    SA: Al-Ula jumps 27 places in Smart City Index 2026, ranks 85th globally


    Al-Ula has recorded the highest improvement in the IMD Smart City Index 2026, advancing from 112th place in 2025 to 85th this year, placing it among the most improved cities globally.

    “The top three cities in this year’s ranking are Zurich (first), Oslo (second), and Geneva (third). Al-Ula jumped 27 places while Washington DC rose by 23. Big drops were seen from Bordeaux (down 19), Lyon (also down 19), and Ottawa (down 18, together with Shenzhen),” said the IMD Smart City Index official portal.

    "Smart City" Development and Innovation Competition concludes in S. China's Guangxi, 252 works awarded


    The "Smart City" Development and Innovation Competition was held in Nanning in south China's Guangxi Zhuang Autonomous Region on March 30, with 37 teams winning in the finals of the competition and five representative projects completing on-site signing.

    A total of 1,382 works participated in this competition, among which 252 works won awards.

    IN: Gujarat Completes Over 357 Smart City Projects


    The Gujarat government has completed 357 urban projects under the central Smart City Mission across six cities, delivering infrastructure and services. The six cities undertook 359 projects worth Rs 115.07 billion (bn) in total, of which projects valued at Rs 112.77 billion (bn) have been completed and two projects worth Rs 2,290 million (mn) are nearing completion. The terms billion (bn) and million (mn) are defined on first mention.

    Prime Minister Narendra Modi is scheduled to visit Gujarat on 31 March to inaugurate and lay foundation stones for urban projects, according to the Chief Minister's Office. The state declared 2025 the Urban Development Year and extended a two-decade programme that started in 2005 to expand urban infrastructure and connectivity. Major works include new expressways, highways and a signature bridge connecting Dwarka with Beyt Dwarka, with approach roads and parking completed.

    Oman’s Government Digital Transformation programme achieves 94% performance by end of 2025

    The National Government Digital Transformation Programme “Tahawul” (2021–2025) in Oman achieved an overall performance rate of 94 percent by the end of December 2025, compared to 73 percent at the end of 2024.

    The programme’s 2025 annual performance report indicated that the total number of priority government services whose procedures were simplified reached 3,166 services, representing 100 percent completion of the target. Meanwhile, 90 percent of priority core services and automatic permits were digitised, amounting to 2,277 services out of 2,523 targeted for digitisation by the end of 2025.

A.1 Ankündigung: Köln, Nordrhein-Westfalen, Deutschland: Mittelstand Digital – Förderinitiative eStandards: 6. Treffen des Arbeitsforums eStandards

Auf Einladung des Projektes eStep findet am 07. und 08. Oktober 2015 in Köln das nächste Treffen des Arbeitsforums eStandards statt. In diesem Arbeitsforum sind alle Projekte zusammengeschlossen, die im Rahmen des Förderschwerpunktes „Mittelstand-Digital – IKT-Anwendungen in der Wirtschaft“ vom Bundesministerium für Wirtschaft und Energie (BMWi) gefördert werden bzw. wurden. Ziel des Arbeitsforums ist es, projektübergreifend Themen wie Geschäftsprozessmanagement und die Vernetzung von eStandards zu bearbeiten. Bei diesem 4. Treffen stehen der Transfer der Ergebnisse aus den geförderten Projekten in die Praxis sowie das Thema „Mittelstand 4.0 – Digitale Produktions- und Arbeitsprozesse“ im Mittelpunkt. Dr. Manfred J. Suhr, Geschäftsführer des IfG.CC, und Friederike Thessel, wissenschaftliche Mitarbeiterin des IfG.CC und bis März 2015 speziell des PROKETTA-Projektes, werden an diesem Treffen teilnehmen und verschiedene Ansätze zur Weiterentwicklung der Projektergebnisse vorstellen.

