Navi Mumbai Municipal Corporation (NMMC) ranked first in Maharashtra in the City E-Governance Index (CEGI)-2026 report released by Policy Research Organization (PRO) Pune, a third-party organisation that evaluated the e-governance performance of 29 municipal corporations in the state.
The report assessed hundreds of criteria under three key pillars: service availability, transparency in administration and digital accessibility. Pune Municipal Corporation ranked second. NMMC secured the top position due to its citizen-oriented online services, easy digital transactions, an efficient grievance redressal system, and the consistency and up-to-dateness of information available through its website www.nmmc.gov.in and the mobile app My NMMC.

IN: 60% smart city projects faced delays in Haryana: CAG report

Nearly 60 per cent of the 112 developmental projects under the Haryana Start City Mission experienced delays ranging from a few days to more than four years.

AU: Digital birth certificate trial delivered for Victoria
The Victorian Government has commenced a trial of digital birth certificates in three local government areas.

Among 100 selected cities across the country, only 31 have been converted to 'smart' cities under a five-year project beginning in 2016, which has been extended thrice, according to an RTI reply by the Ministry of Housing and Urban Affairs.

Union Minister of State for Home Affairs Nityanand Rai visited Puducherry on Saturday to inaugurate several civic infrastructure and urban development projects under the Smart City Mission.
As part of Puducherry's development, the Union Minister participated in the inauguration of the Mini Stadium in Anna Thidal, a project under the Smart City Mission.
He arrived at the event with several leaders, including the Puducherry CM, and cut the ribbon at the inauguration. They held a Pooja inside to start the ceremony.

Islamabad to Become Pakistan’s first capital smart city
Federal Interior Minister Mohsin Naqvi has announced that Islamabad will become Pakistan’s first Capital Smart City, with a comprehensive plan to transform the existing Safe City project into a modern, technology-driven model for urban management and public safety.
Speaking during his visit to the Safe City Headquarters alongside Minister of State Talal Chaudhry, Naqvi reviewed the city’s monitoring systems on the digital wall and inspected advanced security surveillance at the special Chinese desk in the control room. He emphasized that reforms and effective use of technology in Safe City are the need of the hour.

A.1 Potsdam, Brandenburg, Deutschland: Projekt „PROKETTA – Prozessketten zwischen Wirtschaft und Verwaltung" ist Partner bei den eBusiness-Tagen
Das Projekt PROKETTA ist Partner der Veranstaltungsreihe zum Thema „IT-gestützte Geschäftsprozesse – Erfolgreich im eBusiness“. In den kommenden Monaten finden in mehreren Städten Deutschlands Veranstaltungen statt, in denen verschiedene eBusiness-Lotsen aus der Förderinitiative „eKompetenz-Netzwerk“ gemeinsam mit dem IfG.CC aufzeigen, wie Geschäftsabläufe dokumentiert und verbessert werden können. Hintergrund ist, dass effiziente Geschäftsabläufe und das Fachwissen der Mitarbeiter einer Organisation immer wichtiger werden, um auf dem Markt konkurrenzfähig zu bleiben. Grundlage für beides – Prozessverbesserung und Sicherung von Fachwissen – sind dokumentierte Geschäftsprozesse.
Am Beispielprozess „Auftragsbearbeitung“ wird u.a. dargestellt, wie man sich einen Überblick über Geschäftsabläufe in einer Organisation verschafft und Arbeitsabläufe erhebt und nachnutzbar dokumentiert. Darauf aufbauend wird z.B. aufgezeigt, welche Möglichkeiten es im Bereich des Online-Marketings gibt, wie Ressourcen durch IT besser aufeinander abgestimmt und so Abläufe verbessert werden können und welche Aspekte hinsichtlich IT-Sicherheit beachtet werden sollten.

Zum Projekt PROKETTA:
Das dreijährigen F+E-Projekt „PROKETTA – Prozessketten zwischen Wirtschaft und Verwaltung“ wird über die Förderinitiative „eStandards: Geschäftsprozesse standardisieren, Erfolg sichern“ durch das Bundesministerium für Wirtschaft und Technologie (BMWi) gefördert. Im Projekt werden Prozessketten zwischen Wirtschaft und Verwaltung visualisiert und Möglichkeiten zur Prozessverbesserung identifiziert. Übergeordnetes Ziel ist es, den Aufwand für Unternehmen und öffentliche Verwaltungen bei der Erfüllung bzw. Bearbeitung von Informations- und Meldepflichten zu reduzieren. Kooperationspartner sind u.a. Verwaltungen der kommunalen und Landesebene, kommunale Spitzenverbände, öffentliche IT-Dienstleister, Unternehmen und Kammern.

