County Executive Katheryn Shields formed the county's GIS Department in February and ap pointed Steve Marsh as director. Marsh went immediately to work purchasing and setting up a new computerized GIS system that is compatible with other local governments. The data that will fill the system are currently being revamped. New aerial photography of the entire county has been in production since March and should be completed by Decem ber.

The three jurisdictions captured first-place in the 2003 Best of the Web state, city and county government portal categories, respectively. More than 260 public-sector Web sites entered the contest. A panel of IT experts judged each entry based on its innovation, Web-based delivery of public services, efficiency, economy and functionality for improved citizen access.
Alabama's official Web site, www.alabama.gov, keeps getting better. Last week, the state's Web portal introduced a fresh, new look designed to make accessing government information faster and easier for citizens.
