  • Frankreich will Breitbandausbau mit 20 Milliarden Euro beflügeln

    Der französische Präsident Francois Hollande will mit Investitionen in Höhe von insgesamt 20 Milliarden Euro den Breitbandausbau vorantreiben. Die Mittel sollen aus öffentlichen und privaten Quellen stammen, kündigte Hollande laut Medienberichten an. Bis zum Ende seiner Amtszeit 2017 will der Präsident mindestens 50 Prozent des Landes mit superschnellen Internetanschlüssen versorgt wissen. Einzelheiten zu den geplanten Bandbreiten und Versorgungstechniken wurden nicht bekannt, es geht aber vor allem um Glasfaserleitungen.

  • Việt Nam, France forge stronger ICT co-operation

    Minister of Information and Communication Trương Minh Tuấn has expressed hope that French businesses, with their advantages in capital and information and experience in international business, will continue investing in Việt Nam.

    At a meeting with French Minister of State for Economy, Industry and Digital Technology Bertrand Pailhes during his visit to France from November 26 to 29, Minister Tuấn said that since the two countries set up their strategic partnership in 2013, bilateral co-operation had thrived in all fields, including information and communication technology (ICT).

    France, notorious for its jungle of red-tape, has apparently been undersserving of some of that criticism. A new report ranks France as the best country in Europe when it comes to online government services.

    In a new UN report ranking the world’s e-governments, France has (surprisingly?) come out on the top in Europe, and fourth in the world, on its government access and services online.

  • About 16 000 eHealth records created since project deployment across France

    Approximately 16 000 Personal Health Files(Dossier Médical Personnel - DMP, in French) - the French electronic health records - have been created since the launch of the service in December 2010, according to data presented by the Agency for Shared Health Information Systems (ASIP Santé, in French) on 7 July 2011.

    Based on information provided by ASIP Santé during its ninth inter-regional meetings, 15 706 French owned the DMP during the six-month period following its nationwide deployment on 16 December 2010. More than nine out of ten DMPs were created in four regions participating in the pilot deployment, namely: Alsace: 6 829; Picardy: 3 867; Aquitaine: 2 306; Franche-Comté: 1 555).

    Während Deutschland sich mit der Veröffentlichung des Lösungskonzeptes daranmacht, die Prototypen für seine elektronische Gesundheitskarte zu entwickeln, hat die französische Nationalversammlung die Gesetze verabschiedet, die eine solche Karte möglich machen. In Frankreich "carte vitale 2" genannt, soll sie genau wie hierzulande die Mehrfachverschreibung von Medikamenten verhindern, auf tödliche Medikamentenkombinationen wie im Lipobay-Skandal aufmerksam machen und die Zahl der Arztbesuche eindämmen helfen.

Its aim is to promote open data, safeguard net neutrality and ensure internet access to all citizens. But will the comments be taken on board?

    Bundesjustizministerin Brigitte Zypries hat heute in den Gesprächen mit ihrem spanischen Amtskollegen Juan Fernando López Aguilar die Bedeutung der Vernetzung der Strafregister von Deutschland, Spanien und Frankreich hervorgehoben. Geplant sei, bereits im Jahre 2005 einen umfassenden elektronischen Informationsaustausch zwischen dem deutschen Bundeszentralregister und den französischen und spanischen Strafregistern über die dort gespeicherten Vorstrafen zu ermöglichen.

  • E-Gov still lags behind, only 24% of Italians used it in 2015

    Italy’s delay in the digitalization of the public administration is known, and improvements from year to year are slow in coming. This is the conclusion reached by major international bodies, from the EU Commission to the OECD and including the World Bank.

    Suffice it to say that in 2015 only 24% of Italians claimed to have had “interactions with the public administration in the last 12 months.” A far cry from the over 80% in Denmark and Estonia, but even from other big countries, such as France (63%), Germany (53%), Great Britain (49%) and from the EU average (46%). Only Bulgaria and Romania fare worse than the Italians.

  • e-tax in France - a victim of its own success?

    The French tax return period for 2006 is rapidly approaching. In 2005, 3.7m taxpayers filed returns online, against a target of 1.5m filings, and up from 1.3m in 2004. The initiative was a major success in terms of adoption. However, there were several technical glitches - the system went offline several times during the tax declaration period as the system was a victim of its own success.

Die erste gültige, komplett elektronische Wahl in Frankreich gab es vergangenes Jahr in Brest. Doch das Projekt war und ist umstritten.

    Das weltweit größte und erfolgreichste Biometrie-Unternehmen, von dem auch das System für die zentrale Fingerabdruck-Datenbank [IAFIS] des FBI stammt, hat einen Sitz in Tacoma in Florida.