A.2 Potsdam, Brandenburg, Deutschland: Die PROKETTA-Roadshow – Das IfG kommt zu Ihnen
Die Erfahrungen aus zahlreichen Prozesserhebungen haben gezeigt, dass sich vor allem kleinere Organisationen (z.B. kleine und mittlere Unternehmen) nur vereinzelt mit ihren Geschäftsprozessen beschäftigen. Dabei bildet das Wissen um diese Prozesse die wichtigste Grundlage, um beispielsweise Arbeitsabläufe effizienter zu gestalten, neue Mitarbeiter einzuarbeiten, das Fachwissen von Mitarbeitern, die z.B. in Rente gehen, zu sichern oder neue IT-Anwendungen einzuführen. Diese Gründe waren Anlass, im Projekt „PROKETTA – Prozessketten zwischen Unternehmen und Verwaltung“ eine Roadshow zum Thema „Erhalt von Fachwissen“ zu konzipieren. Ziel ist es, Unternehmen und öffentlichen Verwaltungen die Relevanz des Themas Geschäftsprozessmanagement aufzuzeigen und entsprechende Methoden vorzustellen.
Die Roadshow-Veranstaltungen sind als Workshops angelegt. Ausgangspunkt bilden dabei immer die Arbeitsabläufe (Prozesse) bei der Erbringung von Leistungen sowie die Personen (Wissensträger), die diese Arbeitsabläufe ausführen. Denn diese Wissensträger wenden ihre Kenntnisse, Erfahrungen und Fertigkeiten in den Arbeitsabläufen an und ermöglichen damit die Aufgabenbearbeitung in einer Organisation. Unter Anleitung des PROKETTA-Teams erproben die Teilnehmer anhand von Fallbeispielen verschiedene Methoden, um Fachwissen zu erheben und zu dokumentieren. Sie erhalten so „Handwerkszeug“, welches sie in ihrer Organisation selbst anwenden können.
Die bundesweite Roadshow findet in Kooperation mit den Wirtschaftskammern sowie mit eBusiness-Lotsen aus dem eKompetenz-Netzwerk der Förderinitiative Mittelstand-Digital des Bundesministeriums für Wirtschaft und Energie statt.

P.1 Aktuelle Publikationen zum Forschungsprojekt „Stein-Hardenberg 2.0“
Das Potsdamer Institute for E-Government beschäftigt sich seit einigen Jahren mit der Zukunft der Verwaltung unter dem Titel „Stein-Hardenberg 2.0“. Die preußischen Reformer von einst hatten vor mehr als 200 Jahren den Grundstein für eine moderne Verwaltung gelegt. Zu nennen ist insbesondere die kommunale Selbstverwaltung und das Ressortprinzip. Beide Ausprägungen der Staatsorganisation galten damals als Innovation und sind bis heute Grundfeste deutscher Verwaltung. Hinzufügen kann man noch den Verwaltungsföderalismus als Staatsor-ganisationsprinzip, wenngleich dieser nicht auf Stein und Hardenberg zurückzuführen ist. Die etwas provokante Frage ist, wie würden Stein und Hardenberg die Verwaltung heute organisie-ren, angesichts der Potenziale von IT, die es vor 200 Jahren noch nicht gab? Diese Frage ist in der pointierten Form deshalb gerechtfertigt, weil IT möglicherweise ganz andere Formen der Organisation für die Verwaltung erlaubt, die bisher noch wenig systematisch ausgearbeitet sind. Die Kernergebnisse des Forschungsprojektes „Stein-Hardenberg 2.0“ sind in folgenden Zeitschriften erschienen:

Im August 2014 ist der Ergebnisband des Forschungsprojektes „Zukunft der Verwaltung/Stein-Hardenberg 2.0“ beim Verlag edition sigma in der Reihe E-Government und die Erneuerung des öffentlichen Sektors erschienen. Das Forschungsprojekt hat fundierte Konzepte einer Architektur kooperativer und vernetzter Verwaltung mit E-Government entwickelt.
Ziel des Buches ist es, Veränderungen im Kontext von E-Government auf der Ebene des arbeitenden Staates herauszuarbeiten und diese mit Fragen der Staatsorganisation zu verbinden. Denn genau an dieser Stelle waren bedeutsame Aspekte noch unbestimmt. Unklarheiten bestanden im Wesentlichen darüber, ob und wie die mit vernetztem E-Government möglichen Effizienz- und Effektivitätspotenziale mit den legitimationsdominanten Zielen von staatsorganisatorischen Prinzipien – insbesondere kooperativer Föderalismus, kommunale Selbstverwaltung und ministerielle Ressorthoheit – in Übereinstimmung gebracht werden können.
Dazu werden im Buch erstmals Grundtypen von E-Government-Netzwerken klar definiert und so die allgemeine Bezeichnung „vernetzte Verwaltung“ präzisiert. Darauf aufbauend wird aufgezeigt, wie die organisatorischen Gestaltungspotenziale von E-Government, insbesondere zur räumlichen und behördenübergreifenden Vernetzung, genutzt werden können, ohne dass dadurch grundlegende Prinzipien der Staatsorganisation beeinträchtigt werden. Mit entsprechenden Praxisbeispielen werden die Aussagen fundiert belegt. Anhand konkreter Untersuchungsfelder – Lebenslage Geburt und Leistungen für Eltern eines Kindes mit Behinderung – werden ausgewählte Gestaltungsmöglichkeiten in einen praktischen Anwendungskontext gesetzt und Gestaltungsprinzipien herausgearbeitet. Im Ergebnis zeigt sich, dass die zentralen Prinzipien der deutschen Staatsorganisation vor dem Hintergrund der Möglichkeiten mit E-Government neu auszudeuten sind. Denn die überkommene hierarchisch-siloförmige Arbeitsteilung ist nicht mehr die einzige Form der Aufgabenerledigung, sondern mit IT sind vernetzte und ebenenübergreifende Formen der Leistungserbringung möglich.
Des Weiteren enthält das Buch ein Begriffskompendium, in dem die wichtigsten Begrifflichkeiten der Verwaltungsmodernisierung mit E-Government, insbesondere im Zusammenhang mit den Ergebnissen des Forschungsprojektes „Stein-Hardenberg 2.0“, kurz erläutert werden. Das Begriffskompendium ermöglicht es, auf einen Blick die wichtigsten Grundlagen in kurzer und verständlicher Form zu erhalten.

In der ersten Ausgabe des "WEBverständlich" 2014 des eBusiness-Lotsen Potsdam hat das PROKETTA-Team einen Beitrag zur Sicherung von Fachwissen in Organisationen veröffentlicht. Um Fachwissen zu sichern, sind keine komplexen technischen Systeme erforderlich. Im ersten Schritt ist es wichtig, sich mit den Arbeitsabläufen zu befassen, d.h. welcher Mitarbeiter ist für welche Aufgaben zuständig, welche Arbeitsschritte führt er aus und auf welche Daten und Informationen greift er zu?
In einem zweiten Schritt ist dieses Wissen für alle Mitarbeiter bereitzustellen. Für diese Bereitstellung hat das IfG.CC eine elektronische Lösung entwickelt: den Geschäftsprozessmanager (GPM). Mit dem GPM können Mitarbeiter grafische Modelle ihrer Arbeitsabläufe mit Detailinformationen z.B. zu Prüfschritten oder erforderlichen Dokumenten aufrufen und dieses Wissen auch in neuen Aufgabengebieten anwenden.
In den kommenden Monaten führt das IfG.CC im Rahmen der PROKETTA-Roadshow Workshops zum Thema „Wissenssicherung“ und „Geschäftsprozessmanagement“ durch. Dort erhalten Sie einen Einblick und Tipps, wie Sie schnell und ohne großen Aufwand Fachwissen zu Arbeitsabläufen erheben, dokumentieren und für die organisationsweite Nutzung aufbereiten können.

Zur gemeinsamen Fachtagung Verwaltungsinformatik (FTVI) und Fachtagung Rechtsinformatik (FTRI), die am 20. und 21. März 2014 in Berlin stattfand, ist der Tagungsband „Gemeinsam Electronic Government ziel(gruppen)gerecht gestalten und organisieren“ erschienen (Lück-Schneider et al. (Hg.): Gemeinsam Electronic Government ziel(gruppen)gerecht gestalten und organisieren: Gemeinsame Fachtagung Verwaltungsinformatik (FTVI) und Fachtagung Rechtsinformatik (FTRI) 2014. - Bonn, 214. - S. 14-26.).
In diesem Band ist u.a der Beitrag „Institutionelle Gestaltungsmerkmale der staatlichen IT-Governance in Deutschland“ von Prof. Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, und Sirko Hunnuis, wissenschaflicher Mitarbeiter am IfG.CC, und Dirk Stocksmeier, ]init[ AG erschienen.
Alle Bereiche der öffentlichen Verwaltung sind mittlerweile tief von IT durchdrungen. Damit gewinnt die Frage zunehmend an Bedeutung, wie der Einsatz von IT gesteuert wird. Dafür analysieren wir die institutionellen Gestaltungsmerkmale der staatlichen IT Governance. Anhand dessen zeigen wir auf, dass diese bestehenden Strukturen eher geeignet sind, den Status Quo zu erhalten, indem weitreichende Beschlüsse hohe Anforderungen erfüllen müssen.
Die IT-Governance im öffentlichen Sektor ist in Deutschland insbesondere durch den Föderalismus und das Ressortprinzip geprägt, wodurch die IT-Governance zwischen den Staats- und Verwaltungsebenen sowie auf jeder einzelnen Ebene durchtrennt ist. Über die Bundesebene, die Länder- und die kommunale Ebene tritt zunehmend die EU, beispielsweise wenn die EU-weite Anerkennung nationaler elektronischer Identitäten ermöglicht oder Standards für den Datenaustausch innerhalb der EU vereinbart werden sollen. Hinzu kommt die mittelbare Verwaltung, welche die IT im eigenen Zuständigkeitsbereich weitestgehend eigenständig verantwortet. Dadurch gelingt es aktuell trotz zahlreicher Anstrengungen nur schwer, den IT-Einsatz im öffentlichen Sektor kohärent zu steuern.
Eine kohärente Steuerung der IT kann entscheidend dazu beitragen, die Leistungsfähigkeit der Verwaltung zu erhöhen. Insbesondere ermöglicht IT, die unterschiedlichen Verwaltungsebenen und -bereiche zu integrieren und so z.B. One-Stop-Government umzusetzen. Eine solche serviceorientierte und leistungsfähige Verwaltung ist ein wichtiger Standortfaktor für Unternehmen und erhöht die Lebensqualität für die Bürger.

