  • e-Procurement: Baden-Wuerttemberg goes digital

    The German Land of Baden-Wuerttemberg has launched its first fully electronic procurement tenders for several types of goods – office supplies, computer equipment, sanitary articles – for a total value of more than 5 m Euro. The pilot project serves to test different e-procurement softwares and to familiarise suppliers with the new procedure.

  • e-Tendering vow by Bahrain

    Bahrain is offering e-Tendering tips to private companies to enable them to capture a bigger share of government contracts.

    More than 300 companies are to be trained in using the online system, as part of the first batch.

    This follows the signing of a memorandum of understanding by the Tender Board and the Labour Fund to train owners and employees from the private sector on navigating the e-Tendering process.

  • E-Vergabe rechnet sich

    Das Bundeskabinett beschloss am heutigen Mittwoch in Berlin für alle Bundesbehörden ein Programm zur Optimierung öffentlicher Beschaffungen. Bundesinnenminister Otto Schily kündigte an, dass bis Ende 2005 die Beschaffung auf elektronische Vergabeverfahren umgestellt sein soll. Bekanntmachungen von Vergabeverfahren innerhalb der Bundesverwaltung werden im Internetportal der Bundesverwaltung veröffentlicht, unabhängig davon, ob sie elektronisch oder papiergebunden durchgeführt werden. Alle Bundesbehörden stellen ihre Vergabeverfahren sukzessive auf das von der Firma CSC Ploenzke entwickelte E-Vergabe-System um, über das der vollständige Beschaffungsvorgang rechtsgültig und sicher mittels Signaturkarte online abgewickelt werden soll.

    Der elektronische Einkauf spielt für öffentliche Einrichtungen eine immer wichtigere Rolle: Das zeigt eine heute in Stuttgart veröffentlichte Studie der MFG Baden-Württemberg, eines Kompetenzzentrum des Landes für IT und Medien. Vor allem bei der Abwicklung von Bestellvorgängen komme die elektronische Beschaffung zum Einsatz: 43,5 Prozent der Befragten setzen hier bereits Anwendungen ein oder planen deren Einsatz.

  • Elektronische Vergabe in NRW: Eine Erfolgsgeschichte

    Jährlich kaufen allein in Nordrhein-Westfalen Landesbehörden und Kommunen Waren und Leistungen im Wert von geschätzt 20 Milliarden Euro ein: von der Büroklammer bis zur Autobahnbrücke. Als Dreh- und Angelpunkt der öffentlichen Auftragsvergabe wurde in Nordrhein-Westfalen mit Hilfe von d-NRW das Internetportal vergabe.NRW (www.vergabe.nrw.de) aufgebaut. Neueste Kennzahlen zeigen den nachhaltigen Erfolg des Portals auf.

    Das Portal zum Öffentlichen Auftragswesen NRW dient Wirtschaft, Landesverwaltung und Kommunen als Single Point of Contact und vereint alle Funktionen und Informationen im Bereich der Vergabe: Unternehmen können sich über aktuelle Vergabeverfahren, Vertragsbedingungen des Landes und die Beschaffungsstrukturen der Verwaltung informieren (Wer beschafft was?). Vergabestellen finden gebündelt alle relevanten Rechtsvorschriften, die einzelnen Fachverfahren und Zugriff auf die bundesweiten Datenbanken für präqualifizierte Unternehmen. Aktuell belegen über eine Million Zugriffe pro Monat, dass das Angebot von beiden Seiten hervorragend angenommen wird.

    Projekt BundOnline 2005: Intershop und SBS bauten virtuellen Marktplatz für das deutsche Bundesbeschaffungsamt.

    Die E-Government-Initiative „BundOnline 2005“ der deutschen Bundesregierung verpflichtet alle öffentlichen Verwaltungen internetfähige Dienstleistungen bis zum Jahr 2005 ausschließlich online bereitzustellen. Einen wesentlichen Schritt dazu hat nun das deutsche Innenministerium inklusive 26 nachgeordneter Behörden wie der Bundesgrenzschutz, das Bundesverwaltungsamt oder das Bundesamt für Verfassungsschutz gesetzt: Eingekauft wird seit Mitte 2002 über die Plattform Öffentlicher Eink@uf Online des Beschaffungsamtes.

    Im letzten Quartal des vergangenen Jahres war noch einmal ein Schub zu verzeichnen: Die Online-Beschaffung direkter und indirekter Materialien legte kräftig zu.

    Elektronische Rechnungs-, Abgleichs -und Zahlungslösungen sind im Kommen: Sie könnten eine zweite Welle der Einsparungen beim Procurement antreiben.

    Unternehmen, die an einem strategischen und funktional integrierten Ansatz festhalten und erfolgreich elektronische Rechnungen und Zahlungen, Purchasing-Cards (P-Cards), sowie automatische Abrechnungs- und Abgleichslösungen implementieren, können zwischen zwei und 17,5 Prozent Kosteneinsparungen bei Ausgaben an Dritte ernten.

