Thailand’s ICT Ministry will establish a government information network (GIN) infrastructure to connect more than 1,000 government offices and agencies across the country.

The Government Information Technology Services (GITS), which will soon be renamed the e-Government Agency (eGA), is planning to rent network infrastructure to have all government agencies covered by the GIN within four years.

GITS Director Sak Segkhoonthod said the eGA will provide common applications such as video conferencing and data back-up based on a national broadband network to lessen the difficulty of information sharing among government organisations.

“For government officials working in remote areas, they will no longer need to go to meetings in Bangkok because we will have video conferencing: money spent on travel will be significantly reduced,” he told FutureGov Asia Pacific.

Segkhoonthod said that the eGA will set up a common e-mail service for e-government agencies and their staff supplying applications as a service to the public via cloud computing.

The agency will also be responsible for establishing IT standards and providing consulting services on e-government to all government agencies.

It also plans to provide the districts and communities around the country access to the GIN in order to address the digital divide in metropolitan and remote areas.

The budget of the agency is 1.7 billion baht (US$ 55,501,097).

Segkhoonthod said the eGA will train government staff to enhance the level of IT literacy among officials. This will include training in IT and security management.

He added the agency will conform to the e-government roadmap detailed in Thailand’s ICT Master Plan 2009-2013, which will include provision of mobile government services and a one-stop system covering all government agencies.

In 2014, ICT would work on enabling government agencies to connect and transfer information through a variety of channels and devices called the ‘transformation government’ initiative.
