experimentierlandschaften: Zehn Jahre Weißbuch E-Government"
"Was heute getan werden muss, um im Jahre 2010 einen Zustand zu erreichen, in dem Electronic Government das Alltagshandeln der Verwaltungen und die demokratische Politik durchdringt" – das wollte das Memorandum "Electronic Government als Schlüssel zur Modernisierung von Staat und Verwaltung" von 2000 aufzeigen. Der Behörden Spiegel sprach mit Prof. Dr. Klaus Lenk, Vorstandsmitglied beim IfG.CC, unter dessen Federführung das Memorandum entstanden ist, darüber, inwieweit dieser Anspruch erfüllt wurde, was es bedarf, um Innovationen in Verwaltungen zu fördern, wie die Situation der Verwaltungsinformatik ist und ob es eine Neuauflage des Memorandums geben wird.

A.3 Europa: Studie zum Vergleich einheitlicher Behördenrufnummern in den EU-Ländern
Das IfG.CC führt gegenwärtig im Auftrag des Bundesinnenministeriums eine Studie zur Analyse der Umsetzung einer einheitlichen Behördenrufnummer in den EU-Staaten durch; erste Zwischenergebnisse wurden im Januar präsentiert.
Die Datenerhebung konnte nun abgeschlossen werden; die Daten werden zurzeit analysiert und ausgewertet, um Lern- und Transferpotenziale sowie Möglichkeiten für die Kooperation mit anderen EU-Staaten zu ermitteln. Eine erste Analyse ergab, dass D115 u.a mit der Einbeziehung mehrerer Verwaltungsebenen sowie der Nutzung eines standardisierten Leistungskatalogs innovative Ansätze verfolgt. Good Practices in anderen Staaten im Vergleich zu D115 sind u.a. umfassende Marketingkampagnen oder die Kopplung der einheitlichen Behördenrufnummer mit Notrufnummern im Katastrophenfall. Der Abschlussbericht der Studie wird im April dem Auftraggeber übergeben.
Im Zusammenhang mit dem Projekt und um die bisherigen Ergebnisse weiter zu validieren und weitere Lern- und Transferpotenziale zu identifizieren, haben Wissenschaftler des IfG.CC am 17.03. das Call Center des Berlin-Telefons, das seit März 2009 als Pilot am D115-Call-Center-Verbund teilnimmt, besucht. Dort erhielten sie einen Einblick in die praktische Funktionsweise des Berlin-Telefons und des D115-Verbunds. Ein weiteres Thema des Besuchs war das Informationsmanagement, d.h. wie die Informationen, die den Call-Center-Mitarbeitern für die Beantwortung der Fragen, bereitgestellt werden, aufbereitet und aktuell gehalten werden, sowie die Erfahrungen der Zusammenarbeit zwischen den verschiedenen Ebenen des D115-Verbunds. Das vom Berliner IT-Dienstleister ITDZ betriebene Servicecenter wurde auch für den Besuch gewählt, da es technisch als europaweit führend gilt.

A.4 Hannover, Cebit: Präsentation des Projektes ePort-BBI
Der wissenschaftliche Direktor des IfG.CC, Prof. Dr. Tino Schuppan, hatte auf der diesjährigen CeBIT Gelegenheit, dem Innenminister des Landes Brandenburg, Rainer Speer, ePort-BBI vorzustellen. Im Rahmen des Projekts soll in der Flughafenregion Berlin-Brandenburg International (BBI) eine neue Qualität der Interaktion zwischen den dort ansässigen Unternehmen und den Stellen der öffentlichen Verwaltung etabliert werden.
Die Kommunikation, die im Rahmen von Informationspflichten erforderlich ist, soll elektronisch sowie - unterstützt durch weitere organisatorische Maßnahmen - effizienter und effektiver als bisher abgewickelt werden. Denn es gibt zahlreiche Prozesse bzw. Informationspflichten zwischen Flughafen und Verwaltung sowie zwischen Unternehmen der gesamten Flughafenregion und der Verwaltung, die alle Rechtsbereiche betreffen, z.B. Sozialversicherung, Zoll und Steuern, Umweltschutz (z.B. Abfall, Abwasser, Lärm), Arbeitsschutz und Arbeitsrecht, Statistiken, Sicherheit, Bau- und Raumordnung (Sondernutzung) u.v.a.m. Mit anderen Worten, Flughäfen sind besonders von Verwaltungslasten betroffen. Um Bürokratiekosten zu senken, sollen strategisch relevante Prozessketten identifiziert, modelliert und als technisch-organisatorische Gesamtarchitektur als regionaler Prozessknoten umgesetzt werden.

