IN: Smart City projects near completion in 10 Uttar Pradesh cities
In a positive development for the state, 99% of the projects that were scheduled to be taken up under the Smart City scheme were commissioned.
Chasing a deadline of Mar 15, in the latest review carried out by the urban development department, it was found that out of the total 682 projects, that were sanctioned to improve the ease of living for urban residents, 677 were completed. Out of the remaining five projects, three could be inaugurated within a week, while the remaining ones, too, would be made operational by Mar 14, said senior officials.

The National Government Digital Transformation Programme “Tahawul” (2021–2025) in Oman achieved an overall performance rate of 94 percent by the end of December 2025, compared to 73 percent at the end of 2024.

The MoU was signed by Eng Ahmed bin Hassan al Dheeb, Deputy Chairman of the Public Authority for Special Economic Zones and Free Zones, with Mohammed bin Abdullah al Harthy, CEO of the Ibn Firnas Drone Centre.

End-to-end (E2E) online delivery of government services reached 80 per cent as of last year, the Digital Ministry said in a statement today.

A.1 Potsdam, Brandenburg, Deutschland: Interview zum Projekt PROKETTA: Wirtschaft und Verwaltung besser vernetzen
Das Unterschiedlichste Informations- und Meldepflichten (IMP) verlangen von Unternehmen, Daten und andere Informationen für Behörden oder Dritte zu beschaffen, verfügbar zu halten oder zu übermitteln. WebSKM ist eine Datenbank des Statistischen Bundesamtes, die einen umfassenden Überblick über die einzelnen Pflichten von Bürgerinnen und Bürgern sowie der Wirtschaft gibt. Hier sind derzeit rund 14.000 solcher IMP für Unternehmen erfasst. Im Rahmen des Projekts PROKETTA wurden die Prozesse in kleinen und mittleren Unternehmen (KMU) und die Schnittstellen zur öffentlichen Verwaltung für besonders kostenintensive IMP analysiert, Optimierungsvorschläge und eine App für effizientere Geschäftsprozesse – Der "Vorgangsbegleiter" – erarbeitet. Projektmitarbeiterin Friederike Thessel vom Potsdam eGovernment Competence Center (IfG.CC) erklärt Ergebnisse und weitere Herausforderungen.
Frau Thessel, warum ist die Standardisierung der Meldepflichten wichtig für KMU?
Drei Perspektiven spielen eine Rolle: Zum einen trägt die Standardisierung dazu bei, dass bestimmte Vorgänge immer gleich bearbeitet werden. Das ist besonders dann von Vorteil, wenn immer wieder die gleichen Daten zugeliefert oder verarbeitet werden müssen. Dadurch können in kürzerer Zeit eine höhere Zahl bearbeitet und Ressourcen besser geplant werden. Zum anderen ist Standardisierung für Unternehmen wichtig, bei denen die Erfüllung von IMP zum Kerngeschäft gehört, z. B. Dienstleister für Großraum- und Schwertransporte. Der dritte Aspekt ist die Standardisierung als Grundlage für Prozessverbesserungen. Standardisierung erfordert immer, dass sich eine Organisation vorab mit ihren Arbeitsabläufen auseinander setzt. Fachwissen, das vorhanden ist, kann dokumentiert und zwischen Mitarbeitern geteilt werden.
Was haben Sie in Ihren Interviews mit Mitarbeitern von KMU und Behörden erfahren, wo liegen besonders hohe Bürokratiebelastungen?
Wir haben uns gezielt auf Prozessketten zu behördlichen Genehmigungsverfahren konzentriert, bei denen eine Vielzahl von Akteuren – z. B. Antragsteller, Genehmigungsbehörde, Gutachter – beteiligt ist. Besonders aufwendig sind die Phasen der Antragsvorbereitung sowie der Beteiligung. Oft ist neben dem eigentlichen Antragsformular eine Vielzahl von Unterlagen zusätzlich einzureichen. Unternehmen fühlen sich durch die Fülle oft überfordert, Behörden wiederum erhalten unvollständige Unterlagen oder Fristen und Gesprächsangebote werden nicht eingehalten. An dieser Stelle besteht die Leistung des PROKETTA-Projektes darin, dass durch die Erhebung der Prozessketten transparenter wird, welche Seite welche Anforderungen und Bedürfnisse hat.
Welche Instrumente wurden dafür erarbeitet?
Wir haben eine umfassende Methode zur Prozesserhebung und -dokumentation so entwickelt und standardisiert, dass sie auch von Mitarbeitern genutzt werden kann, die sich mit dem Thema Geschäftsprozessmanagement noch gar nicht beschäftigt haben. Weiterhin haben wir im Projekt den IfG-Geschäftsprozessmanager entwickelt. Dieses Tool visualisiert in anschaulicher Form Informationen zu den erhobenen Prozessen und Prozessketten. Ergänzend wurde im PROKETTA-Projekt als App-Anwendung für ein Tablet, ein sogenannter "Vorgangsbegleiter" entwickelt. Mit dem Vorgangsbegleiter können stichprobenartig bereits dokumentierte Prozessabläufe validiert und Prozesswissen um Informationen speziell zu Transport-, Warte- und Liegezeiten ergänzt werden. Die Auswertungen dieser "Prozessbegleitung" geben Hinweise auf Optimierungsmöglichkeiten und erlauben es, Optimierungsansätze besser zu priorisieren. Die Erfahrungen und Ergebnisse speziell zu den Themen Sicherung von Fachwissen und Geschäftsprozessmanagement vermitteln wir in Roadshow-Veranstaltungen, die als Workshops angelegt sind. Die bundesweiten Roadshows werden noch bis März in Kooperation mit Industrie- und Handelskammern sowie eBusiness-Lotsen durchgeführt.
Ausblickend auf das Projektende im März: Wo sehen Sie noch Handlungsbedarf?
Handlungsbedarf besteht vor allem bei der Vermittlung von Wissen rund um das Thema Geschäftsprozessmanagement bei KMU. Spätestens wenn es darum geht, Fachwissen von Mitarbeitern zu sichern, die das Unternehmen verlassen, wird deutlich, dass Arbeitsabläufe besser erfasst werden müssen. Zudem bestehen oft erhebliche Umsetzungsdefizite: Projekte werden angestoßen, Arbeitsabläufe zur Verbesserung modelliert und analysiert, Optimierungspotenziale und sogar Soll-Prozesse entwickelt; Finanzierungsprobleme, unbewegliche Strukturen, mangelndes Changemanagement, fehlende Unterstützer im Management oder bei Behörden auf der politischen Ebene stehen dann aber oft der Umsetzung entgegen.

