Die "Offline-Variante" habe jedoch gegriffen, deshalb könne nicht von einem Totalausfall gesprochen werden.

Nachdem am Wochenende das Wirtschaftsmagazin trend einen Gehaltsskandal im Hauptverband der Sozialversicherungsträger und dessen Tochtergesellschaft "Sozialversicherungs Chipkarten Betriebs- und Errichtungsgesellschaft" aufgedeckt hat, ist am Montagvormittag wieder einmal die IT-Infrastruktur für die e-card ausgefallen. Über das Gesundheitsinformationsnetz (GIN) werden vor allem die e-card-Buchungen, aber auch Befunde übertragen. Zu allem Überdruss schafften viele der in den Arztpraxen installierten Endgeräte (GINA-Boxen) den automatischen Wechsel in den Offline-Modus nicht. Logische Folge: Die e-card-Hotline brach unter dem Ansturm telefonisch hilfesuchender Ärzte zusammen.

The administration is expected to make a decision as early as next week about the standard type of biometric identification for governmentwide smart cards under Homeland Security Presidential Directive-12.

Curt Barker, co-chairman of the National Institute of Standards and Technology’s Personal Identity Verification project, said his office will have draft specifications out for public review within about a month of when the administration chooses between image and minutiae as the way to capture two fingerprints on the smart card.

A partnership of 25 local authorities in the North East select Hedra and iNovem to provide Local e-Democracy software and services

North East Connects, the North East Local e-Government Partnership, has accepted Hedra as one of the providers on a framework agreement to help their members increase citizen engagement through the supply of Local e-Democracy software and related services. The project is funded by the Office of the Deputy Prime Minister (ODPM). It is tasked with promoting proven software and helping to drive the Councils forward in implementing their e-Democracy projects. This project is likely to become a best practice model for the UK which is already considered to be a world leader in the area of e-Democracy.

The European Commission has published a Communication with new policy options on Public-Private Partnerships (PPPs). The Communication follows a major public consultation which was launched by the PPP Green Paper in April 2004.

The Commission will clarify how EU rules should apply to the choice of private partners in “institutionalised PPPs”, which are public-service undertakings held jointly by both a public and a private partner. The Commission will also assess whether to propose a legislative initiative on concessions, to clarify both the term ‘concessions’ and the rules applicable to their award.