Die deutsche Verwaltung genießt in vielen Ländern der Welt einen guten Ruf, insbesondere im Hinblick auf ihre Prinzipien wie Rechtsstaatlichkeit, Gleichbehandlung, rationales Handeln etc. Insofern verwundert es nicht, dass moderne Verwaltung schon immer ganz oben auf der Agenda deutscher Entwicklungspolitik stand. In Bezug auf den Export von Verwaltungsmodellen und die hierfür erforderliche Expertise wurden jedoch mit dem Aufkommen von E-Government die Karten global neu gemischt; und das weitestgehend unbemerkt von den Europäischen Staaten, respektive Deutschland.
Am IfG.CC wird seit nunmehr fast zehn Jahren die internationale die Umsetzung von eLösungen in verschiedenen Politikfeldern (Government, Sicherheit, Bildung, Gesundheit, Breitband etc.) beobachtet, erhoben und dokumentiert. Derzeit wird im Rahmen einer Vorstudie erhoben, welche Voraussetzungen und Anforderungen im Einzelnen für den Export von eGovernment in Deutschland erforderlich sind.

Simply the access to information – which is so natural in the developed world – has an immediate positive impact on development. So it is not always about huge engineering projects. It is often the small solutions originating from local problems which are better accepted. In Kenya, for instance, an electronic system was installed, with which cases of corruption could be reported anonymously. It was a novelty in the region and it was implemented with a minimum cost. Concrete contributions in terms of development policy are already in sight in telemedicine and eLearning – says Professor Dr. Tino Schuppan, Scientific Director of the Institute for eGovernment in Potsdam.

P.3 Türöffner eGovernment: Kleine Lösungen mit großem Potenzial für Entwicklungsländer. - Interview im Media-MDG-Blog
Schon der Zugang zu Informationen, die in der entwickelten Welt als selbstverständlich gelten, wirkt unmittelbar positiv auf Entwicklung. Es nicht immer um große Technikprojekte. Vielfach sind es die kleinen Lösungen, die aus dem lokalen Problemkontext heraus entstehen, die dann auch besser vor Ort akzeptiert werden. In Kenia wurde beispielsweise ein elektronisches System installiert, mit dem anonym Korruptionsfälle gemeldet werden können – in der Region ein Novum. Es wurde mit geringem Investitionsaufwand realisiert. Auch in der Telemedizin oder beim eLearning sind konkrete entwicklungspolitische Beiträge bereits sichtbar – so Prof. Dr. Tino Schuppan, Wissenschaftlicher Direktor des Institutes für eGovernment in Potsdam.

K.1 Bern, Schweiz, 07.04.-09.04, 14. IRSPM-Symposium 2010: eGovernment-Panel
Vom 07.04. bis 09.04. leitet Prof. Tino Schuppan zusammen mit Prof. Miriam Lips (Wellington, Neuseeland) erneut das eGovernment-Panel auf dem zum 14. Mal stattfindenden Forschungssymposium der "International Research Society for Public Management" (IRSPM), das dieses Jahr in Bern, Schweiz, stattfindet.
Die eingereichten Beiträge wurden einem den internationalen Standards entsprechenden Review-Verfahren unterzogen, um eine hohe Qualität der Diskussion sicherzustellen. Ziel des Panels ist es, das Thema eGovernment nicht als isoliertes IT-Thema zu betrachten, sondern in den Kontext von Public Management und Public Governance zu stellen. Unter dem Titel des Panels „Managing eGovernment in Times of Crisis“ stehen vor allem die folgenden Themen im Mittelpunkt: Strategische Entwicklung, Entscheidungsfindung und Governance von eGovernment; Management von eGovernment; und die Bemessung von eGovernment Outcomes. Neben seiner Rolle also Co-Leiter des Panels wird Prof. Dr. Schuppan einen Vortrag zum Thema verändernde Territorialität im Kontext von e-Government halten.
An dem Symposium in Bern werden etwa 150 Teilnehmer aus der ganzen Welt teilnehmen. Die IRSPM zählt zu den wichtigsten Konferenzen im Bereich Public Management.