Das Projekt PROKETTA war Partner beim Train-the-Trainer-Workshop „Geschäftsprozessmanagement“ der Förderinitiative „eKompetenz-Netzwerk“ (eBusiness-Lotsen) am 26. und 27. Februar 2015 in Potsdam. Ziele des Train-the-Trainer-Workshops waren:
- für die Notwendigkeit von Geschäftsprozessmanagement zu sensibilisieren,
- Methoden kennenzulernen und auszuprobieren, die in eKompetenz-Netzwerk entstanden sind,
- Prozesse selbst modellieren können und
- didaktische Methoden für Workshops mit Unternehmen kennenzulernen und teilweise auszuprobieren.
Friederike Thessel und Sabrina Mucha, wissenschaftliche Mitarbeiterinnen des IfG.CC, stellten die Bildkarten-Methode vor, die auf der IfG-eigenen Government Process Management Notation basiert. Mit dieser Methode, die am IfG.CC entwickelt und auch im Rahmen des PROKETTA-Projektes genutzt wurde, können besonders gut Geschäftsprozesse in Behörden und im Verwaltungsbereich von Unternehmen erhoben werden.
Die o.g. Initiative „eKompetenz-Netzwerk“ ist in den Förderschwerpunkt "Mittelstand-Digital - IKT-Anwendungen in der Wirtschaft" eingebettet, dessen Ziel der effiziente Einsatz von modernen Informations- und Kommunikationstechnologien (IKT) bei Industrie-, Dienstleistungs- und Handwerksbetrieben ist. Neben dem eKompetenz-Netzwerk sind im Förderschwerpunkt noch die weiteren Initiativen „eStandards: Geschäftsprozesse standardisieren, Erfolg sichern" sowie „Einfach intuitiv - Usability für den Mittelstand“.
Zum Projekt PROKETTA:
Das dreijährigen F+E-Projekt „PROKETTA – Prozessketten zwischen Wirtschaft und Verwaltung“ wird über die Förderinitiative „eStandards: Geschäftsprozesse standardisieren, Erfolg sichern“ durch das Bundesministerium für Wirtschaft und Technologie (BMWi) gefördert. Im Projekt werden Prozessketten zwischen Wirtschaft und Verwaltung visualisiert und Möglichkeiten zur Prozessverbesserung identifiziert. Übergeordnetes Ziel ist es, den Aufwand für Unternehmen und öffentliche Verwaltungen bei der Erfüllung bzw. Bearbeitung von Informations- und Meldepflichten zu reduzieren. Kooperationspartner sind u.a. Verwaltungen der kommunalen und Landesebene, kommunale Spitzenverbände, öffentliche IT-Dienstleister, Unternehmen und Kammern.

A.3 Bonn, Deutschland: Wissenschaftliche Begleitung der Neuausrichtung der Abteilung Verwaltungsmanagement/Ausbildung (VMA) im Bundesverwaltungsamt – Resonanzworkshop am 05.02.2015
Das IfG.CC wurde damit beauftragt, die Neuausrichtung der Abteilung Verwaltungsmanagement / Ausbildung (VMA) im Bundesverwaltungsamt wissenschaftlich zu begleiten. Hintergrund ist, dass sich das Bundesverwaltungsamt in den letzten Jahren intensiv um die Umsetzung von Shared Services bemüht hat, der derzeitige Umsetzungsstand bislang allerdings als gemischt einzuschätzen ist. Der Untersuchungsfokus liegt dabei auf den Kernbereichen der Abteilung VMA: Personalgewinnung, elektronisches Personal- und Zeitmanagement sowie Rechnungsbearbeitung (Finanzmanagement).
Mitarbeiter des IfG.CC stellten am 05.02.15 dem Auftraggeber erste Erkenntnisse der durchgeführten Interviews in einem Resonanzworkshop vor. Ziel war es, die ausgewerteten und analysierten Erkenntnisse der Interviews mit einem erweiterten Kreis von Vertretern des BVA zu reflektieren, um die Erkenntnisse zu validieren und mit Erfahrungen und Einschätzungen weiterer Experten zu spiegeln. Dabei ging es insbesondere um Faktoren, welche die Einführung und Umsetzung von Shared Services behindern oder fördern. Diskutiert wurden unter anderem folgende Fragen:
- Sind die größten Hemmfaktoren für die Beauftragung eines Dienstleistungszentrums Steuerungsverlust- und Abhängigkeitsängste?
- Ist der größte Anreiz für die Beauftragung Kapazitätsmangel und spielt der Effizienzgedanke keine bedeutende Rolle?
- Hat die Behördengröße maßgeblichen Einfluss auf Anreize?
- Erschweren fehlende Effizienzgewinne bei Behörden die Beauftragung?
- Hemmt die Forderung nach einer Gegenleistung (Kompensation) die Umsetzung von Shared Services?
- Verhindert ein geringer Grad an Standardisierung Skaleneffekte?

