A.1 Potsdam, 25.11.09: Präsentation des Mobilen Bürgerservice der Landeshauptstadt Potsdam
Am 25.11.2009 präsentierte der Oberbürgermeister Jann Jakobs den "Mobilen Bürgerservice" (MoBüD) als neue Dienstleistung der Landeshauptstadt Potsdam, dessen Umsetzung vom IfG.CC fachlich unterstützt wird. Bei MoBüD handelt es sich um einen Koffer, der mit allen für die Erbringung von Verwaltungsleistungen erforderlichen technischen Komponenten ausgestattet ist (insbesondere Laptop, Bezahlfunktion, Drucker, kabellose Verbindung zum Back Office, etc.). Die Mitarbeiter des Bürgerservices Potsdam sind dadurch in der Lage, auch Dienstleistungen außerhalb der Stadtverwaltung, z.B. in ausgewählten Institutionen und Einrichtungen, wie Senioreneinrichtungen und Hochschulen, zu erbringen.
Die Anforderungen der mobilen Lösung wurde von Mitarbeitern des IfG.CC zusammengestellt und mit modernen zeitgemäßen Komponenten in Zusammenarbeit mit der Firma T-Systems aufeinander abgestimmt. Gegenstand der wissenschaftlichen Unterstützung ist außerdem noch die arbeitsorganisatorische Einpassung der MoBüD-Lösung in die Stadtverwaltung, die noch weitere Unterstützungsleistungen erfordert.
Bei der Präsentation waren neben dem IfG.CC auch Vertreter des Ministeriums des Innern des Landes Brandenburg, das das Projekt mit Fördermitteln unterstützt hat, sowie Vertreter des Städte- und Gemeindebundes Brandenburg und des Brandenburgischen IT-Dienstleisters (ZIT-BB) anwesend.
Hintergrund:
Das IfG.CC hat das Projekt von Beginn an fachlich unterstützt, insbesondere bei der praktischen und organisatorischen Umsetzung sowie der Techniknutzung im täglichen Verwaltungsbetrieb. Konkret hat das IfG.CC Handlungsleitfäden und praktische Umsetzungshinweise erarbeitet.
Die Landeshauptstadt Potsdam ist die erste Kommune in Brandenburg, die den mobilen Bürgerservice erfolgreich eingeführt hat. Ab dem nächsten Jahr soll dieser in weiteren Kommunen - ebenfalls mit Unterstützung des IfG.CC - eingeführt werden. Hierfür werden die Erfahrungen aus der Landeshauptstadt Potsdam ausgewertet und den anderen Kommunen aufbereitet zur Verfügung gestellt. Damit sind alle Voraussetzungen geschaffen, um auch bei kleinen Kommunen mit vergleichsweise geringem Aufwand MoBüD-Lösungen einzusetzen und ausgewählte öffentliche Leistungen effizient ortsnah erbringen zu können.

A.2 Brandenburg: Trainingsmaßnahmen für Kommunen zur Umsetzung der EU-Dienstleistungsrichtlinie
Im Rahmen der Begleitforschung zur Umsetzung der EU-Dienstleistungsrichtlinie im Land Brandenburg, hat das IfG.CC die fachlich-technische Unterstützung der Kommunen übernommen. Seit Ende November führt das IfG.CC in Zusammenarbeit mit dem Ministerium für Wirtschaft und Europaangelegenheiten (MWE) des Landes Brandenburg, bei dem der einheitliche Ansprechpartner (EAP) verortet ist, Schulungen der zuständigen Behörden auf kommunaler Ebene durch. Den Schwerpunkt der Schulungen stellt die Zusammenarbeit zwischen zuständiger Behörde (Kommunen/Kammern) und Land dar, die technisch auf der Basis eines EAP-Portals erfolgen soll.
Insgesamt hat das Land die Aufgabe mit ca. 450 Stellen ab dem 28.12.09 elektronisch zusammenzuarbeiten. Dabei sollen die Zuständigen Behörden auch die elektronische Signatur nutzen, was ebenfalls Thema der Schulungsmaßnahmen ist.
Eine weitere Herausforderung für die Kommunen ist, dass auch sie ab dem 28.12.09 elektronisch und aus der Ferne für die Dienstleister erreichbar sein müssen, da es den Dienstleistern frei steht, den EAP zu nutzen oder sich direkt an die zuständige Behörde zu wenden. Hierfür stellt das Land die Lösung GewOn (Gewerbe Online) zur Verfügung. Die Schulungen zeigen, dass insgesamt auf kommunaler Ebene ein großer Informationsbedarf besteht, um die Anforderungen der EU-DLR umzusetzen.