  • eProcurement: Die zweite Welle

    Die elektronische Beschaffung wird mehr und mehr akzeptiert. Doch allzu oft wird über die Systeme nur ein geringer Prozentsatz abgewickelt.

    Elektronische Beschaffung oder auch eProcurement hat nachweislich positive Folgen für die Unternehmen. Die Prozesskosten sinken durchschnittlich zwischen 15 und 30 Prozent, während die Einstandspreise im Schnitt zwischen fünf und zehn Prozent zurückgehen. Das hat eine Untersuchung des Bundesverbandes Materialwirtschaft, Einkauf und Logistik e.V. ergeben. Dabei lasse sich so etwas wie die zweite Welle des eProcurement ablesen, denn der Großteil der Unternehmen habe sich lange Zeit nicht mit der elektronischen Beschaffung auseinandergesetzt, sei aber nun seit etwa einem Jahr mit der Einführung oder der Einführungsplanung beschäftigt. Nur noch 14 Prozent der Unternehmen meinen, auf elektronische Kataloge verzichten zu können, ein Viertel glaubt das in Bezug auf eSourcing-Lösungen.

  • ES: Catalonia - eProcurement platform uses certification agency's eArchiving services

    Since 16 March 2011, the Public Procurement Services Platform(PSCP) of the Government of the Autonomous Region of Catalonia has been using the iArxiu Plaftorm, a digital preservation and electronic archiving service developed by the Catalan Certification Agency (CATCert) and aimed at all regional and local public authorities.

    PSCP makes use of this service in order to transfer into the electronic archive of iArxiu the various contracting documents that must be published in the frame of the public procurement process (documentation relating to the calls for tender, the awarding of contracts, formal approvals), together with the pertinent logs and the electronic signatures.

  • ES: University of the Basque Country adopts eProcurement

    The Procurement and Purchasing Department of the University of the Basque Country has recently integrated ICT in its procurement procedures.

    The Department has implemented a File Manager (Gestor de Expedientes, in Spanish) and it now has a buyer profile on the public procurement platform of the Basque Country (Public Procurement in Euskadi). The University is thus showing its commitment to conducting procurement by electronic means, which is commonly acknowledged as a means to modernise public administration and to boost economic activity.

  • Ethiopian Government Ready to Implement an Electronic Procurement System

    The Ethiopian government is prepared to commence an Electronic Government Procurement (EGP) system to increase the effectiveness of public procurement procedures.

    As Tsegaye Abebe, Procurement Coordinator and Training Advisor with Public Procurement and Property Administration Agency, explained, the system is expected to increase operational efficiency, transparency, and competition between bidders. It will also enable institutions to increase efficiency through automation of manual processes.

  • EU consults on revising systems for public sector procurement: get involved!

    The European Commission is asking the public sector and businesses for their views on an updated version of the 'Common Procurement Vocabulary' (CPV), which is the EU-wide classification system for public procurement contracts.

    The CPV helps all EU businesses and SMEs to easily identify public procurement contracts offered by any EU public authority, irrespective of the original language of the tender notice, thereby increasing competition, efficiency and transparency. The updated version of the CPV takes account of recent market developments and new possibilities offered by electronic procurement, such as structuring and analysis of expenditure and compilation of statistics. The results of the consultation, which is in the form of an online questionnaire, will contribute to the final version of the updated CPV.

  • EU defines Action Plan to put European public procurement online

    The European Commission has published an Action Plan on electronic public procurement to assist Member States in implementing the new Procurement Directives adopted in 2004.

    The objective is to enable any business with a PC and an internet connection to bid for public contracts electronically anywhere in the EU, based on clear conditions and procedures and with all the necessary security.

  • EU gives assistance to UK on implementation of new e-Procurement rules

    The European Commission has published a document that explains and interprets the rules on electronic public procurement (“e-procurement”) that are part of its new public procurement Directives.

    The aim is to assist Member States in writing the rules into national law and contracting authorities in implementing them.

  • EU Open Source Procurement Guidelines

    Public sector procurement is becoming a real battleground for open source in Europe. There have been few successes, but lots of groundwork has been laid in the form of interoperability frameworks and suchlike - despite fierce rearguard actions by old-school software companies naturally alarmed about losing their cosy monopolies.

    One positive move was the creation of the Open Source Observatory and Repository (OSOR), “a platform for exchanging information, experiences and FLOSS-based code for use in public administrations.” The next step is to help people actually obtain the stuff, and one way to do that is to offer some guidelines for open source procurement.

  • EU pushes for cross border procurement

    Online portal opens its virtual doors for businesses

    The European Commission has launched a new portal which it believes will herald the arrival of the next generation of e-government services as well as help businesses in their contact with the EC.

    The Your Europe Portal, which can be found here, has a section dedicated to e-services for businesses and is also charged with cutting through administrative red tape to help businesses from within the Union to win public sector contracts with foreign governments.
