From the rise to the consolidation of smart cities
Smart cities are here to stay. What was considered a big trend a few years ago is now an established topic and a reality for many citizens.
Today we have world rankings, thematic indexes, certifying and specialised companies, cases and, above all, the interest of the public sector and society in advancing this agenda.
The aim of this article is to give a brief overview of the subject and to understand how far we have come and where we are going. A journey through the most impressive Smart Cities initiatives on the planet and their impact on society. The starting point is a simple question:

Here’s How ‘Smart Cities’ Focus On Resilience And Growth No Matter Who’s President In The U.S.
When we step back from high emotions—in either direction—after the U.S. election last week, we see millions of extraordinary people doing yeoman’s work to make our lives, cities, and communities better and more resilient. Hundreds of ways they are doing so were on vivid display at the Smart Cities Expo World Congress 2024 last week in Barcelona, Spain which I had the privilege of exploring. People from across the globe who share a fervent desire to make our cities run more efficiently, serve more residents more effectively and be more resilient – that is, to make them “smarter” — gathered and displayed their solutions.
It's a living reminder that clever, determined, creative people will always use their imagination, resources, networks and elbow grease to find a way to solve every day challenges both large and small. Most of the people I talked to at the Expo – from the Netherlands, to Cyprus and Singapore, from Europe to the Middle East, and fellow Americans – are quick to say their work continues no matter who sits in the White House.

IN: Urban sustainability: Green infrastructure and smart cities
As urban areas in India rapidly expand, the need for sustainable development becomes increasingly critical. By 2050, it is estimated that nearly 68% of the global population will reside in cities, putting immense pressure on infrastructure, resources, and the environment. In India, where cities are experiencing unprecedented growth and transformation, this urgency is amplified. Urbanization is not just changing the physical landscape; it is reshaping the social, economic, and environmental aspects of urban life.
India’s urban population is projected to reach nearly 600 million by 2030, putting immense pressure on key resources such as housing, transportation, water, and energy. To address this growing challenge, the country is prioritizing sustainable urban development to minimize environmental impact and improve the quality of life in cities. The integration of green infrastructure, advanced technologies, and efficient urban planning is seen as a critical solution for creating sustainable, resilient, and liveable urban environments. Initiatives like the Smart Cities Mission are core to this strategy, aiming to modernize urban infrastructure using sustainable practices.

US: The Future of Smart City Technology in North Carolina
Around the world, cities are becoming “smarter” by using advanced technologies to create more efficient, sustainable, and enjoyable communities. North Carolina is also embracing this trend by bringing smart technology to its urban areas. But what does a “smart city” really mean, and how will these technologies shape North Carolina’s future? Let’s look at how smart city projects are transforming the state.
What is a Smart City?
A smart city uses technology and data to improve life for the people who live there. It’s like giving the city a “brain” that connects and monitors things like traffic, energy, and waste. For example, smart traffic lights can adjust based on real-time conditions to help reduce traffic jams. Buildings might save energy through sensors that turn off lights in empty rooms, and waste systems can even track trash levels to schedule pick-ups only when needed.

Citizens also have a responsibility in making African cities liveable
Cities are complex social systems and, like magnets, they attract and repel. For some citizens the notion of a city conjures up images of bright lights, sophistication, excitement and opportunities. For others, a city is a dystopian, heartless and dangerous place where social ills prevail and threats to life and limb are pervasive. No matter the prevailing views towards cities, for millions of Africans, cities are what we call home. The challenge is, how to make cities more liveable; where they shelter us, nurture us, support us, and even become spaces where dreams are made.
African cities are expanding at a rapid rate. Cairo, Addis Ababa, Kigali and Cape Town are but a few of the cities on the continent that have shown exponential growth spatially, economically and demographically. These are primarily due to rural to urban population shifts, intercity-migration and high birth rates.

Traditional city planning methods require significant technical expertise and manual work. A Virginia Tech researcher is working to change that.
New research shows the potential of large language models (LLMs), such as ChatGPT and Google's Gemini, for assessing the human-made environment using street-view images.
By comparing LLM performance with traditional city planning deep learning methods, the study from the College of Natural Resources and Environment at Virginia Tech found that LLM-based performance is similar with established approaches. Unlike traditional methods that require technical expertise or manual work, the researchers found LLMs offer a more accessible tool for users, making it easier for policy and planning stakeholders to use these models in small to medium sized cities for managing smart urban infrastructure.