P.1 Zeitschrift "Public Management Review", Vol. II Nr. 6 November: Special Issue „E-Government and Institutional Change“
In der November-Ausgabe 2009 wurden Ergebnisse der IfG.CC-Forschungsarbeit in der Zeitschrift Public Management Review veröffentlicht, die im Rahmen internationaler Zusammenarbeit entstanden ist.
Zusammen mit Prof. Dr. Miriam Lips (Universität Wellington, Neuseeland) hat Prof. Dr. Tino Schuppan einen Band als Gastherausgeber unter dem Titel - eGovernment and Institutional Change - veröffentlicht. Ein gemeinsamer längerer Editorial-Beitrag beschäftigt sich mit der wissenschaftlichen Einordnung einer public-management-orientierten eGovernment-Forschung. Denn bisher wird das Thema, auch international, vielfach technisch abgehandelt, obwohl das Potenzial von eGovernment und dessen Modernisierungsbeitrag erst durch eine institutionelle Sicht verstanden werden kann. Auch in Deutschland wird eGovernment noch überwiegend entweder technisch oder juristisch abgehandelt. Dabei sind verwaltungswissenschaftliche bzw. public-management-Fragen mindestens genauso wichtig. Erstens die eGovernment-Potenziale lassen sich nur durch organisatorische Änderungen heben und zweitens die Umsetzung bzw. das Change Management in die Praxis stellt oftmals die eigentliche Herausforderungen da. Was nützen abstrakte Architekturen, wenn sie nicht in der praktischen Verwaltungsarbeit ihre Wirkung entfalten und die neuen Lösungen nicht oder unzureichend genutzt werden? Die Ausrichtung des IfG.CC steht insbesondere für eine public-management-orientierte eGovernment-Forschung, für die es sowohl aus wissenschaftlicher wie auch aus praktischer Implemtierungssicht hohen Bedarf gibt.
Ein zweiter Beitrag beschäftigt sich mit der Frage, ob durch eGovernment die Auslagerung von Prozessen neu gesehen werden kann bzw. hier bereits Änderungen in der Praxis sichtbar sind. Es hat sich gezeigt, dass etablierte Auslagerungsansätze kritisch im Kontext von eGovernment zu hinterfragen sind. Insbesondere etablierte Kriterien aus der Neuen Institutionenökonomik stehen zur Disposition. Ein praktisches Beispiel ist die Auslagerung eines Verifizierungsservices bei der Online-Beantragung eines vorläufigen Führerscheins in Großbritannien. Da es hier keine staatlichen Meldedaten gibt, wurde die Authentifizierung teilweise auf ein privates Unternehmen übertragen. eGovernment ermöglicht die Auslagerung von solchen miniaturisierten Prozessteilen, was allerdings einige Folgewirkungen hat. Insbesondere stellen sich Accountability-Fragen. Es ist zu klären wer für was gegenüber wem bei Schlecht- oder Nichtleistung verantwortlich ist. Auch Fragen des Datenschutzes sind neu zu bewerten, wie z.B. ob die Akkumulation von Bürgerdaten in dem hohen Maße gerechtfertigt ist, den die Auslagerung mit sich bringt. In jedem Fall sind die neuen Auslagerungsmöglichkeiten nicht zwangsläufig; es bestehen ebenso neue Einlagerungs- bzw. Insourcing-Möglichkeiten, z.B. durch Shared Service Center. Wie der Staat seine Aufgaben ausführt, bleibt deshalb nicht nur eine verwaltungstechnische, sondern auch eine politische Entscheidung.