In den vergangenen Monaten wurden in den einzelnen Arbeitsgruppen des Arbeitsforums verschiedene Praxisbroschüren und Leitfäden erarbeitet. Die Mitarbeiter des PROKETTA-Projektes haben in Kooperation mit den Projekten SMART SC, EXPORT, BIMiD und eStep das Thema Prozessmanagement bearbeitet. Ergebnisse und Erkenntnisse aus diesen Projekten wurden im Leitfaden „Geschäftsprozessmanagement leicht gemacht: Tipps und Erfahrungen für KMU und Behörden“ zusammengestellt (http://www.mittelstand-digital.de/MD/Redaktion/DE/PDF/leitfaden-geschaeftsprozesse-kmu,property=pdf,bereich=md,sprache=de,rwb=true.pdf).

Im vom Bundesministerium für Wirtschaft und Technologie (BMWi) von 2012 bis 2015 geförderten dreijährigen Projekt „PROKETTA – Prozessketten zwischen Wirtschaft und Verwaltung“ (proketta.ifg.cc) wurden Prozessketten zwischen Wirtschaft und Verwaltung visualisiert und standardisiert. Übergeordnetes Ziel war es, den Aufwand für Unternehmen und öffentliche Verwaltungen bei der Erfüllung bzw. Bearbeitung von Informations- und Meldepflichten zu reduzieren. Kooperationspartner waren u.a. Verwaltungen der kommunalen und Landesebene, kommunale Spitzenverbände, öffentliche IT-Dienstleister, Unternehmen und Kammern.

A.2 Potsdam, Deutschland, 16.09.2015: Besuch einer Delegation des Kronprinzenhofs von Abu Dhabi

Am 16.09.2015 besuchte eine Delegation hoher Verwaltungsbeamter des Kronprinzenhofs Abu Dhabi das IfG. Der Besuch der Delegation fand im Rahmen eines einwöchigen "Leadership Program for CPC Officials” statt, bei dem die Teilnehmer Einblicke in verschiedene Bereiche der deutschen Verwaltung erhielten. Das IfG brachte seine Kompetenz in den Themenbereichen „E-Government“ und „Potenziale für die Neugestaltung und Modernisierung der Verwaltung“ ein. Übergeordnetes Ziel war es, den Teilnehmern einen umfassenden Einblick in die deutschen (Reform)Erfahrungen zu geben und gemeinsam herauszuarbeiten, was auf welche Weise für Abu Dhabi übernommen werden kann. Denn aufgrund anderer Kontextbedingungen können die deutschen Ansätze nicht ohne weiteres übertragen werden. Um das Wissen möglichst praxisnah zu vermitteln, wurden Seminare zu drei Themenschwerpunkten durchgeführt. Das erste Seminar beschäftigte sich mit dem Thema Geschäftsprozessmanagement, erläutert am Beispiel der Organisation und Durchführung eines Staatsbesuchs. Der Fokus lag auf der Anwendung der IfG-Methode zum Prozessmanagement, insbesondere wie Prozesse IT-basiert neu gestaltet und dadurch die Kommunikationsbeziehungen zwischen den beteiligten Akteuren verbessert werden können. Beim zweiten Seminar ging es um neue Möglichkeiten des Zugangs zu Bürgerservices unter Nutzung von E-Government-Potenzialen, bspw. Bündelung und Integration von Services. Vorgestellt wurden verschiedene Zugangsoptionen zu öffentlichen Leistungen, wie Front-/Back-Office-Strukturen, ausgerichtet auf bestimmte Zielgruppen oder mobile Leistungserbringung. Im dritten Seminar wurde mit den Teilnehmern diskutiert, wie mit E-Government Bürokratielasten für Bürger, Wirtschaft und Verwaltung reduziert werden können. Basis bildeten u.a. die deutschen Erfahrungen mit der Schätzung des Erfüllungsaufwands.

Das IfG.CC unterstützt bereits seit mehreren Jahren solche Studienfahrten mit Vorträgen und Seminaren. In den Veranstaltungen werden Forschungsergebnisse und Erfahrungen aus Praxisprojekten für Führungskräfte in der gebotenen reflektiv-kritischen Form vermittelt.

