The government policymakers' ICT awareness and knowledge development are crucial for successful implementation of e-government in Bangladesh, according to a study.

The four-year academic research styled 'e-Government for Bangladesh: A Strategic Pathway to Success' was launched on October 18 in Dhaka.

ICT Management workshop for government officers of Bangladesh designed by National Centre for Information Systems Research (NCISR) of the Australian National University (ANU) came to an end through the completion of last and third batch of the workshop on October 20.

A total 99 officers including the ICT focal points of the various ministries, joint secretaries and deputy commissioners attended the two-day long workshop during the three offerings at Bangladesh Computer Council (BCC).

ICT has been in use in Bangladesh since the 1960s, and increased with the formation of the Bangladesh Computer Council (BCC) in 1986. The 1997 recommendations on ICT development and the 2002 ICT policy were formulated. More recently, an e-government cell was created in the chief advisor's unit, and completed an e-government horizon scan last December.

The inescapable conclusion is that the relative lack of progress cannot be explained by a lack of focus or political priority. Instead, I believe the explanation lies in the fact that government strategies in this area have had less impact because of weaknesses in the way they were delivered.

Experts at a seminar yesterday suggested introducing electronic governance in Bangladesh as they said it would not only improve the process of government work but also ensure transparency and check corruption.

Addressing the seminar, Chief Advisor's Special Assistant Dr Tamim emphasized computer-based skill development of government officials, saying that e-Governance could ease and accelerate the country's development process.

The Election Commission Secretariat yesterday signed an agreement with mobile phone operator Teletalk Bangladesh Ltd to facilitate quick information for the people about the August 4 elections to four city corporations and nine municipalities.

EC secretary M Humayun Kabir and Managing Director of Teletalk Bangladesh Ltd Mohammad Mujibur Rahman signed the agreement, on behalf of their respective sides, at the conference room of EC Secretariat.