Converging IT and OT Is Key to a Smart City
Cities must overcome cultural differences to maximize smart technology investments.
Smart technologies have the potential to make cities more sustainable, efficient and secure, but maximizing their potential requires an IT and operational technology convergence that has historically been nonexistent. Fears of meddling with what has worked for decades, cultural differences between teams and a combination of other factors have resulted in IT and OT being treated as separate entities. This outmoded approach threatens to undercut cities’ investments in smart city technology.
IT and OT convergence is already happening in industries such as manufacturing, where data is collected, analyzed and shared to improve processes and create smarter and more sustainable factories. It’s time to bring those benefits to our nation’s municipalities through a combination of education, processes and tools.

CA: Tech utopia or corporate overreach? The story behind the demise of Sidewalk Labs in Toronto
Sidewalk Labs promised to build the city of the future, but public mistrust and fears of surveillance capitalism brought it down. Quayside 2.0 rises in its place, shifting the focus from technological control to sustainable urban living.
In December 2021, it all came to an end. Sidewalk Labs, the urban planning company, closed its ambitious smart city project in Toronto. The CEO left, and the company, which operated as a subsidiary of Alphabet, was absorbed back into its parent company. The Quayside project, which had been the subject of countless articles and was seen as a prototype for future cities, simply faded away. The tech giant would not plan, build, or operate a city from the ground up. There would be no wooden buildings covered with solar panels, no modular architecture for quick repurposing, no heated sidewalks to melt the snow, and no autonomous taxi system replacing streets. There would be no innovative canal system where industrial robots would empty trash and deliver mail, nor any climate management system to keep residents warm in winter and cool in summer.

US: Smart, Interconnected Buildings Are Shaping the Cities of Tomorrow
On the long path to creating a smart city, the journey begins with its core: the buildings. Intelligent buildings are the foundation upon which smart cities are built, serving as the individual units that, when interconnected, transform the urban landscape into a hub of efficiency, sustainability, and seamless functionality.
Data is the lifeblood pulsing through intelligent buildings and, by extension, smart cities. Equipped with sensors, intelligent buildings continuously gather information about energy use, occupancy patterns, and environmental conditions. This data is analyzed and utilized to enhance building operations, reduce waste, and optimize resources. More importantly, this data feeds into broader city systems, empowering decision-makers with real-time insights to make informed, city-wide adjustments that benefit everyone.

Cities of the Future: Building with Innovation and Sustainability
Throughout history, it has become clear that the key to long-lasting and sustainable projects is to lay solid foundations. Our society is headed towards a more urban future in which the density of metropolises will be ever greater. That is why this more urban tomorrow requires modern urban planning capable of building innovative, sustainable and flexible structures. Because the only way to make our society live better is to build better.
To achieve this goal, we must adopt integrated approaches that take advantage of emerging technologies and sustainable practices. Here, the positive impact that technological tools such as BIM or Construction Management Software are already having on the development of construction activity is undeniable. BIM is the most widespread and widely used technology, since it makes it possible to design and envision the work in a virtual environment before building it in the real world, thereby avoiding hypothetical errors in the various stages of construction.

Februar 2015 in Potsdam.
Kooperationspartner sind u.a.

- Kommune 21, Ausgabe 01/2015: Stein-Hardenberg 2.0. Neu Organisieren., Seite 18f.

P.3 Köhl, Stefanie/Lenk, Klaus/Löbel, Stephan/Schuppan, Tino/Viehstädt, Anna-Katharina: „Stein-Hardenberg 2.0“ – Architektur einer vernetzten Verwaltung mit E-Government. - 2014.

R.1 Kucklick, Christoph: Die granulare Gesellschaft. Wie das Digitale unsere Wirklichkeit auflöst. Berlin: Ullstein Verlag. - 2014.

- Teilnehmer: max. 10 Personen aus Unternehmen und/oder Behörden
- Kosten: Die Teilnahme ist kostenfrei.