One-Stop-Modelle werden seit rund 20 Jahren für den öffentlichen Sektor diskutiert. Der tatsächliche Umsetzungsstand ist jedoch dürftig. Vielfach werden Lösungen implementiert, welche die tatsächlichen Problemlagen der Adressaten nicht treffen. An einem Vergleich der Lebenslage Geburt und Leistungen für Eltern eines Kindes mit Behinderung wird verdeutlicht, wie verschieden die Ansprüche an ein und dasselbe One-Stop-Konzept sind. Daher stellt sich die Frage, wie One-Stop-Government ausgestaltet sein muss, um den Bedarfen unterschiedlicher Zielgruppen gerecht zu werden. Weiterhin wird in dem Beitrag aufgezeigt, wie man zu problemorientierten Lösungen gelangt.

P.2 Köhl, Stefanie/Löbel, Stephan/Schuppan, Tino (2015): Shared Service Center: Abkehr vom Zuständigkeitsprinzip?!, in: eGov präsenz 01/2015, S. 39-40.

Aus klassischer Verwaltungsorganisationssicht wird oft argumentiert, dass Shared Services gegen das Zuständigkeitsprinzip verstoßen, weil Aufgaben neu verteilt werden. Hinzu kommt, dass Shared Service Center (SSC) sich nicht ohne Weiteres hierarchisch steuern lassen. Damit stellt sich die Frage, ob und wie sie mit dem Zuständigkeitsprinzip vereinbar sind. Im Beitrag wird deutlich, dass es sich bei SSC um eine prozessorientierte Form der Vernetzung handelt, die durchaus mit rechtsstaatlichen Prinzipien vereinbar ist, wenn bewusst eine entsprechende institutionelle wie soziotechnische Gestaltung vorgenommen wird.

V.1 Bern, Schweiz, Universität Bern: Executive Master of Public Administration (MPA) –
E-Government-Kurs am 04.09. und Berlin, Deutschland Master-Seminar Public-Management und E-Government für österreichische Führungskräfte (SMBS) am 15./17.09.

Im Rahmen des Executive Master of Public Administration der Universität Bern hat Prof. Dr. Tino Schuppan am 04.09. den Grundlagenkurs zum Thema E-Government gehalten. Der zweijährige Executive Master of Public Administration (MPA) der Universität Bern ist eine Führungsausbildung für den öffentlichen Sektor in der Schweiz. Mitarbeitende in leitenden Positionen aus allen Bereichen werden befähigt, den zukünftig notwendigen Anforderungen an ihre Fach-, Führungs-, Sozial- und Selbstkompetenzen gerecht zu werden.

Vom 14. bis 23. September fand das Modul „Policy Formation and European Governance“ des internationalen und berufsbegleitenden Masterprogramms „Public Management“ der University of Salzburg Business School (SMBS) statt. Das Masterprogramm der SMBS wird berufsbegleitend angeboten und vermittelt Wissen zu Management-Tools und Führungskompetenzen für Führungskräfte aus dem öffentlichen Sektor. Die Teilnehmer kamen aus Österreich, Deutschland und der Schweiz nach Berlin. Prof. Dr. Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, führte Seminare zu den Themen „Einführung in das Public Management“ und „E-Government“ durch.

Im Fokus des Seminars „E-Government“ standen weniger technische Fragen. Vielmehr erfolgte eine Gesamtsicht auf die Veränderungen von Verwaltungshandeln durch Informationstechnik, die damit verbundenen organisationalen und kulturellen Herausforderungen sowie eine prozessuale Sichtweise auf Verwaltungsprozesse. Hierzu wurden verschiedene Aspekte der Geschäftsprozessmodellierung aufgezeigt und an Beispielen diskutiert. Einen weiteren Schwerpunkt bildeten vernetzte Organisationsformen mit IT (One Stop Government und Shared Service Center), damit verbundene Herausforderungen bei der Einführung und Umsetzung sowie sich dadurch verändernde Arbeitsorganisation und Kompetenzanforderungen. Abschließend wurden Implikationen des Einsatzes von IT auf staats- und verwaltungsorganisatorische Prinzipien mit den Teilnehmern erarbeitet und anhand von ausgewählten Szenarien illustriert.