The paper titled „ICT-enabled public sector organisational transformation: Factors constituting resistance to change“ was published by René Meier, Esther Ruiz Ben and Tino Schuppan in Information Polity, Vol. 18, No. 4, pp. 315-329.
This paper suggests a revision of the commonly used model of acceptance of technical tools (TAM) for analyzing employees’ attitudes towards ICT-enabled public sector organizational transformation. TAM models focus too much on technology acceptance ignoring employees’ resistance to change and the reasons for innovation failure. Empirical research has shown the importance to consider these factors in organizational change projects. Basing on the example of the implementation of an electronic record system in the state (Land) Brandenburg (Germany), the paper applies a quantitative methodology for addressing the question: To what extent can other factors, besides software-problems, explain the employees’ resistance to change towards the implementation of the electronic record system? The results of our analysis show that in addition to the construct ‘technology acceptance model’ the variables: fear of losing work autonomy or in other words discretion, the perceived quality of information and the social influence significantly affect resistance to change. Long term analysis of the introduction of electronic systems in public organizations would improve the explanation power of our model enabling to examine the particular importance of these factors in different phases of the innovation process and to create appropriate interventions.

R.1 Wewer, Göttrik: Open Government, Staat und Demokratie. Aufsätze zu Transpa-renz, Partizipation und Kollaboration. - Berlin: edition sigma, 2014.
Open Government gilt vielfach als die universale Staatsdoktrin für das 21. Jahrhundert, ohne dass schon klar wäre, was sich im Einzelnen hinter diesem Schlagwort verbirgt und was dar-aus für die Praxis des Regierens und Verwaltens folgt. In diesem Band untersucht der Autor alle Bauteile dieser Konstruktion kritisch: das Paradigma der Offenheit, dem sich alles unter-ordnen soll, die drei Säulen Transparenz, Partizipation und Kollaboration, die das Ganze tra-gen sollen, aber auch die technischen und ideologischen Fundamente, auf denen das Modell ruht. Im Zentrum steht dabei stets die Frage, was Open Government für Staat und Demokratie hierzulande bedeuten würde. Im Ergebnis zeigt sich, dass dieses Konstrukt technokratische Züge trägt und aus einer »kalifornischen Ideologie« hervorgeht, die es erst noch politisch zu bewerten gilt. Wenn sowohl die Giganten des Internets als auch emphatische Aktivisten Open Government massiv propagieren, darf kritische Reflexion nicht auf der Strecke bleiben. Wewer bezweifelt, dass Open Government als Leitbild für das digitale Zeitalter taugt, dem im Prinzip alle Länder dieser Welt nacheifern könnten. Auch für die Erneuerung von Staat und Demokra-tie in Deutschland wirft es mehr Fragen auf, als es Antworten bietet.

