The policy framework for e-government would include the creation of new policies and legislation, allowing for the democratic inclusion of more national participants. It would also restructure organizations and ensure national and local e-government readiness, the Forum said.
E-government would enhance participatory democracy, while e-administration and back-office components would make a transition to the electronic delivery of services. Meanwhile, e-learning would build talent, using performance measurements, monitoring, evaluation and core public service values, it said.
"The public sector must challenge itself continuously to improve the way it does business," Secretary-General Kofi Annan said in a message read by Under-Secretary-General for Economic and Social Affairs Jose Antonio Ocampo at the opening.
The Mexican Government's agenda for "doing more with less" gave conference participants opportunities to learn from Mexico's experiences and to strengthen South-South cooperation by sharing best practices, Mr. Annan said.
The UN Department of Economic and Social Affairs (DESA) worked with the Mexican Government in organizing the forum. The final two days of the forum were devoted to UN-run workshops and training sessions.
