The Department of Information Technology (IT) is in the process of drawing up a proposal to launch a single web portal for Government departments so that e-governance becomes a reality.

The web portal will serve as a virtual link for the public to carry out transactions such as payment of bills, applications or issue of certificates from Government departments among other services.

Computerisation takes governance to a new level

The City Corporation headquarters at Palayam is sporting a smart new look these days. The expansive lobby at the entrance to the building has undergone a radical transformation. The massive wooden counter, which dominated the interiors, has disappeared. So has the frayed, dusty carpet covering the pitted cement floor and the dirty walls streaked with betel juice.

My joy knew bounds when I read “Expression of Interest for Establishment of 8464 Common Service Centres (VASUDHA) in Rural Bihar” in today’s edition of the Times of India. So, e-Governance is about to reach the villages of Bihar. Truly, it is step towards right direction, a step to reaching out to the un-reached. To be precise, e-Governance is an emerging trend to re-invent and re-define the way the government works. The positive thing about it is that Bihar Government, in order to improve the quality of governance, has taken up the modern approach to provide service delivery to the rural masses. In the process, Bihar is set to create 8464 CSCs in rural areas.

Guess which town is about to overtake IT City Bangalore in terms of technology-driven governance? Ramanagaram, Chief Minister H D Kumaraswamy’s own constituency.

The City Municipal Council of Ramanagaram will have Geographical Information System (GIS) and Management Information System (MIS) in place by October 15. Being implemented under the eGovern GIS scheme, by eGovernments Foundation, 90 per cent of the work has already been completed. Incidentally, the achievement is less than 30 per cent in Bangalore, where it was launched about two-and-a-half years ago, along with Ramanagaram and 55 other towns and cities in Karnataka.

Rahul Jain is a practicing Company Secretary. He has been visiting the help desk at a facilitation center set by Tata Consultancy Services to file forms since the center was launched in April.

The help desk familiarises chartered accountants and company secretaries with e-filing of forms related to company matters, but Rahul says paperless transactions - which should have cut down his workload - do not seem to be helping any.
