Österreich: Biometrie-Pässe ab dem Frühsommer
Am Dienstag macht der Ministerrat den Weg für den neuen E-Pass mit integriertem Chip frei. Die Kosten bleiben mit 69 Euro unverändert, die Technik steht weiter in der Kritik.
Im Frühsommer 2006 werden in Österreich die ersten Pässe mit einem Chip für die Speicherung biometrischer Daten ausgegeben.
Schweizer Pilotversuch zum E-Voting erfolgreich beendet
Im Rahmen einer Eidgenössischen Volksabstimmung am gestrigen Sonntag stimmten Schweizerinnen und Schweizer in den Kantonen Zürich und Neuenburg elektronisch per Internet oder SMS ab. In drei Zürcher Gemeinden machten 24 Prozent aller abstimmenden Personen erstmals vom nationalen E-Voting Gebrauch. 1154 Stimmen gingen über das Internet und 243 per SMS ein – die Stimmbeteiligung betrug 44,2 Prozent. Alles verlief problemlos, meldeten die Behörden beider Kantone.
Nordrhein-Westfalen: RuhrCard mit digitaler Signatur eingestellt
Der Regionalverband Ruhr (RVR) muss die Entwicklung einer RuhrCard für Amtsgeschäfte aufgeben und dafür eine Bürgschaft von zwei Millionen Euro zahlen. Dies hat am
Montag die Verbandsversammlung des RVR beschlossen. Hintergrund ist die
Übernahme der HypoVereinsbank als Hauptpartner für die RuhrCard durch
die italienische Bank UniCredito. In den Systemaufbau hatte der RVR
bereits 2,3 Millionen Euro investiert. Eine weitere Finanzierung in
Höhe von 500.000 Euro lehnte die Verbandsversammlung ab.

Geoinformationsdaten haben Hochkonjunktur: Ob Handy-Navigationssystem, Google Earth oder im Internet abrufbare 3D-Stadtmodelle – immer häufiger werden detaillierte Standort-Informationen für neue Dienstleistungsangebote genutzt. Map24

mit der Fahrbahnauskunft der Deutschen Bahn und ermöglicht so einen
direkten Reisezeiten-Vergleich für unterschiedliche Transportmittel.

Wissensartefakt mit Geo-Koordinaten zu versehen
– wer im Besitz eines PDAs oder eines Mobiltelefons mit
Satellitennavigations-Unterstützung ist, soll künftig herausfinden
können, welches freie Wissen und welche Geschichte sich mit dem Ort
verbindet, an dem man sich aufhält.
EU-Rat will biometrische Merkmale in Personalausweisen
Die Justiz- und Innenminister der EU stehen vor der Annahme einer "Schlussfolgerung" (PDF-Datei), der zufolge nach den Reisepässen auch Personalausweise mit digitalem Gesichtsbild und zwei
Fingerabdrücken aufgerüstet werden sollen. Die biometrischen Daten
wären demnach auf einem RFID-Chip zu speichern. Eine Entscheidung
wollen die Vertreter der Mitgliedsstaaten im EU-Rat auf ihrem kommenden
Treffen am 1. und 2. Dezember fällen. Es wird damit gerechnet, dass sie
die Vorlage unverändert absegnen. Die Empfehlung ist das Ergebnis der
Arbeit einer kurzfristig von der britischen Ratspräsidentschaft
einberufenen Expertengruppe. Die Briten hatten seit den Anschlägen in
London im Sommer immer wieder Druck gemacht bei Maßnahmen, mit denen sie die innere Sicherheit zu verbessern hoffen.