In der Veranstaltung „Einführung in das Public Management“ wurden begriffliche Grundlagen und ein Überblick zu wesentlichen theoretischen Ansätzen, wie Managerialismus und Neue Institutionenökonomie gegeben. Besonderes Augenmerk lag hierbei auf der Unterscheidung von öffentlichem und privatem Management. Im Rahmen einer Fallstudie wurden die Besonderheiten der öffentlichen Verwaltung in Bezug auf das Management gemeinsam mit den Teilnehmern erarbeitet und Funktionen und Dysfunktionen dieser Besonderheiten diskutiert. Weitere Schwerpunkte bildeten die Einführung in das New Public Management sowie Fragen der Leistungstiefengestaltung, institutionellen Arrangements und Performance Management.

Das IfG.CC bietet bereits seit vielen Jahren unterschiedliche Masterkurse an, in denen Forschungsergebnisse und praxisbezogenes Wissen für die Führungskräfte von heute und morgen vermittelt werden. Dabei wird auf moderne Lernformen zurückgegriffen, um die Führungskräfte für Herausforderungen von Morgen zu qualifizieren.

V.2 Die IfG-Prozessmanagement-Roadshow – Wir kommen zu Ihnen ins Haus

Schon seit Oktober 2014 richtet das Prozessmanagement-Team des IfG.CC in mehreren deutschen Städten eine Roadshow zum Thema „Sicherung von Fachwissen in Organisationen“ aus. Mit der bundesweiten Roadshow sollen auf der Grundlage der bisherigen Projektergebnisse Unternehmen und öffentliche Verwaltungen einen Einblick in Möglichkeiten und Methoden der Wissenssicherung erhalten. Das wird zunehmend wichtiger, da sowohl durch Stellenwechsel als auch verstärkt durch die demografische Entwicklung Mitarbeiter die Organisationen verlassen und so notwendiges Wissen verloren geht. Sowohl Unternehmen als auch Behörden benötigen daher Lösungen und Konzepte, um die drohenden Wissensverluste aufzufangen.

Die Roadshow-Veranstaltungen sind als Workshops angelegt. An Praxisbeispielen erarbeitet das Prozessmanagement-Team des IfG.CC gemeinsam mit den Teilnehmern verschiedene Möglichkeiten zur Wissenssicherung. Partner der Roadshow sind Kommunen, verschiedene Industrie- und Handelskammern sowie eBusiness-Lotsen aus dem eKompetenz-Netzwerk der BMWi-Initiative „Mittelstand Digital“.

W.1 Geschäftsprozessmanagement leicht gemacht - Einladung zu einem Workshop in Potsdam und Hannover

Der demographische Wandel stellt die öffentliche Verwaltung vor enorme Herausforderungen:
  • Wie können mit immer weniger Personal die anfallenden Aufgaben in besserer Qualität bewältigt werden?
  • Wie können steigende Anforderungen an die Qualität der Arbeit durch Optimierung und Automatisierung von Abläufen aufgefangen und abgemildert werden?
  • Wie kann das Fachwissen und die langjährige Erfahrung ausscheidender Mitarbeiter bei der Aufgabenbearbeitung erhalten und neuen Mitarbeitern zur Verfügung gestellt werden?
Gemeinsam mit der Datenzentrale Baden-Württemberg in Stuttgart haben wir einen kostenpflichtigen 2-tägigen Workshop entwickelt, der an einem Beispielprozess unser Vorgehen von der Erhebung eines Ist-Prozesses über seine Optimierung bis hin zu seiner digitalen Implementierung vorstellt.

Das IfG.CC veranstaltet regelmäßig Hands-on-Workshop in kleiner Runde für Beschäftigte der öffentlichen Verwaltung, die sich mit aktuellen Themen wie Prozessmanagement, Shared Services, Mobile Bürgerdienste, IT-Sicherheit, Design Thinking u.v.a.m. beschäftigen.