  • Elektronische Wahlmaschinen sorgen für Verdruss in Frankreich

    Der ausgedehnte Einsatz von elektronischen Wahlmaschinen bei der französischen Präsidentschaftswahl am gestrigen Sonntag hat offenbar für viel Verdruss unter den Bürgern gesorgt. Wie die französische Nachrichtenagentur AFP berichtet, kam es bei einer Wahlbeteiligung von mehr als 84 Prozent teilweise zu langen Schlangen vor den Wahllokalen, da es vielerorts statt der früheren vier oder fünf Wahlkabinen lediglich eine Maschine gab. Von den insgesamt 44,5 Millionen wahlberechtigten Franzosen mussten rund 1,5 Millionen ihre Stimme elektronisch abgeben.

  • Estonia, France to launch digital cooperation

    Minister of Entrepreneurship and Information Technology Urve Palo (SDE) and France's Secretary of State for Digital Affairs Mounir Mahjoubi are to sign a cooperation agreement between the two countries, the goal of which is to exchange best practices and solutions in the field of e-governance and digital governance.

    In the agreement to be signed on Monday, both countries state the wish to keep the digital field as the horizontal priority of both countries' policies. The goal of this cooperation is to exchange experience, different e-solutions and information as well as principles in the fields of e-governance, digital economy and cyber security, the Ministry of Economic Affairs and Communications said.

  • Fortschritte für Linux in Afrika und China, Rückschritte in Frankreich

    Das französische Außenministerium hat am gestrigen Dienstag in Paris das Softwarepaket "Aden Mandrakelinux" vorgestellt, mit dem afrikanische Länder kostengünstige Cyberzentren errichten können, in denen wiederum die Bevölkerung kostenlos surfen können soll. Das in drei Sprachen (Französisch, Portugiesisch, Englisch) verfügbare Paket wurde im Rahmen des Entwicklungshilfeprojekts ADEN (Appui au Désenclavement Numérique, in etwa "Hilfe zur Überbrückung der digitalen Kluft") zusammen mit dem französischen Linux-Distributor Mandrakesoft entwickelt. Mit dem Paket sollen auf Kosten der französischen Regierung 60 Internet-Zugangsplätze von Personen eingerichtet werden, die nicht unbedingt über umfassende Computerkenntnisse verfügen.

  • FR: Basque Coast launches second electric bus rapid transit line

    Keolis will run the 10km line on behalf of Basque Country Public Transport Authority and it will link Tarnos to Bayonne in south-west France, carrying around 90,000 passengers per month.

    Keolis has launched a second 100 per cent electric bus rapid transit (e-BRT) line on the Chronoplus transport network on the Basque Coast in the south-west of France.

  • FR: Data protection authority gives green light to nation-wide deployment of e-health records

    On 2 December 2010, the French data protection authority (the Commission Nationale Informatique et Libertés - CNIL) authorised the computer applications which are necessary for the first phase of nation-wide implementation of Personal Health Files (Dossier Médical Personnel - DMP), France's future electronic health records.

    First piloted in 2006, the DMPs will be gradually deployed throughout the territory under the jurisdiction of the Agency for Shared Health Information Systems ('ASIP Santé', in French). The DMPs are computerised records created for each beneficiary of the health insurance, if they wish so. These records will enable health professionals and institutions to share patient information that is needed for the coordination of care, provided the patients give their prior consent to the sharing.

  • FR: Deutsche Technik für französische Landstraßen-Maut

    Die Wiesbadener Firma Vitronic hat vom französischen Elektronikkonzern Thales den Auftrag bekommen, mehr als 170 Kontrollbrücken für die Erfassung der LKW-Maut auf Landstraßen zu installieren. Die Mautbrücken sind eine Weiterentwicklung der Brücken, die im deutschen Autobahnmautsystem zum Einsatz kommen. Nach Angaben des Unternehmens beläuft sich der Auftrag auf einen mittleren zweistelligen Millionenbetrag.

  • FR: Digital technology – Congress on the Digital Transition in Africa (Paris, 25-27 October 2017)

    The Sixth Annual Congress on the Digital Transition in Africa is being held in Paris from October 25 to 27.

    Since 2011, this conference has brought together the main decision-makers of the African digital ecosystem. For three days, 1,000 participants from all over the continent, decision-makers from the public and private sectors, ministerial delegations, and corporate and civil society representatives, will discuss the role of digital technology in Africa and the opportunities for personal services, the strengthening of democracy through e-government, and economic growth.
