Federal agencies and their contractors will soon get more guidance on how to do share-in-savings contracting, federal officials said today at a conference about the rarely used procurement method.

A proposed rule outlining procedures for share-in-savings contracting should be published in the Federal Register sometime in the next few weeks, said Ken Buck, director of the Share-in-Savings Program Office at the General Services Administration. GSA and the Council for Excellence in Government, a nonpartisan, nonprofit Washington group, hosted the conference in Washington.

An Internet voting system developed by the Pentagon for U.S. citizens overseas is so vulnerable to attacks that it should be scrapped, four computer security experts said in a report released Wednesday.

But the Pentagon is standing by the system, which could get its first test Feb. 3 in South Carolina's primary election.

Health and Human Services secretary Tommy Thompson last week officially launched Grants.gov, which serves as the common face for federal grant program information and applications.

The portal directs grant seekers to more than 800 programs at 26 grant-making agencies and streamlines the process of awarding more than $360 billion annually to state and local governments, academia, not-for-profits and other organizations.
