The formation of an e-Government programme in the national policy agenda is all about changes towards the quality of governance as well as service delivery in line with the 21st Century Civil Service Vision for Brunei Darussalam. It is His Majesty's Government's attempt to improve access, convenience, for effective interaction with the citizens and businesses. This are the main objectives of a two-day ACCSM seminar on 'Managing Change in Implementing e- Government in Civil Service' which opened yesterday at Sheraton Utama Hotel, to assist government agencies in contemporary ideas and approaches to embark on administrative reform and enhance operational performance; and also to benchmark best management practices in the implementation of e-Government initiatives amongst Asean member countries with a focus to deal with issues.

Pengiran Dato Paduka Haji Abd Hamid bin Pengiran Haji Mohd Yassin, Permanent Secretary at the Prime Minister's Office, highlighted that the important development of ICT in the public sector has become of an immense significance in a wide variety of public domain as well as creating unprecedented opportunities for the public organisations to embrace change.

He added that ICT also provides for a large array of opportunities in enhancing public sector productivity and efficiency.

The e-Government programme also plays an integrating role in catalysing the socio-economic development of the country, as it will improve information flow and processes in public organisations, thereby improving the speed and quality of policy development, coordination and enforcement.

The seminar which ends today was organised by the Management Services Department, Prime Minister's Office, and jointly organised by the department and the Commonwealth Network of IT for Development (COMNET-IT) Canada.

The seminar was facilitated by Mr Michael A.H. Turner, Assistant Deputy Minister, Telecommunications and Informatics Program for Public Works and Government Services, Canada.

Present at the seminar were high commissioners and ambassadors, Deputy Permanent Secretary, heads of departments, senior government officers as well as the participants for the seminar from Asean member countries.

The seminar is one of the activities outlined by the Asean Resource Center based in Brunei Darussalam.
