At the end of January 2011, the City of Paris launched a portal, opendata.paris.fr, to provide citizens with access to local government data.

The data will be available under an adapted version of the ODbl license, which entails that commercial re-users can either share their resulting work under the same conditions or buy a non-exclusive license.

Like any large entity, the City of Paris accumulates and manages a considerable amount of electronic data (databases, mapping information systems, electronic records, etc.). These data are fully exploited by the municipal services as part of their work, but they also constitute a legacy that can be of use for the whole community:

  • researchers can find material to support their work and experiments;
  • developers can create innovative services using these data;
  • citizens and journalists can find raw information;
  • companies can profitably utilise these data, and thus create jobs and wealth for the community.

The open data movement aims to persuade organisations, including all levels of government around the world, to make electronic data available to everyone free of charge. In this spirit of transparency and openness, the Mayor of Paris Bertrand Delanoë and his deputy Jean-Louis Missika (in charge of Innovation, Research and Universities), proposed to the Council of Paris, in June and December 2010, that they deliberate on the release of the public data of the City of Paris.

The launch of the opendata.paris.fr site marks the end of a first step in the release of the City's data, but it is also the start of an initiative: many datasets will be added to the catalogue over the coming months, as and when the contributions of the various municipal services are made.

This release of public data fits into an overall policy of openness followed by the City of Paris since 2008, by which the whole city becomes a testing ground, and where people become 'co-designers' in the developments of their city.