Die Erkenntnis, dass Breitband genauso wichtig für den Wohlstand eines Landes wie herkömmliche Infrastrukturen wie Straßen, Wasser- und Stromversorgung, setzt sich zunehmend weltweit durch. Jedoch während die Versorgung der Bevölkerung mit Breitbandzugang in kleinen und eher urbanen Staaten wie Singapur und den Niederlanden vergleichsweise leicht umzusetzen ist, haben größere und ländliche Staaten nicht selten Schwierigkeiten.
In den USA hat die nationale Telekommunikationsbehörde, die Federal Communications Commission, eine ambitionierte Breitbandstrategie entwickelt, die trotz ihrer erheblichen Kosten – etwa $25 Mrd. – auf breite Zustimmungen gestoßen ist. Jedoch kümmert sich nicht nur der Staat um den Breitband-Ausbau in den USA. So hat Google angekündigt, eine Stadt mit Breitband zu vernetzen, was einen beispiellosen Wettbewerb unter etwa 1100 amerikanischen Kommunen – und dem Bundesstaat Hawaii - ausgelöst hat, die alle zur „Google-Stadt“ werden möchten. Die Entscheidung wird Ende 2010 erwartet.
Die USA können für viele andere Flächenländer als Vorbild beim Breitbandausbau dienen, zumindest hinsichtlich der Priorität, die der Breitbandausbau hat, der Zielstrebigkeit, mit der diese Aufgabe angegangen wird, und der Ressourcen, die in den Ausbau investiert werden. 2.1 U.S. officials to unveil sweeping proposal for broadband
Recognizing that high-speed Internet has joined telephone service and electricity as essential tools of modern life, the federal government will unveil an ambitious blueprint to extend broadband to virtually all Americans.
Crafted by the Federal Communications Commission over the past year, the national broadband plan is expected to set the federal government's high-tech agenda on a variety of fronts, with far-reaching implications for Silicon Valley. At its core, the plan, which will be released Tuesday, will propose ways to close the long-standing digital divide by bringing broadband into 90 percent of American homes by 2020.
For those with broadband already, the plan will target vastly increased speeds for wired and wireless service, fostering the already-booming market for Web-based video and other high-bandwidth applications. FCC Chairman Julius Genachowski said the plan could spur advancements in telemedicine, education and energy efficiency through a Web-enabled smart grid.
"World-class broadband," Genachowski said in a speech last month, "is our generation's great infrastructure challenge."

2.2 Nationaler Breitbandplan für USA vorgestellt
Die US-Regulierungsbehörde Federal Communications Commission (FCC) hat einen umfangreichen Aktionsplan zum Ausbau des US-Breitbandnetzes und angeschlossener Dienste wie E-Health- und Bildungsanwendungen präsentiert. Unter dem Titel "Connecting America: The National Broadband Plan" hat der von der Regierung Barack Obamas eingesetzte FCC-Chef Julius Genachowski dem US-Kongress die Handlungsempfehlungen seiner Behörde in Sachen Vernetzung offiziell übergeben.
Derzeit hätten 100 Millionen US-Bürger keinen Zugang zu Breitbandnetzen. Von denen hätten wiederum 14 Millionen technisch keine Möglichkeit, an ein schnelles Netz Anschluss zu finden. Die FCC schlägt vor, dass bis 2020 100 Millionen US-Haushalte an bezahlbare Breitbanddienste mit einer Geschwindigkeit von 100 Mbit/s Download und 50 Mbit/s Upload angeschlossen werden sollten. Damit solle der größte Breitbandmarkt der Welt geschaffen werden - und nebenbei Jobs bei US-Ausrüstern wie Cisco. In jeder US-Gemeinde solle es einen Hochgeschwindigkeitsanschluss mit einem Gbit/s geben, um grundlegende Institutionen wie Schulen, Spitäler und Militärbasen gut vernetzen zu können.

2.3 USA: FCC's National Broadband Plan: 'The Second Wave of Electricity'
In what some say is akin to "the second wave of electricity" in America, the FCC wants to expand and increase high-speed Internet access nationwide while encouraging competition among service providers.
Set to be unveiled to Congress and the public the national broadband plan seeks to prioritize high-speed Internet as a "foundation for economic growth, job creation, global competitiveness and a better way of life," according to the FCC's summary report. The plan's recommendations could eventually trickle down. "This is a breath of fresh air from the last eight years, when [the FCC] was chasing after porn," said Public Technology Institute Executive Director Alan Shark. "Finally we're looking at the most important thing for the success of the economy going forward."
Mandated by the 2009 stimulus bill, the FCC's vision over the next decade includes the following goals and recommendations, according to a press release from the FCC:
- Connecting 100 million households to affordable 100 Mbps service
- Affordable access in every American community to ultra-high-speed broadband of at least 1 GB per second at schools, hospitals and military installations
- Ensuring that the U.S. is leading the world in mobile innovation by making 500 MHz of spectrum newly available for licensed and unlicensed use.
- Moving the nation's broadband adoption rates from roughly 65 percent to more than 90 percent
- Bringing affordable broadband to rural communities, schools, libraries and vulnerable populations
- Promoting competition across the broadband ecosystem