A.4 Wien, Österreich: ODM-Projekt: Open Data-Monitoring-Plattform wurde am 20.02.2015 freigeschaltet
Am 20.02.2015 wurde die alpha-Version der Open Data-Monitoring-Plattform online freigeschaltet, die das IfG.CC im Rahmen des OpenDataMonitor-Projektes miterstellt. Der OpenDataMonitor liest offene Datenbestände von Verwaltungen in ganz Europa aus und analysiert diese im Hinblick auf Inhalte, Qualität, Formate, Lizenzen und viele weitere Merkmale. Der Monitor analysiert sowohl große nationale Plattformen (wie govdata.de) als auch kleinere regionale und lokale Portale. Zum jetzigen Stand umfasst der Monitor bereits 70 von aktuell geplanten 227 Open Data-Katalogen aus EU-Mitgliedsstaaten. In den kommenden Wochen und Monaten werden die übrigen Kataloge eingebunden. Darüber hinaus werden sukzessive zusätzliche Funktionalitäten freigeschaltet. Der OpenDataMonitor gibt beispielsweise Aufschluss darüber, wie hoch der Anteil offener Lizenzen und Formate in den einzelnen Ländern und Katalogen ist, welche Software-Plattformen verwendet werden, welche Arten von Behörden Daten bereitstellen und welche inhaltlichen Daten (z.B. Verkehrsdaten, Geodaten) wo verfügbar sind.
Ziel des OpenDataMonitor (ODM)-Projektes ist es, größere Transparenz über in Europa verfügbare offene Daten herzustellen. Im Rahmen des ODM-Projektes wird dafür eine Plattform entwickelt, die Nutzern eine Übersicht an Open Data Ressourcen in Europa liefert und darüber hinaus Daten aus existierenden Katalogen analysiert und visualisiert. Damit soll ein größeres Verständnis von verfügbaren offenen Daten und bestehenden Datenlücken erreicht werden. Dadurch wird es einer Vielzahl möglicher Nutzer erleichtert, Daten wiederzuverwenden. Die Rolle des IfG.CC umfasst vorrangig die sozialwissenschaftliche Forschung über Open Data. Neben dem IfG.CC sind das Open Data Institute (ODI) in London, die University of Southampton und das Athena Research Institute aus Griechenland weitere Projektpartner. Praxispartner sind die Landeshauptstadt München und der Betreiber des spanischen nationalen Open Data-Portals, red.es. Koordiniert wird das zweijährige Forschungsprojekt von dem österreichischen Technologieforschungs- und -beratungsunternehmen SYNYO. Das ODM-Projekt wird bis Oktober 2015 aus Mitteln des 7. Forschungsrahmenprogramms der Europäischen Union gefördert.

A.5 Schlieben, Brandenburg, Deutschland: Offizielle Vorstellung der Ergebnisse des Projektes „Einführung von Telepräsenzlernen im Gebiet der LAG Elbe-Elster“ am 26.02.2015
Am 26.02. wurden in der Grund- und Oberschule „Ernst Legal“ in Schlieben vor Vertretern des Landes Brandenburg und von Kommunen offiziell die Ergebnisse des Projektes präsentiert. Eingeladen waren auch Vertreter der lokalen und überregionalen Presse. Im Rahmen der Veranstaltung wurde den Teilnehmern anhand einer kurzen Sequenz einer Englischstunde in der Klassenstufe 6 demonstriert, wie der Unterricht mit dem Telepräsenzsystem abläuft. Hierfür wurden der Lehrer und die Schüler aus der Grundschule in Hohenbuckow per Telepräsenzsystem zugeschaltet.
Ziel des Projekts ist es, neue Formen des Lernens und Lehrens unter Nutzung von IT-Systemen (Telepräsenzsysteme, Lernmanagementsystem und Tablets) in 13 Grundschulen der Landkreise Elbe-Elster und Oberspreewald-Lausitz einzuführen und so eine vernetzte Grundschullehre für den ländlichen Raum zu erreichen. Das Projekt hatte im August 2013 begonnen und endet im März 2015. Im Rahmen des Projekts wurde pro Schule ein Klassenraum mit den entsprechenden technischen Systemen ausgestattet. Vorangegangen war eine Konzeptionsphase, in der gemeinsam mit Schulvertretern bedarfsorientierte Szenarien für Anwendungen im schulischen Alltag erarbeitet und fachlich abgestimmt wurden. U.a. soll über das Telepräsenzlernen die fachliche Vertretung bei Erkrankung eines Lehrers einfacher sichergestellt werden, da diese z.B. an kleineren Schulen kurzfristig nicht möglich bzw. nur mit Lehrern aus anderen Schulen realisiert werden kann, für die dann lange Fahrtwege entstehen. Damit geht es nicht darum, einen Lehrer zu ersetzen, sondern Fachunterricht zu ergänzen.
Hintergrund ist, dass aufgrund des Rückgangs der Bevölkerung in ländlichen Regionen Schulen als Institutionen der Daseinsvorsorge für immer weniger Menschen bereitgestellt werden müssen, was im Vergleich zu anderen Regionen höhere Pro-Kopf-Kosten verursacht. Um Einsparungen zu erreichen, wurden in den letzten Jahren Schulstandorte fusioniert oder gänzlich geschlossen. Im Ergebnis werden Lehrer und/oder Schüler dann „übers Land geschickt“, was wiederum kosten- und zeitintensiv ist und auf lange Sicht die wirtschaftliche und soziale Entwicklung einer Region insgesamt behindert: Schulen bilden häufig das Zentrum der örtlichen Aktivitäten und sind ein starker Identifikationspunkt für die Einwohner der Kommunen. Die Schließung einer Schule ist für die Bewohner ein Symbol, dass Orte von der weiteren Entwicklung abgehängt werden, und sie ziehen eher weg. Damit wird das Gebiet noch weniger attraktiv für Unternehmen, weil sie keine Mitarbeiter finden.
Aufgabe des IfG.CC in dem Projekt war es, die Entwicklung und Umsetzung der Szenarien zu begleiten und die praktische Umsetzung zu unterstützen sowie die Qualifizierung der Lehrer zu begleiten. Parallel dazu war ein Transferkonzept zu erstellen, das anderen interessierten Schulen bzw. Regionen als Grundlage dienen kann, ebenfalls diese Form des Unterrichtens einzuführen. Ziel ist es, den Ansatz auf Regionen zu übertragen, die vor ähnlichen Problemen stehen.

