  • MT: eProcurement solution launched

    An eProcurement solution which will revolutionise the way government conducts public procurement has been launched by Finance Minister Tonio Fenech.

    The solution, being provided by European Dynamics SA covers the full lifecycle of public procurement, to the publishing stage to award and execution of contracts.

    It will enable actual tender bids to be submitted securely on line. as well as new possibilities such as 'reverse auctions'. where bidders compete to offer the lowest price. These solutions have been proven to result in better value for government.

    On Friday, Tonio Fenech, Minister for Finance, Economy and Investment (MFEI) launched the eProcurement solution which will revolutionise the way by which Government conducts public procurement.   • MT: Solution launched to facilitate the Government’s transition to online procurement

    On 24 June 2011, the Maltese Government launched the eProcurement solution which will facilitate its transition to online procurement. The product supports the full process of public procurement, from the publishing stage to the award and execution of contracts.

    The pace of e-procurement reforms is picking up momentum in New Zealand. There is direct support at the highest levels of government about ways to streamline the buying and selling of goods and services. The challenge for agencies is ensuring the roll-out of e-payment systems is consistent and integrates work within finance and procurement divisions.

    Peter Fitness, acting director, defence commercial services, New Zealand Defence Force (NZDF), shared insights about e-procurement trends, noting that integrated e-payment systems support an ongoing journey to streamline the purchase of goods and services.

    State Services Minister Trevor Mallard announced last week the Government had canned e-procurement project GoProcure, writing off the $2 million so far spent on the system after a pilot lasting several months.

    The government has finally abandoned its GoProcure electronic procurement system.

    The project had never officially moved beyond trial stage. Now the trial is completed, “the project will be concluded and GoProcure will not proceed to the next phase”, says State Services Minister Trevor Mallard.

    The State Services Commission says it will write off the sunk investment and abandon the project, which would have cost another $5.5 million to fully implement.

    State Services Minister Trevor Mallard announced today the completion of GoProcure, the trial of an online procurement system that allowed government agencies to access suppliers' goods and services through one electronic transaction 'hub'.

    Trevor Mallard said that while the vendors, CGNZ Limited, successfully completed the trial on time and on budget, and that the system performed well, the project will be concluded and GoProcure will not proceed to the next phase.

    Rather, “we’ve decided to approach it in a different way,” using internal rather than external expertise to choose suitable software, he says. This will have the incidental effect of slowing down the process slightly, but he still expects the crucial internal “discovery” report, more clearly identifying IRD’s key business processes in the area, to be completed by July.

    Last week, I was privileged to attend a three-day Workshop on e-Procurement organized by the Bureau of Public Procurement (BPP). The workshop was held at the State House Auditorium from the 29th - 31st August, 2016. Stakeholders represented at the function included Ministries, Departments and Agencies (MDAs), Contractors, Consultants, Service Providers, Professional Bodies, Civil Society Organizations (CSOs), the media and the General public.

    The resource persons were drawn from multilateral organisations such as the World Bank and African Development Bank as well as other international experts. To most of the participants that gathered in the hall the workshop provided a platform to review the World Bank report of e-Government Procurement Readiness Assessment. It also availed them of more knowledge and better understanding of e-Procurement through the rigorous interactive sessions.

  • Niedersachsen: Bezirksregierung Braunschweig versteigert bei eBay

    Ausgediente Polizeifahrzeuge sind jetzt ganz offiziell bei eBay im Angebot. Mit dem neuen Verfahren will die Bezirksregierung Braunschweig Zeit und Kosten sparen.

    Als Vorreiter in der niedersächsischen Landesverwaltung will sich die Bezirksregierung positionieren. Interessierte könnten sich bei eBay unter dem Verkäufernamen "polizei_braunschweig" über aktuelle Angebote informieren, berichtete Thorsten Heine vom Dezernat Polizeitechnik und Wirtschaftsverwaltung. Derzeit befinde sich ein ausgedienter VW Passat der Polizei im Angebot; die Liste der Fahrzeuge werde jedoch laufend aktualisiert. "Bisweilen sind auch besondere Angebote wie Pferdeanhänger und Motorräder darunter", informierte Heine.

  • NL: All government departments are ready to use TenderNed eProcurement system

    All Dutch government departments have joined the eProcurement system TenderNed. This means that all of them have been able to post their public procurement notices in TenderNed since 1 January 2012, in accordance with a new Public Procurement Act that will be published soon.

    The government ministries have thus followed the suggestion of Mr Maxime Verhagen, the Minister for Economic Affairs, Agriculture and Innovation, to prepare themselves to start using TenderNed as soon as they are able.

  • NO: New version of the national procurement service launched

    On 1 January 2014 a new version was launched of the national procurement service Doffin, where public institutions in Norway publish information about their calls for tender. The goal is to simplify the system and provide a better service for its users.

    The new version of Doffin is a more modern platform which is faster and reduces the cost of operation and use.

  • NO: Public eProcurement platform breaks new record

    In November 2011, the volume of sales of goods and services made through the public eProcurement portal of Norway, eHandel, reached the record value of NOK 660 million (approx. € 85.6 million).

    November 2011 was a record month for the number of orders placed online, with over 48 200 transactions. In addition, 401 suppliers used of the platform while the number of public entities present on the portal on the same month was 151, against 99 in November 2010.