Die Workshop-Teilnehmer werden unter dem Motto „Themen (be)greifbar machen“ aktiv in die Informationsvermittlung eingebunden und erhalten so einen Einblick in die Vorgehensweisen, Methoden und Tools des IfG.CC bei der Bearbeitung von Projekten eingebunden. Der Erfahrungsaustausch und Diskussionen mit den Mitarbeitern des IFGCCs sowie der Teilnehmer untereinander runden die Veranstaltung ab.

W.2 IfG.CC, Potsdam, Brandenburg, 29.10.: Prozesspriorisierungs-Workshop

Der Prozesspriorisierungs-Workshop richtet sich an Teilnehmer, die sich mit Themen wie Kostensenkung, Standardisierung und Beschleunigung von Arbeitsabläufen, mehr Service und Transparenz sowie Sicherung von Produkt- und Leistungsqualität beschäftigen.

Anhand einer Prozesspriorisierung werden im Hinblick auf die Zielsetzung bzw. den Problemdruck der Kommune Prozesse ausgewählt, die vorrangig reorganisiert und optimiert werden sollten. Die Teilnehmer des Prozesspriorisierungs-Workshops werden unter dem Motto „Prozess-Potenzial-Screening“ aktiv in die strategische Prozesspriorisierung und -auswahl anhand von Beispielen aus der öffentlichen Verwaltung eingebunden. Ziel ist es, im Vorfeld von Optimierungs- und Reorganisationsvorhaben Prozesse nach ihrer strategischen Bedeutung sowie dem Dringlichkeitsgrad ihrer Optimierung zu priorisieren. So entsteht eine Auswahl an Prozessen, deren Optimierung für die jeweilige Behörde möglich ist und deren Umsetzung Erfolg verspricht.

Den Teilnehmern wird ein Einblick in die Vorgehensweise des IfG.CC bei der Prozesspriorisierung gegeben. Diese wurde in vielen Projekten bereits erfolgreich angewendet und weiterentwickelt. Die Vorgehensweise ist besonders gut geeignet, um Schritt für Schritt zusammen Prozesse in der öffentlichen Verwaltung hinsichtlich ihres Optimierungspotenzials zu bewerten und auszuwählen.

Der Prozessmodellierungs-Workshop richtet sich an Teilnehmer, die Prozesse modellieren, Veränderungsprozesse moderieren oder das in der Zukunft vorhaben.

Die Teilnehmer des Prozessmodellierungs-Workshops werden unter dem Motto „Prozesse greifbar machen“ aktiv in die Identifizierung, Erhebung, Modellierung und Optimierung von Beispielprozessen (z.B. Baugenehmigung, Gewerbeanmeldung, Kfz-Zulassung) aus der öffentlichen Verwaltung eingebunden. Ziel ist es, den Teilnehmern einen Einblick in die Vorgehensweise des IfG.CC bei der Prozessmodellierung zu geben., die besonders gut geeignet ist, um intuitiv und Schritt für Schritt zusammen mit den Mitarbeitern Prozesse in der öffentlichen Verwaltung zu erheben und zu modellieren.

Das PROKETTA-Projektpartnertreffen wird zum Kommunalen Prozesstag. Zum Kommunalen Prozesstag bieten wir Ihnen eine Kombination aus Methoden- und Wissensvermittlung, Workshops und Praxisvorträgen zu Schwerpunktthemen an.