us klassischer Verwaltungsorganisationssicht wird oft argumentiert, dass Shared Services gegen das Zuständigkeitsprinzip verstoßen, weil Aufgaben neu verteilt werden. Hinzu kommt, dass Shared Service Center (SSC) sich nicht ohne Weiteres hierarchisch steuern lassen. Damit stellt sich die Frage, ob und wie sie mit dem Zuständigkeitsprinzip vereinbar sind. Im Beitrag wird deutlich, dass es sich bei SSC um eine prozessorientierte Form der Vernetzung handelt, die durchaus mit rechtsstaatlichen Prinzipien vereinbar ist, wenn bewusst eine entsprechende institutionelle wie soziotechnische Gestaltung vorgenommen wird.

P.2 Aktuelle Publikationen zum Forschungsprojekt „Stein-Hardenberg 2.0“
Das Potsdamer Institute for E-Government beschäftigt sich seit einigen Jahren mit der Zukunft der Verwaltung unter dem Titel „Stein-Hardenberg 2.0“. Die preußischen Reformer von einst hatten vor mehr als 200 Jahren den Grundstein für eine moderne Verwaltung gelegt. Zu nennen ist insbesondere die kommunale Selbstverwaltung und das Ressortprinzip. Beide Ausprägungen der Staatsorganisation galten damals als Innovation und sind bis heute Grundfeste deutscher Verwaltung. Hinzufügen kann man noch den Verwaltungsföderalismus als Staatsor-ganisationsprinzip, wenngleich dieser nicht auf Stein und Hardenberg zurückzuführen ist. Die etwas provokante Frage ist, wie würden Stein und Hardenberg die Verwaltung heute organisie-ren, angesichts der Potenziale von IT, die es vor 200 Jahren noch nicht gab? Diese Frage ist in der pointierten Form deshalb gerechtfertigt, weil IT möglicherweise ganz andere Formen der Organisation für die Verwaltung erlaubt, die bisher noch wenig systematisch ausgearbeitet sind. Im August 2014 ist der Ergebnisband des Forschungsprojektes „Zukunft der Verwaltung/Stein-Hardenberg 2.0“ beim Verlag edition sigma in der Reihe E-Government und die Erneuerung des öffentlichen Sektors erschienen. Das Forschungsprojekt hat fundierte Konzepte einer Architektur kooperativer und vernetzter Verwaltung mit E-Government entwickelt.
Ziel des Buches ist es, Veränderungen im Kontext von E-Government auf der Ebene des arbeitenden Staates herauszuarbeiten und diese mit Fragen der Staatsorganisation zu verbinden. Denn genau an dieser Stelle waren bedeutsame Aspekte noch unbestimmt. Unklarheiten bestanden im Wesentlichen darüber, ob und wie die mit vernetztem E-Government möglichen Effizienz- und Effektivitätspotenziale mit den legitimationsdominanten Zielen von staatsorganisatorischen Prinzipien – insbesondere kooperativer Föderalismus, kommunale Selbstverwaltung und ministerielle Ressorthoheit – in Übereinstimmung gebracht werden können.
Dazu werden im Buch erstmals Grundtypen von E-Government-Netzwerken klar definiert und so die allgemeine Bezeichnung „vernetzte Verwaltung“ präzisiert. Darauf aufbauend wird aufgezeigt, wie die organisatorischen Gestaltungspotenziale von E-Government, insbesondere zur räumlichen und behördenübergreifenden Vernetzung, genutzt werden können, ohne dass dadurch grundlegende Prinzipien der Staatsorganisation beeinträchtigt werden. Mit entsprechenden Praxisbeispielen werden die Aussagen fundiert belegt. Anhand konkreter Untersuchungsfelder – Lebenslage Geburt und Leistungen für Eltern eines Kindes mit Behinderung – werden ausgewählte Gestaltungsmöglichkeiten in einen praktischen Anwendungskontext gesetzt und Gestaltungsprinzipien herausgearbeitet. Im Ergebnis zeigt sich, dass die zentralen Prinzipien der deutschen Staatsorganisation vor dem Hintergrund der Möglichkeiten mit E-Government neu auszudeuten sind. Denn die überkommene hierarchisch-siloförmige Arbeitsteilung ist nicht mehr die einzige Form der Aufgabenerledigung, sondern mit IT sind vernetzte und ebenenübergreifende Formen der Leistungserbringung möglich.
Des Weiteren enthält das Buch ein Begriffskompendium, in dem die wichtigsten Begrifflichkeiten der Verwaltungsmodernisierung mit E-Government, insbesondere im Zusammenhang mit den Ergebnissen des Forschungsprojektes „Stein-Hardenberg 2.0“, kurz erläutert werden. Das Begriffskompendium ermöglicht es, auf einen Blick die wichtigsten Grundlagen in kurzer und verständlicher Form zu erhalten.