V.1 Potsdam, WS 2009/2010: Masterkurs „Public Management in an Information Age: An Introduction to eGovernment” an der Universität Potsdam
Im lfd. Wintersemester bietet das IfG.CC einen Masterkurs zum Thema "eGovernment und Verwaltungsmodernisierung " im Rahmen des englischsprachigen Programms "Master of Public Management" (MPM) an der Universität Potsdam an.
Insbesondere wird in dem Kurs eine organisationstheoretische wie auch modernisierungsbezogene Einbettung des Themas vorgenommen. Bei der Organisation der Kurse arbeitet das IfG.CC eng mit dem Potsdam Center for Policy and Management (PCPM) zusammen, das an der Universität Potsdam verschiedene Masterprogramme durchführt.
Einen besonderen Schwerpunkt wird das Thema IT-Einsatz in Entwicklungsländern (ICT4D), vernetzte Verwaltung sowie Skill- and Change Management bilden. Im Seminar werden auch verschiedene Anwendungs- bzw. Politikfelder behandelt, wie Gesundheit (eHealth), Landwirtschaft (eAgriculture) oder Bildung (Telelearning). Das Wissen wird überwiegend fallstudienorientiert vermittelt, Exkursionen zu "Good-Practice"-Verwaltungen runden das Seminar ab.
Im Rahmen verschiedener Master-Programme, wie dem MPM an der Universität Potsdam, bietet das IfG.CC bereits seit einigen Jahren Kurse und Seminare zu eGovernment- und verwandten Themen an. In den letzten Jahren haben Studierende aus mehr als 20 Ländern in Europa, Lateinamerika, Asien und Afrika an den Kursen teilgenommen.

V.2 Bonn, 06.11.09: e-motion Konferenz: Vortrag zum Thema „Territorialität im E-Government-Zeitalter"
Das IfG.CC ist seit nunmehr zwei Jahren im wissenschaftlichen Beirat zur Begleitforschung bei der Umsetzung von T-City beteiligt und dort für das Thema eGovernment verantwortlich. Die wissenschaftliche Begleitung und Evaluation des T-City-Projekts steht unter Leitung von Prof. Dr. Claus-Christian Wiegandt, Arbeitsgruppe Stadt- und Regionalforschung des Geographischen Instituts der Universität Bonn.
In der diesjährigen Tagung zur Begleitforschung, e-motion 2009, wurde zum ersten Mal der Bereich öffentliche Steuerung in Politik und Verwaltung im Kontext von eGovernment vertieft. Für das IfG.CC hielt Prof. Dr. Tino Schuppan einen Vortrag zum Thema „Territorialität im E-Government-Zeitalter“. Schwerpunkte des Vortrags waren vor allem die Potenziale der IT für die Veränderung der territorialen Bezüge der Verwaltung und die damit verbundenen strukturellen Veränderungen in der Verwaltung. Fazit des Vortrags ist, dass die Territorialorganisation der Verwaltung im Informationszeitalter weiterhin relevant bleibt - z.B. aus Gründen wie Transparenz, regionaler Identifikation und Verantwortlichkeit sowie institutioneller Stabilität. Dennoch ist ein Wandel von klassischen Territorialorganisationen hin zu stärker funktional organisierter Verwaltungsstrukturen zu beobachten. Eine veränderte Territorialität führt zukünftig vermutlich zu den größten Veränderungen in der Verwaltungsorganisation.
Hintergrund:
Die Deutsche Telekom investiert in der T-City Friedrichshafen in den Jahren 2007 bis 2012 bis zu 80 Mio. EUR in "... innovative, tragfähige und nachhaltig durchführbare Projektideen (...), die die sichtbare Vernetzung möglichst vieler öffentlicher und privatwirtschaftlicher Angebote und Dienstleistungen sowie die vernetzte Nutzung der Hochgeschwindigkeits-Breitband-Infrastruktur (Mobil und Festnetz) zum Ziel haben." Im Rahmen der Forschungsaktivitäten finden jährlich Begleitkonferenzen unter dem Titel e-motion statt auf denen Forschungsergebnisse insbesondere aus den Bereichen IT und Stadtentwicklung, eGovernment, Raumplanung und Technikakzeptant vorgetragen werden.

