MCA-21 initiative is a flagship program being executed by the Ministry of Company Affairs in partnership with Tata Consultancy Services on a Public-Private Partnership (PPP) model

India's largest e-governance initiative by the Ministry of Company Affairs and a Mission Mode Project (MMP) under the Government of India's national e-governance plan, was launched recently in Tamil Nadu. With this, Chennai joined the elite group of 17 centers, wherein MCA-21 has already been successfully implemented, including New Delhi, Mumbai, Bangalore, Ahmedabad, and Hyderabad.

MCA-21 initiative is a flagship program being executed by the Ministry of Company Affairs in partnership with Tata Consultancy Services on a public-private partnership (PPP) model. Under the program framework, TCS is responsible for designing and implementing the program - owning, operating and maintaining the system for a period of six years after successful roll out at all the sites, across India.

The program is designed to 'facilitate' the delivery of services while ensuring 'compliance' at the same time. The key benefits of the MCA-21 program include incorporation of companies online, simplified and ease of convenience in filing forms and returns with MCA, total transparency through e-governance, timely redressal of investors grievances. The program would also allow public inspection of documents anytime, anywhere, and focus on MCA employees to shift from registry functions to regulatory functions.

Launching the landmark project in Chennai, Dayanidhi Maran, Union Communications and IT Minister, said that the MCA-21 project was the largest full-scale deployment of Information Technology in the Government of India, in the shortest possible time frame and would revolutionize the way India Inc interfaces with the government.

“The MCA-21 program will bring about a service transformation in terms of ease and use and is slated to be a benchmark e-governance project in the country,” Maran said.

“Such mission mode e-governance projects have seen major changes in governance systems in India. Government agencies and departments as well as private entities, which want to play a role in e-governance transformations, will all be encouraged to work on the lines of the MCA-21 project,” the minister said.

Reiterating the UPA government's commitment in the National Minimum Program envisaging promotion of e-governance on a massive scale, the minister said the government has a vision and a dream. “The program incorporates 27 MMPs and eight support components to be implemented at the central, state and local government levels,” he added.
