  • E-Gesundheit in der EU: wie ist die Diagnose?

    Was ist die Diagnose?

    Zwei in Europa unter Akutkrankenhäusern (d. h. Krankenhäusern mit kurzfristiger ärztlicher und chirurgischer Behandlung) und praktischen Ärzten durchgeführte Umfragen haben eine zunehmende Nutzung elektronischer Gesundheitsdienste ergeben. 60 % der praktischen Ärzte nutzten demnach im Jahr 2013 elektronische Gesundheitsdienste, gegenüber 50 % im Jahr 2007. Es muss jedoch noch viel mehr getan werden.

    Im Bereich E-Government haben die Staaten der EU weiter Fortschritte gemacht. Der Grad der Nutzbarkeit behördlicher Dienstleistungen über das Internet ist im vergangenen Jahr europaweit von 60 auf 67 Prozent gestiegen. Das geht aus der "Studie zum elektronischen Serviceangebot der Öffentlichen Hand" hervor, die vom Management- und IT-Berater Cap Gemini Ernst und Young (CGEY) im Auftrag der Europäischen Kommission durchgeführt wurde. Den größten Fortschritt aller untersuchten Staaten (EU-Mitgliedstaaten plus Norwegen, Island und Schweiz) machte Österreich. Die Alpenrepublik konnte beim Grad der Nutzbarkeit um 27 Prozent auf 83 Prozent zulegen. Die Schweiz (55 Prozent) und Deutschland (52 Prozent) befinden sich im letzten Drittel des Rankings.

Auch wenn damit weiterhin ein Wachstum zu verzeichnen ist, hat sich doch die Geschwindigkeit reduziert. Insgesamt konnte Österreich den größten Fortschritt bei seinen E-Government-Aktivitäten verzeichnen und legte um 27 Prozentpunkte auf nun 83 Prozent zu

    Sweden has the most advanced electronic government services in the European Union, closely followed by Austria and Malta ranking mid-way in an EU compiled scoreboard, in 16th position.

    The European Commission yesterday published the results of a survey which examined 14,000 websites in 28 countries, the 25 EU member states plus Norway, Iceland and Switzerland. The method used defined an index of sophistication of services ranging from simple online information to fully interactive services including online payments and, where appropriate, online service delivery.

    In the EU25, 45% of individuals1 aged from 16 to 74 who used the internet2 obtained information from public authorities’ websites during the first quarter of 2004. At the beginning of 2004, 51% of enterprises3 with internet access obtained information from public authorities’ websites.

    This information comes from a report4 released by Eurostat, the Statistical Office of the European Communities. This report presents the results of surveys on the use of Information and Communication Technologies (ICT) for interaction with governmental bodies (e-Government) in the EU25 Member States, Bulgaria, Romania, Turkey, Norway and Iceland. The report also includes an analysis of the availability of public services on-line.

  • E-government needs simplification - EU

    I am delighted to be here to confirm to you my personal commitment and determination to “Advance e-government”. Why do I care about e-government? Because, it is essential for efficient and effective public service throughout the European Union (EU). It is also a way to put citizens and businesses at the centre of things.

    Putting services on-line has become standard practice for public and private services; but what really matters is getting good quality service. Citizens now have the experience of commercial service providers and they expect the same high quality and ease of use from the public sector. For example, a recent Danish study found that people expect e-government to offer improved efficiency, greater trust, transparency and accountability.

Die Studie "Online Availability of Public Services: How is Europe Progressing?" hat der IT-Dienstleister bereits zum fünften Mal im Auftrag der EU-Kommission betrieben. Sie bescheinigt allen Länder deutliche Fortschritte auf dem Weg zum E-Government.

  • E-Government Studie: Katastrophale Schweizer Werte

    Betrachtet man den Anteil der Dienstleistungsangebote von Behörden, hinkt die Schweiz in Europa hinterher.

    Cap Gemini hat sich im Auftrag der EU-Kommission mit den elektronischen Behördendiensten der 25 EU-Mitgliedsstaaten sowie der Schweiz, Norwegen und Island auseinandergesetzt. Dabei wurde unter anderem herausgefunden, dass 40 Prozent der untersuchten Dienstleistungsangebote vollständig online verfügbar sind. Dieser Schnitt wird teils durch die 10 neuen EU-Staaten gedrückt. Lässt man diese aussen vor, würde der Anteil der vollständig verfügbaren Dienste bei 46 Prozent liegen – vier Prozentpunkte höher als noch vor einem Jahr. Der Online-Umsetzungsgrad über alle Dienste hinweg beträgt 65 Prozent, auch hier wäre der Wert ohne die neuen EU-Länder mit 72 Prozent höher.

    Über 90 Prozent der öffentlichen Dienstleister in Europa sind im Internet vertreten. Dies belegt eine Studie der Cap Gemini, die im Auftrag der EU-Kommission über elektronische Behördendienste in Europa durchgeführt wurde. Von den angebotenen Grund legenden Diensten können 48 Prozent vollständig interaktiv in Anspruch genommen werden. An erster Stelle bei den Online-Angeboten öffentlicher Dienste steht Schweden, dicht gefolgt von Österreich. Die neuen Mitgliedstaaten der EU befinden sich - mit Ausnahme von Estland - noch in der unteren Hälfte der Rangliste.

    Hundreds of billions of euros could be saved for European taxpayers every year as a result of administrative modernisation in the 25 EU Member States, outlined yesterday in the European Commission’’s eGovernment Action Plan. Information and communication technology is the key to modernising government services: making them more efficient and more responsive. 100% take-up of electronic invoicing and electronic public procurement is predicted to save 300billion euros every year. All Member States already signed up to an ambitious agenda to achieve these goals in Manchester last year.
