The Eurasian Development Bank (EDB), Rusprom and Transcom on March 27 signed a trilateral memorandum of cooperation to jointly implement a project to set up and develop an integrated e-government system in Kyrgyzstan for public and municipal authorities in the framework of the Decree declaring 2019 the Year of the Development of Regions and Digitalisation of the Country passed by the President of the Kyrgyz Republic on 11 January 2019, the EDB said.

Under the memorandum, the EDB will take part in Rusprom’s preparations of the concept, feasibility study, calculations, business plan and cost estimates for the Project and in ensuring long-term investment.

Central Asian state Kyrgyzstan has begun issuing ICAO-compliant eIDs.

The National Electronic Identity Card (eID) is a new generation document that certifies the identity of a citizen of Kyrgyz Republic, using an integrated circuit chip.

Beginning from May 2017, the State registration service under the Kyrgyz Government had started the enrollment of applications for issuing the National electronic identification cards for Kyrgyz citizens.

Kyrgyzstan can become Central Asia’s IT transit hub if it effectively uses its geographical position and implements ambitious IT projects, the director of the Civil Initiative on Internet Policy public foundation Tattoo Mambetalieva said at the sixth Kyrgyz Information Technology Forum (KIT 2017) held on February 21-23 in Bishkek.

The forum brought together leading experts, heads of major IT companies, software developers, and politicians to discuss current projects and development prospects.

On April 28, President of Kyrgyzstan Almazbek Atambayev discussed with Prime Minister Sooronbai Jeenbekov and Chief of Staff of President's Office Sapar Isakov the start of introduction of electronic biometric passports in Kyrgyzstan, the presidential press office said.

Electronic biometric passport of a citizen of Kyrgyzstan is an identification document of a new type that corresponds to the international standard.

"Address register" system will be used in election to local councils. The State Registration Service reported.

According to the head of service Taiyrbek Sarpashev, "Address register" is the result of the digitization of real estate databases and address lists. It includes more than 32,000 streets across the country. "This system is one of the most important universal instruments in the transition to e-government," the official said.
