The beacon and other pilot projects have been and gone. Many of the national projects are in their final stages. The guidance frameworks and advisory and co-ordinating bodies are established Q: What next?
A: Doing it, big scale. Its time for "e-" to move from "electronic-" to "everyday-".
And its people who must effect these transformations, not technologies. Its people who will make public services effective and efficient, not the technologies their using.
But
Q: Is there a pool of skilled and motivated people in place? Is there any kind of direction to stop chaos emerging?
A: Fortunately, yes. Its the promotion and support of standards-based IT i.e. focused squarely on interoperability and reusability - as implemented by people who know what theyre doing. In the UK this direction is represented by the e-GIF (e-Government Interoperability Framework) and the new eGIF Accreditation Authority.
The Authority is focused on helping people and the organisations that employ them. The Authoritys accreditation and certification schemes will recognise, develop and promote the skills and capabilities of individuals and organisations engaged in delivering e-GIF compliant solutions. By so doing, it is building the pool of recognised e-GIF competent people and organisations through which the 2005 vision will be finally achieved, and sustained into the future.