V.3 Petersberg, 12.11.-13.11.09: eGovernment Summit 2009 "eGovernment 3.0 - Die Strategie für Deutschland"
Zum zweiten Mal fand auf den Petersberg im ehemaligen Gästehaus der Bundesregierung in Bonn der eGovernment Summit mit dem Titel „eGovernment 3.0 – Die Strategie für Deutschland“ statt, bei dem auch das IfG.CC vertreten war.
Auf Einladung der eGovernment Computing Akademie diskutierten hochkarätige IT-Entscheider der Bundes- und Landesebene die Zukunft von eGovernment und Verwaltung. Durch die zweitätige Veranstaltung führte Professor Dr. Hermann Hill von der Deutschen Hochschule für Verwaltungswissenschaften in Speyer. Ein Schwerpunktthema war die Wirtschaftskrise und deren mögliche Auswirkungen auf die Weiterentwicklung von eGovernment in Deutschland. Professor Dr. Rudolf Hickel, Direktor des Instituts für Arbeit und Wirtschaft (IAW), sprach über die Bundestagswahl und die aktuelle Wirtschaftslage in Deutschland. IfG.CC-Vertreter, Prof. Dr. Tino Schuppan, hielt einen Impulsvortrag zu „Neue Fähigkeiten im eGovernment-Zeitalter“. In der sich anschließenden Diskussion wurden folgende Themen behandelt: eSkills – wie verändert sich die Arbeitswelt der Zukunft? Wirtschaft vs. Verwaltung: Karriere – Welche Fähigkeiten.
Das Thema Kompetenzen (im Sinne von Fähigkeiten, Fertigkeiten und Wissen) sowie Führung im Kontext von eGovernment gehört zu einem der Forschungsschwerpunkte des IfG.CC. Denn bisher wird das Thema „Zukünftige Führungsmodelle und Kompetenzen im Kontext von eGovernment“ noch weitestgehend vernachlässigt, obwohl hier der Schlüssel für eine erfolgreiche Umsetzung liegt.

V.4 Erfurt, 17.11.09: Erfurt School of Public Policy: Workshop "eGovernment in Mexiko - How to implement new processes in developing and transitional countries?"
Im Rahmen eines Masterprogramm an der Erfurt School of Public Policy (ESPP) wurde in einem Workshop das Thema Reorganisation von Verwaltung in Entwicklungs- und Schwellenländer behandelt. Das zweijährige Masterprogramm zielt darauf ab, zukünftige Führungskräfte zu entwickeln und richtet sich überwiegend an ausländische Studierende und vermittelt Wissen im Bereich Policy und Management.
Auf Einladung von Prof. Dr. Müller berichtete Prof. Dr. Tino Schuppan über die Erfahrungen des IfG.CC bei der Umsetzung von eGovernment in Lateinamerika. Das IfG.CC hat bereits von 2003 bis 2006 in Kooperation mit der GTZ (Gesellschaft für Technische Zusammenarbeit) in vier Länder Lateinamerikas (Chile, Honduras, Peru und Nicaragua) eGovernment-Ansätze entwickelt und implementiert. Außerdem hat das IfG.CC für den Bundestag 2006/2007 ein umfassendes Gutachten zur Umsetzung von eGovernment in Afrika erstellt, so dass bereits vielfältige Erfahrungen mit diesem Thema am Institut vorliegen.
Insgesamt ist deutlich geworden, dass es mit einem einfachen Lösungstransfer von einem westlichen Industrieland in den Süden nicht getan ist. Denn eGovernment-Lösungen sind zunächst im Problemkontext westlicher Länder entstanden, so dass deren Übertragbarkeit nicht ohne Weiteres immer sinnvoll ist. Insbesondere sind die unterschiedlichen Rahmenbedingungen und Problemlagen zu beachten, wie administrative Kulturen, soziale Strukturen und die bestehenden Infrastrukturen und Werthaltungen. Das kann u.U. auch dazu führen, dass Innovationen im Süden schneller durchsetzbar sind, so dass auch ein Süd-Nord-Transfer möglich wird, wie bereits einige Beispiele zeigen.
Ob und wie IT und eGovernment in Schwellen- und Entwicklungsländer umsetzbar sind, gehört zu einem der Forschungsschwerpunkte am IfG.CC. Hierzu ist auch in diesem Jahr aus der Forschungsarbeit des IfG.CC ein Artikel unter folgendem Titel erschienen: "eGovernment in Developing Countries: Does it work in Africa" (erschienen in Government Information Quarterly). V.5 Berlin, Hertie School of Governance, 07.-09.12.: Masterkurs “Informatisation of Public Administration/E-Government”
Im Rahmen des Executive Master of Public Management (EMPM) führt vom 7.-9.12. das IfG.CC, ein Kompaktseminar durch, das auch von Interessenten außerhalb des EMPM besucht werden kann.
Ziel des Seminars ist es, den Teilnehmern eine breite und fundierte analytische Perspektive auf eGovernment zu geben. Vermittelt wird das Thema eGovernment mit Bezug zu Public Management, so dass neue institutionelle und governance-bezogene Gestaltungsmöglichkeiten im Mittelpunkt stehen. Neben den Grundlagen von eGovernment werden IT-Management und Datenintegration in der öffentlichen Verwaltung, die Adaption von IT im öffentlichen Sektor sowie die Potentiale und Implikationen von IT für neue Governance-Formen im Seminar thematisiert. Im Seminar wird u.a. eine umfangreiche Fallstudie verwendet, mit der auf die Problematik des Zusammenspiels mehrerer Ebenen bei der Umsetzung von eGovernment eingegangen wird.
Der Kurs richtet sich an erfahrene Führungskräfte aus Verwaltung, NGOs und der Privatwirtschaft und findet in englischer Sprache statt.

