  • Estonia and Ukraine to develop e-states together

    Collaborations between digital enterprises and the public sector to jointly develop e-governance between Estonia and Ukraine were launched on Tuesday with a series of events called a 'Digital Society Sandbox'.

    The events were initiated by President Kersti Kaljulaid and the President of Ukraine Volodymyr Zelensky, and kicked off in Tallinn during Zelensky's one-day visit to Estonia.

  • Estonia’s e-Governance Academy helps deliver digital services in Benin and Ukraine

    The Estonia-based consultancy organisation, the e-Governance Academy, has helped deliver e-services in Benin and Ukraine; the academy says the current coronavirus pandemic shows that digital services can save people’s health and possibly their lives.

    “To date, the main arguments to develop public e-services were the hassle-free and more efficient governance to save time and money,” the academy said in a statement. “The current coronavirus pandemic added one more argument: e-governance and e-services can save people’s health and possibly their lives.”

  • Estonian e-Governance Academy to lead EU Ukrainian digital transformation project

    The Estonian e-Governance Academy will lead the electronic governance and cybersecurity sections of a European Union project to support Ukrainian digital transformation and harmonization with the EU Digital Single Market.

    This month, the European Union launched the EU4DigitalUA project with a financial contribution of €25 million. The Estonian e-Governance Academy will lead the implementation of the electronic governance and cybersecurity tasks of the project, with a total budget of €9.6 million.

  • In Ukraine, want to create a single state register

    Deputies want to simplify the Ukrainians access to data from public registers. In the Parliament registered the draft law “On electronic public registers”, which envisages the gradual unification of data from more than 350 of the state register in a single database. The authors of the bill believe that such a move will save the state budget and increase the speed of obtaining administrative services.

    According to the text of the bill, the basis of the Unified register will be a database register of population, state register of legal entities, natural persons and Goszemkadastr. In addition to them in the database will include other directories: movable property, property and non-property rights, regulations, court decisions, powers of attorney, municipal registries and many others.

  • Introducing e-government to help Ukraine integrate with EU

    Despite numerous structural obstacles, the government’s goal of implementing electronic government services will help Ukraine integrate with the European Union.

    That’s what panelists concluded during the discussion “Digital Future and Electronic Democracy” at the KyivPost’s Tiger Conference on Dec. 10. Currently, the Ukrainian government aims to provide state services through a centralized mobile application that any citizen can use.

  • Irish Government Contributes 1,000,000 euros to support civil service reform in Ukraine

    The agreement was signed by His Excellency Ambassador Donal HAMILL, Ambassador Extraordinary and Plenipotentiary of Ireland to Ukraine, and Mr. Francis M. O’DONNELL, UN Resident Coordinator and UNDP Resident Representative in Ukraine. Mr Tymofiy MOTRENKO, Chairman of Main Department of Civil Service of Ukraine, attended the ceremony representing the Ukrainian Government.

    “This project will help promote civil service as a modern public institution, which is based on transparency, free access and modern information technologies as well as European standards and values to be able better serve Ukrainians,” Mr O’DONNELL said, press office of United Nations in Ukraine reported.

    The South Korean government has decided to support the development of a smart city in Uman located in central Ukraine. The Ministry of Land, Infrastructure and Transport announced on Thursday that Uman, along with seven other cities across the world, has been selected for the "K-City Network" project this year.

  • Printing of biometric passports to be launched before Ukraine-EU summit

    Ukraina Printing House plans to launch the printing of biometric passports by the Ukraine-EU summit, which will be held in Vilnius in November 2013, company director Maksym Stepanov said in an interview with ZN.UA, Interfax-Ukraine reported.

    However, Stepanov found it difficult to say what the cost of biometric passports will be, but he expressed confidence that the price would be lower than 350 UAH announced by the EDAPS Consortium.

  • UA: Cabinet approves e-government development plan

    The Cabinet of Ministers of Ukraine has approved the concept of the development of e-government in Ukraine for the period until 2020, which envisages the introduction of the mobile identification system MobileID until the end of 2017.

    The corresponding decision was made at a government meeting on Wednesday, an Interfax-Ukraine correspondent reported.