Themen sind:
  • Geschäftsprozessmanagement und organisatorische (Neu-)Gestaltung (z.B. Shared Services, Servicestelle Soziales, Kommunaler Unternehmensservice)
  • Prozesserhebung und -dokumentation,
  • Prozessanalyse und -optimierung,
  • Prozessorientierte Sicherung von Fachwissen,
  • Prozessmanagement & Steuerung/Führung (GPM für Führungskräfte)
Der Kommunale Prozesstag richtet sich an Mitarbeiter von Behörden und Unternehmen, die

"E-Government in Indien: Das Aadhar-Projekt / E-Government in India: The Aadhaar project"

Aadhaar heißt das derzeit größte Biometrie-Projekt der Welt, das ehemals als Programm des Premierministers Manmohan Singh und der UPA-Vorsitzenden Sonia Gandhi ins Leben gerufen und 2009 gestartet wurde. Im Projekt sollen die rund 1,2 Milliarden in Indien lebenden Menschen eine 12-stellige persönliche Identifikationsnummer (UID) bekommen. Für die Nummer werden Name, Geburtsdatum, Geburtsort, Geschlecht, Wohnort sowie gegebenenfalls Name und ID-Nummern der Eltern gespeichert. Zusätzlich wird ein Digitalfoto gespeichert und mindestens ein biometrischer Datensatz mit Fingerabdrücken aller zehn Finger oder einem Iris-Scan beider Augen angelegt. In den ersten vier bis fünf Jahren sollten die Daten von rund der Hälfte der Bevölkerung erfasst sein. Um den Ablauf zu kontrollieren, wurde 2009 mit der Unique Identification Authority of India (UIDAI) eine eigene Behörde für das Projekt gegründet.

Das Projekt war jedoch von Beginn an umstritten und hatte mit Schwierigkeiten zu kämpfen. So ist unklar, was das Projekt insgesamt kosten wird. Anfangsschätzungen gingen von 6 Mrd. US-Dollar aus, mittlerweile wird von 30 Mrd. US-Dollar ausgegangen. Hinzu kommen juristische Streitigkeiten. Einige Staaten und Institutionen haben versucht, das Programm und die damit verbundene Identifikationsnummer verbindlich zu machen für die Gewährung von Subventionen und Sozialleistungen des Staates. Im Jahr 2013 hatte das Oberste Gericht dann entschieden, dass Sozialleistungen zugänglich sein müssen, ohne dass Personen eine UID angeben. Immer wieder werden auch Diskussionen über Datenschutzaspekte geführt. So wurde nach einer Untersuchung der UIDAI bekannt, dass ein Unternehmen gefälschte Smartcards mit der UID von bereits registrierten Einwohnern herausgegeben hat. Mitarbeiter des Unternehmens hatten sich dafür unautorisiert Zugang zu den biometrischen Daten verschafft. Gleichzeitig aber ist das Aadhaar-Projekt Teil einer Infrastruktur für viele E-Government-Projekte in Indien, z.B. die Möglichkeit, Steuererklärungen elektronisch einzureichen.

2.1 Aadhaar card projects Rs 13,000 crore awarded without tenders

Aadhaar card projects of the UIDAI worth over Rs 13,000 crore were awarded without issuing tenders by the previous UPA government, according to a RTI response, an activist said here on Saturday.

RTI activist Anil Galgali had submitted queries under the RTI to the UIDAI officials, Public Information Officer S.S. Bisht and Deputy Director-cum-PIO R. Harish who provided the replies about the amount spent on the projects which was then headed by technocrat Nandan Nilekani.

In the reply, the UIDAI officials disclosed that total project contracts worth Rs 13,663.22 crore were awarded without any tenders of which an amount of Rs.6,563 crore has been already spent on issuing 90.3 crore Aadhar Cards till May 2015.

They further informed that a total 25 companies were awarded different responsibilities for the massive project and their empanelment was done under the process guidelines of Request For Empanelment of May 19, 2014.

“This is shocking as various sections of people, including the Supreme Court and civil society groups have expressed serious concerns about the right to privacy with sensitive personal data of 125 crore population going in the hands of private companies,” Galgali told IANS.

2.2 SCOI Report: Aadhaar opponents urge speedy setting up of privacy Constitution Bench
Opponents of the Aadhaar scheme have stepped up their campaign to expose instances of contempt of court in the Aadhaar case, which is pending for a resolution by the yet-to-be constituted Supreme Court’s Constitution bench.

The question whether the right to privacy is a fundamental right, which was argued before a three-Judge bench in August, was referred to a five-Judge Constitution bench.