V.1 Koloa/Kauai, Hawaii, USA, 05.-08.01.2015: 48th HICSS (Hawaii International Conference on Systems Sciences)
Prof. Dr. Tino Schuppan, wissenschaftlicher Direktor des IfG.CC, hat auf der 48. HICSS (Hawaii Interna-tional Conference on System Sciences) das gemeinsam mit Sirko Hunnius und Benedikt Paulowitsch verfasste Paper mit dem Titel „Does E-Government education meet competency requirements? An analysis of the German university system from international perspective“ präsentiert.
In dem Artikel wird aufgezeigt, inwieweit IT- und E-Government-spezifische Lehrinhalte in verwaltungs-bezogenen Studiengängen (Verwaltungswissenschaft, Public Management etc.) vermittelt werden. Hintergrund ist, dass Informationstechnik Staat und Verwaltung so tiefgreifend durchdrungen hat, dass ein gewisses Verständnis für E-Government und IT unabdingbar sind. Für die Untersuchung wurde ein Analyserahmen aus aktuellen Ergebnissen der E-Government-Kompetenzforschung abgeleitet und erhoben, in welchem Umfang E-Government-Lehrinhalte und -themen in verwaltungsbezogenen Studiengängen enthalten sind. Die einschlägigen Lehrinhalte wurden anschließend klassifiziert und analysiert, welches E-Government-Verständnis jeweils zugrunde liegt.
Dabei zeigt sich, dass etwa die Hälfte der verwaltungsbezogenen Studiengänge keinerlei Bezug zu E-Government aufweisen. Studiengänge mit einem nennenswerten E-Government-Anteil zeichnen sich einerseits durch eine Parallelität von Organisations- und Verwaltungsthemen, andererseits durch Technikthemen aus. Die Themen scheinen insgesamt allerdings nur unzureichend aufeinander bezogen und die Bandbreite von unterschiedlichen Themen erweckt den Eindruck von Beliebigkeit. Insgesamt ist das Bild der Studienlandschaft ambivalent: Einerseits kann die Vielfalt und Heterogenität als maßgeschneiderter Mix für die Kompetenzanforderungen im Rahmen von E-Government angesehen werden, andererseits könnte es auch verdeutlichen, dass E-Government und die resultierenden Anforderungen noch immer nicht in der Breite erfasst und vermittelt werden. Wie E-Government aus einer Transformations-perspektive vermittelt werden kann, zeigt das Beispiel der University of Wellington. Deren E-Government-Programm wird in dem Artikel als Gegenbeispiel für die Parallelität von Technik und Organisation in deutschen „E-Government-Programmen“ vorgestellt.

V.2 Die PROKETTA-Roadshow - Das IfG kommt zu Ihnen
Schon seit Oktober 2014 richtet das PROKETTA-Team (proketta.ifg.cc) in mehreren deutschen Städten eine Roadshow zum Thema „Sicherung von Fachwissen in Organisationen“ aus. Mit der bundesweiten Roadshow sollen auf der Grundlage der bisherigen Projektergebnisse Unternehmen und öffentliche Verwaltungen einen Einblick in Möglichkeiten und Methoden der Wissenssicherung erhalten. Das wird zunehmend wichtiger, da sowohl durch Stellenwechsel als auch verstärkt durch die demografische Entwicklung Mitarbeiter die Organisationen verlassen und so notwendiges Wissen verloren geht. Sowohl Unternehmen als auch Behörden benötigen daher Lösungen und Konzepte, um die drohenden Wissensverluste aufzufangen.
Die Roadshow-Veranstaltungen sind als Workshops angelegt. An Praxisbeispielen erarbeitet das PROKETTA-Team gemeinsam mit den Teilnehmern verschiedene Möglichkeiten zur Wissenssicherung. Ausgangspunkt dafür sind die Arbeitsabläufe bei der Erbringung von Leistungen, denn Wissen darüber macht eine Aufgabenbearbeitung überhaupt erst möglich. Sind die Arbeitsabläufe erfasst und dokumentiert, müssen die Informationen darüber den Mitarbeitern zugänglich gemacht werden. Dafür wird im Workshop der Geschäftsprozessmanager (GPM) vorgestellt. Der GPM ist als prozessorientiertes Wissensmanagementtool konzipiert, mit dem in anschaulicher Form Informationen zu den erhobenen Arbeitsabläufen innerhalb einer Organisation sowie zwischen mehreren Akteuren bereitgestellt und visualisiert werden. So kann sichergestellt werden, dass prozessbasiertes Wissen unabhängig vom Mitarbeiter in einer Organisation erhalten bleibt und jederzeit abrufbar ist.
Partner der Roadshow sind Kommunen, verschiedene Industrie- und Handelskammern sowie eBusiness-Lotsen aus dem eKompetenz-Netzwerk der BMWi-Initiative „Mittelstand Digital“.

The 19th IRSPM ConfeThe 19th IRSPM Conference of the International Research Society for Public Management will take place from March 30th – April 1st 2015 in Birmingham, Great Britain. The theme for the conference is "Shaping the future: transforming public management - 'Re-invention or 'revolution'?“.
Public management faces a 'perfect storm' of challenges ranging from growing expectations and demand, demographic change and financial constraint. Whilst some have sought to look for stability in weathering the storm, others have argued for more radical alternatives.
For many, the 'traditional' tools and strategies of public management seem ill-equipped to deal with contemporary challenges and complexities and begun to advocate and shape a future of transformational change seizing on the 'moment' of dislocation in the wake of the financial crisis. Whilst others, have recognised and re-evaluated the resources and know-how held in bureaucracies and professions or the potential for an acceleration of new public management and marketization.
IRSPM 2015 explores the potentialities of public management to respond, reflect, re-invent and revolutionise in the wake of 'crisis'.