In der ersten Ausgabe des "WEBverständlich" 2014 des eBusiness-Lotsen Potsdam hat das PROKETTA-Team einen Beitrag zur Sicherung von Fachwissen in Organisationen veröffentlicht. Um Fachwissen zu sichern, sind keine komplexen technischen Systeme erforderlich. Im ersten Schritt ist es wichtig, sich mit den Arbeitsabläufen zu befassen, d.h. welcher Mitarbeiter ist für welche Aufgaben zuständig, welche Arbeitsschritte führt er aus und auf welche Daten und Informationen greift er zu?
In einem zweiten Schritt ist dieses Wissen für alle Mitarbeiter bereitzustellen. Für diese Bereitstellung hat das IfG.CC eine elektronische Lösung entwickelt: den Geschäftsprozessmanager (GPM). Mit dem GPM können Mitarbeiter grafische Modelle ihrer Arbeitsabläufe mit Detailinformationen z.B. zu Prüfschritten oder erforderlichen Dokumenten aufrufen und dieses Wissen auch in neuen Aufgabengebieten anwenden.
In den kommenden Monaten führt das IfG.CC im Rahmen der PROKETTA-Roadshow Workshops zum Thema „Wissenssicherung“ und „Geschäftsprozessmanagement“ durch. Dort erhalten Sie einen Einblick und Tipps, wie Sie schnell und ohne großen Aufwand Fachwissen zu Arbeitsabläufen erheben, dokumentieren und für die organisationsweite Nutzung aufbereiten können.

V.3 Die PROKETTA-Roadshow - Das IfG kommt zu Ihnen
Schon seit Oktober 2014 richtet das PROKETTA-Team (proketta.ifg.cc) in mehreren deutschen Städten eine Roadshow zum Thema „Sicherung von Fachwissen in Organisationen“ aus. Mit der bundesweiten Roadshow sollen auf der Grundlage der bisherigen Projektergebnisse Unternehmen und öffentliche Verwaltungen einen Einblick in Möglichkeiten und Methoden der Wissenssicherung erhalten. Das wird zunehmend wichtiger, da sowohl durch Stellenwechsel als auch verstärkt durch die demografische Entwicklung Mitarbeiter die Organisationen verlassen und so notwendiges Wissen verloren geht. Sowohl Unternehmen als auch Behörden benötigen daher Lösungen und Konzepte, um die drohenden Wissensverluste aufzufangen.
Die Roadshow-Veranstaltungen sind als Workshops angelegt. An Praxisbeispielen erarbeitet das PROKETTA-Team gemeinsam mit den Teilnehmern verschiedene Möglichkeiten zur Wissenssicherung. Ausgangspunkt dafür sind die Arbeitsabläufe bei der Erbringung von Leistungen, denn Wissen darüber macht eine Aufgabenbearbeitung überhaupt erst möglich. Sind die Arbeitsabläufe erfasst und dokumentiert, müssen die Informationen darüber den Mitarbeitern zugänglich gemacht werden. Dafür wird im Workshop der Geschäftsprozessmanager (GPM) vorgestellt. Der GPM ist als prozessorientiertes Wissensmanagementtool konzipiert, mit dem in anschaulicher Form Informationen zu den erhobenen Arbeitsabläufen innerhalb einer Organisation sowie zwischen mehreren Akteuren bereitgestellt und visualisiert werden. So kann sichergestellt werden, dass prozessbasiertes Wissen unabhängig vom Mitarbeiter in einer Organisation erhalten bleibt und jederzeit abrufbar ist.
Partner der Roadshow sind Kommunen, verschiedene Industrie- und Handelskammern sowie eBusiness-Lotsen aus dem eKompetenz-Netzwerk der BMWi-Initiative „Mittelstand Digital“.

The 19th IRSPM ConfeThe 19th IRSPM Conference of the International Research Society for Public Management will take place from March 30th – April 1st 2015 in Birmingham, Great Britain. The theme for the conference is "Shaping the future: transforming public management - 'Re-invention or 'revolution'?“.
Public management faces a 'perfect storm' of challenges ranging from growing expectations and demand, demographic change and financial constraint. Whilst some have sought to look for stability in weathering the storm, others have argued for more radical alternatives.
For many, the 'traditional' tools and strategies of public management seem ill-equipped to deal with contemporary challenges and complexities and begun to advocate and shape a future of transformational change seizing on the 'moment' of dislocation in the wake of the financial crisis. Whilst others, have recognised and re-evaluated the resources and know-how held in bureaucracies and professions or the potential for an acceleration of new public management and marketization.
IRSPM 2015 explores the potentialities of public management to respond, reflect, re-invent and revolutionise in the wake of 'crisis'.