K.1 20.01.2010, Berlin: Beiträge von eServices für die Entwicklung ländlicher Räume
Als Begleitveranstaltung zum "Zukunftsforum Ländlicher Entwicklung" des Bundesministerium für Ernährung, Landwirtschaft und Verbraucherschutz (BMELV) veranstaltet das IfG.CC in Kooperation mit dem Städte- und Gemeindebund Brandenburg (StGBBbg) und dem Deutschen Städte- und Gemeindebund (DStGB) am 20.01.2010 eine Vortrags- und Diskussionrunde zum Thema "Beiträge von eServices für die Entwicklung ländlicher Räume".
Mit unterschiedlichen eServices lassen sich in vielen Bereichen der Daseinsvorsorge Entfernungen überbrücken. Dies betrifft unter anderem die schulische und außerschulische Bildung, medizinische Versorgung, Pflege, Handel, Informationsangebote, Verwaltungsleistungen. In Verbindung mit den vorhandenen besonderen Qualitäten ländlicher Räume kann damit nicht nur die Lebensqualität der dort bereits lebenden oder arbeitenden Menschen deutlich verbessert, sondern bei einem vernetzten Einsatz auch die Voraussetzung für neue Wertschöpfung geschaffen werden.

2. Schwerpunktthema des Monats: eGovernment in der Europäischen Union

In dieser Ausgabe des Infobriefs geben wir Ihnen einen Überblick über die wichtigsten eGovernment-Entwicklungen auf der EU-Ebene im vergangenen Monat. Die EU nimmt im Bereich eGovernment gegenüber den 27 Mitgliedstaaten insbesondere eine koordinierende Funktion war, wobei sie in den letzten Jahren immer stärker auf gesetzliche Vorschriften, wie z.B. der EG-Dienstleistungsrichtlinie, Einfluss genommen hat.
Jährlich findet eine eGovernment-Ministerkonferenz statt, die von der amtierenden Ratspräsidentschaft organisiert wird. In diesem Rahmen werden die besten eGovernment-Projekte Europas mit dem European eGovernment Award ausgezeichnet. Außerdem werden Ziele und Strategien für die weitere Entwicklung des eGovernment in Europa verabschiedet.
Neben diesen Aktivitäten erlässt die EU u.a. Richtlinien, die als wichtiger Treiber und Auslöser von eGovernment wirken, wie beispielsweise durch die EU-Dienstleistungsrichtlinie (EU-DLR) gezeigt wurde. Die Entwicklung von Richtlinien für die Interoperabilität ist hierfür ein weiteres Beispiel.
Ebenso spielt die EU eine wichtige Rolle bei der Finanzierung von eGovernment-Projekten und als Auftraggeber von Studien zum Thema eGovernment, wie z.B. die jährliche Benchmark-Studie zum Stand des eGovernment in einzelnen Mitgliedstaaten oder der Bericht zum Thema "Cloud Computing", die beide im November veröffentlicht wurden.

2.1 European Union commits to smarter electronic services with Malmo Declaration
The European Union says it is committed to providing smarter and tailored online public services to citizens and businesses by 2015.
EU ministers have signed the Malmo Declaration after meeting in the Swedish town for the fifth Ministerial eGovernment Conference. Siim Kallas, vice-president of the European Commission in charge of administrative affairs, audit and anti-fraud, said, "This declaration is another step in the right direction to further improve online public services for citizens and businesses. The commitment to shift from a 'one-size-fits-all' to a customised approach is more likely to meet users' needs, and will open the path for more interactive and demand-driven public services in Europe."

