The beginning of a transition from e-Government to m-Government - citizens can now access critical services in just minutes

IBM (NYSE: IBM) and APIS IT Ltd., the company that provides strategic, professional and implementation services to the public and Government sector organizations of the Republic of Croatia, today announced the deployment of a new IT infrastructure that will modernize the delivery of government services to the citizens of Croatia.

The new government project "e-Gradani" (e-Citizens) will greatly benefit from the IBM IT infrastructure as the mainframe environment will help enable faster and more secure access to government services.

eGovernment Authority Vice CEO Dr. Zakareya Ahmed Al-Khaja announced the details of the Government Apps Store which was announced by His Excellency Mr. Kamal Bin Ahmed Mohammed, the Minister of Transportation during the opening ceremony of MEET ICT 2013. Dr. Al-Khaja pointed out that the store currently provides 21 applications with a plan to increase the total number of apps to 26 by the beginning of 2014 based on the eGovernment strategic objectives as one Key performance indicator is to launch 10 new mobile apps annually until 2016.

On 25 April 2013, Milanka Opačić, the Deputy Prime Minister and Minister of Social Policy and Youth along with the Assistant Minister at the Ministry of Public Administration, Darko Parić, presented the eCitizens project.

In the light of this initiative, Ms Opačić said that this is the first government in 23 years that started to electronically integrate government data from several information systems into a single one. She also emphasised that the Ministry will provide around HRK6 billion (approx. €791 million) out of its budget for the computerisation of certain licenses and specific computer programs.

As part of its commitment to facilitate the users' communication with the governmental entities, the eGovernment Authority currently offers more than 40 epayment services, with a volume of financial transactions reaching to more than BD55m.

The payment eservices are provided in collaboration with the governmental and private entities, through the eGovernment various channels: National Portal (Bahrain.bh), Mobile Gateway (bahrain.bh/mobile), eKiosks, eService Centers, and Mobile Applications.

On 20 October 2011, the Croatian Government adopted a Decision establishing eGovernment development goals in the State Administration for 2011-2015. It is expected that this decision will allow the country to reach in a short time period the level of public service quality expected from EU Member States.

Following several years of investment in IT solutions and in the development of eGovernment, the Croatian Government adopted this decision in an aim to further develop eGovernment in line with the EU's eGovernment Action Plan 2011-2015.
