The purpose of the document is to define measures for the period up to 2015 aimed to create a unified information and communication infrastructure of public authorities and local governments. The document also aims to develop standards for the implementation and operation of electronic control systems and implementation of integrated information systems of state bodies.
Experts note that the adoption of the resolution will create the legal framework for the introduction of e-governance in Ukraine. In particular, a clear plan for coordination of government action for the period up to 2015 will be determined to establish and to ensure effective functioning of the national system of electronic control.
The initiatives set out in the document will be carried out with appropriations envisioned by the State Budget of Ukraine 2014. The e-government program will be partially funded at the expense of the budget program "National program of informatization, establishment of the electronic information system "E-government."