=========================================================================
K.1 Announcement: Birmingham, Great Britain, 30.03. - 01.04.2015: 19th IRSPM Conference
The 19th IRSPM ConfeThe 19th IRSPM Conference of the International Research Society for Public Management will take place from March 30th – April 1st 2015 in Birmingham, Great Britain. The theme for the conference is "Shaping the future: transforming public management - 'Re-invention or 'revolution'?“.
Public management faces a 'perfect storm' of challenges ranging from growing expectations and demand, demographic change and financial constraint. Whilst some have sought to look for stability in weathering the storm, others have argued for more radical alternatives.
For many, the 'traditional' tools and strategies of public management seem ill-equipped to deal with contemporary challenges and complexities and begun to advocate and shape a future of transformational change seizing on the 'moment' of dislocation in the wake of the financial crisis. Whilst others, have recognised and re-evaluated the resources and know-how held in bureaucracies and professions or the potential for an acceleration of new public management and marketization.
IRSPM 2015 explores the potentialities of public management to respond, reflect, re-invent and revolutionise in the wake of 'crisis'.
The panel „Managing the digital future of the public sector: Transforming public management through e-government?“ is led by Prof. Miriam Lips (Victoria University of Wellington, New Zealand) and Prof. Tino Schuppan (IfG.CC, Potsdam, Germany).

Für weitere Informationen oder Angebote hierzu stehen Ihnen Dr. Manfred J. Suhr (This email address is being protected from spambots. You need JavaScript enabled to view it.), Vorstand und Geschäftsführer des IfG.CC, oder Nico Hecklau (This email address is being protected from spambots. You need JavaScript enabled to view it.), wissenschaftlicher Mitarbeiter am Institut, gern zu Verfügung.
E.2 Unsere Prozessmanagement-Dienstleistungen
Für weitere Informationen oder Angebote hierzu stehen Ihnen Dr. Manfred J. Suhr (This email address is being protected from spambots. You need JavaScript enabled to view it.), Vorstand und Geschäftsführer des IfG.CC, oder Friederike Thessel (This email address is being protected from spambots. 2. Schwerpunktthema des Monats/Key Issue of the Month:
"eHealth weltweit / ehealth worldwide"
=========================================================================
2.1 USA: Majority of Americans Willing to See a Doctor Via Video
A survey of US consumers found that 64% of Americans are willing to have doctor visits via video tele-health. The nationally projectable survey of 2,019 Americans age 18+ was conducted online by Harris Poll on behalf of telehealth operator American Well in December. The survey uncovered key factors important to consumers when it comes to telehealth.

2.2 Telemedicine For Haiti: The University Of Miami Makes Trauma More Survivable
Haiti is no stranger to trauma – as we were reminded, when a power-line accident and the ensuing pan-ic killed 16 people during Carnival celebrations in Port-au-Prince.
We need no reminding that Haiti is still recovering from a 2010 earthquake that killed as many as 300,000 people. During those catastrophic moments five years ago, it was hard to imagine a silver lin-ing. But an important benefit did emerge – one, in fact, that may have saved some lives this week after the Carnival tragedy.
Before the earthquake, emergency medicine in Haiti was unreliable at best. Sometimes unattainable.
“There were many skilled physicians in Haiti,” says Dr. Toni Eyssallenne, a Haitian-American who’s an internal medicine and pediatrics specialist at the University of Miami and Bernard Mevs Hospital in Port-au-Prince. “But they were in a very frustrating, resource-poor setting.”
The disaster gave rise to improved trauma care in the western hemisphere’s poorest country. Today, if you suffer a heart attack or a bad road collision in Haiti, you have a better chance of getting proper treatment.
And a big reason for that change can be found not in Haiti but 700 miles away in Miami – inside a conference room at Jackson Memorial Hospital’s Ryder Trauma Center.

2.3 Canada: British Columbia: Vancouver Island: Health records consolidated under electronic system
Nanaimo will be the first to hook into Island Health’s new, $178-million ‘one person, one record’ medical system, lauded as the first of its kind in the country.
IHealth, an electronic health record system, has been a decade in the making and will go online for the first time this June, building a central bank of patient information that health-care practitioners can eventually access at any Island Health facility.
Electronic health records are not new. The provincial government itself has created eHealth, which is meant to store lab results, diagnostic scans and medication histories online.
But Island Health says its initiative is different and a much larger scope than electronic health records that exist in other provinces. It’s investing $175 million over 10 years into IHealth, which is being developed in partnership with Cerner Canada and will span all facilities, program areas and geographies within the health authority – something no other existing system in the country does, it said.

2.4 Australia: Telehealth study finds city specialists often too busy to consult regional patients remotely
Getting sick in the country no longer has to mean long trips to faraway specialists.
But while telemedicine is opening up health care to regional Australia, there are still some major teething problems.
A Skype session with a specialist in your GP's surgery, emailed scans and blood tests and phone consults, are just a sample of the range of telemedicine used today.
Federal funding helped kick start it, but there are no more government funds available, according to a report by Dr Yvette Blount at Macquarie University's Centre for the Health Economy.

