On 23 May 2012, the city of La Rochelle started 'La Rochelle Open Data', a portal aimed at opening up local government data for public for re-use.

Some 230 data sets covering citizenship, transportation, geographical data, public spaces, public procurement, finances, culture, young people and sports were made available on the portal in various open standards and file formats. The data sets are licensed under an ODbL license, which grants unrestricted and free of charge re-use of the data. The only condition for data re-use is the attribution of the source and, in the case of redistribution of (enriched) data, the use of a similar license.

The data, apart from downloads, is also available through an Application Programming Interface (API), and developers are encouraged to interact on the site as well.

The data available on the portal is raw, unprocessed, unlike the information that can be found on institutional and traditional portals.

The availability of public data should allow businesses, scientists, software developers, students or journalists to collect information, analyse it and provide services and innovative applications for the general public or professionals. Applications re-using data from the portal can be listed on the portal as examples.

This approach also helps promote transparency of public policy, facilitate citizens’ access to information and revitalise local democratic life.
