  • PH: House tells NTC: Fast-track lowering of interconnection charges on voice calls

    The House Committee on Information and Communications Technology has ordered the National Telecommunications Commission (NTC) to fast-track its plan to lower interconnection charges for voice calls.

    The order was made after lawmakers aired their complaints against telecommunications services in the country, including slow Internet, dropped calls and costly voice-call charges to other networks, during a recent committee hearing, headed by Rep. Victor A. Yap of Tarlac.

    Emphasizing that government support is essential in enhancing ICT development in the country to further boost economic growth and create employment opportunities, Globe Telecom reiterates call for closer collaboration with the government in developing key telecommunication infrastructure.

    “Time and again, we continue to call on the government to help develop broadband access in the Philippines by investing in internet infrastructure in rural and far-flung areas of the country.   • PH: ICT Not Fully Tapped – Angara

    The Philippines has yet to fully capitalize on the benefits of Information and Communications Technology (ICT), beyond those that help prop up the fast-growing Information Technology and Business Process Outsourcing (IT-BPO) industry, Senator Edgardo J. Angara said.

    Angara, chairman of the Senate Committee on Science and Technology, emphasized that broadband technologies can also help initiatives in climate change adaptation, citing a recent study from the Broadband Commission for Digital Development.

    “The study points out that ICT can usher in a low-carbon future because these help dematerialize physical products and systems, such as in a so-called paperless society, for example,” said Angara, who also heads the Congressional Commission on Science and Technology and Engineering (COMSTE).

  • PH: ICT plays important role in promoting transparency governance, says DBM chief

    Citing the promotion of transparency governance of the Aquino administration, Department of Budget and Management (DBM) Sec. Butch Abad recently said Information and Communications Technology (ICT) plays an important role in achieving it.

    Sec. Abad said all releases of government including obligations and disbursements will now be available for viewing in the DBM website.

    The budget chief also announced that starting this quarter, DBM will process the so-called “electronic bidding” so that said transaction will not be accompanied by too much human intervention, he said.

    Department of Science and Technology (DOST) Secretary Mario Montejo has said the agency’s efforts in developing information and communications technology (ICT)-enabled products and systems are among its major contributions to address various health concerns.

    “ICT has changed the way we live, and healthcare is among the areas that could benefit from its capability,” he added.

    Education Secretary Armin Luistro underscored the importance of investing in Information and Communication Technology (ICT) to achieve quality education.

    “The use of ICT for education requires significant investment,” Luistro said during the opening of two-day Second Asia-Pacific Ministerial Forum on ICT Education (AMFIE). “It is heartening to note that many of the ICT companies focus assistance on education. But far from simply corporate philanthropy, inputs focused on education are social investments Friday for an enlightened and vibrant client base in the future.”

  • PH: ICTO launches field operations office in Cagayan de Oro

    The Information and Communications Technology Office (ICTO) of the Department of Science and Technology (DOST) has launched its Field Operations Office (FFO) in Mindanao Cluster 2 to link inclusive growth to the countryside.

    The launching was held on Friday, August 29, at Limketkai Luxe Hotel, this city.

    ICTO Deputy Executive Director Assistant Secretary Nicolas Ojeda Jr. said the FFO is the lead implementing entity of the ICTO to ensure that ICT programs and projects are applied at the countryside.

  • PH: ICTO statistics portal launched

    The Information and Communications Technology Office (ICTO)of the Department of Science and Technology with the International Telecommunications Union (ITU) has launched the Philippine ICT Statistics Portal (PHICTS).

    The portal intends to make ICT statistics available on demand for planners, policy makers, researchers, decision-makers, and the public.

    The PHICTS portal will be the first stop in data analysis and visualization. Data provided are collected and authenticated by committed teams from different government agencies solely dedicated to gather hard to find ICT-related data in the Philippines, a statement from ICTO said.