The European eGovernment Awards is a European Commission initiative organised every two years. The aim is to encourage good practices and innovative solutions in central government authorities to increase access to public services for businesses and individuals. 2.3 EU waffles on open standards in interoperability guideline
A set of interoperability guidelines being written by the European Union recently got a major revision that weakens the document's emphasis on open standards.
The European Union is drafting a set of guidelines that encourage government agencies to improve technical interoperability. These guidelines are being documented in the European Interoperability Framework for European Public Services (EIF) which is currently in the draft stage. A recent version of the draft reveals that changes to the text have weakened the document's emphasis on open standards.

2.5 EU: E-Government trotz Problemen auf dem Vormarsch
Bessere Usability soll Bürokratiekosten um ein Viertel reduzieren
Obwohl die Verfügbarkeit sowie der Ausbau von Online-Behördendienstleistungen in der EU, Island, Norwegen, der Schweiz und Kroatien schon zu 71 Prozent vollständig online realisiert ist, bestehen noch immer Probleme mit der Nutzerakzeptanz. Zwar belegen Österreich, Malta, Portugal, Großbritannien, Schweden und die Slowakei im Ranking die führenden Positionen - trotzdem klafft immer deutlicher eine Lücke zwischen der Verfügbarkeit von Online-Diensten und der tatsächlichen Nutzung durch die Bürger. Benutzerführungen gilt es oft zu verbessern.

2.6 EU: Person identification and authentication – Key to eGovernment and eHealth services
eGovernment procedures provide to citizens easy to handle and fast services which stepwise replace traditional bureaucratic paper based contacts between governmental institutions and citizens. eHealth has the potential – besides the simplification of administrative procedures – to secure and raise availability, accessibility and quality of health services. eHealth is an essential contributor for improving patient safety.
Of course there are overlaps between eGovernment and eHealth. One of these is a basic, sensible but central requirement for all relevant procedures: proper, secure and easy to handle identification and authentication, that can be applied also in cross border services.
The two Large Scale Pilots STORK and epSOS, both co-funded by Member States and the EU-commission, are working on this issue, making proposals on what are the common requirements, what the differences are and how to secure that future developments are not running in diverse directions.

3.1 Brandenburgs Verfassungsschutz-Homepage zählt erstmals mehr als eine Million Zugriffe

Das Interesse an den Informationsangeboten des Brandenburger Verfassungsschutzes nimmt weiter zu. Erstmals seit Bestehen der Internetseite www.verfassungsschutz.brandenburg.de hat es 2009 allein in den ersten zehn Monaten schon über eine Million Zugriffe gegeben. Im gesamten Jahr 2006 waren es noch 540.000, ein Jahr später 630.000 und 2008 zählte die Behörde 930.000 Zugriffe. Das Online-Angebot besteht seit 2002.

4. eGovernment in Deutschland

4.1 Deutschland: Bundeskabinett will Bund-Länder-Zusammenarbeit im Bereich der öffentlichen IT verbessern
Eine zentrale Steuerungsinstanz für die IT von Bund und Ländern: Mit der Errichtung des IT-Planungsrats im April 2010 wird die Bund-Länder-Zusammenarbeit im Bereich der Informationstechnik erheblich verbessert.
Die Bundesregierung hat den vom Bundesminister des Innern vorgelegten Entwurf eines Gesetzes über die Bund-Länder-Zusammenarbeit im Bereich der öffentlichen Informationstechnik und die Errichtung des IT-Planungsrates beschlossen. Damit wird die dritte und letzte der von der Föderalismuskommission II im März 2009 beschlossenen Maßnahmen im Bereich der öffentlichen Informationstechnik umgesetzt. Bereits im August 2009 waren Artikel 91c des Grundgesetzes und das Gesetz über die Verbindung der informationstechnischen Netze des Bundes und der Länder in Kraft getreten.

4.2 Deutschland: Elektronische Gesundheitskarte: Abgespeckt bis aufs Gerippe
Die elektronische Gesundheitskarte (eGK) wird weiter ausgegeben, doch ihre Funktionen werden weiter eingeschränkt. Das elektronische Rezept, mit dem eigentlich Milliarden durch "medienbruchfreie Kommunikation" gespart werden sollen, wird es in der geplanten Form nicht geben. Übrig bleiben der online aktualisierte Versichertenstammdatendienst (VSDD), das Foto auf der Karte und, als freiwillige Anwendung für die Versicherten, die Anlage eines „Notfalldatensatzes“.

