The draft strategy has been developed by the State e-Government Center in collaboration with the UNDP to radically improve the use of information and communication technologies (ICT) by the state executive bodies and local authorities to improve their efficiency, transparency and expand the range of electronic services in accordance with the National Sustainable Development Strategy of Kyrgyzstan for 2013-2017.
"Only through the development of e-government in Kyrgyzstan it is possible to achieve transparency, accountability, predictability of public procedures and establishment of order," the Advisor to the Director of the State Personnel Service of the KR, the expert Asylbek Bolotbayev believes.
According to the UN, Kyrgyzstan in 2012 took 99th place out of 190 countries on the index of e-government (EGDI). The relatively low position is explained by the low levels of online services and an imperfect telecommunications infrastructure. However, indices of human capital and e-participation of the population are quite high, according to the study.
According to him, the price of biometric ID card will not exceed 250 soms. “The world practice shows that the cost of a biometric passport reaches €70-80. But we have rather low cost. A 128 kilobytes chip will contain data on iris, fingerprint pattern, electronic signature and a photo. We have inserted larger memory content, because it will be unreasonably to increase it afterwards,” Erlan Saparbayev explained.

According to the Information Policy Department of Kyrgyz Government, representatives of presidential apparatus, parliament, government, donor community, banks and other institutions and companies were invited to participate at the conference.