Der Prozesspriorisierungs-Workshop richtet sich an Teilnehmer, die sich mit Themen wie Kostensenkung, Standardisierung und Beschleunigung von Arbeitsabläufen, mehr Service und Transparenz sowie Sicherung von Produkt- und Leistungsqualität beschäftigen.
Anhand einer Prozesspriorisierung werden im Hinblick auf die Zielsetzung bzw. den Problemdruck der Kommune Prozesse ausgewählt, die vorrangig reorganisiert und optimiert werden sollten. Die Teilnehmer des Prozesspriorisierungs-Workshops werden unter dem Motto „Prozess-Potenzial-Screening“ aktiv in die strategische Prozesspriorisierung und -auswahl anhand von Beispielen aus der öffentlichen Verwaltung eingebunden. Ziel ist es, im Vorfeld von Optimierungs- und Reorganisationsvorhaben Prozesse nach ihrer strategischen Bedeutung sowie dem Dringlichkeitsgrad ihrer Optimierung zu priorisieren. So entsteht eine Auswahl an Prozessen, deren Optimierung für die jeweilige Behörde möglich ist und deren Umsetzung Erfolg verspricht.
Den Teilnehmern wird ein Einblick in die Vorgehensweise des IfG.CC bei der Prozesspriorisierung gegeben. Diese wurde in vielen Projekten bereits erfolgreich angewendet und weiterentwickelt. Baugenehmigung, Gewerbeanmeldung, Kfz-Zulassung) aus der öffentlichen Verwaltung eingebunden. Der Mobile-Services-Workshop richtet sich an Teilnehmer, die sich über Einsatzmöglichkeiten und Anwendungsperspektiven von mobilen Dienstleistungen informieren möchten.
Die Erbringung von Verwaltungsleistungen unabhängig von Verwaltungsstandorten ist vor allem in ländlichen Regionen und in Kommunen mit vielen Ortsteilen von Interesse. Verwaltungsmitarbeiter werden dazu mit einem Koffer ausgestattet und erbringen Leistungen an wechselnden Standorten außerhalb der Verwaltung, z.B. in Außenstellen von Kommunalverwaltungen, an Hochschulen oder in Senioreneinrichtungen.
Die Workshop-Teilnehmer erfahren, welche Kofferkomponenten erforderlich und welche Leistungen für einen mobilen Service geeignet sind und bekommen Hinweise für die Umsetzung (z.B. technische und organisatorische Anforderungen) und Bereitstellung von Leistungen über das mobile „Bürgerbüro“.

E.1 IfG.CC-Website mit neuem Layout und neuer Technologie
Digitaler Frühjahrsputz beim IfG.CC: In einer aufwändigen mehrmonatigen Aktion haben wir die Internetpräsenz des IfG.CC modernisiert. Mit einem frischen, modernen Layout und aktuellen Technologien begrüßt das IfG.CC ab sofort seine Besucher auf den neuen Seiten unter der bekannten Adresse http://www.ifg.cc. Dies ist der nunmehr 4. Relaunch innerhalb von 14 Jahren; dabei wurde jedoch immer auf eine hohe Wiedererkennung Wert gelegt. Bis heute konnten wir mehr als 40. Mio. Besucher auf unserer Website verzeichnen.
Die wesentlichen Änderungen im Kurzüberblick:
- Anders als die alte Internetpräsenz, die nach den IfG.CC-Institutionen organisiert war, welche sich jeweils über ein eigenes Content Management System (CMS) präsentierten, basiert der neue Internetauftritt nun auf einem einheitlichen CMS, in dem alle Inhalte der IfG-Gruppe nach Leistungen organisiert sind.
- Die alte Internetpräsenz bestand aus unterschiedlichen Versionen des CMS Joomla, wodurch sowohl die redaktionelle Arbeit als auch die regelmäßige Wartung mit erheblichem Aufwand verbunden war. An eine Weiterentwicklung war vor diesem Hintergrund gar nicht zu denken.
- Dem Webauftritt wurde nun jedoch nicht nur ein neues klassisches Layout verpasst, die neue Site passt sich in der Darstellung und Bedienung nunmehr dynamisch an benutzte Endgeräte wie z.B. Desktop-PCs, Smartphones oder Tablet-PCs und an die verwendete Bildschirmauflösung an (Stichwort „Responsive Webdesign“). Dies betrifft insbesondere die Anordnung und Darstellung einzelner Elemente wie Navigation, Seitenspalten und Texte, aber auch die Nutzung der unterschiedlichen Eingabemethoden von Maus oder Touchscreen. Die technische Basis hierfür bilden neue Webstandards wie HTML5, CSS3 und JavaScript.
- Die Gestaltung der Website orientiert sich an einem Layout, das viele von Ihnen schon vom Desktop-PC, Smartphone und Tablet-PC her kennen: Kachel-Design. Die Basis dafür bildet Microsofts Metro-Oberfläche (Metro-Design).
Unsere bei dieser umfangreichen Migration gemachten Erfahrungen bilden den Kern für neue Dienstleistungen des IfG.CC im Bereich des Webdesigns. Die Mitarbeiter der IfG.CC-Prozessgruppe verfügen über umfangreiches know-how und jahrelange praktische Erfahrung im Bereich des Geschäftsprozessmanagements und der organisatorischen (Neu-)Gestaltung vor allem in Bereichen Bauen, Sicherheit & Ordnung, Vergabe, Meldewesen, Gesundheit, Soziales.

