Members of the National ICT Plan (NICI 3) 2011-2015, High Level Steering Committee, yesterday met to review the draft plan.

The NICI 3 builds on the work and lessons learned from the previous NICI 1 and 2; in this phase, emphasis is put on the service development.

Officiating at the meeting, Ignace Gatare, the Minister in the Office of the President in charge of ICT, said that unlike the first two phases, the third NICI was developed basing on tangible and significant achievements of several already implemented ICT programmes.

A luxury commuter bus pulls up by the kerb to pick up passengers. A young woman quickly jumps in, retrieves a smart card from her wallet and swipes it against a machine next to the driver before taking her seat. A routine occurrence in Germany or the US, but this is Rwanda, one of the world's poorest countries, where the1994 Genocide against the Tutsi nearly brought the tiny landlocked African country to its knees.

The smart-card ticketing system is known as twende. Its introduction in the capital, Kigali, early this year by Kigali Bus Services is the latest in a string of technological advances that are altering the way Rwandans communicate, pay for goods and services, and go about their daily lives. In the process they are propelling Rwanda into a regional hub for information and communications technology (ICT).

The Rwanda Association of Local Government Authorities (RALGA), General Assembly that sat in Kigali, over the weekend, resolved that all local government authorities should adopt the use of ICT, as a way of enhancing e-governance.

While addressing the meeting, the association's president Dr. Aisha Kirabo, who is also the mayor of Kigali, called upon her counterparts to be in constant communication with the population by embracing ICT.

Rwanda's Minister in the Office of the President in charge of ICT, Dr. Ignace Gatare, officiated over the Rwanda Telecenter Network (RTN) partners and stakeholders' forum which aimed at deepening the awareness of the role of tele-centres in the country's development as well as build partnerships for the deployment of the centres.

The telecentre forum intends to give a platform for telecentre practitioners for learning and sharing experience; discuss subjects like sustainability, connectivity and relevant content .More importantly, the forum will offer to the participants a unique occasion to exchange their understanding and views on how to transform Telecentres from a mere ICT access point to community service and knowledge hub.

In Rwanda, the cost of accessing the Internet continues to fall and as a result, connection speed has improved as reliance on the Internet within the East African region grows.

Today many companies are increasingly showing interest in providing various web-based solutions for their clients.

In line with this, starting today, November 8 to10, 2010, the United States Trade and Development Agency (USTDA), which is responsible for advancing the U.S commercial interests in emerging markets, will host a technical workshop at the Serena Hotel, Kigali Rwanda.
