Tamilnadu government today decided to set up a separate directorate for e-governance and appoint an IAS officer to be in-charge of it.

Making this announcement while tabling the policy note on Information Technology Department in the Assembly, Chief Minister M Karunanidhi said the State government was committed to harness e-governance as an enabler for a new era of digital governance where service would be provided to the citizens through easily accessible delivery channels. For this purpose, he said an officer in the IAS cadre would be posted on special duty for creation of the directorate of e-governance and a sum of Rs 26 lakh allotted.

Karunanidhi said a directorate would be instrumental in helping the department in providing better accountability, transparency, increased efficiency in service delivery. As a first step, 12 mission mode departments including land records and commercial taxes had been selected.

In order to empower the people in the rural areas, Karunanidhi said a framework for rural service and delivery through 'Village Resource and Service Centre' (VRSC) was being undertaken. The project had been launched to bring together all the departments under one umbrella and give citizens of the State a 'multi-service' and 'single- window experience' through village panchayats. The key objective of the project was to provide hassle-free one- stop solution to the citizen.

Through this initiative, the government aims at leveraging the panchayats as access point for government service delivery and centres of knowledge and information dissemination. The centre would be operated by SHGs with the government providing complete financial, technical, training and support.

The government had also decided to set up an e-governance training academy for which a sum of Rs 20 lakh had been allocated during this fiscal. With the government emphasising on e-governance, a sum of Rs 10 lakh had been set apart for training of officers and staff on a public-private partnership model. It had also been decided to provide laptop to senior officers like the secretaries to governments, heads of departments and District Collectors who play a lead role as champions of e-governance process. A sum of Rs 50 lakh had been provided for this purpose.