    Krystyna Gutsalova, ProZorro coordinator, project manager of the state procurement reform under the National Council for Reforms, delivered a speech on "ProZorro System of Electronic Procurement: How to Gain an Additional 1 bln UAH per year for the State?". In her opinion, all initiatives related to electronization, which proved to be successful, started as citizen and business initiatives. ProZorro also commenced its activity as a volunteer initiative when no clear vision of the extent of its real importance for the state was realized. "However, we all clearly saw that the situation in the field of state procurement left a lot to be desired as it was inefficient and largely currupt. Therefore, we strived to change the situation and develop an electronic procurement system for the government", said Mrs. Gutsalova. Today, ProZorro is a hybrid procurement system comprising the Centralized Database (plus module of auctions) and electronic platforms.

  • UA: Kyiv builds infrastructure for IoT, plans to install sensors and launch 'smart' solutions for city

    Kyiv City State Administration has implemented a project to build a city backbone network and infrastructure for the implementation of the Internet of Things (IoT) technology.

    According to Kyiv City State Administration, with reference to the chief digital transformationofficer of Kyiv (CDTO) Petro Olenych, this will allow monitoring the state of the environment, controlling the microclimate in schools or hospitals and improving the efficiency of public services.

  • UA: NBU seeks to launch remote ID system for online administrative services in autumn

    The National Bank of Ukraine (NBU) has designed a draft national system for remote identification of individuals and the company BankID in order to provide administrative online services, the NBU has reported on its website.

    "The NBU invites bank society, the public and executive power agencies to join the public discussion of the regulation of the individuals and company remote identification BankID system," the central bank said.

  • UA: Number of users of Diia app exceeds 13 million Ukrainians, 72 state services available online - Fedorov

    The number of Diia application users has exceeded 13 million and continues to grow rapidly, Minister of Digital Transformation Mykhailo Fedorov said.

    "We have just passed the mark of 13 million unique Diia users. In 2021 we have grown more than five times. Now the daily growth of new users is plus 50,000-70,000. This is an insane growth rate even for any technology business," the minister wrote on his telegram channel on Sunday evening.

  • UA: Arbuzov instructs to speed up work on issuance of biometric passports

    First deputy Prime Minister Serhiy Arbuzov instructed to speed up work on the production of biometric passports in Ukraine, he said during inspection of work of the Ukraina Printing House, ForUm correspondent reports.

    In particular, Arbuzov said, addressing head of the printing house Maksym Stepanov: "You know that we plan to sign an Association Agreement with the EU this autumn. We have to make biometric passports. We do not need any failures."

  • UA: Authorities planning to create common information infrastructure until 2015

    According to the State Agency of Ukraine for Science, Innovation and Information, a common information and telecommunications infrastructure of central and local government agencies will be established until 2015 as part of the third stage of electronic government development.

    The concept of electronic government was approved at a meeting of the Cabinet of Ministers of Ukraine.

  • UA: Cabinet of Ministers approves rules of using budget funds for development of e-government

    The Cabinet of Ministers of Ukraine has approved the rules of using funds of the national budget allocated to the financial department of the government's secretariat to develop e-government and modernize the hall for meetings of governmental committees.

    An Interfax-Ukraine correspondent has reported that the decision was made at a government meeting on August 23.

  • UA: Cabinet puts «E-Government» into practice

    The government has approved an action plan to develop an automated system, dubbed «Single window for electronic reporting», the Information-analytical Bulletin of the Cabinet of Ministers of Ukraine.

    According to the Ministry of Economic Development and Trade of Ukraine, this plan is based on the concept of creation and functioning of the «Single window for electronic reporting» automated system, as approved by the government in August 2013.

    When implemented, the plan will significantly advance the government towards the creation of «E-government».

  • UA: Economic Ministry proposes creating of ‘digital’ governmental committee

    Ukraine’s Economic Development and Trade Ministry initiates the creation of ‘digital’ governmental committee for development of the digital economy and society.

    The proposal is outlined in a draft government resolution on the concept for developing the digital economy and society of Ukraine for 2018-2020.

    Among other initiatives is the upgrade of the register of professions and designing a program for the introduction of digital professions into educational programs jointly with the Education Ministry and Social Policy Ministry.
