The International Academy of Chief Information Officers (IAC) has reached agreement with the International Institute for Software Technology at the United Nations University in Macau to transfer and share knowledge between chief information officers around the world.

Academy president Toshio Obi said a memorandum of understanding between the two organisations aimed to define a framework for collaboration to support chief information officers (CIOs) and leaders in information and communications technology (ICT), particularly those in developing countries. This, in turn, would increase the success of electronic government or e-government, he said.

The academy and the institute plan to work towards the development of a global resource centre, as an extension of the academy's existing global accreditation centre. It will be built around the themes of chief information officer and ICT leadership in developing countries, including research, capacity building and the development of a community of practice.

"The resource centre will consider enabling policies, regulations and structures for CIOs and executive IT leaders. It will also make available conceptual models for developing CIO and executive ICT-leadership programmes. It will coordinate an offering of services and instruments with partner institutions," Obi said.

The Academy of Chief Information Officers will promote an annual international conference on theory and practice, and support its programme by developing joint workshops, case studies and research papers on e-governance.

Obi said the academy envisaged that the global resource centre would be implemented by communities of practice established by a network of CIO universities.

The academy will also establish a global "green IT" network to analyse and monitor abnormal ICT usage situations around the world, in collaboration with international organisations such as Asia-Pacific Economic Cooperation (Apec) and Asean, he said.
