Wirral and Cheshire West councils are to consider sharing "back office services" in a move that could cut costs by £69m.

The two authorities will discuss plans to merge all corporate functions ranging from finance and human resources, to information technology and legal services.

Both will consider recommendations to examine proposals with the aim of establishing a fully-merged shared corporate service over the next two to three years.

It is felt that reducing duplication, bureaucracy and waste and making the most of economies of scale and increased efficiency will create considerable savings for both authorities.

Cheshire West and Chester and Wirral have already begun to share management of procurement services and are scheduled to discuss plans for a collaborative procurement unit.

If the corporate services merger is agreed it is suggested that Tory-controlled West Cheshire and Labour-run Wirral could extend their partnership to further areas like community budgets, public health and economic development.

Today Cheshire West leader Mike Jones said: “In this respect, the political leadership of the two councils is irrelevant. If this way forward is agreed, we will be working together to deliver services which are in the best interests of all our residents.

“A strong, efficient, value-for-money ‘back office’ will obviously benefit the provision of front-line services for our tax-payers in Wirral and West Cheshire at a time when all local authorities are under pressures to finance that provision.”

Wirral leader Cllr Phil Davies said: “While there are financial challenges for all areas of local government, pursuing the idea of shared services gives both councils the opportunity to improve and become more efficient, while making savings.

“As neighbouring councils, it is sensible to look at how we can work together to deliver those areas of our business which are crucial, but could be delivered more effectively in a different way.

"By exploring these options, we are doing all we can to limit the impact on front line services.”

It is proposed governance of the new organisation would be by a joint committee of members with full delegated executive or cabinet powers supported by a joint board of officers.

Cheshire West and Chester’s Executive will discuss the idea on July 10 and Wirral Council’s cabinet will do so a day later.

If both agree, a detailed plan and timetable will be ready by October.

Formed in 2009 as a result of local government reorganisation, Cheshire West and Cheshire already shares services with Cheshire East, Halton and Warrington Borough Councils and Shropshire Council.
