  • Elektronische Identität: EU-weit einfacher Zugang zu öffentlichen Diensten

    Die Europäische Kommission stellt heute ein Pilotprojekt vor, das für die grenzüberschreitende Anerkennung nationaler elektronischer Ausweissysteme (eID) und den einfachen Zugang zu öffentlichen Diensten in 13 Mitgliedstaaten sorgen soll. EU-weit werden von den Bürgern etwa 30 Millionen nationale „elektronische Personalausweise“ zur Inanspruchnahme einer Vielzahl von öffentlichen Dienstleistungen eingesetzt, z. B. für die Auszahlung von Sozialleistungen und Arbeitslosengeld oder die Abgabe von Steuererklärungen. Das Projekt der Kommission wird den EU-Bürgern die Möglichkeit geben, ihren elektronischen Personalausweis nicht nur im Heimatland, sondern überall in der EU zu benutzen und sich mit ihrer nationalen elektronischen Identität (Passwörter, Identitätskarten, PIN usw.) europaweit auszuweisen. Dazu sollen die bestehenden Systeme nicht ersetzt, sondern angeglichen und miteinander verbunden werden. Das Projekt hat eine Laufzeit von drei Jahren und wird von der Kommission mit 10 Millionen Euro unterstützt. Der gleiche Betrag wird von den anderen beteiligten Partnern aufgebracht.

  • Elektronische Unterschrift mit Anlaufschwierigkeiten

    Der Markt für E-Commerce kann sich nicht so recht entfalten, weil die Verbraucher die elektronische Unterschrift im Internet nur zögerlich annehmen. Das ist das Ergebnis einer von der EU-Kommission veröffentlichten Untersuchung zur Verbreitung elektronischer Unterschriften in Europa. Die Tatsache, dass alle 25 Mitgliedstaaten die EU-Richtlinie zur Anerkennung von elektronischen Unterschriften mittlerweile in nationales Recht umgesetzt haben, habe keinen positiven Einfluss auf die Verbreitung gehabt.

    European telecom ministers agreed earlier this month on a joint roadmap for the development of 5G networks.

    Although the Council is eager to frame it as a detailed action plan, it really represents a missed opportunity, as it is essentially a roadmap without any recognition of what is truly necessary to follow through - namely, a coordinated and harmonised rolling out of key spectrum bands across Europe, along with long term commitments to investment certainty.

  • epSOS European project seeks to facilitate access to cross-border eHealth services

    The epSOS project develops an eHealth framework and ICT infrastructure that intends to enable secure access to patient health information among different European healthcare systems. The project, according to the European Commission, uses the European Health Insurance Card as one of the tools for identifying patients.

    The European Health Insurance Card is being tested in the epSOS project for identifying patients. The epSOS project uses this card to allow holders to provide health professionals with the identification data they need to access the patient's electronic medical record or prescriptions when seeking healthcare in participating epSOS pilot countries - whether as tourists, business travellers, commuters or exchange students, for example. The use of this card is one of the subjects more asked to the Commission's services, as it was reported in February 2012.

    Heute findet im irischen Dundalk eine Ministerkonferenz zum Stand der Einführung schneller Breitbandverbindungen statt. Alle Mitgliedstaaten haben inzwischen Konzepte für nationale Breitbandstrategien vorgelegt. "Das Engagement für eine Beschleunigung der Verfügbarkeit und eine gesteigerte Anwendung ist bemerkenswert. Jetzt wollen wir Taten sehen", erklärte Erkki Liikanen, der für Unternehmen und die Informationsgesellschaft zuständige Kommissar, im Vorfeld der Tagung.

  • Estland will zentrale EU-Datenbank beherbergen

    Estland bewirbt sich als bisher einziges EU-Land um den Standort für die geplante IT-Agentur für die EU-Datenbanken, die Personendaten aus der ganzen Union zentral verwalten soll. Österreich ist als Standort für das Back-up der Daten für das künftige Schengen-Erfassungssystem (SIS-II) sowie der biometrischen Visa-Daten von Nicht-EU-Bürgern (VIS) vorgesehen.

    Die von der EU-Kommission im Juni angekündigte Behörde soll künftig verschiedene Personendaten aus der ganzen Union zentral verwalten. Österreich sei zur Unterstützung der estnischen Standortbemühungen angesichts der "beeindruckenden Vorarbeit" des baltischen Landes in diesem Bereich bereit, sagte Außenminister Michael Spindelegger (ÖVP) laut seinem Sprecher am Montag bei einem Besuch in Tallinn.

    Finnish digital prescriptions are now valid in neighboring Estonia, thanks to an EU health data initiative.

    After a two-hour ferry ride to the capital of southern neighbor Estonia, any Finnish traveler who forgets to bring vital prescription drugs now doesn't need to panic and buy an early ticket home.