2.5 USA: New Tennessee telemedicine law grows health care access
Despite the promises of the Affordable Care Act, the rollout of the health law has only enforced what we feared to be true: Access to health insurance does not equal access to health care.
A 2011 Center for Disease Control study showed that 80 percent of adults who visited the emergency room and weren't admitted did so because they didn't have another provider to turn to.
At about $1,500 per visit, the ER makes for expensive and inefficient non-emergency care. Walk-in retail clinics and urgent care centers bridge some of the gap, but clearly not enough.
By 2025, the problem will have grown to a shortage of at least 50,000 physicians.
The solution, surprisingly, is not to train more doctors. Instead, it is time to change the way we deliver care by harnessing modern technology. Telemedicine, or "telehealth," provides remote access to a doctor via phone or videoconference. Telehealth is appropriate for many basic health concerns like the flu or ear infections.

2.6 USA: California: RITA the robot is programmed to improve telehealth efficiency
A next generation medical robot named RITA could help expedite treatments, reduce infections, and assist in facing biomedical terrorism. The robot, (whose name is an acronym for Robotic Intelligent Telehealth Assistant) has been developed by a group of scientists in California, and is manufactured by a company called Pertexa.
The robot can connect a patient to a medical specialist in any location in a secure, HIPPA compliant, manner. It is built with open architecture, which means it can integrate with a number of medical and diagnostic specialists, such as cardiologists and neurologists.

There’s more digital things than we dreamt of
The European Commission has published its league table of digital countries and the Best of Europe’s tech world is, you guessed it, Denmark!
Sweden, the Netherlands and Finland make up the remaining top four, proving that Scandis really do do IT better. But in a not-too-shabby performance, the UK is jostling for attention at number six, right behind plucky Belgium.

4.2 Index says Malta lacks in crucial digital skills
Malta needs to address its “severe digital skills gap” as almost half the population do not possess at least basic skills, according to an EU index.
Seventy per cent of the Maltese are internet users, which is below the EU average of 75 per cent. But only 55 per cent possess at least basic digital skills, with the EU average standing at 59 per cent.

Dr Ishrat Hussain, Dean and Director, Institute of Business Administration Karachi and former Governor, State Bank of Pakistan delivered a lecture on “How to ensure good governance in Pakistan?” under the distinguished lecture series, Faculty of Social Sciences, University of Karachi on Thursday, February 19, 2015.
In his lecture, he emphasized on the e/government system and termed it as a major tool that could help to minimize the menace of corruption. He added that federal government should take care of all higher educational institutions; provincial governments should monitor colleges while district education boards must be set up to ensure quality of education at the primary school level.

New token will secure e-government transactions done by citizens and PRs
All Singapore citizens and permanent residents (PRs) can soon register for the OneKey calculator-like token to secure their e-government transactions.

5.5 India: We aim to connect every Indian in the next 5-6 years: Ravi Shankar Prasad
In an interview with Sweta Ranjan, Ravi Shankar Prasad explains that the Digital India initiative will not only connect billions of citizens, but it will also make the country a hub for e-commerce. Excerpts:
What is ‘Digital India’ and how will it benefit the common man?
It will make the common man more empowered. It will bridge the gap between digital haves and digital have-nots. We need Digital India more for the poor and under-privileged people. For example, if a rickshaw puller from Bihar comes to Delhi then all his documents like BPL card, birth certificate, caste certificate, land records, etc. will be digitally transferred to Delhi. He will not require another BPL card. In cases where pension is given at a particular time and in cases of old age pension a lot of ‘ghost’ people or middlemen take away the benefits. Under Digital India, all identities along with the Aadhaar card will be attached with proper thumb and digital identity. Therefore, pilferage, ghost withdrawal and misappropriation will end and the real benefit will go to the poor people.

5.6 Australia building single log-in for central, state and local government services
Significant leap forwards for government as a platform concept.
Australia’s Digital Transformation Office (DTO) will build a single log-in for government services that will operate across federal, state and local governments.
The move is important because it bridges the divide between central and local government digital services by creating a common system for citizens anywhere in Australia.
The current federal myGov system, run by the Department of Human Services, will now be managed by the DTO and made available to local government.
