Starting Tuesday, the Transport Ministry, the Foreign Ministry, the Economy Ministry and the National Road Infrastructure Agency and the Bulgarian Air Traffic Services Authority (BULATSA) will be sending and receiving documents electronically.

"Electronic document exchange saves time, boosts the efficiency of the administration and reduces institutions' costs. This is one of the first serious steps aimed at compensating for the delays in the past few years with the implementation of the electronic government ", Moskovski said, specifying that the most pessimistic estimates indicated that the new platform would save BGN 40 000 per year per unit, or a total of BGN 2 M for the five administrative bodies that will be using it.

Until now, business people have had to visit the offices of Abu Dhabi Department of Economic Development (DED) clutching original copies of utility registration certificates, letters of no objection from police and other authorities, and various other documents.

But an electronic system being launched by the DED will mean companies can provide all the necessary documents in electronic format. Either a flash drive or CD will be accepted.

Gulf Business Machines (GBM), the region's leading IT solutions and service provider, is responsible for implementing the Unified Electronic Archiving Project for the government of Ras Al Khaimah. This agreement is part of a strategic plan to develop the basic IT infrastructure of government institutions using the latest technology. The project will provide the required programs and equipments needed for implementation, and it is characterized by the use of e-Content Management software. This technology aims to provide an improved IT infrastructure to all government institutions in Ras Al Khaimah.

The move comes in a framework of strategies driving e-government development, in terms of the social responsibility for environment preservation by reducing use of paper. With the application of this electronic system, manual work on paper in the financial management and accounting departments will cease, with no need for hand signatures and approvals in the exchange of documents.

The electronic system will conserve about 204,000 boxes of paper, which is equivalent to 2.6 tonnes and 510,372 pages per year.

There are many reasons organisations are implementing Document Management Software (DMS) to replace traditional paper filing systems, from superior organization and security to increased productivity and profitability. However while many anticipate the paperless office presents a win-win equation for both businesses and their customers, uptake is stalled in many industries as different inherent barriers prevent what seems to be a natural migration. It is now possible to manage volumes of documents that could have a nightmare only a decade ago. Businesses are realising the benefits and successes of moving towards a paperless environment.

Macquarie University Hospital, located on the Macquarie University campus, is designed to be a "digital hospital", according to chief information officer, Geoff Harders. Existing paper records will be migrated into a digital format for use on workstations, and patient care is tracked by Siemens "cockpit" systems, eliminating clipboard charts in a patient's room.

"There's a lot of things being done that haven't been done in the past... we're about trying to become an exemplar," Harders said. The paperless system sees patient records, tests, dietary requirements and other relevant information entered into the hospital's system and added to the patient's digital record.

In the first phase, the project is planned to be applied in the structures of the ICT Ministry, Gun.Az reported.

According to him, the citizens will be able to timely get any service either a certificate of state registration of real estate or an extract from the Unified State Register of legal entities or individual entrepreneurs, BelTAinforms.

Innenminister Jörg Schönbohm, der auch in der Landesregierung für E-Government zuständig ist, betonte: „E-Government ist derzeit die wichtigste Triebkraft für die Modernisierung der Verwaltung. Die erneute Auszeichnung unterstreicht, dass Brandenburg zu den Vorreitern der Verwaltungsmodernisierung und den Impulsgebern im E-Government in Deutschland zählt."

Die Leiterin des Referats III/5 für Ausländerangelegenheiten im Innenministerium hat noch eine dringende Frage im Fall des Vietnamesen Vinh B., der in Brandenburg einen Einbürgerungsantrag gestellt hat. Doch die zuständige Sachbearbeiterin ist gerade in Urlaub. Kein Problem für das neue elektronische System "Eldok". Ein Mausklick und die komplette Akte erscheint mit allen Vermerken auf dem Bildschirm. Die Leiterin trägt ihre Anmerkung ein und schickt die Akte zur Kenntnisnahme an den Abteilungsleiter. Der Vorgang läuft ohne Papier, ohne Post, ohne alle Botengänge ab.

Brandenburg gehört zu den Tempomachern bei der Modernisierung der Verwaltungsarbeit in Deutschland. Das Innenministerium erhielt heute in Berlin für sein Projekt des elektronischen Dokumentenmanagements- und Vorgangsbearbeitungssystems EL.DOK den 1. Preis im bundesweiten eGovernment-Wettbewerb. Mit seinem bereits erfolgreich eingeleiteten Abschied von der Jahrhunderte langen Papierhaltung konnte sich das Ministerium bei der 7. Wettbewerbsauflage in der Kategorie 'Verwaltungsinterne Prozesse' gegen zahlreiche Mitbewerber aus dem Bundesgebiet durchsetzen. „Auf diesen 1. Platz kann Brandenburg, kann unser Ministerium und vor allem natürlich das kleine Projektteam wirklich stolz sein. Er zeigt, dass wir beim Thema eGovernment in Deutschland ganz vorn mitspielen", freute sich Innenstaatssekretär Hans-Jürgen Hohnen bei der Übergabe des Preises. Schirmherr des Wettbewerbs ist Bundesinnenminister Wolfgang Schäuble.

"The move to e-administration in the future is inexorable and there is no point in resisting this," Bulgarian Foreign Minister Nikolay Mladenov

Tuesday Mladenov presented the new electronic documentation system of the Foreign Affairs Ministry, which at the beginning of 2012 became the first fully paperless institution in Bulgaria.

As of today the Ministry of Transport, Information Technology and Communication, Foreign Ministry, Ministry of Economy, Energy and Tourism, Road Infrastructure Agency and Air Traffic Department can send and receive their correspondence electronically.
