  • Sri Lanka to set up 14,000 ICT centers at village level

    Lalith Weeratunga, Secretary to the Sri Lankan President says that the 2013 budget proposal to set up 14,000 Nenasala ICT centers will be implemented within three years' time.

    President Mahinda Rajapaksa in his budget for next year proposed to set up Nenasala centers in every Grama Niladari division as a special project to broaden the access to IT facilities.

    The 2013 budget has allocated 750 million rupees to set up an ICT center in each of 14,000 Grama Niladari (village officer) areas of the country.

  • Sri Lanka wins awards at the FutureGov Summit 2012 in Thailand

    Sri Lanka won two prestigious awards at the FutureGov Summit 2012 awards ceremony held at the Shangri La hotel in Chiang Mai, Thailand, last week.

    The two awards bagged by Sri Lanka come respectively under the ‘eGovernment’ category and the ‘Public Sector Organisation of the Year’ category.

    The ‘eGovernment’ award was for the Electronic Travel Authorisation (ETA), or Visa Online of the Sri Lankan Department of Immigration and Emigration. The ICT Agency of Sri Lanka (ICTA) played a major role in this award-winning project – ‘Visa Online’.

  • Sri Lanka, UN to improve disaster management through Open Data

    The Survey Department of Sri Lanka and the United Nations Office for the Coordination of Humanitarian Affairs (UNOCHA) signed an agreement for digital data dissemination, the first of its kind between the Government and the UN, which will allow organisations to freely use Government geographic data for disaster management purposes.

    The initiative stemmed from the need to address challenges posed by the lack of access to essential information needed to make well-informed decisions during critical situations.

  • Sri Lanka: 'e-Swabhimani' awards promote 'creative ICT applications'

    Sri Lankans can now compete for national honours for "creative ICT applications", according to a statement by Sri Lanka's Information and Communication Technology Agency (ICTA). With entries accepted until September 15, the inaugural "e-Swabhimani", or "e-Social Excellence", awards programme is open to individuals, groups and institutions.

    Also, according to ICTA’s e-Society Programme Head, Chitranganie Mubarak, the competition offers eight categories to compete in: e-Government and Institutions, e-Health and Environment, e-Learning and Education, e-Entertainment and Games, e-Culture and National Heritage, e-Science and Technology, e-Business and Commerce, and e-Inclusion and Participation.

    Remember the good old days, when we want to get a service from a government department, feeling that comes to our mind is not very encouraging. Most of the people in this country have experienced that in the recent past and even now to a certain extent.

    That has been one of the crucial factors for the citizens to stick to private sector products and services as much as they can. There are many instances that we face difficulties in finding the correct person who handles the matters and most of the time people send from pillar to post when it comes to documentation. People are getting lost in the process and ultimately waste money to get things done.

    A recent news item said that the Government is planning to setup an electronic civilian security database to ensure security and public welfare.

    The manner in which the citizen information would be collected has not yet been revealed but some analysts believe that the reason for this concept is due to the present difficulty of obtaining citizen information through National Identity cards.

  • Sri Lanka: Around 10,000 Government officers trained by ICTA

    The Information and Communication Technology Agency(ICTA) had been able to train around 10,000 Government Service officers in 350 public sector institutions in 13 districts by providing skills and competence to manage and administer e-Government projects including Lanka Government Network(LGN) through its ICT HR Capacity Building Program, Program Manager Nalani Senasekera told the Daily News yesterday.

    Certain Government institutions such as District Secretariat, Registrar General’s Department and Registrar of Motor Traffic Department have already been able to apply their skills to provide an efficient service to the public. Some institutions are yet to applied of computerized service even after obtaining the training, she added.

  • Sri Lanka: Better public service through IT

    Delivering cost effective, enhanced quality services to citizens has become the mantra of governments around the world.

    The critical success factor in becoming citizen centric is to understand citizens’ needs based on their intentions (i.e. fundamental life objectives that are meaningful to citizens and businesses) as opposed to focusing purely on products and services the government offers. For example, a common set of needs for most citizens would include birth, death and marriage registration. If the different government agencies collaborate to provide the information through one integrated portal, it would be an effective means of enticing more citizens to use eGovernment services.

  • Sri Lanka: Cabinet okays eGovernment policy

    In a further development contributing to making the benefits of ICT reach the people, the eGovernment policy was approved by the cabinet recently.

    The policy, aimed at achieving overall development within Government organisations and delivery of Government services, was submitted to the cabinet by President Mahinda Rajapaksa and cabinet approval obtained early last month (2 December).

  • Sri Lanka: Colombo civil service turning to e-governance

    The Colombo District Secretariat commenced another e-governance program by issuing Grama Niladhari (GN) certificates for the residents in the district.

    This new service will enable people to quickly get GN certificates that are needed for various purposes to prove their place of residence.

    The Colombo district is ahead of other districts in using ICT for governance and this program will cover the whole district by 2012, Colombo Government Agent G. A. J. Sylvester told the Sunday Observer.