Yesterday (18 September), a press conference was held in New Delhi to highlight what some activists called “blatant” violations of Supreme Court’s August 11 order in the Aadhaar case. Aruna Roy, a petitioner in the case, said that there was no legal basis for the existence of the UID project. Since September 2013, the Supreme Court has passed orders five times, directing that Aadhaar is not mandatory for accessing entitlements, and no one can be denied any service because they do not have an Aadhaar number; yet people continue to be excluded from services on the grounds that they do not have an Aadhaar card.

2.3 Karnataka: Agency issues fake Aadhaar cards with UIDAI data

It is said to be the world's largest national identification number project, involving India's sharpest minds. But a private agency has allegedly accessed the Aadhaar database without authority , and is distributing fake smartcards, preliminary investigation by the Unique Identification Authority of India (UIDAI) has revealed.

TOI reported on August 31, 2015, that Karvy Data Management Services, an authorized Aadhaar enrolment agency in Benglauru, had been issuing smartcards without authority for those already allotted their identity numbers. The Karvy agency issued the smartcard at the mere mention of the Aadhaar num , ber and had not sought any other details, including biod metric authentication. The board outside the agency g mentioned that smartcards would be issued if the number d or biometric details were pro vided, for a charge of Rs 25. After obtaining one such smartcard from a Karvy enrolment centre in Malleswaram, West Bengaluru, this reporter approached the UIDAI regional office in the city, where a senior official admitted that the Aadhaar smartcard issued by Karvy was fake. A shok Lenin, deputy director, UIDAI, told TOI, "Karvy is not authorized to print Aadhaar smartcards. The card Karvy has issued is not as per prescribed UIDAI standards. We've asked for a detailed written statement from them, but have not received any response so far."

2.4 Maharashtra government to double registration kits for 100% Aadhaar coverage

Maharashtra has a population of 11.23 crore, according to the 2011 census.

To take Aadhaar enrolment to 100% and cover the almost 1.40 crore population, which has not yet been tapped for the national unique identity number programme, the state government is planning to double the number of registration kits in Maharashtra.

The state has attained 87.74% Aadhaar enrollment as on August-end and has generated over 9.85 crore Unique Identification Authority of India (UIDAI) numbers, though a total of 1.38 crore people are yet to be covered.

Though districts of Mumbai (90.19%), Ahmednagar (90.75%), Wardha (97.82%), Satara (91.10%) and Sindhudurg (90.70%) have seen registration of over 90% of people, some, such as Nanded (80%), Solapur (81.09%), Yavatmal (83.15%), Hingoli (84.90%) and Latur (84.44%) have performed below expectations.

2.5 Privacy concerns multiply as govt cross-links massive databanks

Various arms of the government are busy collecting and storing all possible details of citizens, without any constitutional safeguard

Some time ago, an HIV-positive patient working with a multinational firm approached his lawyer, requesting him to file a suit against his employer for revealing his medical condition to other employees. His attorney turned down the request, despite a law prohibiting employers from making such disclosures. The lawyer opined as the victim didn't have proof, the case would not stand in a court of law.
Under the Information Technology Act, 2008, an employer is supposed to implement reasonable security practices to prevent misuse of sensitive data which might cause loss or gain to an individual. […]

For instance, the Unique Identification Authority of India (UIDAI) is capturing biometric details of 1.2 billion residents, besides basic information. UIDAI has captured biometric details of around 900 million and generated a 12-digit unique identity number called Aadhaar for each resident from 2010. The purpose of this mammoth exercise is to weed out illegal beneficiaries of government-sponsored schemes.

The question is: How safe is the storage of personal and biometrics details? Are there any remedies available if secrecy is compromised?

2.6 Getting E-Ready

The surge in e-filing of tax returns this year shows taxman’s e-governance delivery is maturing

If the rising volume of e-filing of tax returns over the years is an example of how India has warmed up to e-governance, that the system handled over 1.5 million filings a day in the last four days of August 2015 is a sign of how the taxman’s e-governance delivery is maturing. While, as per a Business Standard report, the system can handle 3-4 million e-filings a day, on August 31, the website saw 6.5 million hits. There has been a 15% year-on-year rise in number of electronic filings by August 31 in FY16 over FY15.

