The first independently run centre of its kind, Independent Shared Service Centre One (ISSC1) will be managed by business process outsourcing partner arvato and created from the existing Department for Transport (DfT) shared service centre in Swansea.
Arvato will provide back office services to the DfT and its executive agents over seven years.
Expansions to the centre will see it provide HR, procurement, payroll and finance transactional services to government departments and arms-length bodies.
A second Independent Shared Service Centre will be established in 2014.
Minister for the Cabinet Office, Francis Maude, said: ‘The creation of an Independent Shared Service Centre takes us one step closer to delivering the faster, smaller and more unified civil service we envisaged in our Reform Plan.
‘Although it’s perfectly obvious that sharing services makes sense, successive governments have been unable to make progress on this for the past decade.
‘The taxpayer should no longer have to foot the bill for duplicative services. Instead departments will be able to focus on providing services rather than managing back office functions.’
CEO and chairman of arvato UK and Ireland, Matthias Mierisch, said: ‘Our solution provides a new operating model for back office functions, using industry best practice, economies of scale and standardised processes to deliver improved value for money and service quality.’
Permanent secretary at the DfT, Philip Rutnam, said: ‘This is a significant step forward for the department, and the government, as we seek to improve, standardise and simplify back office processes while delivering better value for money and greater efficiency.’