W.1 IfG.CC, Potsdam, Brandenburg, 26.02.: Prozesspriorisierungs-Workshop
Der Prozesspriorisierungs-Workshop richtet sich an Teilnehmer, die sich mit Themen wie Kostensenkung, Standardisierung und Beschleunigung von Arbeitsabläufen, mehr Service und Transparenz sowie Sicherung von Produkt- und Leistungsqualität beschäftigen.
Anhand einer Prozesspriorisierung werden im Hinblick auf die Zielsetzung bzw. den Problemdruck der Kommune Prozesse ausgewählt, die vorrangig reorganisiert und optimiert werden sollten. Die Teilnehmer des Prozesspriorisierungs-Workshops werden unter dem Motto „Prozess-Potenzial-Screening“ aktiv in die strategische Prozesspriorisierung und -auswahl anhand von Beispielen aus der öffentlichen Verwaltung eingebunden. Ziel ist es, im Vorfeld von Optimierungs- und Reorganisationsvorhaben Prozesse nach ihrer strategischen Bedeutung sowie dem Dringlichkeitsgrad ihrer Optimierung zu priorisieren. So entsteht eine Auswahl an Prozessen, deren Optimierung für die jeweilige Behörde möglich ist und deren Umsetzung Erfolg verspricht.
Den Teilnehmern wird ein Einblick in die Vorgehensweise des IfG.CC bei der Prozesspriorisierung gegeben. Diese wurde in vielen Projekten bereits erfolgreich angewendet und weiterentwickelt. Die Vorgehensweise ist besonders gut geeignet, um Schritt für Schritt zusammen Prozesse in der öffentlichen Verwaltung hinsichtlich ihres Optimierungspotenzials zu bewerten und auszuwählen.

Der Prozessmodellierungs-Workshop richtet sich an Teilnehmer, die Prozesse modellieren, Veränderungsprozesse moderieren oder das in der Zukunft vorhaben.
Die Teilnehmer des Prozessmodellierungs-Workshops werden unter dem Motto „Prozesse greifbar machen“ aktiv in die Identifizierung, Erhebung, Modellierung und Optimierung von Beispielprozessen (z.B. Baugenehmigung, Gewerbeanmeldung, Kfz-Zulassung) aus der öffentlichen Verwaltung eingebunden. Der Mobile-Services-Workshop richtet sich an Teilnehmer, die sich über Einsatzmöglichkeiten und Anwendungsperspektiven von mobilen Dienstleistungen informieren möchten.
Die Erbringung von Verwaltungsleistungen unabhängig von Verwaltungsstandorten ist vor allem in ländlichen Regionen und in Kommunen mit vielen Ortsteilen von Interesse. Verwaltungsmitarbeiter werden dazu mit einem Koffer ausgestattet und erbringen Leistungen an wechselnden Standorten außerhalb der Verwaltung, z.B. in Außenstellen von Kommunalverwaltungen, an Hochschulen oder in Senioreneinrichtungen.
Die Workshop-Teilnehmer erfahren, welche Kofferkomponenten erforderlich und welche Leistungen für einen mobilen Service geeignet sind und bekommen Hinweise für die Umsetzung (z.B. technische und organisatorische Anforderungen) und Bereitstellung von Leistungen über das mobile „Bürgerbüro“.