4.3 Deutschland: Internet soll Top-Thema der Politik werden
Aus Sicht der Bevölkerung sollte die Internetpolitik in Zukunft eine deutlich stärkere Rolle spielen als bisher. Bei einer repräsentativen Umfrage im Auftrag des Hightech-Verbands BITKOM gaben 60 Prozent der Bundesbürger an, dass die Internetpolitik in der neuen Legislaturperiode ein wichtiges oder sogar sehr wichtiges Thema sein soll. Allerdings bescheinigen die Bürger den Politikern wenig Internetkompetenz. Nur 44 Prozent der Bevölkerung sind der Ansicht, dass in der Politik genügend Sachkenntnis über die technischen und wirtschaftlichen Hintergründe des Internets existiert. 40 Prozent sind der Meinung, die Kenntnisse der Politiker reichen nicht aus. Weitere 16 Prozent sind unentschieden. Nach Ansicht einer Mehrheit der Bevölkerung sollten sich die Politiker mehr Sachkenntnis über das Internet aneignen. So stimmen 62 Prozent der Befragten der Forderung zu, dass Politiker zunächst einen „Internet-Führerschein“ machen sollten, bevor sie sich zum Thema Internetpolitik äußern. Bei den Jüngeren zwischen 14 und 29 Jahren beträgt die Zustimmung 74 Prozent. „Wir begrüßen, dass die Regierungsparteien in der Koalitionsvereinbarung erstmals einen Schwerpunkt in der Internetpolitik gesetzt haben“, sagte BITKOM-Präsident Prof. Dr. August-Wilhelm Scheer. „Nun muss die Politik inhaltlich nachlegen, um das Vertrauen der Bevölkerung in ihre Entscheidungskompetenz zu stärken.“

4.4 Deutschland: Behörden-Rufnummer 115 wird ausgebaut
Die zentrale Behörden-Hotline 115 soll bis zum Jahr 2013 in ganz Deutschland erreichbar sein. Eine entsprechende Vereinbarung unterzeichneten das Bundesinnenministerium und die kommunalen Spitzenverbände. Die einheitliche Rufnummer trage dazu bei, die Dienstleistungen der Verwaltung im Interesse der Bürger zu verbessern, sagte der Hauptgeschäftsführer des Deutschen Landkreistags, Hans-Günter Henneke.
In mehreren Modellregionen sind seit Ende März sämtliche Behörden unter der zentralen Telefonnummer 115 erreichbar. Den rund zehn Millionen Bürgern, die derzeit angeschlossen sind, soll dort schnell und unkompliziert geholfen werden – egal, ob es um das Elterngeld, den Reisepass oder die Zulassung eines neuen Autos geht.

5.1 Estonia’s paper-free bureaucracy received a high-level award
Estonia’s transition to paper-free bureaucracy received the title of the best eGovernment project practice. The European Commission organised a contest for determining the projects that best support the implementation of the EU eGovernment strategy. The ‘Best Practices’ title was granted to the paper-free documents exchange project submitted by the State Chancellery.

5.2 Österreich: Amtswege 2010 auch per Handy
Österreich hat laut einer europaweiten Vergleichsstudie seinen Spitzenplatz im E-Government verteidigt und plant für 2010 eine Neuerung: Künftig soll es möglich sein, Amtswege per Handy zu erledigen. Bürgerkarte und entsprechende Kartenlesegeräte sind dann für die elektronische Signatur nicht mehr notwendig. Präsentiert wurde das der in Malmö (Schweden) stattfindenden E-Government-Ministerkonferenz.

5.3 Malta ranked first in EU e-government survey
Malta has placed first overall, together with Portugal, in an EU-wide benchmarking exercise of e-government services, going up one position since the exercise was last carried out.
The benchmarking exercise, which was commissioned by the European Commission, evaluated e-government services in all 27 EU member states, as well as Croatia, Iceland, Norway and Switzerland (EU27+). On the provision of 20 basic services identified in the benchmarking exercise, 12 citizen and 8 business services, Malta obtained full marks on full online availability, together with Portugal, Sweden and Austria. The EU27+ average stands at 71 per cent. Malta has also scored full marks on the online sophistication of business services, the only country to do so, while the EU27+ average is 83 per cent.

