The members of the IT Planning Council agreed also on the joint development of an eID Strategy, which will enable the citizens to securely exchange data with the administration and businesses through the Internet. The major focus is on protecting 'electronic identities' and on the simple and secure use of the services provided by the state. The use of the new identity cards will play an essential role in this.
On the evening before the meeting, the panel members had already agreed to concentrate on the implementation of the National E-Government strategy (NEGS). 'Transparent government actions' should be promoted with the suitable IT and eGovernment measures.
The chairman of the IT Planning Council, Dr. Herbert O. Zinell, Permanent Secretary of the Interior Ministry of the state of Baden-Württemberg said "It has become increasingly apparent in all fields that the administrative procedures and decisions require more participation and that the citizens want to be involved. The state has to adapt to this. The IT Planning Council can make an important contribution to this by means of eGovernment and the Internet. In particular, the IT Planning Council must ensure that public administration can receive basic services for forms of participation and cooperation. As a result, the existing good solutions will be taken into consideration and further developed."
Ensuring secure communication is an important part of all eGovernment projects. Cornelia Rogall-Grothe, the Federal Government Commissioner for Information Technology , commented on this; "Federal and state governments must adjust their IT processes to the current Internet threats. An important first step for this is jointly developed uniform minimum standards". The adoption of a guideline for IT Security is scheduled for later in 2011.
Another important topic of the meeting was the orientation of the IT Planning Council towards Europe and it was agreed that in future, the European orientation of German eGovernment should be determined in the frame of the IT Planning Council. Furthermore, German participation in European calls for tender for pilot eGovernment projects will be promoted by the IT Planning Council, the memorandum states. The IT Planning Council outlined its strategic goals in a memorandum.
