Russia’s neighbour is the most advanced provider of E-government in the European Union, exporting its know-how to Georgia, Oman and Qatar.
The €500,000 (£398,000) Ukrainian E-government project is being co-funded with Swedish development agency Sida. “The current situation is Ukraine is complicated,” says Foreign Minister Urmas Paet.
Estonia, with its 1.3 million inhabitants, is the most advanced exemplar of E-government in the world. It established the first E-government in Europe, holding Cabinet meetings online.
It has also encouraged citizens to sign official documents using their smartphones, vote via laptop and even pay for beer by texting. Some 99 per cent of banking is done online.
