The UK Government has published a framework to promote the development of digital interactive TV for delivering services

"Digital Television - a policy framework for accessing eGovernment services", was published on 11 December 2003. A statement from the OeE said it forms part of the plan to deliver all services electronically by the end of 2005 and to ensure they achieve high take up. Also, with over 45% of UK households now having digital TV, it could provide access for people who are reluctant or unable to use PCs.

The document outlines five main elements to the Government's policy on developing DiTV:

  • Government at all levels should evaluate the benefits of its use;
  • Government should work with broadcasters, programme makers and internet service providers to integrate links between e-government and relevant programmes;
  • UK online interactive should be the primary route to developing and DiTV presence;
  • The OeE will help to encourage and integrate the various initiatives in the use of DiTV;
  • The OeE will develop standards for accessibility and useability of government services through the medium.
Minister for e-government Douglas Alexander said: "DTV presents a wealth of opportunities to improve the way government services are delivered and used. We must harness this potential to effectively interact with the citizen and deliver services that they need in a way they want.

"In addition to the UK online interactive service, launched in April 2002, we have seen a number of innovative DiTV pilot projects including those from the Office of the Deputy Prime Minister, the Department of Health and the Department for Work and Pensions. The new framework will allow government to learn from these examples and build on them."
