  • UA: Estonia shows the way for Ukraine

    Estonia is funding E-government in western Ukraine despite the turmoil elsewhere in the country.

    Russia’s neighbour is the most advanced provider of E-government in the European Union, exporting its know-how to Georgia, Oman and Qatar.

    The €500,000 (£398,000) Ukrainian E-government project is being co-funded with Swedish development agency Sida. “The current situation is Ukraine is complicated,” says Foreign Minister Urmas Paet.

  • UA: Experts: Law on biometric passports does not meet European standards

    Experts believe that the law on a unified state demographic register and identity documents will have to be changed, because it does not meet European standards of human rights protection.

    "The law establishes certain legislative acts for the production of biometric passports for travel abroad, but at the same time, it violates the previously undertaken obligations in the sphere of the protection of personal data," Scientific Director at the Institute for Euro-Atlantic Cooperation Oleksandr Sushko said.

    According to the expert, the benefits of the law are leveled by its disadvantages.

  • UA: Gospodarstvo for the first time published data on the water quality

    Gospodarstvo published data on the water quality in the reservoirs of Ukraine. About this first Deputy head of the state Agency for e-governance Alex Wiskup reported on his page in the network Facebook.

    “Almost 80% of Ukraine’s population are supplied with drinking water from surface sources, among them nearly 75% — from the Dnieper. That is why it is important for citizens to understand what is the quality of the surface waters near their homes, work places”, — said Viskup.

  • UA: Government agencies introduce e-governance

    According to the press service of the State Executive Service of Ukraine (SESU), cooperation with the National Bank of Ukraine (NBU) for for introducing of electronic document management is underway, the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.

    The Work Group to introduce electronic document flow between the state executive services and banking institutions was created by Order № 57/2 dated 26.06.2013.

    The main objective of the group is to develop referral procedures for arrest of debtor's funds and other property, as well as payment requests in form of electronic documents for banking institutions.

  • UA: Government launches management informatization

    The Cabinet passed a resolution to amend the plan of action to implement the Concept of electronic government development in Ukraine. The document was developed by the State Agency on Science, Innovations and Informatization of Ukraine to implement the program of economic reforms for 2013-2014 "Prosperous Society, Competitive Economy, Effective State," the Information-Analytical Bulletin of the Cabinet of Ministers of Ukraine informs.

    The purpose of the document is to define measures for the period up to 2015 aimed to create a unified information and communication infrastructure of public authorities and local governments. The document also aims to develop standards for the implementation and operation of electronic control systems and implementation of integrated information systems of state bodies.

  • UA: Ivano-Frankivsk adopts experience of e-governance in Estonia's local government agencies

    A delegation of the Ivano-Frankivsk city executive committee, which is headed by executive officer Andriy Lys, is undergoing e-governance training on January 21-26 at the e-Governance Academy in Tallinn (Estonia).

    The press service of the executive committee reported on Tuesday that Ivano-Frankivsk administrators had already familiarized themselves with the peculiarities of document management in Estonia's local government agencies - electronic records, electronic signatures, etc.

  • UA: Kravchuk wants to be first to get biometric passport

    Ukrainian President Leonid Kravchuk (1991-1994) has said that he would like to be one of the first to get a passport with biometric data.

    "Of course... I would be happy to get the first biometric passport," he said at a press conference on Friday, when asked if he would like to be one of the first to replace his passport with a new passport with biometric data.

    Kravchuk said that if Ukraine really seeks integration with the EU, then it is proper that Ukrainian citizens have biometric passports, as required by the rules of the European community.

  • UA: Kyiv Introduces Biometric ID

    Ukraine approved the introduction of electronic IDs and creation of the state demographic register in the country. The relevant law, signed today by President Yanukovych, will take effect on January 1st, 2013. It stipulates the introduction of the documents for traveling abroad that have a built-in proximity chip with registry information on the holder. The IDs will comply with the standards recommended by the International Civil Aviation Organization (ICAO).

    It will take 30 days to produce such an ID, which will hold information about name, sex, citizenship, birth date and place of residence of a person, their photo, signature, and additional biometric data, as well as issue and expiration dates. The law clarifies that digitalized signature and photograph of a person's face constitute main biometric data, while digitalized fingerprints are additional biometric data.

  • UA: Law on introduction of biometric passports comes into force today

    The law "On the unified state demographic register and identity documents confirming citizenship of Ukraine, certifying identity and its special status," which provides for introduction of biometric passports, comes into force today, on December 6.