"eHealth weltweit / ehealth worldwide"

Unter eHealth wird der Einsatz von IT im Gesundheitswesen verstanden, z.B. bei der medizinischen Versorgung und der Erbringung weiterer Gesundheitsleistungen. Beispiele für weitere Themenbereiche sind der Austausch, die Verarbeitung und die Bereitstellung von Gesundheitsdaten zwischen allen am Behandlungsprozess beteiligten Akteuren, elektronische Gesundheitskarten sowie Fort- und Weiterbildungen von medizinischem Personal z.B. in ländlichen Gebieten. In allen Bereichen beschränkt sich eHealth dabei nicht allein auf den eigentlichen Einsatz von IT; die Gestaltung von Arbeitsabläufen (auch Behandlungsprozessen) auch über Organisationsgrenzen hinweg, die Um- oder Neugestaltung von Organisationen und neue Kompetenzanforderungen an Beschäftigte im Gesundheitswesen sind ebenfalls wichtige Themen. Wesentlich ist auch die Frage, welche Zugangskanäle z.B. zu telemedizinischen Leistungen für die Patienten angeboten werden. Eine Befragung von Kunden eines Gesundheitsdienstleisters aus den USA hat gezeigt, dass fachliche Konsultationen unter Ärzten per Video gegenüber Telefon und E-Mail bevorzugt werden.
Zum Thema eHealth gehört auch der Austausch von medizinischer Expertise zwischen den Akteuren. In Haiti beispielsweise wurde eine Kooperation zwischen dem Jackson Memorial Hospital’s Ryder Trauma Center in Miami und dem Traumazentrum des Bernard Mevs Hospital in Port-au-Prince vereinbart. Zugleich wird diese Unterstützung als Ausbildungskanal für Ärzte in Haiti wertgeschätzt.
Australien ist eines der Länder, in denen schon sehr früh und mit intensiver staatlicher Förderung große eHealth-Projekte realisiert wurden. Es zeigt sich jedoch, dass solche Projekte nicht immer nachhaltig sind, d.h. Strukturen und die medizinische Versorgung werden nicht immer dauerhaft und langfristig verbessert. Eine Telehealth-Studie hat gezeigt, dass von Ärzten in urbanen Gebieten oft nur gerade der Umfang an Video-Konsultationen für Patienten in ländlichen Gebieten angeboten wird, der erforderlich ist, um Fördermittel zu bekommen. Ist diese Grenze erreicht, wird dieser Service reduziert bzw. gestrichen.

2.1 USA: Majority of Americans Willing to See a Doctor Via Video
A survey of US consumers found that 64% of Americans are willing to have doctor visits via video tele-health. The nationally projectable survey of 2,019 Americans age 18+ was conducted online by Harris Poll on behalf of telehealth operator American Well in December. The survey uncovered key factors important to consumers when it comes to telehealth.

2.2 Telemedicine For Haiti: The University Of Miami Makes Trauma More Survivable
Haiti is no stranger to trauma – as we were reminded, when a power-line accident and the ensuing pan-ic killed 16 people during Carnival celebrations in Port-au-Prince.
We need no reminding that Haiti is still recovering from a 2010 earthquake that killed as many as 300,000 people. During those catastrophic moments five years ago, it was hard to imagine a silver lin-ing. But an important benefit did emerge – one, in fact, that may have saved some lives this week after the Carnival tragedy.
Before the earthquake, emergency medicine in Haiti was unreliable at best. Sometimes unattainable.
“There were many skilled physicians in Haiti,” says Dr. Toni Eyssallenne, a Haitian-American who’s an internal medicine and pediatrics specialist at the University of Miami and Bernard Mevs Hospital in Port-au-Prince. “But they were in a very frustrating, resource-poor setting.”
The disaster gave rise to improved trauma care in the western hemisphere’s poorest country. Today, if you suffer a heart attack or a bad road collision in Haiti, you have a better chance of getting proper treatment.
And a big reason for that change can be found not in Haiti but 700 miles away in Miami – inside a conference room at Jackson Memorial Hospital’s Ryder Trauma Center.

2.3 Canada: British Columbia: Vancouver Island: Health records consolidated under electronic system
Nanaimo will be the first to hook into Island Health’s new, $178-million ‘one person, one record’ medical system, lauded as the first of its kind in the country.
IHealth, an electronic health record system, has been a decade in the making and will go online for the first time this June, building a central bank of patient information that health-care practitioners can eventually access at any Island Health facility.
Electronic health records are not new. The provincial government itself has created eHealth, which is meant to store lab results, diagnostic scans and medication histories online.
But Island Health says its initiative is different and a much larger scope than electronic health records that exist in other provinces. It’s investing $175 million over 10 years into IHealth, which is being developed in partnership with Cerner Canada and will span all facilities, program areas and geographies within the health authority – something no other existing system in the country does, it said.

2.4 Australia: Telehealth study finds city specialists often too busy to consult regional patients remotely
Getting sick in the country no longer has to mean long trips to faraway specialists.
But while telemedicine is opening up health care to regional Australia, there are still some major teething problems.
A Skype session with a specialist in your GP's surgery, emailed scans and blood tests and phone consults, are just a sample of the range of telemedicine used today.
Federal funding helped kick start it, but there are no more government funds available, according to a report by Dr Yvette Blount at Macquarie University's Centre for the Health Economy.