Mobile operator association the GSMA has commended the European Commission’s an-nouncement that the adoption of key implementing acts of the Electronic-identification and trust service (eIDAS) Regulation is now complete.

In a statement, the GSMA said that the European Union is the first and only region in the world to have a workable and balanced legal framework for cross-border use of electronic identification (eID) and trust services.

4.4 European Union: EC launches review of broadband and telecoms rules

The European Commission (EC) has announced the launch of two more public consultations, one on Europeans' broadband needs and the other focusing on the review of the current telecoms framework. The EC said the consultations are part of its Digital Single Market Strategy, presented in May, and follow the decisions to put in place strong net neutrality rules and end roaming charges by June 2017.

The first consultation will seek views on the review of the existing Telecoms Package dating back to 2009, since when electronic communications networks and services have undergone significant structural changes, which the EC said are characterised by a slow transition from copper to fibre, more complex competition with the convergence of fixed and mobile networks, the rise of retail bundles, the emergence of new online players (so called OTTs), and not least changing end-user expectations and requirements, including an explosion in demand for wireless data. The review intends to look at the future of spectrum management, network access regulation, universal services and telecoms governance.

5.2 Kenya: Automating system to improve medical services in Uasin Gishu

The county government of Uasin Gishu has partnered with International Training & Educa-tion Centre for Health (I-tech) to provide computers to different health facilities.

Hospitals in the county will benefit from automation of their services.

Speaking after touring Huruma Hospital in Eldoret, the county personnel in charge of e-health Dr David Kirui said that the county is spearheading the implementation of Hospital Management System (HMIS).

5.3 United States: Bridgton shorts: Town now accepts credit card payments

The town of Bridgton is now offering Maine PayPort, a credit card processing service that enables the town to accept Visa, MasterCard, Discover and American Express credit card payments at the counter. Residents of Bridgton can make payments with a credit or debit card for items such as vehicle registrations, licenses, recreation fees, permits and property taxes.

Maine PayPort is a third-party payment processor operated by InforME, the State of Maine’s e-government provider. A PayPort administrative cost is added to each payment made through the service. The administrative cost pays for the operation of the service so that there is no cost to the municipality to accept credit cards. All customers will be informed of the additional cost amount before their payment is processed, and may choose an alternate form of payment (check or cash) if they do not want to pay the additional cost.

5.4 United States: New study highlights potential of mHealth

Healthcare professionals see great value in mHealth apps but there are still many barriers to their widespread adoption, according to a new report from the IMS Institute for Healthcare Informatics.

Interviews conducted as part of the study, Patient Adoption of mHealth: Use, Evidence and Remaining Barriers to Mainstream Acceptance, found that most healthcare providers were confident that mHealth can improve overall outcomes, reduce the cost of healthcare and en-courage patients to take a more active role in improving their health.

5.5 Australia: Telehealth services hailed as one way of delivering medical care to remote patients

Health chiefs say the introduction of telehealth services in remote western communities could address a shortage of general practitioners.
About 100 people from 37 health councils have gathered in Dubbo, to voice their concerns about issues affecting areas such as Orange, Forbes, Goodooga, Cobar and Grenfell.

The Western Local Health District's Chief Executive Scott McLachlan says in the next five to 10 years, more than one-third of the workforce will retire and there needs to be a way to attract medical professionals to the western region.

5.7 Azerbaijan: E-gov portal makes online payments available

The Electronic government portal in Azerbaijan now features a function for convenient online payment.

The Automated Payment Utility Service of the state payment portal is integrated into the e-government portal, says the Computer Information Center under the Communications and High Technologies Ministry.

The objectives of the project are to increase the use of non-cash payments, simplifying the process of budget payments, and the integration of e-government projects with the infra-structure of the national payment system.