  • Sri Lanka: e-Government Policy promotes ICT knowledge in public service

    Knowledge of ICT among Government institutional heads greatly helps better public service, said Secretary to Public Management Reforms Ministry Secretary P. B. Abeykoon. The Secretary said so during his keynote address at a workshop in Hambantota last week on the e-Government Policy presented by President Mahinda Rajapaksa and approved by the cabinet last December.

    The one-day workshop organised by the Information and Communication Technology Agency of Sri Lanka (ICTA) at the Peacock Beach Hotel in Hambantota was the third in the series of 10 National Workshop on e-Government Policy aimed at familiarising Government institutional heads and chief innovative officers with the e-Government Policy.

  • Sri Lanka: E-government policy reduces public inconvenience

    The e-government policy to be implemented through the Secretaries, Additional Secretaries, Chief Innovative Officers is for the convenience of the public, a top official said this week. “A properly-maintained database makes people’s life simple and comfortable,” said Secretary to the President Lalith Weeratunga addressing the National Conference on ICT policy for the government, held at the Ceylon Continental Hotel last Saturday.

    The Secretary said that the foreign countries including ICT giant India had a lot of praise for Sri Lanka’s ICT achievements, the world awards won and Sri Lanka’s flagship project namely the Government Information Centre (1919).

    It was stated that several countries were keen in emulating some of Sri Lanka’s projects and adopting them to suit their countries. These included the Government Information Centre and the Lanka Government Network which links all government institutions.

  • Sri Lanka: e-Government workshops islandwide

    Information and Communication Technology Agency of Sri Lanka has organized a series of specially designed e-Government workshops for Chief Innovation Officers during 2010.

    The first and second workshop of the series were held in Colombo and Kandy and the third is scheduled to be held in Colombo on June 29 again, a Senior ICTA Official told the Daily News.

    A common complaint heard nowadays is that the Public Service is lethargic,inefficient and corrupt to boot. If this be true,it may be necessary to probe a little deeper and see why such a pivotal instrument of the Government charged with the delivery of goods and services to the general citizenry of this country, should have been permitted to decline and degenerate in the manner alleged.

    In this respect, retired senior public servants like us are in a vantage position to have an overview of the larger picture by seeing it in the double light of how things functioned in our own time and how they function now.

    The eRevenue Licence facility which enables vehicle revenue licence to be issued afresh or renewed by applying for it from home without physically going to the relevant Government office is a dream come true.

    This was stated by President's Secretary Lalith Weeratunga when he, as Chief Guest, addressed the ceremony for the launching of the eRevenue Licence held at the Western Province Department of Motor Traffic, Maligawatte recently.

  • Sri Lanka: Govt. plans to redress medical brain drain

    The government has embarked upon an innovative pilot programme in tele-radiology and tele – pathology to seek a solution to the brain drain of their specialized doctors and consultants in the fields of radiology and pathology in particular, Minister of Healthcare Nimal Siripala de Silva said in Geneva yesterday redress.

    Addressing the Commonwealth Health Ministers Conference, Minister de Silva said the development of health information systems and management information systems in hospitals are vital to sustainable development of health systems. Expanding e-health services in developing countries has been affected due to lack of bandwidth infrastructure around the country, especially in the rural areas where it could be most useful, Minister de Silva said.

    The Year 2009 had been named the ‘Year of English and ICT’. The year is coming to a close. Hence, it would not be inappropriate to dwell on various aspects of development related to Information Technology. As the world has entered a new stage in which knowledge itself has become a productive force it is essential that developing countries such as Sri Lanka should also aspire to create a knowledge based society.

    Sri Lanka as a developing nation has to overcome a long-standing backwardness. The gap between it and developed countries has been widening. The technology gap is enormous. Its result has been further backwardness. The digital revolution has given an impetus to developed countries. At the same time a new digital divide has also arisen.

  • Sri Lanka: ICT Literacy Rate to be brought above 60 per cent by 2012 – President Rajapaksa

    Information and Communication Technology (ICT) literacy rate in the country will be brought to 60 per cent by 2012, President Mahinda Rajapaksa said while addressing the eAsia 2009, the annual international Information and Communication Technologies (ICT) exhibition, which kicked off yesterday at the BMICH in Colombo.

    President pointed out that the Information and Communication Technology literacy stood at four per cent in 2004 and by today it has risen to well over 30 per cent. He further said that the government paid special attention on the education sector, highlighting the Information and Communication Technology.

  • Sri Lanka: ICT literacy: a must for a developing nation

    We rest on our laurels that our literacy is at a high level. In fact, we boast about it at every possible forum. Undoubtedly, every successive government had worked hard to bring our literacy rate to over 90%.

    We have consistently allocated resources to reach these levels. If you look at the rest of the world, not many countries can boast about a healthy literacy of their population. In the South Asian region, we have the best along with Maldives.