    The law was published in the Holos Ukrainy parliamentary newspaper on December 5 and, as stipulated in the law, it will come into force on the day following the day of its publication.

  • UA: OSCE-supported online platform for public administration services launched

    A new online platform for public administration services in construction industry developed with the support of the OSCE Project Co-ordinator was launched today in Kyiv. The platform allows businesses and individuals to submit online applications, as required by the legislation.

    The platform will minimize paperwork, help businesses and ordinary people, and increase transparency of the State Architecture and Construction Inspectorate. The Inspectorate had to process over 130,000 applications in 2013.

  • UA: The capital city will come online

    Kyiv authorities have promised to create a comprehensive and well-functioning e-government system in five years

    The Kyiv City State Administration, which was represented by its deputy chairman Oleksandr Puzanov, and Microsoft Ukraine, represented by its director-general Dmytro Shymkiv, have signed a memorandum of understanding which provides for implementation of e-government in Kyiv.

    Kyiv will be the first city in Ukraine to implement entire sy­stem of e-governance. “Microsoft has experience of working with go­v­ern­­ments of more than 130 countries on the implementation of e-government solutions that meet government priorities and make lives of their citizens better. We welcome this initiative of the Kyiv City State Administration and are happy to share our experien­ce with them. E-government will help the city’s authorities to work more efficiently and provide hig­her quality services to Kyivites,” the executive director of Microsoft Inc. Kevin Turner noted.

  • UA: Zelensky issues decree to boost e-government services

    Paper pushers could face extinction in Ukraine very soon, thanks to a July 29 decree signed by President Volodymyr Zelensky to make all government services electronic and online.

    The decree specifies 11 steps for the Cabinet of Ministers of Ukraine to roll out such e-services for Ukrainians. It includes auditing all the country’s registers, making them work together, and putting up a single website for access to such services.

  • UK: Biometric passports law involves collection of excessive personal data

    The State Service for Personal Data Protection has said that the law on a single state demographic register involves the collection of excessive information about a person, which does not comply with international law.

    "We object to collecting such a huge amount of information, some of which is not needed," the first deputy head of the service, Lilia Oleksiuk, said during a roundtable on the introduction of biometric documents in Ukraine held in Kyiv last week.

    She noted that under international law, biometric data should only be used in foreign travel passports, but not in national identity cards.

  • Ukraine climbs 9 positions in Global Competitiveness Index 2012

    Ukraine has climbed nine positions and reached 73rd in the Global Competitiveness Index (GCI) among 144 countries, with Kyiv is a leader among the country's regions, while the country is at the bottom of the index in efficiency of state institutions.

    The data is stipulated in the report on the competiveness of Ukraine's regions in 2012 drawn up by the Foundation for Effective Governance (FEG) with support of the World Economic Forum.

  • Ukraine could start producing biometric passports in a few months

    The Ukrainian Interior Ministry predicts that Ukraine will start producing electronic biometric passports by this summer.

    "The passports will be produced in three or four months," Interior Minister Anatoliy Mohyliov said at an inter-departmental meeting in Kyiv on Wednesday.

    He said that the question remained open as to which data should be included in biometric passports.

    Die Situation im Bereich der Berufsausbildung und der Fachkräftemangel sind nicht nur in der Bundesrepublik prekär. Auch in Schwellenländern wird es zunehmend schwieriger geeignetes Fachpersonal zu finden. Im Rahmen eines im Jahre 2005 begonnenen Projektes der EU mit dessen Hilfe die Reform der Berufsausbildung in der Ukraine vorangetrieben werden soll, wird deshalb seit August 2007 ein Management Information System für das Ministerium für Ausbildung und Wissenschaft der Ukraine entwickelt. Ziel der Maßnahme ist es, das Ministerium in kurzer Zeit mit geeigneten Daten zur Planung der Berufsausbildung zu versorgen.

  • Ukraine examining new biometric ID law

    A bill that provides for the introduction of biometric identification has passed first reading in Ukraine’s parliament.

    The draft law provides for the creation of a unified state demographic register, which will contain basic personal information on each citizen. Additionally, the draft stipulates issuing the documents for traveling abroad that have a built-in proximity chip with registry information on the holder.

    The new document standard is designed to help eliminate ID fraud and thus increase border security. The registry may become accessible to all the relevant European services and institutions, improving the time and cost efficiency of their work, including the shortened border control procedure.