2.5 USA: New Tennessee telemedicine law grows health care access
Despite the promises of the Affordable Care Act, the rollout of the health law has only enforced what we feared to be true: Access to health insurance does not equal access to health care.
A 2011 Center for Disease Control study showed that 80 percent of adults who visited the emergency room and weren't admitted did so because they didn't have another provider to turn to.
At about $1,500 per visit, the ER makes for expensive and inefficient non-emergency care. Walk-in retail clinics and urgent care centers bridge some of the gap, but clearly not enough.
By 2025, the problem will have grown to a shortage of at least 50,000 physicians.
The solution, surprisingly, is not to train more doctors. Instead, it is time to change the way we deliver care by harnessing modern technology. Telemedicine, or "telehealth," provides remote access to a doctor via phone or videoconference. Telehealth is appropriate for many basic health concerns like the flu or ear infections.

2.6 USA: California: RITA the robot is programmed to improve telehealth efficiency
A next generation medical robot named RITA could help expedite treatments, reduce infections, and assist in facing biomedical terrorism. The robot, (whose name is an acronym for Robotic Intelligent Telehealth Assistant) has been developed by a group of scientists in California, and is manufactured by a company called Pertexa.
The robot can connect a patient to a medical specialist in any location in a secure, HIPPA compliant, manner. It is built with open architecture, which means it can integrate with a number of medical and diagnostic specialists, such as cardiologists and neurologists.

The European Commission has published its league table of digital countries and the Best of Europe’s tech world is, you guessed it, Denmark!
Sweden, the Netherlands and Finland make up the remaining top four, proving that Scandis really do do IT better. But in a not-too-shabby performance, the UK is jostling for attention at number six, right behind plucky Belgium.

4.2 Index says Malta lacks in crucial digital skills
Malta needs to address its “severe digital skills gap” as almost half the population do not possess at least basic skills, according to an EU index.
Seventy per cent of the Maltese are internet users, which is below the EU average of 75 per cent. But only 55 per cent possess at least basic digital skills, with the EU average standing at 59 per cent.

5.1 Philippines: New DOST project aims to streamline gov't workflows
The Philippine government will be launching a project to facilitate interoperability within various offices and to streamline data management. This was announced on February 26 by the Department of Science and Technology (DOST).
Government IT experts and officials are meeting on February 26 to finalize a policy document regarding the undertaking. A framework on technical interoperability was completed last year and another policy document – which will deal with business process interoperability – is expected to be finished this year.

5.2 India: IN: e-Biz Portal Goes Live
With 11 central services the 24x7 single-window portal will clear multiple business & investment licenses in a single shot
The Department of Industrial Policy and Promotion (DIPP) launched the eBiz G2B (Government to Business) portal (www.ebiz.gov.in) on 19/2/2015 with eleven central government services. The integrated payment gateway is the first in the country to collect fees through debit/credit card for multiple government services in a totally automated manner. This will serve as a universal gateway for all e-Governance applications.

5.3 Pakistan: PK: Reforms in civil service vital for good governance: Dr Ishrat
Our civil service has failed to deliver as many non-deserving civil servants got promotions but on the contrary deserved ones remained marginalized. Dr Ishrat Hussain, Dean and Director, Institute of Business Administration Karachi and former Governor, State Bank of Pakistan delivered a lecture on “How to ensure good governance in Pakistan?” under the distinguished lecture series, Faculty of Social Sciences, University of Karachi on Thursday, February 19, 2015.
In his lecture, he emphasized on the e/government system and termed it as a major tool that could help to minimize the menace of corruption. He added that federal government should take care of all higher educational institutions; provincial governments should monitor colleges while district education boards must be set up to ensure quality of education at the primary school level.

5.4 Singapore: SingPass beefed up with OneKey token
New token will secure e-government transactions done by citizens and PRs
All Singapore citizens and permanent residents (PRs) can soon register for the OneKey calculator-like token to secure their e-government transactions.
A government bulk tender has been awarded to OneKey's issuer, Assurity Trusted Solutions, as part of a systems upgrade following the discovery of 1,560 breached SingPass accounts last June.

In an interview with Sweta Ranjan, Ravi Shankar Prasad explains that the Digital India initiative will not only connect billions of citizens, but it will also make the country a hub for e-commerce. Excerpts:
What is ‘Digital India’ and how will it benefit the common man?
It will make the common man more empowered. It will bridge the gap between digital haves and digital have-nots. We need Digital India more for the poor and under-privileged people. For example, if a rickshaw puller from Bihar comes to Delhi then all his documents like BPL card, birth certificate, caste certificate, land records, etc. will be digitally transferred to Delhi. He will not require another BPL card. In cases where pension is given at a particular time and in cases of old age pension a lot of ‘ghost’ people or middlemen take away the benefits. Under Digital India, all identities along with the Aadhaar card will be attached with proper thumb and digital identity. Therefore, pilferage, ghost withdrawal and misappropriation will end and the real benefit will go to the poor people.

5.6 Australia building single log-in for central, state and local government services
Significant leap forwards for government as a platform concept.
Australia’s Digital Transformation Office (DTO) will build a single log-in for government services that will operate across federal, state and local governments.
The move is important because it bridges the divide between central and local government digital services by creating a common system for citizens anywhere in Australia.
The current federal myGov system, run by the Department of Human Services, will now be managed by the DTO and made available to local government.