2. Schwerpunktthema des Monats/Key Issue of the Month:
"E-Government in Großbritannien/E-Government in Great Britain"

Großbritannien gilt seit Jahren als einer der Vorreiterstaaten, wenn es um die Einführung und Nutzung von eGovernment-Lösungen geht. Nach dem weltweiten eGovernment-Ranking der japanischen Waseda University (http://www.e-gov.waseda.ac.jp/pdf/2014_E-Gov_Press_Release.pdf) belegte Großbritannien im Jahr 2014 nach den USA, Singapur und Südkorea den 4. Platz im Bereich eGovernment insgesamt. Speziell bei den Kriterien „Managementoptimierung/Effizienz“, „eParticipation“ und „Cybersecurity“ erreicht Großbritannien noch bessere Platzierungen.
Im Kontext von E-Government sind von den Verwaltungsmitarbeitern neues Wissen, neue Fähigkeiten und Fertigkeiten gefragt, die zunehmend Beschäftigtengruppen erreichen, die bisher weniger mit IT zu tun hatten. Zu diesem Thema hat auch das IfG.CC verschiedene Forschungsprojekte durchgeführt. Dabei wurde u.a. deutlich, dass es neuer Kommunikations-, Management- und Teamfähigkeiten bedarf – ein Aspekt, der in der häufig technisch geführten Diskussion über E-Government vernachlässigt wird. Das zeigt sich auch in der Behördenpraxis, z.B. in Großbritannien. Mit der Government Digital Strategy, die 2012 veröffentlicht und dann 2013 aktualisiert wurde, wird angestrebt, dass es in allen Behörden ausreichend qualifizierte Mitarbeiter gibt, um digitale Services einführen und verbessern zu können. Das bedeutet auch, dass es nicht nur Mitarbeiter gibt, die sich mit „reinen“ IT-Themen auskennen, sondern auch solche, die sich mit der Verbesserung von Geschäftsprozessen beschäftigen. In diesem Jahr sollen in den britischen Behörden verstärkt Aktivitäten gestartet werden, um Mitarbeitern auf allen Verwaltungsebenen grundlegende digitale Kenntnisse zu vermitteln. Um langfristig Verbesserungen zu erreichen, wird in Großbritannien derzeit auch diskutiert, welche Änderungen bereits in den Lehrplänen der Schulen angestoßen werden müssen.
Dass es bei den E-Government-Kompetenzen auch um die Fähigkeit geht, Digitalisierungsprojekte umsetzen zu können, zeigt ein Vergleich zwischen dem öffentlichen und dem privaten Sektor im Rahmen einer Studie von McKinsey und der Oxford-Universität. IT-Projekte im öffentlichen Sektor überschreiten sechs Mal häufiger das Budget und 20% häufiger den Zeitplan. Um Kosten zu reduzieren und die Effizient zu steigern, wird auch diskutiert, welche Möglichkeiten zur Optimierung der IT-Infrastruktur es für die Behörden gibt. Der Stadtrat von Peterborough hat jetzt ein zweijähriges Projekt auf den Weg gebracht, in dem mit Hilfe des Amazon Web Services die lokale IT-Infrastruktur in die Cloud verlagert werden soll.

2.1 Not one government department can say all of its staff have basic digital skills
Not one government department can say that all of its staff have the basic digital skills required under the Government Digital Strategy, but most are aiming to hit that target by the end of 2015.
A set of reports published in January 2015 show the progress that government departments have made in this area, and plans for the year ahead.
The reports released state the targets that each department set in 2013 and 2014 and the amount of progress they have made in meeting them. These are under 16 specific actions outlined in the Govern-ment Digital Strategy.
One of the key actions of the strategy is that all departments are to ensure that they have appropriate digital capability in-house, including specialist skills. But each department claimed that it was trying to get all of its staff on level 7 of the digital inclusion scale - where level 1 means actively engaged, level 4 means willing but unable, and level 7 means that the employee has the basic digital skills required.

The report stated: "Most governments are far from capturing the full benefits of digitisation. To do so, they need to take their digital transformations deeper, beyond the provision of online services through e-government portals, into the broader business of government itself."

2.4 East of England: Peterborough City Council sees bright future in cloud with Amazon Web Services
Peterborough City Council has embarked on a two-year project that aims to cut costs while boosting efficiency and will see most of the local authority's IT infrastructure move to Amazon Web Services' (AWS') cloud.
Not that moving to the cloud was its original intention, as Richard Godfrey, ICT, strategy, infrastructure and programme manager for Peterborough Council explained: "We've been looking at how we deliver our IT service and how we deliver services in general as a council, which is kind of what led to a new IT strategy. It wasn't really written as a ‘sit down and write a cloud strategy for the council', it just so hap-pened that moving towards cloud was the natural fit."
Like other local authorities, Peterborough Council is under pressure to reduce costs, which means "we have to look at new, innovative ways of working", said Godfrey.
"We'll invest wisely in the ICT budgets and invest in the technologies that enable the departments to change the way they operate and develop services.
"It's not a ‘reduce IT spending' exercise, it's about giving the staff the tools, software and applications they need in order to deliver better services for less," he added.

2.5 Department for Transport seeks support for public transport data standards
The Department for Transport is seeking support for public transport data standards.
In a public tender notice, the organisation said that in the past it had commissioned the creation of a small number of public transport data standards for use by the wider transport data community.
"These standards are used for sharing information in a consistent format for stops, localities and ser-vices, and a separate standard has also been created for cycling data," an ITT statement of require-ments document reads.
The data standards take the form of an XML schema together with associated guidance on how to use the standard effectively, the department said.
It added that standards require a technical expert to maintain them, who may also be required to pro-vide clarification on issues relating to their use.