2.4 USA: Plans for National Broadband Access May Be in Danger
The Federal Communications Commission (FCC) is gearing up to release its plan for national broadband access. Early releases of the plan indicate a broad vision, but problems concerning funding and net neutrality threaten its success.
Funding for the FCC's plan is a potential roadblock for the effort. Currently, the FCC subsidizes telephone services to poor and rural areas through its Universal Service Fund and plans to establish its broadband-focused Connect America Fund within the existing program. The $8 billion Universal Service Fund is paid for out of surcharges affixed to consumer and business long-distance bills. To pay for extended broadband services, the FCC plans to propose several options to Congress, including a gradual phase-out of the Universal Service Fund telephone service to a focus entirely on broadband. However, the FCC is expected to request another $9 billion from Congress in addition to the $7.2 billion that legislators already provided for broadband lines in the economic stimulus package.
The pricey and expansive vision is what critics contend will be the plan's failure. Most reports indicate that without being broken up, the plan is too large to make it into an omnibus bill. Currently, there are fears that the plan is so big that Congress is unlikely to do anything with it at all.

2.5 USA: FCC broadband plan targets e-health expansion
The Federal Communications Commission formally adopted and forwarded to Congress a plan to significantly upgrade U.S. broadband connections that could greatly boost the adoption rate of health IT. The health care chapter of the plan (www.broadband.gov/plan/10-healthcare) includes substantial changes to the FCC’s existing Rural Health Care Program, which already funds some broadband improvements. It has authorized funding of $400 million a year, but only a fraction of that is actually used. It also recommends added funding of $29 million a year to help upgrade Indian Health Services’ broadband networks.
The FCC’s health care recommendations are collected under four titles:
- Create appropriate incentives for e-care utilization;
- Modernize regulation to enable health IT adoption;
- Unlock the value of data (which includes interoperability standards and patient access to electronic health care data);
- Ensure sufficient connectivity for health care delivery locations.

We congratulate the Federal Communications Commission for releasing its blueprint for the future of high-speed broadband access to Congress. As Chairman Julius Genachowski said, “In today’s global economy, leading the world in broadband is leading the world.” And we agree.
This thoughtful and comprehensive national broadband plan will create thousands, if not millions, of jobs — propelling the United States back to the forefront of innovation. Communications networks for businesses — like Interstate highways — mean little, however, if people cannot access them. It may seem counterintuitive, but in our country, there are more wires into the average home than into the average business.
The benefits of a business-intensive broadband plan are numerous. Imagine paring billions from the high cost of healthcare with easier storage and retrieval of electronic medical records. Imagine faster and more accurate patient diagnoses with better access to telemedicine. None of these are possible without faster connections and greater availability to broadband services than what businesses have today.

2.7 American Library Association outlines positions on National Broadband Plan
After conducting its initial analysis of the Federal Communications Commission’s (FCC) National Broadband Plan, the American Library Association (ALA) supports several initiatives suggested in the plan, such as the National Digital Literacy Program and the modernization of the E-rate Program.
“Other proposals, including the Connect America Fund, Civic Engagement, and Training Teachers in Digital Literacy, are good concepts but call for additional measures to ensure the needs of all Americans – including vulnerable populations – are met,” said Dr. Alan S. Inouye, director of ALA’s Office for Information Technology Policy (OITP).

2.9 USA: 1.100 Bewerber für schnelles Google-Netz
US-Kommunen rittern um Highspeed-Breitband
Rund 1.100 US-Kommunen haben sich für ein Google-Versuchsprojekt beworben, bei dem der US-Internet-Konzern Hochgeschwindigkeitsnetze testen will. Nach dem Ablauf der Bewerbung werde Google die Bewerbungen nun prüfen. Welche Städte zum Zug kommen, werde das Unternehmen bis Ende des Jahres bekannt geben, teilte Google-Produktmanager James Kelly im Google-Blog mit.
Im Rahmen des Projektes will Google in ausgewählten US-Städten Glasfasernetzwerke errichten und verspricht dabei Verbindungen mit Übertragungsraten von einem GBit/s. Mit dem Test will Google herausfinden, was Nutzer und Entwickler mit schnelleren Internet-Verbindungen anstellen und wie ein solches Netz aufgebaut werden muss, damit es problemlos funktioniert.

