Staatskanzleichef Huber verkündet Plan in München

Der bayrische Staatskanzleichef Erwin Huber hat heute auf der IT-Messe SYSTEMS 2005 in München zusätzliche Investitionen im Bereich E-Government angekündigt. "Unser Ziel ist der optimale Verwaltungs-Service zu jeder Zeit und an jedem Ort", erklärte Huber, der sich zurzeit ein Pöstchengerangel um den Sessel des bayrischen Ministerpräsidenten mit Innenminister Günther Beckstein liefert.

Sie heißt "INES" und könnte die französische Schwester des Orwellschen Big Brother sein. Bei INES handelt es sich um das Projekt des französischen Innenministeriums, eine "Identité nationale électronique securisée" einzuführen. Übersetzt heißt das, dass ab 2007 in Frankreich ein elektronischer Personalausweis mit integriertem Mikrochip eingeführt werden soll, auf dem neben dem "État civil" (Familienstand) und der Adresse auch biometrische Daten des Inhabers gespeichert werden sollen.

Government Web sites have changed dramatically over the past five years. The number of pages published by state, local and federal agencies has grown exponentially — as have the expectations of citizens, businesses and other government agencies.

The need for compliance with regulations for everything from record retention to accessibility highlights the need for more than just simple editing and posting tools.

Local e-government minister Jim Fitzpatrick has confirmed that the transfer of work from the 22 national e-government projects to lead local authorities is on target, with almost half the projects’ products handed over.

Speaking at a House of Lords reception, Fitzpatrick denied that the government had abandoned the projects, saying the national programme had “come to the end of its allotted life”.

The Government will launch a new one-stop portal in mid-2006 under a new strategy for delivering online government information and services which the Digital 21 Strategy Advisory Committee has endorsed.

The portal will group related government information and services into different service clusters based around the needs and expectations of citizens and businesses. Customer research will be conducted at stages to provide input to the design and information/services grouping.
