Two East London boroughs have entered into a shared service agreement that has the potential to deliver £40m savings over the next five years.

The boroughs of Havering and Newham will be sharing support services such as HR, ICT, finance, benefits, council tax and business rates after the proposal was passed by the boroughs’ respective cabinets.

The move comes as a result of “considerable financial pressures in recent years” explains Sir Robin Wales, Mayor of Newham. “We expect funding cuts across the public sector will continue for some years.”

The deal will see the establishment of a shared service center, bringing together over 1,300 members of staff and a combined £64m budget, subject to approval at Havering’s full council meeting later this month.

Not only will the shared service agreement show “that political differences are no barrier to sensible councils making sensible decisions” said Havering leader, Cllr Michael White, but “by reducing costs and making savings” through the use of shared services, the boroughs hope to “protect those frontline services residents say are important” says Sir Robin.

Plans are now currently underway to create a joint-committee model in order to support the new system, due to be operational by April 2014.