2.10 USA: Hawaii wants to be part of Google pilot
Hawaii is hoping to be one of the communities selected for Google’s ultra-high-speed broadband Internet pilot project. The state is bidding to be a part of Google’s “Fiber for Communities” experiment, which will provide one-gigabit-per-second broadband service in a “fiber-to-the-home network.”
Google plans to build and test ultra-high-speed broadband networks nationwide in anywhere from 50,000 to 500,000 households. “With nearly 7 million visitors a year from all over the world, I can think of no better place for Google to showcase the infinite possibilities of the 21st century and beyond,” said Gov. Linda Lingle.

3.1 Brandenburg: Baugenehmigung online wird flächendeckend eingeführt
Das Infrastrukturministerium schafft die Voraussetzungen für die flächendeckende Einführung eines elektronischen Baugenehmigungsverfahrens. Zukünftig soll das Verfahren vom Antrag über die Erteilung von Auskünften, die Beteiligung anderer Behörden bis zur Baugenehmigung online durchgeführt werden. Derzeit wird es in drei Landkreisen und der Stadt Potsdam erprobt. In 19 der 21 unteren Bauaufsichtsbehörden ist es bereits möglich, online Informationen zum Verfahrensstand abzurufen. Die elektronische Beteiligung von Fachbehörden ist ebenfalls weitgehend umgesetzt. Unabhängig davon wurden die Bauantragsunterlagen überarbeitet.

3.2 Brandenburg: Altes Kennzeichen kann bei Umzug beibehalten werden
Wer in einen anderen Landkreis innerhalb Brandenburgs umzieht oder seinen Betriebssitz verlegt, kann in Zukunft sein bisheriges Autokennzeichen behalten. Diese Regelung tritt ab 12. April 2010 in Kraft. Brandenburg ist damit nach Hessen und Schleswig-Holstein das dritte Bundesland, das von einer entsprechenden Ermächtigung in der Fahrzeug-Zulassungs-Verordnung Gebrauch macht.
Infrastrukturminister Jörg Vogelsänger: „Wir bauen damit Bürokratie ab und die Brandenburger sparen Geld, denn sie müssen nach einem Umzug kein neues Kennzeichen kaufen. Die neue Regelung ist ein Beitrag für eine bürgernahe und effiziente Verwaltung.“

3.3 Berliner Abgeordnetenhaus votiert für offene IT-Standards
Das Berliner Abgeordnetenhaus hat am 25.03.2010 einen interfraktionellen Antrag zur "Berücksichtigung des Datenschutzes und Verhinderung von marktbeherrschenden Standards bei der Umsetzung des IT-Staatsvertrags" einstimmig beschlossen. Der Senat der Hauptstadt wird damit aufgefordert, bei der Errichtung des IT-Planungsrats von Bund und Ländern die besondere Beachtung des Grundrechts auf informationelle Selbstbestimmung in der noch zu beschließenden Geschäftsordnung des Gremiums "ausdrücklich zu fixieren". Zu den Sitzungen sollen der Entschließung nach neben dem Bundesdatenschutzbeauftragten Peter Schaar auch Datenschützer der Länder geladen werden, wenn entsprechende Fragen erörtert werden.

4.1 Deutschland: Deutschland: Internet-Nutzer begrüßen neuen Personalausweis
Beim neuen elektronischen Personalausweis (nPA) halten sich Zustimmung und Ablehnung der Bürger die Waage. 46 Prozent der Bevölkerung begrüßen die Einführung, 45 Prozent lehnen sie eher ab. Bei den Internet-Nutzern (70 Prozent der Bevölkerung) liegt die Zustimmung deutlich höher als bei Menschen ohne Internetzugang: 52 Prozent zu 32 Prozent. Das hat eine repräsentative Umfrage unter tausend Personen ab 14 Jahre im Auftrag des BITKOM ergeben. Danach hat jeder vierte Internetnutzer nach eigenen Angaben bereits einen finanziellen Schaden im Web erlitten. „Der neue elektronische Personalausweis hat das Potenzial, die Internet-Sicherheit enorm erhöhen – davon profitieren Verbraucher, Anbieter und Behörden“, sagte Prof. Dieter Kempf, Mitglied des BITKOM-Präsidiums und Vorstandsvorsitzender des Vereins „Deutschland sicher im Netz“ (DsiN) bei der Vorstellung der Umfrage auf der CeBIT. „Die deutlichen Vorbehalte gegenüber dem neuen Ausweis vor allem bei Senioren zeigen, dass die Bevölkerung in den kommenden Monaten über die Möglichkeiten des Ausweises besser informiert werden muss.“

