A new identity assurance service that’s been developed by Britain’s government could in future be used by Brits to access e-government and other services in countries across Europe, according to the Government Digital Service.

Launched in October, the GOV.UK Verify service offers a government-backed, federated identity service in beta mode for Britain’s taxation, driving licence and Department of Environment portals, with other sections planning to use it by next year.

After an enrolment – a process that involves security questions and a code sent to mobile phones, by email, or through calls to landlines – users choose a company to access a government service online.

While Experian is the only company currently accredited to identify users during phased testing, the four other identity providers currently awaiting approval as 'registered applicants' include The Post Office, Verizon, Mydex and Digidentity.

According to a GDS blog post, the eIDAS Regulation developed by Brussels as part of plans for a digital single market will make it possible for people in the UK to use GOV.UK Verify for online public services in other countries.

“This could include car registration, paying taxes or setting up a business in another country. … Looking beyond the eIDAS Regulation, in the future people may also be able to give consent for services to access information, such as health or education records, wherever they are in the EU.”

The GDS says that this could be important when seeking medical assistance abroad or applying to study in another European country, while adding: “This European progress also has great potential for the private sector, both as identity providers and as providers of online services.”

However, the body notes that while it is working on the technical infrastructure to make this all happen, that achieving this “will take a little time” as public and private sector service providers adapt and develop cross-border services.
