  • South Africa Government: Labour unveils new ICT strategy

    Department of Labour (DoL) unveils a new ICT strategy to propel the department into apex

    The Department of Labour (DoL) is to enter a new phase of modernisation to increase its operational efficiencies and strengthen its institutional capacity following the unveiling of a new five-year information communications and technology (ICT) strategy.

    This new ICT Strategy seeks to enable the implementation of the departmental policies and legislation to achieve the mandate of the department. This mandate covers the regulation of labour market, creation of decent employment, promoting labour standards and fundamental rights, sound labour relations, providing adequate social safety nets to protect vulnerable workers and labour market competitiveness.

  • South Korea Exports IT Policies

    Korea exports not only IT goods and service but also IT-related policies. Korea now export IT policies. The country which had sent officers for studying IT policies to advanced countries like U.S. less than 10 years ago has transformed itself as a country to advise other countries on IT policies: securing technology standards and influencing decision making process of other countries, and even providing consulting service with regards to reorganizing government system. Some countries even adopt an entire system as a whole to set up and reorganize government organization. Such policy exports definitely lead to brisk exports of Korean companies.

  • South Korea hails California’s govt IT strategy

    The South Korean government’s Director of Green IT has described the government of California’s plan to cut the energy its IT operations use by 30 per cent by 2012 as “very aggressive” as Korea embarks on its own mission to reduce energy consumption from 40 ministries and agencies by 15 per cent by 2013.

    Young-il Kwon, Director, Green IT Project Department, South Korea’s National Information Society Agency (NIA), told FutureGov that to achieve its goal, California will need to focus it efforts on server consolidation, using virtualisation as a means to make much of the US$1.4 billion governor Arnold Schwarzenegger hopes to make in savings for state coffers over the next two years.

  • South Korean district finalises advanced e-government strategy

    Gangnam District Office is implementing 66 projects in four areas: improving residents’ quality of life; boosting local economy; providing service focused on participation and communication; and establishing a u-City. The overall budget for this sophisticated e-government plan is KRW 18 billion (USD 20 million).

    “Gangnam’s e-government began in 1995 by setting up a computer room and LAN network. Since then it has received local and international recognition, winning many awards and serving as a benchmark for government innovation.” said Shin Yeon-hee, Mayor of Gangnam-gu Office.

    Gangnam authorities have just established the city surveillance system. A district-wide broadband network was introduced last year.

  • Swaziland: What of the ICT Policy?

    Some four years ago, the information communication technology (ICT) policy was launched with the hope of making ICT accessible to a broader community, even in the rural areas.

    The implementation of this policy is moving at a snail pace and communication is still driven in analogue vehicles suggesting that Swaziland will be pushed by failure of supplies to go digital.

    Like in all new innovations, this country does not participate in the initial projects undertaken by her neighbours thus making it expensive to join the bandwagon when the project is in motion/launched.

  • Thailand: ICT Ministry's goals: Five-year e-government road map

    'Completely electronic government' objective by 2015

    The Information and Communications Technology Ministry plans to launch an E-Government Road Map, as a framework for e-government developments over the five years from 2010 to 2014.

    Deputy Permanent Secretary Angsumal Sumalai said a draft of the road map would be submitted to the Cabinet early next month for approval before being sent to all government agencies.

  • The Philippines unveils new e-Gov master plan

    The ICT Office, Department of Science and Technology (DOST-ICTO) of the Philippines launched the country’s eGovernment Master Plan 2014-2016 (EGMP) this week, a single strategic blueprint identifying key priorities for the development of the country’s e-governance programme.

    The EGMP includes several recent projects, such as the Integrated Government Philippines Project (iGovPhil), which aims to link government data centres and databases to create a secure network for government information systems, and the Medium-Term Information and Communication Technology Harmonization Initiative (MITHI), which will harmonise all IT systems in the public sector.

  • TZ: ‘ICT policy review coming’

    A review of the Information and Communication Technology (ICT) Policy is in the pipeline to help address cybercrime, deputy minister for Communication, Science and Technology January Makamba has said. The ICT policy of 2003 is outdated and doesn’t augur well for the current technological advancement, according to Mr Makamba.

    Winding up a two-day training workshop aimed at curbing cybercrime as well as launching a website that addresses cybercrime at www.esucurity.co.tz in the city at the weekend, Mr Makamba said there was a need for protecting online transactions.

    “We have rushed on online transactions without putting in place a workable mechanism to keep hackers at bay,” he said.

  • TZ: Ministry launches national eHealth strategy

    Tanzania has reached another milestone in the transformation of the healthcare system by leveraging information communications technologies (ICTs) with the launch of the national eHealth Strategy.

    Speaking at the launch on Monday, the Deputy Minister for Health and Social Welfare,Dr Seif Rashid, said his ministry, being the primary government institution for providing health information, raising health awareness and monitoring the quality of health services, had reoriented its policies towards improving operational efficiency.

    The government is reviewing the National Information and Communication Technology (ICT) Policy of 2003 to make it match with changes in the ICT sector and ensure equitable access to opportunities.

    The policy review process has come at an opportune time when ICT is increasingly becoming an important ingredient and tool in all facets of socio-economic activities, as demonstrated by the importance that the mushrooming initiatives are occupying in our society, including government, schools, economy and health.

    This was said yesterday in Dar es Salaam by Minister for Communication, Science and Technology Prof Makame Mbarawa at the ICT stakeholders’ forum convened to kick-start the policy review.

  • UG: Nation Approves Four New ICT Policies

    In a bid to further strengthen and regulate the ICT sector, government has approved four new policies to ensure fair competition and promote equitable access to ICT throughout the country.

    The approved policies pending enactment into laws are the National Information Technology Policy, e-government Policy Framework, Postal Policy, and Analogue to Digital Migration Policy.

    The National Information technology Policy's purpose is to ensure that Uganda is strategically positioned to attract international IT companies through developing suitable IT infrastructure. Postal policy will ensure effective and efficient order in the postal sector while E-governance will see that there is a political will to embrace IT services throughout Uganda.

  • UK Government introduces digital health strategy

    The Department of Health (DH), UK has announced a new digital health strategy to embed advanced tools and techniques throughout its work to facilitate communication, and increase efficiency in engaging with audiences and stakeholders.

    The DH’s new strategy includes its commitments to improve the development of digital skills needed across the organisation, day-to-day efficiency, and impact of its open policy making. At the same time, the DH will also steward the health and care system towards a ‘health information revolution’.