4.2 Deutschland: Grundzüge der Internet-Kommission des Bundestags stehen
Die Bundestagsfraktionen von CDU/CSU, SPD, FDP und die Grünen haben sich auf einen gemeinsamen Antrag zur Einsetzung einer Enquete-Kommission "Internet und digitale Gesellschaft" geeinigt. Das Papier geht auf einen Vorstoß der Union vom Januar zurück, für den sich der Koalitionspartner FDP nach bereits erfolgten gemeinsamen Planungen rasch erwärmte. Inzwischen sind auch Großteile der Opposition an Bord. Außen vor bleibt allein die Fraktion der Linken, die sich übergangen fühlt. Die Union habe einen Antrag aller Fraktionen verhindert, beklagte deren stellvertretende Vorsitzende, Petra Sitte. Man plane nun, mit einem Änderungsantrag den Auftrag des Gremiums um Fragen der Beschäftigungsbedingungen in der Internet-Branche zu erweitern.

De-Mail-Pilotprojekt zieht positive Bilanz, erste Partner für die Post
Die am De-Mail-Projekt beteiligten Wirtschaftsunternehmen und Provider haben auf der Cebit ein positives Fazit aus dem De-Mail-Pilotprojekt gezogen und sich für eine Verlängerung ausgesprochen. Auch die Post macht bei ihrem Konkurrenzprojekt Brief im Internet Fortschritte.
Mit De-Mail soll eine Art elektronischer Briefkasten entstehen, über den Bürger, Unternehmen und Staat miteinander kommunizieren können. So soll ein rechtsverbindlicher Dokumentenaustausch mit Banken, Versicherungen, Internetshops oder auch mit Behörden möglich sein.

4.4 Deutschland: Weiße Breitband-Flecken sollen mit Funk verschwinden
Videodownloads, unbegrenzter Speicherplatz im Netz und Schulunterricht am Notebook - die IT-Branche schwelgt auf der CeBIT wieder in Zukunftsfantasien für das Internet.
Doch ohne schnelle Internet-Verbindungen zerfällt die schönste Videoanwendung in einzelne Pixel. Politik und Wirtschaft suchen deshalb nach Lösungen, wie in ganz Deutschland Breitbandverbindungen angeboten werden können. Die Telekombranche setzt stark auf Verbindungen via Mobilfunk und Satellit.
"Breitbandnetze sind der Standortfaktor Nummer eins", sagt Telekom-Deutschlandchef Niek Jan van Damme. "Keiner kann sich in Deutschland mehr leisten, kein Breitband zu haben." Der Staatssekretär im Bundeswirtschaftsministerium Bernd Pfaffenbach betont: "Im Industriegebiet sind nicht nur die Straßen wichtig, mindestens ebenso wichtig ist der Internetzugang."

4.5 Deutschland: Bitkom fordert Netzpolitik aus einem Guss
Der IT-Branchenverband Bitkom hat seine Kritik an der "inkonsistenten" Haltung der Bundesregierung zu netzpolitischen Fragen wie Websperren oder Datenschutz verschärft. Das Urteil des Bundesverfassungsgericht zur Vorratsdatenspeicherung habe erneut gezeigt, wie "wackelig" die Herangehensweise der Regierung an diese Themenbereiche sei, sagte Verbandspräsident August-Willhelm Scheer in Berlin. Zunächst seien die Telekommunikationsunternehmen gesetzlich gezwungen worden, unter "erheblichen Kosten" Speicherlösungen aufzusetzen. Nun müssten die aufbewahrten Verbindungs- und Standortdaten wieder gelöscht werden, was etwa bei der Verknüpfung dieser Informationen mit Abrechnungsdaten mit einem nicht geringen finanziellen Aufwand einhergehe. Die Umsetzung einer absehbaren neuen gesetzlichen Verpflichtung zur Datenspeicherung dürfte dann wieder mit Investitionen verknüpft sein.

4.6 Deutschland: Positive Bilanz am ersten Jahrestag der Einheitlichen Behördenrufnummer 115
Die IT-Beauftragte der Bundesregierung, Staatssekretärin Cornelia Rogall-Grothe, hat am ersten Jahrestag des Projekts zur Einheitlichen Behördenrufnummer D115 eine insgesamt positive Bilanz gezogen. Anlässlich der Präsentation des Jahresberichts des Projekts D115 im IT-Dienstleistungszentrum Berlin erklärte Rogall-Grothe:
"Das Projekt D115 zeigt in beeindruckender Weise, wie in kürzester Zeit mit vielen Beteiligten von Bund, Ländern und Kommunen ein neuer Bürgerservice erfolgreich umgesetzt werden konnte. 5.1 UK: The slow road to high-speed broadband
If you watch the sea, it's often tricky to tell when the tide turns. Yet it seemed to happen in Westminster, when a House of Commons select committee condemned the government's plan to tax landline users with the aim of raising £1bn to subsidise the build-out of next-generation networks.
The Labour-dominated committee criticised Lord Carter's broadband tax as "regressive". But this wasn't simply an argument about taxation. The committee went further, arguing it could detect "no pent-up demand for super-fast broadband from consumers".