    They can just head to the nearest pharmacy in the tiny Baltic state's capital of Tallinn and, using their ID-card, obtain the drugs that had been prescribed in Finland.

  • Estonian e-Governance Academy to lead EU Ukrainian digital transformation project

    The Estonian e-Governance Academy will lead the electronic governance and cybersecurity sections of a European Union project to support Ukrainian digital transformation and harmonization with the EU Digital Single Market.

    This month, the European Union launched the EU4DigitalUA project with a financial contribution of €25 million. The Estonian e-Governance Academy will lead the implementation of the electronic governance and cybersecurity tasks of the project, with a total budget of €9.6 million.

  • EU Action Plan unveiled for a digital future for healthcare

    The European Commission has unveiled an Action Plan to address barriers to the full use of digital solutions in Europe’s healthcare systems. The goal is to improve healthcare for the benefit of patients, give patients more control of their care and bring down costs.

    While patients and health professionals are enthusiastically using telehealth solutions and millions of Europeans have downloaded smartphone apps to keep track of their health and wellbeing, digital healthcare has yet to reap its great potential to improve healthcare and generate efficiency savings.

  • EU adopts e-govt action plan 2011-2015

    The Council of the European Union (EU) has announced its adoption of a 23 point E-government Action Plan 2011–2015 on 27 May 2011. With greater interoperability, an open government and adoption of emerging technologies, the action plan aims to increase the use of e-government services to 50 per cent of citizens and 80 per cent of businesses by 2015.

    This plan will run along four main priorities that “called for actions contributing to a new generation of open, flexible and personalised eGovernment services of administrations at local, regional, national, and European level”.

  • EU and Russia complete €2 million e-government project

    A €2 million EU-funded project aiming to increase administrative efficiency and improve access to government electronic services for Russian citizens has come to an end, according to a press release from the Delegation of the European Union to Russia.

    The “Support to e-Government in the Russian Federation – Government-to-citizens electronic services” project ran for 27 months and was designed to support the government’s various initiatives to promote e-Government as a primary instrument in the reform of public administration in the Russian Federation.

  • EU and US today hold high-level talks on biometric security & border control

    Today, 19th May 2005, the third EU-US meeting of the Policy Dialogue on Border and Transport Security will take place in Brussels. Biometric travel documents, document security, visa policy, passenger name records (PNR), transport and customs are among the issues for discussion, together with preparation of the EU-US Summit to be held in Washington on 20 June.

  • EU attempts to bridge e-skills gap between north and south

    The EU is betting on rapidly developing e-skills among the workforce in order to adjust it to the digital economy. Every year, approximately 100,000 new vacancies are created in an attempt to fill the gap between the 'e-skilled south' and 'e-demanding north' of Europe.

    Yannis Sirros, head of the Federation of Hellenic ICT Enterprises (SEPE) told EurActiv Greece in an interview that Europe will need 900,000 skilled ICT workers by 2020. To address the issue, the SEPE together with Digital Europe on Tuesday (6 May) hosted the conference "E-Skills for Jobs 2014 Grand Event: Mobilising to Support Job Creation and Upskilling of the Workforce" in Athens, Greece.

    European Union (EU) ministers have unanimously approved a declaration recognising the importance of IT-enabled government service transformation to Europe’s economic goals.

    The statement was made at last week’s egovernment conference in Manchester, hosted as part of the UK presidency of the EU.

  • EU backs new website with 6 million euros for growing business partnerships

    A new website (http://eic.cec.eu.int/PES) will facilitate the work of the Pan-European Business Co-operation Schemes (PES) says the European Commission.

    4,000 Small and Medium-Sized Enterprises (SMEs) from over 20 different economic sectors are being brought together in 32 matchmaking events at major international trade fairs over the next two years. This will help generate new business opportunities for SMEs from new and old Member States, candidate and neighbouring countries and strengthen both economic and social ties.

  • EU bank to further finance Belgian smart cities

    An extended partnership has been signed between the European Investment Bank and Belgian bank, Belfius, to finance €400 million of smart city initiatives throughout Belgium.

    The new programme, Smart Cities, Climate Action & Circular Economy II,will help local authorities, inter-municipal groupings and non-commercial organisations in the social and education sectors in Belgium to implement their smart and sustainable projects by granting finance on favourable terms.

  • EU befragt Bürger nach Richtlinien für RFID

    Die europäische Kommission sammelt in einer Online-Umfrage Stimmen der Europäer zum zukünftigen Umgang mit der RFID-Technik. Die Ergebnisse sollen im Dezember 2006 zu Vorschlägen für eine EU-Richtlinie zusammengefasst werden.
