  • IN: The Telecentre-Mobile Tango: Harmony is needed

The mobile phone has become the poster child of the digital inclusion movement. Rural internet kiosks, on the other hand, are favourite whipping boys with critics pointing to their financial unviability and social exclusivity. The truth is that mobile phones are not as inclusive as they appear and telecentres not as elitist as they are made out to be. Each of the two has complementary strengths.

The Indian telecentre project aims to set up one lakh telecentres, or Common Service Centres (CSCs), in rural areas under a PPP arrangement. It is the largest such project in the world. Telecentres are meant to be delivery points for e-governance services as well as other B2C and B2B services 'for the common man'. Our field research in Uttar Pradesh and Meghalaya shows that criticism regarding commercial unviability, high prices and entertainment-oriented usage of telecentres has some validity. However, while the profile of telecentre users compared to the underlying population profile does exhibit a skew indicating a digital divide in the village, this is not unexpected given the severe economic, social and cultural challenges facing digital adoption.

Titled KRANTI (Kiosks in Rural Areas Network and Telecommunication Infrastructure), the initiative aims to provide cheap, asynchronous and hybrid Internet (internet having delay) to the Indian villagers.

The two students-Rajat Sethi and Manoj Payardha- have improvised on Soekris net4801, a small box equipped with a single board, low-power embedded processor, specifically meant for network deployments. It acts as a kiosk-controller and is a proprietary product of US based Soekris Inc. The students have used buses and rail (as the bus-kiosk-gateway model), which pass through rural parts of the country and can be used as ferries to carry information. One of the kiosk controller (Soekris) can be planted in the bus, the other placed inside the kiosk. When the bus/train stops at a certain location, these two devices, loaded with relevant softwares will catch signals from each other.