5.2 Experts Warn of ICT Labour Shortage and Loss of Competitive Edge in Europe by 2015
Europe suffers from a chronic shortage of digital skills across all sectors. A study released by empirica and IDC EMEA Government Insights revealed that EU labour market may face an excess demand of 384,000 ICT practitioners by 2015.
The ICT sector currently represents 3% of European employment, 5% of European GDP, and 26% of research and development expenditure. It is therefore not surprising to understand the increased application of ICT solutions to many societal challenges such as: e-health, e-government and e-learning. Based on this trend, over the next five years it is estimated Europe will require an estimated 5 million ICT practitioners.

5.3 Italy: New eGovernment Code approved
On 19 February 2010, the Italian Council of Ministers approved the new version of the eGovernment Code proposed by the Ministry of Public Administration (PA) and Innovation.
Once the approval procedure has been completed, the new Code will be published as a legislative decree. This will launch the next step towards achieving a new, digital and simplified Administration within the next three years, in compliance with the E-Gov Plan 2012.

5.4 E-Health - Österreich will Musterland sein
Einigung bei E-Medikation treibt elektronische Gesundheitsakte voran
Mit der Einführung der elektronischen Gesundheitsakte (ELGA) will sich Österreich in Sachen E-Health als europäisches Musterland präsentieren. Doch obwohl Experten in der Entwicklung neuer medizinischer Informationssysteme zahlreiche klare Vorteile sehen, schreitet ihre Realisierung nur schleichend voran. Mit der kürzlich erzielten politischen Einigung zur sogenannten E-Medikation, die zunächst in Wien, Salzburg und Tirol erprobt werden soll, kommt nun wieder neue Dynamik in den Umsetzungsprozess.

5.5 EU ministers outline 2020 vision for eHealth
At the eighth Ministerial eHealth Conference in Barcelona, EU ministers have outlined a joint vision and policy priorities on how to make eHealth more accessible, interactive and customised to patients. The Declaration outlines a vision and identifies key objectives to be achieved in the next ten years.
The Declaration calls for policy coordination amongst the various areas where eHealth can have an impact on citizens' health in order to enhance benefits for patients, healthcare systems and society. It recognises the need for stronger synergies with policy areas like competitiveness, research and regional development both at European and national levels.

5.6 Großbritannien will in der Digitalwirtschaft weltweit führend werden
Ehrgeizige Pläne hat sich der britische Premierminister Gordon Brown für die digitale Verwaltung und Wirtschaft seines Landes zurechtgelegt: Bis zum Jahr 2020 soll Großbritannien auf diesen Gebieten führend werden, sagte Brown in einer Rede in London. Sowohl die Wirtschaft als auch öffentliche Dienste, die online abgewickelt werden, sollen bis dahin weltweit beispielhaft werden. Dadurch sollen in Großbritannien 250.000 neue Arbeitsplätze entstehen.

5.7 Europarat befasst sich mit Cloud Computing und Cybercrime
Cloud Computing macht nach Ansicht von Experten des Europarats (CoE) zusätzliche internationale Standards für den Zugriff der Strafverfolger und für den Datenschutz notwendig. Diesen Schluss ziehen sie in verschiedenen Beiträgen zum alljährlichen Cybercrime-Kongress in Straßburg. Dort befassen sich Vertreter von Mitgliedsländern und Nicht-Mitgliedsländern ab heute drei Tage lang mit Themen rund um Cyberkriminaltiät, Cybersecurity und Datenschutz.

6.1 Global Information Technology Report: Sweden Is the Best at Taking Advantage Of Its Technology
Sweden is now considered the most networked country in the world, according to the latest Global Information Technology Report from The World Economic Forum. The report doesn't rank countries by their information and communication technology capabilities alone, though that certainly plays an indirect role, but looks at how those countries are utilizing that infrastructure to their advantage.
"Sweden tops the rankings of The Global Information Technology Report 2009-2010, released for the ninth consecutive year by the World Economic Forum. Sweden is followed by Singapore and Denmark, which was in the number one position for the last three years. Switzerland (4), the United States (5) and the other Nordic countries together with the Canada, Hong Kong and the Netherlands complete the top 10," the report's summary reads.