    Parag Khanna, a Senior Research Fellow at the New America Foundation, wrote in 2011: “The 21st century will not be dominated by America or China, Brazil or India, but by the ‘City.’ In a world that increasingly appears ungovernable, cities – not states – are islands of governance on which the future world order will be built… In this century, it will be the city – not the state – that becomes the nexus of economic and political power.”

    This echoes what journalist and urban activist Jane Jacobs wrote almost three decades before. In her Cities and the Wealth of Nations (1985), Jacobs outlined how “import-substitution” in cities and towns – or the process through which a certain locality gains the ability to create products and services that it previously imported – is in fact at the root of all economic expansion. In short, cities (municipalities, villages or other subnational divisions) are the true engines of national prosperity.

    The Iligan City government has partnered with Mata Technologies Inc. to develop innovative, technology-driven systems aimed at enhancing local governance and public services.

    Iligan Mayor Frederick Siao signed a memorandum of agreement with the tech firm on Monday for collaboration on various technology-based projects designed to improve different sectors in the city.

    In its effort to make Iloilo a sustainable and progressive city, the Department of Transportation (DOTr), in collaboration with the United Nations Development Programme (UNDP), presented their plans to implement the Low Carbon Urban Transport Systems (LCT) Project during the Route Characterization Activity held at Mandurriao district on Monday, September 5, 2022.

    The undertaking is driven toward the possibility of launching electric modernized jeepneys in Iloilo City, as one of the four chosen pilot cities for the implementation.

    The Iloilo Police Provincial Office (IPPO) is now just a click away after it launched its website on Monday, April 6.

    IPPO Director P/SSupt. Cornelio Salinas described the website as a channel that will bring the police provincial office closer to the people and to the society as a whole, thereby creating a virtual police community relation.

    The site provides a comprehensive overview of IPPO’s mission, history, accomplishments, plans and programs, crime prevention and safety tips, and press releases, among others. It will also offer not only a user friendly experience and appeal but promises to be an interactive medium where people across the globe can like, share and e-mail their questions and suggestions.

  • PH: Iloilo: 10 biometric machines up for new City Hall

    The new Iloilo City Hall will soon acquire 10 units of biometric machines costing P3 million, courtesy of the Philippine Veterans Bank (PVB), to record attendance of some 1,500 regular employees, Mayor Jed Patrick Mabilog said.

    The timekeeping kiosk units will be installed at the new City Hall by December 2011, in time for the transfer of some City Government offices at the seven-storey building. Full transfer of all offices is expected before the end of January 2012.

  • PH: Immigration bureau soon to use biometrics for travelers documentation

    The Bureau of Immigration (BI) will soon use biometrics for documenting the arrival and departure of international traveler.

    In a statement, BI Commissioner Ricardo David Jr. said the scheme will enhance the country’s border security and boost the agency’s capability to thwart the entry of foreign terrorists and other illegal aliens.

    Biometrics scheme involves the use of an ink-less device and digital camera in capturing the fingerprints and photographs of international travelers.

  • PH: Improved digital highway soon to link Cordillera areas

    The long-awaited “Baguio Broadband Network” that was promised by former Information and Communication Technology Secretary Gregorio Honasan in 2020, may start serving the local government’s smart city program in May, the Department of Information and Communication Technology (DICT) said on Tuesday.

    Towers put up on Mt. Pulag and mountains in the towns of Kibungan, Kapangan and Bokod in Benguet province are also ready to use microwaves to transmit digital data once the Cordillera and Baguio receive their bandwidth allocation next month, said Allan Lao, DICT Cordillera technical operations chief, during the launch of the regional innovation exposition “CordiNNOVATION.”

    Philippines–By early next year, 160 government offices in Metro Manila will be interconnected through fiber optics, a move expected to cut red tape.

    The Department of Science and Technology (DOST) announced that the P2.53 billion Integrated Government Philippines project (iGovPhil) was set for full deployment by the early part of 2015.