4.1. Romania: 783 Romanian localities to connect to the Internet by the end of 2015
The distribution network that will connect 783 Romanian localities to the Internet by the end of 2015 will have a length of about 4,900 kilometers, the Ministry for Information Society (MSI) announced in a release on Thursday.
The broadband Internet connection of the 783 localities will be implemented under the project titled "Ro-NET: Building a national broadband infrastructure in disadvantaged areas through the use of structural funds" where the MSI is an applicant - beneficiary as of December 18, 2014.
The project worth a total of 377,838,279.59 lei is co-financed by the European Regional Development Fund and the non-repayable financial assistance (ERDF) amounts to 252,281,871.95 lei of this figure.
Spanning 11 months, the Ro-NET project is aimed at building a national broadband communications infrastructure to provide electronic communication services in disadvantaged rural areas, which currently do not have coverage for high speed Internet services.
The Ro-NET project will cover 783 of the 2,268 localities identified by a feasibility study as "blank areas" with market failure, where operators had no plans to invest.

4.2 European Union: Will the EU data protection regulations shoot down cloud social media and big data?
When the European Union Data Protection Protection Directive was passed in 1995, the concepts of data, data privacy and storage, and the potential for misuse of that data were very different. The internet, furthermore, was still young and the Directive, in any case, was largely based on the UK's own Data Protection Act of 1984.
A lot, obviously, has changed since then. And the challenge of regulating data as those shifts have taken place - the growth of the internet, social media, cloud computing and big data, for example - has been compounded by the different ways in which the Data Protection Directive has been implemented across the 28 countries of the EU.

On January 25, 2012, the European Commission presented a proposal for a “Regulation on the protection of individuals with regard to the processing of personal data and on the free movement of such data”, the “Data Protection Regulation” (DPR). The Commissioner in charge of justice at the time, Viviane Reding, aware of the complexity of the matter, stated jokingly that she hoped a decision on this proposal would at least be reached by the end of her term, i.e. in October 2014.

Yarmouth residents, visitors, business owners and those doing business in town may now apply for permits via the town's website. 5.2 Australia developing mobile app to store health records
Open clinical data is necessary for health technologies to succeed.
Australia is developing a mobile application that will allow patients to store their health records on their smartphone, Dr Leif Hanlen, Technical Director at Australia’s National ICT Agency (NICTA) has announced.

5.3 USA: Using Social Media Data to Identify Outbreaks and Control Disease
Could infectious disease surveillance systems that accurately track social media data inform early warning systems and outbreak response?
The recent Ebola outbreak unearthed an interesting phenomenon. A “mystery hemorrhagic fever” was identified by HealthMap – software that mines government websites, social networks and local news reports to map potential disease outbreaks – a full nine days before the World Health Organization declared the Ebola epidemic. This raised the question: What potential do the vast amounts of data shared through social media hold in identifying outbreaks and controlling disease? […]
Given the popularity of social media, infectious disease surveillance systems that use data-sharing technologies to accurately track social media data could potentially inform early warning systems and outbreak response, and facilitate communication between health-care providers and local, national and international health authorities.

5.4 Kenyan govt and UN to train 45 officials in e-Government
The Kenyan government has formed a partnership with the United Nations to train 45 officials in e-government services to enhance delivery and strengthen communication. Cabinet Secretary Fred Matiang'i said the training will boost the government's digital migration programme. Matiang'i said that with sustainable ICT development, the government will increase access to education services and disseminate information to the public easily. Matiang'i said that at least 200 officers had trained under the umbrella of Presidential Digital Programme (PDP) and are due to start providing ICT services in ministries, Huduma Centres and other government agencies in February 2015.

5.5 Number of issued e-signatures increases in Azerbaijan
The total number of electronic digital signatures (e-signatures) issued by the Azerbaijani National Certification Services Center in 2014 increased by 60 percent and hit 28,579 as of January 1, the Information Computer Center under the Azerbaijani Communication and High Technology Ministry said.
The state bodies were provided with 17,113 e-signatures, 4,838 e-signatures were issued to the legal entities and 6,628 to citizens.

5.6 USA: Telehealth progress requires beefed up network infrastructure
Federal agencies have applied telehealth technology in innovative ways to expand health care beyond the walls of veterans' hospitals and other care facilities. Current efforts allow caregivers to reach patients in their daily lives while clinicians and specialists can share and archive medical information.
However, going forward a much more robust, integrated architecture and networking infrastructure will be needed so information can be captured and shared securely and in real time, according to industry and government experts.

5.7 Pakistan: Techy travelling: Chip-based vehicle registration cards soon
Registration papers of all vehicles will be replaced with chip-based registration cards containing all of the vehicle and driver’s details. This is the first time that a multi-security chip-based vehicle system is being introduced in the Islamabad Capital Territory (ICT).
According to an ICT official, the Excise and Taxation Department will start issuing the chip-based registration cards in the first week of May 2015.