5.4 Niederlande: Kilometergeld ersetzt Kfz-Steuer
Um "das Klima zu schützen und Staus zu verringern", reformieren die Niederlande ihr System der Verkehrsbesteuerung: Statt der althergebrachten Kfz-Steuer zahlen Autobesitzer künftig 3 Cent pro gefahrenem Kilometer. Die Gebühr wird bis 2018 schrittweise auf 6,7 Cent erhöht. Auf die Einführung dieses Systems von 2012 an einigte sich jetzt nach jahrelangen Debatten die Regierungskoalition aus Christ- und Sozialdemokraten.
Für die Gebührenberechnung müssen allerdings alle niederländischen Autos mit speziellen GPS-Systemen ausgestattet werden. Diese erfassen die gefahrenen Kilometer und senden die Informationen an eine staatliche Zentralkasse, die das Geld von den Konten der Fahrzeughalter einzieht. Informationen über den Streckenverlauf sollen aus Datenschutzgründen nicht gespeichert werden.

5.5 UK: GSM Association and the University of Manchester to establish M-Health Innovation Centre
GSM Association, which represents the interests of the worldwide mobile communications industry, has announced that it has signed a Memorandum of Understanding with The University of Manchester to establish an m-Health Innovation Centre in Manchester, which will act as a UK focus for m-Health. The goal of the GSMA’s m-Health initiative is to foster innovative mobile applications and services in healthcare that will focus on promoting healthier lifestyles and early intervention.
The Manchester m-Health Innovation Centre will conduct multidisciplinary research, bringing together researchers, healthcare organisations and industrial partners to conceive, develop and evaluate mobile health innovations.

6.1 India: Himachal CM Lays Foundation of State Data Centre
To improve e-governance and create a resource data centre, chief minister Prem Kumar Dhumal laid the foundation stone for a Rs 6.47 State Data Centre (SDC) at Mehli, a Shimla suburb. Speaking at a function of throwing open an SMS gateway for providing public services such as copying agency, electoral rolls and arms licenses, the chief minister said e-Samadhan was making headway in providing transparent and responsive governance.

6.2 Google and UAE oasis city Al Ain reach online deal
Google and Al Ain have teamed up to provide a range of online services for residents and the local authority. Under the deal, Google maps will show new developments in the oasis city, residents will be able to translate official documents into another language, and the local government will be able to use the US firm’s systems for administration.
“We can help Al Ain to maximise the effectiveness of its e-government portal [and] link all the information and resources available to Al Ain residents,” Matthew Landeg, the head of enterprise sales for Google, told the National. Google will provide the services in phases over a 12-month period, the paper said.

6.3 India: Karnataka: iPhone Used to Screen Infants From Remote Areas For Eye Diseases
Doctors at the Narayana Nethralaya Postgraduate Institute of Ophthalmology in Bangalore are using the Apple iPhone to diagnose eye diseases in infants from remote areas. The main focus is currently on diagnosing a condition called Retinopathy of Prematurity (ROP), which could lead to vision loss among infants. RoP must be treated in 48 to 72 hours to save the vision of the infants; However just a handful of doctors are trained to recognize this condition and all of them invariably are based in cities.
The new project is a part of Narayana Nethralaya's village outreach program in rural areas. The institute sent out qualified doctors to six areas for a pilot program to test the effectiveness of the software application. Some 1,600 infants were screened among whom 160 were given treatment for RoP. The iPhone may be many things to many people, but to infants in remote areas it is literally acting as a lifesaver.

6.4 USA: No hospital savings with electronic records: study
New electronic record systems installed in thousands of U.S. hospitals have done little to rein in skyrocketing healthcare costs, Harvard University researchers said in a study. A review of roughly 4,000 hospitals from 2003 to 2007 found that while many had moved away from the paper files that still dominate the U.S. healthcare system, administrative costs actually rose, even among the most high-tech institutions.

6.5 East African Community: Health sector goes digital, with next epidemic alert a click away
East African Community member states are closer to having an integrated e-health regional information network to identify, confirm and respond rapidly to outbreaks of international ramifications. Following the Bujumbura Ministerial discussion in September to discuss the establishment of the network, the use of ICT in the health sector has been intensified to disseminate information on the outbreak of communicable diseases such as cholera, Rift Valley Fever and H1N1.