6.2 India: Government okays funds for high-speed communication network
The Union government has sanctioned Rs5,990 crore over 10 years to build a high-speed communication network to connect researchers in 1,500 educational institutions. The National Knowledge Network would help in collaborative research for applications in areas such as health, education, agriculture and e-governance, the government said in a statement.
The cabinet committee on infrastructure cleared the setting up of the network. The government had originally announced setting up the knowledge network in February 2008 with an initial sanction of Rs100 crore. It will take two more years for the core backbone to be built for the network. The architecture of the network, recommended by the National Knowledge Commission in 2006, will have a high-speed bandwidth of 10 gigabytes per second (gbps) and more. The institutes will have a last-mile bandwidth of 1 gbps.

6.3 IAfrican goverments resolve to improve governance, build human capacity and empower citizens through ICT
On March 24th Leaders in ICT development in Africa joined some 130 stakeholders in Maputo at the 4th annual e-Governance Africa Forum organised by the Commonwealth Telecommunications Organisation (CTO) in collaboration with Mozambique’s Ministry of Science and Technology, to propose solutions to the numerous challenges facing African governments in their efforts to develop and deploy information and communications technologies to improve government service delivery, build capacity and skill sets, and ensure citizen empowerment.

6.4 Singapore bolsters cyber defences
Singapore is boosting the defences of its online critical infrastructure. Policy changes, technical controls and competency building measures will roll out this year in response to a growing cyber security threat that has seen South Korea and the United States hit by Distributed Denial of Service (DDoS) attacks in the last 12 months.
Among the new measures, which fall under the Infocomm Security Masterplan 2 (MP2), a five-year road map launched in 2008, is the introduction of business analytics tools to enable officials to spot security threats earlier.

6.5 e-Ghana Project to Provide 6,000 Jobs By 2011
The e-GHANA project is on course at providing over 6000 jobs and has targeted 50% women participation in these jobs before the project ends by 2011, officials of the project have disclosed at a workshop with the media in Accra.
The objective of the e-Ghana Project is to assist the Government in generating growth and employment, by leveraging information and communication technology (ICT) and public-private partnerships, and to develop the IT Enabled Services and contribute to improved efficiency and transparency of selected government functions, through e-government applications.
To this end, the project components consist of; an enabling environment component that includes capacity-building and operational support to the Ministry of Communications (MoC), for the overall coordination, implementation, financial management, procurement, monitoring, reporting, evaluation and communication of Project activities.

6.6 South Korea, Japan to sign e-government deal
Korea is set to export its e-government systems to Japan, one hundred years after it was forced to adopt Japan's administrative system and rules under its colonial occupation. Korea and Japan will sign an agreement on e-government cooperation and technological exchange later this month, according to a government source.
Korean IT companies have sold electronic government systems to Japan's local governments since 2004, but it will be the first such deal between the central governments of the two countries. Kazuhiro Haraguchi, Japan's minister of internal affairs, is scheduled to visit Seoul late this month to sign the memorandum of understanding with the Ministry of Public Administration and Security.

7.1 27.-28.04.2010, Berlin, Deutschland: Deutscher Verwaltungskongress "Effizienter Staat"
Durchgängig, medienbruchfrei, interoperabel, föderal und natürlich digital – das sind nur einige der Anforderungen an die Verwaltung der Zukunft. Die "digital natives", die mit dem Internet aufgewachsen sind und wie selbstverständlich mit dem Web 2.0 umgehen, werden erwachsen und fordern E-Government schlicht ein. Dabei wird das Verständnis für Zuständigkeiten, Erreichbarkeiten aber auch für Hoheitsdenken von Ämtern immer geringer. Daran wird deutlich: Die große Zukunftsaufgabe der Verwaltung ist, mit der Innovationsfähigkeit der Gesellschaft mitzuhalten und sie nicht zu bremsen.
Gerade derzeit gibt es eine Vielzahl von Verwaltungsmodernisierungsvorhaben, die diese Zukunft im Blick haben: der elektronische Personalausweis, der Einheitliche Ansprechpartner, aber auch die Nationale E-Government-Strategie und der IT-Planungsrat wollen den durchgängigen, digitalen und rechtsverbindlichen Behördengang ermöglichen. Aber auch neue Strömungen schwappen aus den USA nach Deutschland rüber: die "open government" und "transparency/participation/collaboration"-Direktiven von US-Präsident Barack Obama entfalten auch in der deutschen Verwaltungsmodernisierung ihre Faszination.
